Les Moldaves ont approuvé à 50,16% l'inscription dans la Constitution de l'objectif européen, après dépouillement de plus de 98% des bulletins. Défiant les pronostics, le « non » a gardé une nette avance pendant plusieurs heures. Mais le vote de la diaspora a renversé in extremis la tendance. Alors que les sondages prédisaient une victoire confortable pour le « oui », la présidente, Maia Sandu, a dénoncé une « attaque sans précédent » en provenance de Russie. L'analyse de Nicu Popescu, ancien vice-Premier ministre chargé des Affaires étrangères et de l'Intégration européenne de Moldavie, directeur du programme « Europe élargie » du Conseil européen des relations étrangères (ECFR).

Það geri að verkum að heimilisfólk sé í senn sitt eigið slökkvilið og eldvarnaeftirlit. Þá sýnir könnun sem Gallup gerði fyrir Eldvarnabandalagið að úrbóta er víða þörf. Við ræddum þessi mál við Pétur Pétursson, slökkviliðsstjórann í Árnessýslu. Ekki sér fyrir endann á skæðri hitabylgju sem geisað hefur á nánast öllu Indlandi og í Pakistan síðustu daga. Hiti hefur farið yfir 45 gráður víða dag eftir dag að undanförnu og nýliðinn aprílmánuður er sá heitasti sem mælst hefur. This month, High Representative Josep Borrell visited Moscow to discuss key issues of concern and test the waters for building a more “constructive dialogue” between Russia and the European Union. His visit came at a time of elevated tensions, as calls for sanctions against the Russian Federation are increasing and both sides debate over the recent poisoning and imprisonment of Alexei Navalny, as well as issues concerning the Nord Stream 2 pipeline. What lessons can be drawn from Borrell’s controversial visit? Why do attempts to reset relations with Russia fail? But what is also clear is that we cannot go back to the pre-Trump world. When Biden returns to the White House, he will look for a Europe that brings solutions rather than problems. Europeans should show they can be an equal partner and offer him a new transatlantic bargain. L’un regarde vers Moscou, l’autre vers l’Union européenne. Le second tour de la présidentielle en Moldavie opposera dimanche 15 novembre le président sortant Igor Dodon et l’ancienne Première ministre Maia Sandu. La candidate pro-européenne est arrivée en tête en premier tour, près de 4 points devant l’actuel chef de l’État socialiste, partisan d’un renforcement des liens avec la Russie. La bataille du second tour promet d’être serrée : portrait des deux candidats. Oubliée la parenthèse où les deux concurrents d’aujourd’hui avaient conclu une alliance de circonstance pour débarrasser la Moldavie du très influent oligarque Vladimir Plahotniuc. L’an dernier, Maia Sandu était devenue cheffe d’un gouvernement de centre-droit, sous la présidence du socialiste Igor Dodon. Mais l’alliance a volé en éclat. Après le premier tour de la présidentielle, dimanche 1er novembre, le camp du chef de l’État sort la grosse artillerie, comme le raconte Nicu Popescu, chercheur en politique et ministre des Affaires étrangères du gouvernement Sandu : « Il fait une campagne assez similaire à celle qu’a menée Donald Trump par exemple. Il essaie de diviser. Il a aussi essayé de présenter Maia Sandu en tant qu’une personne qui est contre les valeurs traditionnelles, contre la famille, qui soutient le mariage pour tous. Ce qui n’est pas vrai, ça ne fait pas vraiment partie du positionnement politique de Maia Sandu. Mais en tout cas, il essaie de l’attaquer de ce côté-là en menant une campagne à la Trump. » À 45 ans, le président sortant, en poste depuis 2016, a derrière lui les principales chaînes de télévision du pays, sans compter le soutien des médias russes. Une tribune qui lui permet de diffuser largement de fausses informations sur sa concurrente, selon Valeriu Pasa, du groupe de réflexion WatchDog.MD à Chisinau : « Le président Dodon a donné une conférence de presse et en une demi-heure, on a comptabilisé au moins 15 fausses informations de sa part. Son équipe veut provoquer la peur dans la population, en racontant, par exemple, que si Maia Sandu était élue, ça serait la guerre, que la langue russe serait interdite, qu’on obligerait les enfants, dès le CP, à suivre des cours d’éducation sexuelle ou que des homosexuels vont investir nos villages. » Ancien ministre de l'Économie dans un gouvernement communiste, Igor Dodon promet « la poursuite d'une coopération bénéfique avec la Russie » et l'apprentissage obligatoire du russe à l'école dans ce pays majoritairement roumanophone. Sa rivale plaide pour une intégration de la Moldavie dans l'Union européenne et pour faire revenir au pays le million de Moldaves qui travaillent à l'étranger : « Notre objectif commun est de créer de l’emploi, augmenter les salaires, les retraites et les allocations. » Maia Sandu, 48 ans, diplômée de Harvard et passée par la Banque mondiale, fait de la lutte contre la corruption son principal cheval de bataille. Si le président a été éclaboussé par plusieurs scandales, sa rivale n’a jamais été compromise dans une affaire douteuse, comme le souligne son ancien chef de la diplomatie, Nicu Popescu. « C’est quelqu’un de très rigoureux dans ce qu’elle fait. C’est quelqu’un de très correct avec ses relations avec les gens, tous ses collègues, ses subordonnés. C’est quelqu’un qui n’est pas du tout corrompu. Elle a une tolérance zéro avec la corruption dans son entourage, avec les collègues. C’est quelqu’un qui est très respecté au niveau international. Plusieurs fois Angela Merkel l’a soutenue, y compris dans cette campagne. C’est quelqu’un qui peut ouvrir des portes et mettre la Moldavie sur le bon pied, au niveau international, pour que le pays puisse se développer en réduisant la corruption et en développant l’économie. » À la tête du pays, Igor Dodon n’a pas donné une image très dynamique de son pays, estime pour sa part Valériu Pasa : « C’est un homme qui, en quatre ans, n’a pas effectué une seule visite officielle dans l’Union européenne, à l’exception d’une visite à Viktor Orban en Hongrie pour une demi-journée. Et quand il se rend à Moscou, il n’est pas reçu par le président, mais par un représentant de son administration, qui le traite comme un subalterne. » Les observateurs n’excluent pas des mouvements de protestations post-électoraux. Avant le premier tour, le patron du renseignement extérieur russe, Sergueï Narychkine, a accusé la Washington de fomenter « un scénario révolutionnaire » en Moldavie.
