We know that there are many modes of learning. One that has been spoken about in recent episodes as critically important is on-the-job learning and how, knowledge sharing between peers, even from different areas of an organisation, can help fuel new ideas and ways of working.Another important learning and development opportunity in the APS is mobility. In our latest episode, Sam Palmer joins us to discuss this and so much more on the topic of learning organisations. Sam is Secretary and a Fellow of IPAA and currently serves as APS reviewer on the independent capability review of the Commonwealth Department of Education on secondment from Austrade.
The Corporate Transparency Act is the new law that requires certain “reporting companies” (corporations or LLCs of fewer than 20 employees and $5 million or less in revenue) to report beneficial ownership information to FinCEN, the Financial Crimes Enforcement Network, or else face daily fines and up to two years imprisonment! A federal court in Texas issued a nationwide preliminary injunction in early December 2024, preventing the federal government from enforcing the law for the time being. An appeals court then changed course later in December – only to vacate its own decision days later, again pausing the reporting requirements. The result is that reporting companies are not under obligation to report – for now – but this appeal is ongoing such that the duty to report could once again come into effect. Consult your lawyer and accountant for additional guidance and go to FinCEN.gov/boi for news alerts as the situation develops. ***** Note that the criteria for reporting companies overlaps quite closely with the profile of an independent oil and gas company as defined by the IPAA, citing the IRS Code (See IPAA.org). - - - - - This message is for informational purposes only and is not, nor is intended to be, legal advice. With a decade as a Commonwealth Secretary, and two more as Australian Public Service Commissioner, it is no surprise Robodebt Royal Commissioner Holmes turned to Andrew Podger AO for expert advice on the operation of the public service. In this episode, Danielle talks to Andrew about the impact that granting tenure could have on the quality of advice, the increasing use of labour hire in the public service, and the importance of senior executives having read the legislation. Also referenced in the conversation:The ‘Barilaro Report': NSW DPC Investigation into the Appointment of Senior Trade and Investment Commissioner to the AmericasBlair Comley, Cth Secretary Health and Ageing, speech to IPAA (14 March 2024)Intro grab features Counsel Assisting Justin Greggery, Ms Kathryn Campbell AO CSC, and Commission Holmes, 11 November 2022.Now for some appropriately bureaucratic disclaimers....Those of us in the employ of the State Government speak in a strictly personal capacity, consistent with the Public Sector Code of Ethics that permits public servants to promote an outcome in relation to an issue of public interest - in this case, the betterment of the public service.Nothing we say should be taken as representing the views of the Government or our employers. While we have tried to be as thorough in our research as busy full time jobs and lives allow, we definitely don't guarantee that we've got all the details right. If you want rigorous reporting on Robodebt, we recommend the work of Rick Morton at the Saturday Paper, Chris Knaus and Luke Henriques-Gomes at the Guardian, Ben Eltham at Crikey, Julian Bajkowski at The Mandarin, and of course, the Robodebt Royal Commission itself. Please feel free to email us corrections, episode suggestions, or anything else, at thewestminstertraditionpod@gmail.com.Thanks to PanPot audio for our intro and outro music. Abstract: Vinculin is a component of focal adhesions strengthening integrin receptors association to the actin cytoskeleton during mechanotransduction. While vinculin activation leading to its association with actin filaments has been particularly studied, the role and mechanism of vinculin oligomerization remain unclear. The Shigella IpaA effector binds to vinculin to promote efficient bacterial invasion of host cells. Unlike canonical activating ligand, IpaA interacts with the vinculin subdomains D1 and D2 via its three Vinculin Binding Sites (VBSs), promoting major allosteric changes leading to D1D2 domain-mediated trimerization. Here, we built on structural models of allosteric conformers of D1D2:IpaA complexes to design mutations and analyzed their effects on IpaA-induced trimer formation using native gel shift assays. We show that charge inversions, mutations affecting polar interactions at residues in D1D2 interfacing IpaA VBS3 and targeting a distal putative coiled-coil motif in D2 reduced the rates of D1D2 trimer formation. Introduction of these mutations in full-length vinculin led to a decrease in the number and size of focal adhesions, with distinct elongated focal adhesions associated with the coiled-coil mutation. These findings suggest that IpaA hijacks a cell endogenous head-domain mediated vinculin oligomerization process involved in the maturation of focal adhesion. Copy rights belong to original authors. Chuck and Dan chat about the political landscape in Washington D.C., what's happening with energy policy, what the IPAA want to get done, and how we can get things done.
