RFI vous parle de deux villes collées l'une à l'autre, traversées par une rivière, l'Oubangui et séparées par une frontière. Ces villes sont Zongo la congolaise, située en face de la capitale centrafricaine Bangui. Créée 1971 à l'époque du Maréchal Mobutu, la ville de Zongo compte plus de 130.000 habitants avec une superficie d'environ 450 km². Située dans le Sud-Ubangui, elle se trouve en face de Bangui, capitale de la République centrafricaine, une ville cosmopolite d'environ 1 500 000 habitants. Même si les deux villes sont naturellement séparées par la rivière Oubangui, elles sont très liées sur le plan culturel. Les habitants des deux territoires partagent les mêmes langues et les mêmes modes de vie. C'est impressionnant. »Non loin de là, Ismaël Samba, un Centrafricain de trente ans, discute avec ses amis en montrant son doigt avec un large sourire. « Je me suis marié à une habitante d'ici, voici la bague. Tantôt, on est ici, tantôt là-bas. Les riverains qui vivent ici, on les retrouve également de l'autre côté. »Un jumelage culturel et socio-économiqueL'une des particularités qui renforcent les liens entre les deux villes, c'est la langue. De part et d'autre, on parle le français, le lingala et le sango. Blaise Mundemba est chargé de communication à la mairie de Zongo. « Les langues font souvent les forces d'un peuple. Sango, lingala, ça fait la fierté des deux villes. C'est facile pour l'intégration. Parce que le peuple qui quitte Bangui pour Zongo parle Lingala. Le peuple qui quitte Zongo pour Bangui parle sango. »Un accord de jumelage a été signé entre la mairie de Bangui et celle de Zongo en 2021. Cet accord permet aujourd'hui d'encadrer la bonne marche des activités socio-économiques et culturelles.

Une ambition qui le pousse à créer Masseka Game Studio en 2018. « "Masseka" dans ma langue natale, Sango, veut dire "jeune, jeunesse". Pour moi Masseka, c'est un moyen de raconter l'Afrique. D'abord aux Africains, car la plupart des Africains ne connaissent pas le continent africain. Ensuite raconter l'Afrique au reste du monde, pour que les gens puissent connaître l'Afrique au-delà de la colonisation et de l'esclavage. Qui colle aujourd'hui à la peau des Africains, on n'est pas que cela », raconte-t-il.Ses jeux s'inspirent des cultures africaines. Kissoro, par exemple, revisite l'awalé, ce jeu de stratégie traditionnel, pour en faire un outil de paix. « C'est un jeu avec des pions et des cases. À l'époque, je voulais promouvoir la paix entre deux royaumes », se souvient-il. La Centrafrique à l'époque est en guerre, et Teddy Kossoko choisit la créativité comme arme politique. Le succès est au rendez-vous : plus de 50 000 téléchargements. Puis vient La Légende de Mulu, un jeu d'aventure pédagogique, mais un problème persiste. Ses jeux se vendent partout sauf en Afrique.Les grandes plateformes comme Google imposent des cartes bancaires et empêchent les créateurs africains de vendre localement. Pour contourner ces blocages, Teddy Kossoko lance Gara, une boutique en ligne pensée pour l'Afrique. Elle centralise les contenus et utilise le mobile money pour simplifier l'achat. « L'idée, c'est : j'arrive, j'ai 100 francs CFA, je paie avec mon mobile money et j'accède aux contenus. Ça aide les créateurs à générer des revenus », explique-t-il.Mais pour lui, l'enjeu dépasse l'économie. « J'ai vécu deux guerres. La première guerre que j'ai vécue, j'ai vu d'enfants soldats venir chez nous et tout casser. Je me suis posé la question : pourquoi sont-ils devenus des enfants soldats ?, s'interroge-t-il. Quand tu travailles et que tu as un emploi, tu ne vas pas prendre les armes. Il faut qu'on arrive à avoir suffisamment des chaînes de valeur pour que les jeunes eux-mêmes génèrent des revenus et vivent de ça. »Derrière ses jeux, Teddy Kossoko défend un combat : bâtir une industrie capable de créer des emplois. The international war reporter John Lechner is a brave man. For his new book Death Is Our Business: Russian Mercenaries and the New Era of Private Warfare, he spent time in both Russia and the Central African Republic researching the Russian mercenary Wagner Group founded by Yevgeny Prigozhin. In our conversation, he details Prigozhin's rise, his rebellion against Putin, and his eventual death. Lechner argues that mercenary groups like Wagner are generally no more or less bloodthirsty than the governments that employ them. He speaks fluent Russian; advanced French, Turkish, and Georgian; and conversational Bosnian-Croatian-Serbian (BCS), Chechen, German, and Sango (the lingua franca of the Central African Republic). After working in finance for several years, John decided to leverage his language skills and significant experience living abroad—especially in Russia and Europe—for a career in international affairs. After arriving in Washington DC, he took an internship with the Foundation for Defense of Democracies (FDD), analyzing and publishing articles on Turkish domestic politics, security, and foreign relations. While attending Georgetown he has continued to work as a freelance journalist, covering issues related to language, history, culture, and politics in eastern Ukraine, Moldova, Turkey, the Sahel, and the Central African Republic. He is an expert on the history, languages, and politics of Central Africa, Turkey, and the former Soviet Union. Richard Okello is CEO and Co-founder at Sango Capital, an investment firm he founded 10 years ago that has a particular focus on investing in Africa. He previously was a principal at Makena Capital, and prior to that in a series of roles at Bridgewater Associates. He sits on several fund advisory boards, portfolio company boards as well as the boards of the African Leadership Foundation and Human Horizons Foundation.Our conversation starts with reflections on Richard's extraordinary upbringing in Uganda, where as a young boy he started arbitraging the price of chickens at 12 years old, then campaigned for and succeeded in the abolition of caning in his school. His predisposition for adventure continued when he attended Swarthmore College in the US and took on an extra strenuous workload, and then the demands on his time were amplified when he became the legal guardian to his three young sisters, when still in his teens himself. Juggling these extraordinary duties and his new duties as a parent led to a zealous career focus and he found a welcome home in Bridgewater Associates, which was his first foray into the world of finance of investing.We spend some time discussing the work environment there at Bridgewater, which is known for its radical candor, and learn how this was a good fit for him. We turn then to his move into the newly founded Makena Capital, an outsourced CIO, and how this was the foundation for his interest in investing in Africa.We discuss Sango Capital then and its origins, and how the opportunity set presents in Africa and how ESG considerations are woven in from the outset.
