More than 1,500 migrants, including adults and children, have swum from Morocco to the Spanish enclave of Ceuta in recent days, overwhelming reception centres and border services. Greta Ruffino, Freelance journalist reporting on the story for EuroNews joined Anton Savage on the show.
La presse marocaine évoque ce matin cet afflux de migrants considérable à Ceuta, mais elle n'est pas la seule. Cet afflux est aussi à la Une de la presse internationale, tant les photos et les vidéos de ces milliers d'arrivées sont spectaculaires. Le Wall Street Journal décrit ainsi ces images : « Une foule importante, composée principalement de jeunes hommes, nageant autour des digues et escaladant les clôtures pour rejoindre Ceuta, la plupart ne portant guère plus que le short et les tongs qu'ils avaient sur eux ». Certains d'entre eux crient et sautent de joie, ils lèvent les bras en l'air en signe de victoire. Leur objectif désormais : gagner le continent européen. Toutefois, certains ont péri en route : au moins 18 migrants se sont noyés selon les autorités espagnoles. En Espagne, El País parle « d'effondrement à la frontière de Ceuta » et précise que « la Garde civile et les services d'urgence, débordés, ne s'occupent que des blessés ». El Païs ajoute que « l'affluence est telle qu'il est impossible d'organiser l'accueil : les pieds et les genoux ensanglantés à force de heurter les rochers, les garçons, pour la plupart de jeunes hommes, poursuivent leur chemin pieds nus. Ils sont arrivés ». « Immigration incontrôlée » Les réactions politiques s'enchaînent. Le Wall Street Journal parle de « scènes chaotiques qui constituent un casse-tête politique pour le premier ministre espagnol socialiste Pedro Sanchez, qui s'est montré relativement indulgent envers l'immigration clandestine ». Ce qui n'est visiblement pas du goût de Giorgia Meloni, la Première ministre d'extrême droite en Italie. C'est ce que nous explique La Repubblica. « Le gouvernement italien envisage la fermeture de l'espace Schengen avec l'Espagne », assure le journal. Dans un message sur Facebook, Giorgia Meloni a notamment déclaré : « Nous ne cèderons pas d'un pouce sur l'immigration : défendre nos frontières et assurer les rapatriements, telle est la ligne de ce gouvernement ». La Première ministre italienne parle aussi « d'images choquantes » et ajoute que « l'immigration incontrôlée représente une menace pour la sécurité européenne ». À Paris, Libération précise que l'Espagne et le Maroc « vont mettre en œuvre "des mesures pour le transfert, dès que possible, de toutes les personnes entrées illégalement à Ceuta" ». Le quotidien français remarque toutefois que « cette procédure d'expulsions à chaud, (appelée push back en anglais) contrevient au droit humanitaire, qui précise que tout étranger arrivé dans un pays de l'Union européenne, doit pouvoir déposer un dossier d'asile. Dans le cas des mineurs, ajoute Libération, le pays d'accueil a, envers eux, une obligation de protection et d'éducation ». Mineurs étrangers sans avocat Autre parcours de migrants, celui des mineurs sans papiers isolés aux États-Unis… C'est un article du Washington Post qui s'inquiète du sort de ces mineurs. « Des milliers d'enfants, explique le quotidien américain, sont sur le point de perdre leur représentation légale (…) un contrat fédéral garantissant l'assistance juridique aux mineurs sans papiers vulnérables, arrive en effet à échéance, ce vendredi ». Quelles en sont les conséquences ? Selon le Washington Post, « des dizaines de milliers d'enfants arrivés aux États-Unis ces dernières années (sans leurs parents) en tant que mineurs non accompagnés, pourraient être contraints de comparaître seuls, sans avocat, devant un juge ». Le quotidien américain précise que « la plupart de ces enfants en situation irrégulière sur le territoire américain, pourraient potentiellement prétendre à l'asile ou à un visa spécial ». « Or, beaucoup d'entre eux ne maîtrisent pas l'anglais, et selon les avocats, ils risquent davantage d'être expulsés s'ils ne sont pas représentés ». Le Washington Post a interrogé Michael Lukens, directeur d'une ONG d'aide aux migrants, selon lequel « la meilleure chance pour un enfant de bénéficier d'un procès équitable, et du respect des procédures légales est d'être assisté d'un avocat. Il est évident, ajoute-t-il, que le gouvernement tente de supprimer cet élément essentiel ».