Today we had the pleasure of hosting the Independent Petroleum Association of America (IPAA) for an oil and gas focused discussion. Joining us are Steve Pruett, Chairman of the Board, and Dan Naatz, COO and EVP. Steve and Dan are in Houston for NAPE, which almost all of you are probably familiar with, but for those of you who are not, the conference is gathering 8,000 plus people this year to talk oil and gas overall and oil and gas dealmaking in particular. To understand more about what's happening at NAPE. The IPAA was formed in 1929 by President Hoover and is headquartered in Washington, representing over 6,000 member companies and over 4 million oil and gas jobs spread over 33 states. These member companies account for over 80% of US oil production and 90% of US natural gas production. While oil and gas provides so much of the energy in today's world, we are often talking to the "new" providers of energy and so we very much enjoyed our "back to basics" oil and gas focused conversation with the IPAA. Some of the topics we covered include current activity in Washington, the focus on improving the permitting process (for all energy flavors), Steve's background and journey to the IPAA, the IPAA's current key areas they're working on, Dan's observations on his 20-year history at the IPAA, this year's outlook for NAPE and key themes, the makeup of the IPAA member community, and much more. As you will hear, the US faces some very important critical choices in the next 3-4 years that will determine how healthy it's oil and gas industry is a decade from now. Mike Bradley kicked us off with an update on year-to-date activity in equity and commodity markets, flagging the continued move lower in natural gas prices and a few reasons why natural gas levered equities have decoupled from the commodity. He also highlighted key upcoming events including Wednesday's Fed meeting and an OPEC meeting as well as EU sanctions on Russian products that go into effect on February 5th, and the potential upside implications for global product prices, especially mogas. We had great fun with Steve and Dan in the studio and hope you enjoy the conversation as much as we did. Thanks to you all!

The Mineral Rights Podcast: Mineral Rights | Royalties | Oil and Gas | Matt Sands
In this episode, Justin and I interview Neil Ray with CAMRO. We discuss the new Colorado Oil and Gas Financial Assurance regulations that just went into effect. If you're not familiar with what financial assurance is, it is the process of operators putting up money to ensure that the state isn't left footing the bill for plugging and abandoning wells in case the company goes out of business. This is just one part of the overarching changes to the way that oil and gas is regulated in the state of Colorado. This topic is important because even if you don't have minerals in the state, other progressive states could adopt similar measures. These new financial assurance rules may make it difficult for small producers to meet the requirements which is important because according to the IPAA, there are about 9,000 independent oil and natural gas producers in the US. These are the small mom and pop operators that employ an average of just 12 people. These companies produce 83 percent of America's oil and 90 percent of America's natural gas. Post By: Adam Turteltaub While organizations have increasingly embraced cloud computing as a solution to their data management and other needs, they do so in an environment of heightened risks. Attacks on cloud providers are increasing, which makes it ever more important to ensure that the rewards outweigh the risks, including from a compliance perspective. Chris Ford, Vice President Product, Threat Stack, advises organizations look to cloud service providers that have taken the step of becoming certified against standards such as ISO 27001 or SOC 2. He also recommends not stopping there and looking to certifications that align with specific risk areas such as IPAA, GDPR, CCPA or PCI. That's still not enough, though, he cautions in this podcast. Meet with the security team to discuss the organization's practices and how it manages third party vendor risk. If their practices aren't secure or the team is unwilling to meet with you that should be a very large red flag. So, too, is the approach to compliance: stay away from vendors who take a check-the-box approach. Other pieces of advice he offers: Ask if they scan code in the build pipeline Determine if they do runtime monitoring of the infrastructure Find out what tools they use to ensure your date is secure Make sure they are constantly scanning for vulnerabilities Finally, security is a “team sport” he notes. It's important to maintain trust on an ongoing basis and look at this as a journey together. Be sure to learn from the failures of others, and, of course, make sure that you are just as vigilant of your internal IT security as you are of your vendor's.

Work with Purpose: A podcast about the Australian Public Service.
