A handful of schools have closed in St. Paul over the last several years as the district faces sharp enrollment declines. So this school's success was far from certain. This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Wednesday, September 14. The sunny and warm weather continues on Wednesday. According to the National Weather Service it will be mostly sunny in the Cedar Rapids area, with a high near 82 degrees. There will be a light wind of 5 to 10 mph. On Wednesday night it will be partly cloudy, with a low of around 59 degrees. A Cedar Rapids man arrested Monday https://www.thegazette.com/crime-courts/cedar-rapids-man-accused-of-involuntary-manslaughter-in-fatal-shooting/ (on a charge of involuntary manslaughter )intended to wound another man, not kill him, on April 25, according to a criminal complaint filed in Linn County District Court on Tuesday. Marlon Juane Jackson, 43, left his apartment around 3 a.m. to investigate a potential burglary of his car in the parking lot near 12th Avenue and Auburn Drive SW, the complaint states. After he examined his vehicle, Jackson saw https://www.thegazette.com/crime-courts/cedar-rapids-man-found-dead-after-shooting/ (Dustin Frondle), 36, of Cedar Rapids, walking in his direction, leading to a confrontation.. During the altercation, Jackson told police he fired several “warning shots” into the ground near Frondle, but Frondle, who was unarmed, continued to come toward him. Jackson told police he intended to shoot at Frondle's legs, not wanting to kill him but wanting to stop him. Jackson shot Frondle three times — in the left thigh, the right leg, and the left shoulder. The shot to Frondle's shoulder passed through his lung and heart, killing him. According to the criminal complaint, investigators found Jackson had previously been convicted of a felony in Michigan and had lied on his gun permit application to the Linn County Sheriff's Office, claiming he had no felony convictions. Linn County will not have a landfill within its borders after the current one closes in Marion in 2044. The Solid Waste Agency's board made that decision because no Linn County land is available for a new landfill because of zoning restrictions. Instead, the agency and its board are looking at regional solutions in its “https://www.solidwasteagency.org/about-us/forward-2044 (Forward 2044)” planning, according to Karmin McShane, the agency's executive director. Some of the ideas include partnerships with other counties or even teaming up with a private company in a state like Illinois to handle some of Linn County's waste. Linn County, for example, could ship some of its waste to a neighboring county's landfill and, in return, that county transfers some of its waste to be incinerated in Linn County. A magnet high school for students to engage in project-based learning is being added to the Cedar Rapids Community School District next fall 2023. A location has yet to be established for the school — named City View Community High School. Officials are waiting to hear if they will receive a $15 million grant from the Magnet School  Assistance Program from the U.S. Department of Education, school officials announced during a school board meeting Monday, although the school will open either way. City View is intended to provide “experiential learning in the community.” Students at the school will be able to explore life and career goals through job shadows, internships and apprenticeships. And it will connect students to business people and mentors in Cedar Rapids District officials will begin recruiting up to 200 primarily rising ninth- and 10th-graders to enroll in the school for the 2023-24 school year. The school will eventually serve up to 400 ninth to 12th-graders. The school will not offer athletics or music, which students can still find at their local high school.

Ron was a public school teacher and carpenter in rural Massachusetts for 25 years. His writing and speaking focus on inspiring quality and character in students, specifically through project-based learning, original scientific and historical research, service learning, and the infusion of arts. He works closely with the Harvard Graduate School of Education, where he did his graduate work and now teach a course that focuses on high-quality student work. He has authored or co-authored eight books, An Ethic of Excellence and A Culture of Quality; and with EL colleagues, Leaders of Their Own Learning, Transformational Literacy, Management in the Active Classroom, Learning That Lasts, The Leaders of Their Own Learning Companion, and We Are Crew. Arria Coburn Arria Coburn is the principal of The Springfield Renaissance School, a 6-12 EL Education School located in Springfield, Massachusetts. She is entering her sixth year as principal and has been in education for 14 years. Prior to becoming a principal, she worked as a special education teacher before transitioning into the role of an assistant principal. Under her leadership the school earned the title of Secondary Magnet School Merit Award of Excellence. In 2018 she was named the Magnet School 2018 Region 1 Principal of the year. She entered the EdD program in Curriculum, Teaching, Learning, and Leadership (CTLL) at Northeastern University during the fall of 2018 with an interest in studying how to use student centered learning strategies to increase the achievement of African American students. Her research on student centered learning strategies has given her a deep understanding of how to utilize student voice to build a sense of community for all students. Laina Cox Laina Cox is the Middle School Principal at Capital City Public Charter School, a PreK3-12th grade EL Education School, in Washington DC. She also currently serves as a School Ambassador Fellow for the United States Department of Education, one of seven educators from around the country, chosen to help improve education for students in the development and implementation of national education policy. Laina graduated from Spelman College with a B.A. in Psychology and received an Ed.M in Teaching and Curriculum from Harvard University.  She began her career in Boston Public Schools, first as a teacher and later as an Assistant Principal. She worked as a School Designer for EL Education for two years prior to becoming the founding principal of the Middle School at Capital City PCS. Laina was named a Ted Sizer Principal Fellow through the Coalition of Essential Schools, she was the recipient of the 2017 Distinguished Alumni Fellow for Hopkins School, her high school alma mater in New Haven, CT., is currently a mentor principal for EL Education, and is a member of the Trinity University Coalition on Education. In 2018, Laina was named the recipient of the Silverberg Leadership Award for EL Education, awarded annually to one exemplary school leader who raises student achievement through deep implementation of EL Education practices. And most recently, in 2020, Laina was selected as a member on the District of Columbia Office of the State Superintendent's Principal's Advisory Committee. Laina is an active member of the National Alumnae Association of Spelman College, where she founded the Blueprint Conference for Middle and High School Girls as well as a mentoring program for Middle & High School students.  She is also a member of Alpha Kappa Alpha Sorority, Inc., and the proud wife of Winston and Mommy to Jaida (13) and Solomon (9).

