Una no sabe como MVM, Freddy Pérez y Víctor Díaz Rúa y sus respectivos consultores jurídicos pudieron ser tan torpes para negociar tan mal y para aceptar condiciones como un estudio de tráfico que obligaría al pago del peaje sombra hasta el 2038. Solo en el presupuesto del año próximo están consignados mas de 4 mil millones para esos fines, pero ya se han pagado 36 mil millones lo que equivale a más de 5 veces el monto contratado inicialmente. En el discurso de anoche no se establece el mecanismo de pago de los 410 millones de dólares que finiquita el contrato ni el origen de esos fondos que no están presupuestados. Tampoco el tiempo para hacerlo. Para mayor transparencia sería bueno esa información fuera pública. Como ciudadana quiero saber si eso queda ahí. En su informe sobre la operación el doctor Esquea recomienda el caso pase al ministerio público para que se establezcan responsabilidades sobre decisiones que costaron tanto al Estado Dominicano. Quizá el único delito sea ser malos negociadores y la torpeza no es delito, pero ocurre que los tres funcionarios se consideran exitosos en sus actividades privadas y sería bueno que se observara como su cerebro funciona en lo privado y se apaga en lo público. Para su suerte los funcionarios cuentan con un congreso corrupto que estableció un limite de 20 años a los delitos de corrupción lo que de plano libera a MVM y deja a Pérez a tiro de hit. Este caso es el mejor reflejo de quienes se benefician con el código que representa los peores intereses de este país.

Sin ingreso a causa de la cuarentena, lejos de sus familias y con incertidumbre sobre su futuro académico. Para muchos estudiantes extranjeros en Francia la pandemia significa pobreza y aislamiento. Los voluntarios de la ONG 'Secours Populaire' que ayuda a los más precarios están abriendo las cajas de comida que van a entregar a los estudiantes para que puedan aguantar esta segunda cuarentena. Freddy Pérez, estudiante colombiano de musicología, llegó muy temprano. "Este mercado que nos dan es una ayuda enorme", dice a RFI. Freddy logró trabajar el mes de octubre y su familia le envió un poco de dinero pero esto solo le permitirá pagar el arriendo de aquí a marzo. Para comer, este el treintañero no tiene otra opción que las ONGs qui entregan canastas alimentarias. La crisis sanitaria, con las dos cuarentenas decretadas por el gobierno francés durante varios meses, ha sumido a muchos estudiantes extranjeros en la precariedad en París. "Los estudiantes, en general, trabajan en los restaurantes, cuidan niños o dan clases particulares, y todo esto se detuvo con la pandemia y la cuarentena, entonces muchos de ellos se quedaron sin ingresos", explica Kab Niang, estudiante y responsable de la asociación 'Secours Populaire' en la Universidad París 8. "No todos tienen ayudas del Estado. Algunos han caído en la pobreza extrema. Un estudiante por ejemplo me dijo que no había comido durante dos días, otro me dijo que solo comía pasta". Imposible volver A la pérdida de sus empleos, se suman amenudo las dificultades que enfrentan sus familias en sus países de origen, también golpeados por la crisis sanitaria y económica. "Un estudiante francés puede ir a pasar la cuarentena donde su familia o sus padres lo pueden ayudar economicamente", destaca el estudiante colombiano Freddy Pérez. "Cuando mi familia me envía dinero y que lo convierto a euros, es casi nada". Como el padre de Freddy tiene hipertensión, su empleador en Colombia le pidió que se quedara en la casa durante varios meses, y le redujo el sueldo por la mitad. "Tendrá que devolver después las horas que no trabajó», explica Freddy cuya hermana se enfermó de Covid-19. «Mi familia me dice 'para qué quiere volver si aquí estamos peor'", confiesa el joven. Fernanda es brasileña, tiene 33 años, y cursa un master en literatura. También vino a buscar una canasta de productos alimentarios en la universidad. "El principal problema es el dinero, porque durante tres meses no pude trabajar. Por suerte tenía unos ahorros. Con eso aguanté el primer confinamiento. Sin esto, no hubiese podido pagar mi arriendo y me hubiese tenido que devolver a Brasil", afirma. "Mis padres están jubilados, no me pueden ayudar. Mi arriendo aquí es más caro que lo que recibe mi mamá como