The ‘Work with Purpose – A National Perspective’ podcast explores the way public services across Australia have responded to the COVID-19 pandemic, and examines some of the adaptations to public administration that may occur during the recovery phase. The COVID-19 pandemic has tested the ability of Australian governments to respond effectively in a rapid, coordinated, and collaborative way. In Victoria, the public service moved quickly: an incident management team was formed within the Health Department in late January, and by the first week in March an Emergency State Control Centre had been activated and a pandemic plan released. On March 15, the National Cabinet formed and met, and the following day a state of emergency was declared in Victoria. From that moment the Victorian Public Service has been sprinting — the impact on service delivery was immediate, wholesale, and profound. In this, the first episode of Work with Purpose — A National Perspective, IPAA’s National President Dr Gordon de Brouwer PSM, sits down with the Secretary of the Victorian Department of Premier and Cabinet Chris Eccles AO.Discussed in this episode: how the pandemic emerged and the impact on service delivery how the public service has adapted its engagement through a deep understanding of client experiencehow Victoria developed its data-driven response how new missions have given the public service moral purpose and enabled ‘crash through’ of conventional portfolio structures the benefits and challenges of having 80% of staff working from home the unparalleled level of collaboration between ministerial offices and the public service.Chris has been leading the Premier’s Department in that role since December 2014. Interestingly, before that he held the same role for both the New South Wales government (from 2011 to 2014) and the South Australian government (from 2009 to 2011).Gordon has dedicated his career to the Australian Public Service where he held many senior leadership roles, most recently as Secretary of the Department of Environment and Energy. He also worked for the Department of Prime Minister and Cabinet, Treasury, the Reserve Bank, and the Australian National University. As well as being IPAA’s National President, Gordon is an Honorary Professor at the Australian National University. See acast.com/privacy for privacy and opt-out information.

Mark Miller has worked in the oil and gas business since 1981 and is a veteran of the dramatic ups and downs the industry has experienced. In this episode of Discover Lafayette, Miller discusses how the overnight collapse in demand due to the Covid-19 pandemic, in conjunction with a war over market share between Saudi Arabia and Russia, has caused a glut of oil on the market causing prices to tumble to unsustainable lows. Miller is a nationally recognized spokesperson for the oil industry and recently served as Chair of the Independent Petroleum Association of America (IPAA), a group that represents thousands of smaller independent natural gas and oil producers and the service industries that support their operations. His company's career production is based within a fifty-mile radius of Lafayette. He is a passionate proponent of his industry which reinvests billions of dollars back into the U. S. economy; Miller shared that "83% of oil wells and 90% of the natural gas wells onshore in the U. S. are drilled by independent producers. IPAA's website states that the average independent has been in business for 26 years and employs 12 full-time and three part-time employees. Independent producers have certainly been the backbone of Lafayette and South Louisiana's economy providing well-paying jobs and supporting arts and culture, as well as raising the quality of life for the region. Lafayette has proudly been home to the "Oil Center" since the industry's heyday beginning post-WWII in the 1950s, yet the landscape has changed dramatically. The recession caused by the 2014 drop in oil prices caused the consolidation of capital and an exodus of the major oil companies such as Chevron and Texaco who may never return. There are very few independent producers of oil and gas left in South Louisiana, and Miller's company, Merlin Oil and Gas, is one of them. He says that the renowned "legacy lawsuits" have kept independents out of Louisiana and new business has declined due to the fear of litigation. "What's left of the business is being squeezed from all sides." Current market conditions may be the downfall of the remaining companies who have held on and were just beginning to successfully emerge from the precipitous drop in prices in late 2014. Mark Miller of Merlin Oil and Gas says that "legacy lawsuits" have kept independents out of Louisiana and new business has declined due to the fear of being pulled into litigation. "What's left of the business is being squeezed from all sides." The combination of the reduced demand for oil due to the pandemic along with the war for market share between the Saudis and Russians has turned the market on its head, causing oil prices to fall by more than two-thirds since the beginning of 2020. The normal factors governing supply and demand are out of whack as people around the globe stay at home, work from home, and avoid unnecessary excursions and travel on airlines. According to oil industry expert David Yergin writing in Foreign Affairs Magazine, "A price war, with producing nations (Saudi Arabia and Russia) battling for market share, has become lodged in the larger crisis of the novel coronavirus pandemic and what will likely be the worst recession since World War II. The resulting collapse in demand will be bigger than any recorded since oil became a global commodity. Oil prices are already down two-thirds since the beginning of 2020 and still falling." Saudi Arabia holds the largest oil reserves in the world and can produce oil cheaply. While the U. S. has historically been dependent on imported oil and gas, the development of fracking techniques has enabled our nation to become energy sufficient. Between 2016 and 2019, U. S. production grew by 60%. The federal government lifted restrictions on the exporting of oil in late 2015 and this changed the international market place. It was also a very important move for strategic independence for the U. S. Today,