I'm Marie Rock.This week on Minnesota Native News… The Minnesota Attorney General sides with tribal leaders in affirming that the Mille Lacs Band Indian Reservation still exists and has not been diminished…And… We get an update on a major renovation… now approved for the American Indian Magnet School in St. Paul.First up… Minnesota's attorney general has reversed a decades-old policy position and now the state affirms that the Mille Lacs Indian Reservation still exists.According to Mille Lacs Band Of Ojibwe Chief Executive Melanie Benjamin… the date Wednesday, Feb. 19th will go down in history… because on this date the official position of the State of Minnesota changed…. declaring that the reservation exists and was never diminished or re-established.She said this means that quote “the State is in agreement that the original boundaries negotiated by our Tribal Leaders in 1855 are fully intact and always have been!” unquoteIn a legal filing earlier this week, Attorney General Keith Ellison backed the Mille Lacs Band of Ojibwe's assertion that 61-thousand acres across the south shore of Mille Lacs Lake… belong to the band.Governor Tim Walz reportedly also supports Ellison's move.Ellison declared this position in a court filing… in response to a lawsuit filed against the State of Minnesota by elected officials of Mille Lacs County.Mille Lacs County officials had argued that the State must pay their attorney fees in an ongoing dispute between the band and the county over who pays for law enforcement…. because the County was supporting the position that the reservation boundaries no longer exist.Mille Lacs County officials believe the band has only a few thousand acres.In this historical reversal… The State actually disputed the County's request and wrote quote: “The County Attorney and County Sheriff are not acting on behalf of the State because the State's position is that the Mille Lacs Indian Reservation has never been diminished or disestablished” unquote.So, after years of contention whether the reservation or boundaries exist, it is now the position of State of Minnesota that the original boundaries negotiated by Tribal Leaders in 1855… are fully intact.Mille Lacs County officials are reportedly warning of the impacts of the move, saying it may impact multiple government functions quote, “from business licenses to taxes to environmental regulations to perhaps southern-shore access to some of the lake's prized walleye-fishing waters.” unquote.But… Mille Lacs Band Of Ojibwe Chief Melanie Benjamin disagrees. She says the band has no authority or intent to impose business licenses or taxes on our non-Indian neighbors.Benjamin said quote: “The EPA has exercised environmental jurisdiction on the reservation for many years without incident and there is no reason to expect this to change. Access to and regulation of the Mille Lacs walleye fishery also will not change” unquote.Benjamin noted that while the acknowledgment changes nothing for non-native neighbors, it has great meaning to her people.------In other news, the American Indian Magnet school on the east side of St. Paul has school board approval for a multi-million dollar… major renovation.According to the Star Tribune, the school was among multiple construction projects, which were approved by the St. Paul school board on Tuesday, Feb. 18.The remodel was previously estimated to cost $23-point-one million dollars, but that price jumped to $53-point-three million dollars after an external review.The sharp increase in price prompted the school board to reconsider plans to start from scratch and build a new school, priced at nearly $89 million dollars.The community pushed back, however, concerned over how the new school would disconnect their neighborhood. The pow wow space would have also been moved to a location away from the school's parking lot.In the end, the school board sided with those concerns and approved the reconstruction.The school board also approved plans for improvements to the Frost Lake Elementary, Phalen Lake Hmong Studies Magnet, and the District Service Facility.

Black and Hispanic children in Hartford, Connecticut are lined up in waiting lists hundreds deep for an opportunity to go to the city’s world-class magnet schools. The schools consistently rank higher in academic achievement and graduation rates than the city’s failing neighborhood schools, but many of these Black and Hispanic children are turned away—despite the fact that the schools have empty seats and would love to offer these children a spot. The reason is a state-wide racial quota imposed on magnet schools: schools must maintain a ratio of 25% white and Asian students or risk losing state funding.Pacific Legal Foundation recently filed a case, Robinson v. Wentzell, challenging the state’s racial quota regulations and the racially-rigged lottery system that the City relies on when admitting students in its attempts at achieving racial balance within Hartford magnet schools. The suit alleges that Connecticut and Hartford are discriminating on the basis of race in violation of the Equal Protection Clause of the Fourteenth Amendment.