pensión!" A Fernanda, claro que le gustaría ir a pasar la Navidad con su familia pero los pasajes de avión son muy caros. "No puedo y además es peligroso, hay Covid por todas partes aquí y en Brasil", dice a RFI. "No me gusta esta situación, pero no tenemos alternativa. Es un mal momento para todos. Muchas personas han sido impactadas, muchos han perdido familiares. Entonces trato de sentirme contenta por haber validado mi primer año de master y poder terminar el segundo". Latinoamericanas muy afectadas Rana Hamra está colocando tampones y toallas higiénicas en la mesa para distribuirlos. Su asociación humanitaria y feminista, 'Humanity Diaspora', entrega alimentos y protecciones menstruales desde julio en el departamento de Seine-Saint-Denis, en las afueras de París. "Nos sorprendió mucho porque vinieron muchísimas mujeres latinoamericanas: mexicanas, chilenas, venezolanas, brasileñas. Antes estabamos acostumbradas a ayudar a estudiantes extranjeras pero eran sobre todo oriundas de Africa del Oeste, del Magreb o de Japón y China. Cuando empezó la primera cuarentena, muchas estudiantes latinoamericanas se vieron con grandes dificultades. Los padres no las podían ayudar, los consulados no respondían... Fue catastrófico", comenta Rana Hamra. Ayuda excepcional y llamado público a donaciones Frente a esta situación, universidades y escuelas han otorgado ayudas para pagar los alquileres, han aumentado las becas a los estudiantes. El Estado francés y la Municipalidad de París han desbloqueado fondos y las asociaciones humanitarias multiplican las operaciones. Solo en la Universidad París 8, la asociación 'Secours Populaire' pasó de entregar 50 canastas por mes antes de la pandemia, a más de 1.400 en tres meses durante la primera cuarentena. En la Cité Internacional, que alberga a 6.000 estudiantes extranjeros al sur de París, la dirección considera que 600 de ellos tienen dificultades financieras. Los pedidos de ayuda social han cuadruplicado. Y por primera vez en su historia, esta ciudadela universitaria lanzó una campaña pública para recibir donaciones. Jesús Mendez, venezolano de 24 años, vive en este campus histórico y arbolado. Llegó a Francia apenas un mes antes del primer confinamiento y en muy poco tiempo, este estudiante de ingenería en la 'Escuela des Arts et Métiers' se quedó sin dinero. "Me daba terror salir, tenía miedo a enfermarme y luego no poder pagar mis medicamentos", cuenta a RFI. "Durante el primer confinamiento, no salía". Lejos y aislados Confinados en habitaciones o departamentos muy pequeños, los estudiantes parisinos cursan ahora sus clases de forma virtual. No es lo ideal, dicen todos. Menos aún para un estudiante extranjero. "Me costó mucho adaptarme a las clases virtuales, dice Jesús, prefiero las clases presenciales, aprendo mejor, practico más el idioma". Ocho meses después, Jesús tiene acceso al sistema de salud pública francés y agradece la gran solidaridad de la comunidad universitaria. Durante esta segunda cuarentena, cobra un 80% de su sueldo como empleado part-time en un restaurante de comida rapida. Su jefe lo puso en "paro parcial", como se dice aquí, mientras permanecen cerrados los restaurantes. Pero después de pagar el arriendo de su habitación, apenas le quedan unos 120 euros para vivir. Misión imposible en París. Sacar lo que uno tiene en el pecho Todas la noches de jueves a lunes, los voluntarios de la asociación Nightline están disponibles por teléfono para escuchar de forma confidencial a los estudiantes que enfrentan dificultades psicológicas. Y durante el primer confinamiento, recibieron dos veces más llamadas. Estudiar a distancia durante meses, amenudo solo en su pieza. Estar lejos de su país y de su familia, con las fronteras cerradas. Tener problemas de dinero, incertitumbre sobre su futuro académico y profesional... Todo esto en un contexto de pandemia y crisis económica. Para muchos estudiantes, y en particular para los extranjeros, el cóctel de este año 2020 es, con razón, fuente de mucha angustia. "Hay noches en las que me cuesta mucho dormir a causa de la angustia", confiesa el estudiante colombiano Freddy Pérez. "Uno se pregunta '¿qué hago ? ¿será que me devuelvo ? Pero no tengo trabajo ni aquí ni allá...' Hay tanta incertidumbre que a uno le cuesta concentrarse, uno se estresa". La cuarentena, y la pandemia de coronavirus en general, han fragilizado a los jóvenes en Francia. En un estudio de FAGE/Ipsos, un 73% de ellos han declarado haber sido afectados a nivel psicológico, emocional o físico. Y todos los profesionales de la salud mental constatan lo mismo, explica Lucas Bronze, psicólogo clínico en la asociación Apaso que ofrece consultas gratuitas para estudiantes en la región parisina: un alza de los pedidos de ayuda. "Durante la primera cuarentena, la demanda se multiplicó por diez y ahora vuelve a pasar con este segundo confinamiento y de forma general en este contexto de pandemia", detalla al micrófono de RFI. "Los jóvenes que acompañamos tienen síntomas de ansiedad, síntomas depresivos, en algunos caso agravados. Pensabamos que la pandemia iba a agravar los casos de estudiantes ya vulnerables pero en realidad lo que vemos es que llegan nuevos casos : jóvenes con mucha ansiedad, que se sienten aislados y que están muy sensibles con el contexto actual y social". La época de los estudios ya es un momento de la vida "lleno de desafíos y dificultades académicos, familiares", un momento "de construcción de la identidad con fuertes exigencias sociales y de rendimiento", afirma el psicólogo. "Y a eso se agregan la pandemia y la cuarentena". "Tienen un efecto agravante pero sobre todo revelan un sufrimiento de los estudiantes que ya existía antes", subraya Lucas Bronze. Algunos estudiantes están en "situaciónes sociales y psicológicas extremadamente preocupantes", incluso "hay suicidios", reconoció publicamente el primer ministro francés Jean Castex a principios de diciembre. El futuro de una generación está en juego ya que el gran riesgo en los próximos meses es que estas dificultades económicas y psicológicas que están viviendo muchos estudiantes se transformen en altísimos índices de deserción universitaria. Hola, qué tal, Carmelina Labourt les saluda, gracias por acompañarnos y estar al tanto del contenido informativo a través de las breves Podcast, a continuación las noticias que ocuparon titulares correspondientes a este miércoles 21 de octubre.-Hipólito pide eliminación de barrilito y exoneraciones, pero aboga por canastas navideñas-Papa aprueba uniones civiles entre personas del mismo sexo-Senadora Faride Raful renuncia al barrilito- Peña Guaba, dijo que algunos políticos cuando logran obtener un cargo sufren de "amnesia colectiva"-Diputados aprueban préstamos por 500 millones de dólares1- Iniciamos esta misión informativa Con la senadora del Distrito Nacional Faride Raful quien renunció a los Fondos de Asistencia Social conocido como el "barrilito", luego de las controversias suscitadas por haber informado que transferiría ese dinero a una oficina técnica legislativa.Raful expresó que es una distorsión del sistema, debido a su uso discrecional, clientelar y apartado de las funciones del legislador."Debido a esta razón dispusimos que dichos fondos sirvan para la creación de dicha oficina con miras a mejorar nuestras tareas senatoriales del legislador, que es fiscalizar y representar", manifestó la senadora.En ese mismo orden, la legisladora destacó que explorará la forma de mantener la oficina técnica legislativa por otros medios, y no con fondos manejados por la oficina senatorial.Al ser cuestionada sobre cómo hará para ayudar a las personas que acuden a su oficina en busca de una receta médica, Raful manifestó que canalizará la ayuda a través de las instituciones correspondientes.Asimismo, informó que someterá ante el Senado de la República un anteproyecto que garantice la desaparición de manera institucional del "barrilito".Dijo que como miembro de la comisión bicameral que estudia el presupuesto de la nación, propondrá una reestructuración de las partidas que maneja la institución para eliminar los que van dirigidos al fondo de Asistencia Social y su uso discrecional, como ahora se dispone.2- A propósito del controversial tema, el presidente Hipólito Mejía expresó que apoya la eliminación del “barrilito”, tal cual se ha estado debatiendo en las últimas semanas.Mejía alega que los privilegios no son buenos y que los políticos no deben aprovecharse de todo e insistió en que al menos de manera coyuntural no deberían entregarse dichos fondos.“No es posible que por ser diputado tengamos exoneraciones”, agregó el ex mandatario, quien además consideró que en tiempo de crisis se debe ser sensato con el dinero público.Sobre las entregas de canastas y bonos navideños dijo que cuando fue presidente estaba opuesto a dichas reparticiones, pero que ahora considera que se debe continuar con las distribuciones porque la gente se acostumbró al festejo navideño.Insistió en que se debe buscar una mejor forma de repartición, pero no erradicar la práctica.3- El contrato de préstamos de US$500 millones de dólares para ser utilizados en el financiamiento del Programa de Fortalecimiento de la Política Pública y Gestión Fiscal para la atención de la crisis sanitaria y económica, causada por el COVID-19 en el país, fue aprobado en única lectura y con su informe en la Cámara de Diputados.En la sesión del pasado miércoles los legisladores ofrendaron un voto favorable a la iniciativa que procura mantener un equilibrio en la economía del país.El préstamo fue suscrito entre la República Dominicana y el Banco Interamericano de Desarrollo (BID) y sometido al Congreso por el Poder Ejecutivo.En esta ocasión, la bancada del PLD, encabezada por su vocero, Gustavo Sánchez dio su voto favorable a la pieza, y dijo que “el bloque del PLD mantiene la coherencia en cuanto al bienestar de los ciudadanos”.4- El presidente de la República, Luis Abinader, junto a otros funcionarios, lanzó la noche del pasado martes la estrategia Marca país con el propósito de posicionar los atractivos de la nación a nivel internacional.El lanzamiento incluyó un logo con las iniciales de las palabras República Dominicana (RD) con los colores azul, blanco y rojo.El logo ha provocado una serie de reacciones, muchas de las cuales expresando apoyo y su rechazó.Desde que se dio a conocer el arte las redes sociales se inundaron con opiniones sobre él. Algunas personas ven en el una agenda de fusión con Haití por los colores, otros piensan que es un plagio y que el Gobierno fue engañado.También están los que simplemente no les gusta porque no sienten a la República Dominicana con él. Otros, en cambio, lo consideran maravilloso y como un aporte para proyectar la nación a nivel internacional.Cabe destacar que la estrategia fue un proceso de 32.9 millones de pesos licitado y adjudicado el año pasado, pero a solo horas de su lanzamiento llueven las acusaciones de plagio en la representación visual.El 25 de marzo el Centro de Exportaciones e Importaciones (CEIRD) publicó el proceso de licitación para la «contratación servicio de consultoría para el diseño de la marca país de la República Dominicana y el plan estratégico para su implementación». El monto ofertado por la institución fue 34 millones de pesos, pero en junio 2019 Kraneo Publicidad recibió el contrato por presentar la mejor oferta económica: 32 millones 906 mil 247 pesos.5- El presidente del Partido Bloque Institucional Social Demócrata (BIS), José Francisco Peña Guaba, expresó que algunos políticos dominicanos cuando logran obtener un cargo sufren de "amnesia colectiva", dejan de reconocer favores, se olvida de familiares y amigos y cambian hasta de número de teléfono.Sostuvo que en el país la mayoría de los funcionarios no tienen palabra y no se comprometen, al tiempo que aseguró que la confianza en política se gana.“Nunca he hecho un acuerdo que no haya cumplido (…) En el país hay políticos que creen que el incumplimiento a los acuerdos suma y eso al final afecta”, manifestó 6- El exministro de Obras Públicas, Freddy Pérez, criticó las denuncias que ha hecho el actual titular de ese ministerio sobre supuestas irregularidades ocurridas en la pasada gestión, asegurando que el país debe avanzar, algo que dice no se logra cuando los funcionarios están con la mirada puesta en el pasado.«Usted no puede llegar a un sitio y comenzar a decir que hay esto y aquello, investigue bien sus asuntos y vea si es verdad o es mentira. No le favorece al país estar todos los días anunciando una cosa y echar para atrás después, ese no es el papel de un ministro de Obras Públicas”, dijo Pérez.Expresó que en caso de encontrarse irregularidades “lo primero es hacer una investigación y suministrárselo al Ministerio Público o a la Cámara de Cuentas que es la que le corresponde”.Sobre el escándalo por la adjudicación de 11,500 millones de pesos, supuestamente de forma irregular para hormigón asfáltico caliente, aprobados previo a las primarias del Partido de la Liberación Dominicana (PLD), dijo que se trata de una franca violación a la ley.7- Tras la prohibición a las instituciones públicas de comprar bonos y entregar canastas navideñas, el ministro Administrativo de la Presidencia, José Ignacio Paliza, informó que el Gobierno busca alternativas para mostrar su solidaridad a los sectores más desposeídos este fin de año.El funcionario dijo que están diseñando formas que sean más honestas y justas para que las personas reciban las ayudas de manera más dignas.“El Gobierno dominicano está estudiando el tema, porque en un momento en el que vivimos de crisis donde la gente necesita solidaridad, siempre es propio que el Gobierno esté presente. El problema es que tradicionalmente las ayudas o colaboraciones, los presentes que se han dado en Navidad no se han hecho de la mejor manera. Son sistemas, los que se han empleado hasta el momento, que no cubren la vergüenza de la gente que lo necesita y, por tanto, estamos pensando, buscando, diseñando formas que sean más honestas o justas”, señaló el funcionario.8- El Senador de la provincia Santo Domingo, Antonio Taveras Guzmán, informó que la próxima semana el Senado comenzará a realizar el levantamiento de la situación financiera y administrativa dejada por la gestión del Partido de la Liberación Dominicana (PLD) en los diferentes ministerios del Gobierno.El presidente de la comisión especial creada por el Senado para desempeñar esta función señaló como prioritarios los ministerios que manejaron más recursos en los años recientes, comenzando por Educación, Obras Públicas, Salud e Industria y Comercio.Con los resultados en las manos, dijo Taveras Guzmán, el Congreso podrá saber cómo se manejaron los recursos públicos en la gestión pasada y cuál es el punto de partida para evaluar el desempeño de los funcionarios entrantes.9-La expresidenta de la Cámara de Diputados, Lucía Medina, compareció a la Procuraduría General de República (PGR) para ser interrogada sobre su declaración jurada de bienes.La hermana del expresidente Danilo Medina llegó a la institución a las 12:30 pasado meridiano; 30 minutos de la hora pautada.A pesar de las insistencia de los periodistas, la exlegisladora dijo que no ofrecería declaraciones a la prensa.Según las informaciones fue interrogada por el titular de la Procuraduría Especializada de Persecución de la Corrupción Administrativa (Pepca), Wilson Camacho, y la procuradora adjunta del departamento de Persecución, Yeni Berenice Reynoso.10-El expresidente de la República, Hipólito Mejía respaldó la reducción del 50% de los recursos con los que contribuirá el Estado con las organizaciones políticas para el 2021, como propuso recientemente el presidente de la República, Luis Abinader.

Freddy Perez (aka Dj Muvelo) was born in San José (Costa Rica) in 1976. When he was 16, he already started living on his own. And it was by Christmas 1999 (20 years ago), he moved to Liverpool. He immediately became involved with the world of Latin nights:* organising dance sessions and * developing his capacity as a Dj alongside Roger Morris (known as the Director of Brazilica Today). During that same time, he studied English and multimedia, radio and web design. In 2004, he co-founded the first Latin company in Liverpool on Hope Street and create the “All Things Latin” office. Already at that time, his name was highlighted regionally and even at a national level, as Dj Muvelo. From there, they managed to do the First Latin Festival in Liverpool for 6 consecutive years, promoting Latin cultures in the region. In 2007 they opened the first cultural centre in the city without the help of any fund, but because of that, it could only last three years, leaving his passion for being a DJ for a while. But in 2014, Dj Muvelo returned, at the festival de Sefton Park (LiMF), with over 45000, meeting worldwide recognised artists like Shaggi) Freddy is now also specialising in music production, apart from Doing in the most popular parties in the city: Viva Brasil, Revolución de Cuba… and delivers private sessions to celebrities.
