Lt. Gray Chynoweth, Deputy Director for Strategy & Engagement at NavalX stopped by the Pittsburgh Technology Council's offices to address a standing room-only crowd as part of its effort to identify relevant solutions from small business, start-ups and academia to address some of the Navy's most pressing challenges and operational needs. Gray stepped up to the One Mic Stand to give us more detail on NavalX and what has him stoked about Pittsburgh. NavalX is similar to other DOD organizations such as AFWERX, SPACEWERX and the Army Applications Lab. Established in 2019, Naval X engages the small business community through several key programs and initiatives. As one example, the team at Naval X manages the Navy's Small Business Innovative Research (SBIR) program, which plays a key role in advancing dual-use and other critical technologies. Consisting of nearly $300 million in annual awards, the SBIR program helps to address major challenges facing major Navy commands such as: NAVSEA, NAVAIR and the Marine Corps Systems Command.

Dr. Joan H. Johnston (Retired) has over 30 years of experience as a Senior Research Scientist with the U.S. Navy and U.S. Army. She has written and collaborated on over 100 publications and has given innumerable presentations and tutorials about her research which has had a significant impact on advancing the science of Learning, Team Training, Decision Making under Stress, Performance Measurement, and Organizational Development. She obtained her M.A. and Ph.D. in Industrial & Organizational Psychology from the University of South Florida. Dr. Johnston's career with the Naval Air Warfare Center Training Systems Division (NAWCTSD) was marked by extensive collaborations across the Department of Defense, academia, and private industry. She was a principal Investigator and project manager for the Office of Naval Research (ONR) sponsored Tactical Decision Making Under Stress (TADMUS) program; ONR recognized her outstanding performance with the Dr. Arthur E. Bisson Prize for Naval Technology Achievement. In 2001 the Society for Industrial and Organizational Psychology also recognized this achievement with the M. Scott Myers Award for Applied Research in the Workplace. In recognition of her sustained performance excellence NAVAIR made Dr. Johnston a Research and Engineering Associate Fellow in 2008. After 22 years Dr. Johnston moved on to a promotionas the U.S. Army Research Institute's Unit Chief in Orlando, and then eventually joined the U.S. Army Research Laboratory as a Senior Scientist at the Simulation Training and TechnologyCenter (STTC). She continued to work across agencies and services in pursuit of advancing the science of team training. She and her colleagues were recognized in 2016 for their outstanding accomplishments with the Department of the Army Achievement Medal for Civilian Service and the NTSA Modeling and Simulation Team Award. He attended primary flight training in Corpus Christi, TX, and advanced rotary wing flight school in Florida, earning his Naval Aviation wings of gold in 1994. His service in the Navy was primarily flying the H-46 Sea Knight helicopter. His other Navy tours included: Tutoring inner city high school students as a Navy Upward Bound Mentor at UCSD, Engineer duty at Los Alamos National Laboratory in New Mexico, Assistant Operations Officer at the Joint US Military Advisory Group in the Philippines, Navy Recruiting Duty in San Diego, Officer In Charge of a Counter IED Unmanned Aerial Vehicle detachment in support of Operations New Dawn and Enduring Freedom, and Commanding Officer for two Navy Reserve Units supporting NAVAIR in the rapid research and development of naval aviation systems. Conrad Dungca served over 30 years in the US Navy, retiring at the rank of Navy Captain. He is currently working at Naval Information Warfare Center Pacific (NIWC Pac) as the Lead Systems Engineer of the Intelligence, Surveillance, and Reconnaissance Department supporting the engineering processes of over 180 department projects. Prior to Conrad's assignment to the ISR Department, he was involved with multiple communications related projects in NIWC Pac's Communications and Networks Department, focusing mostly with the Navy afloat and ashore communications architectures and systems. Lisa R. Sanders is the Director of Science and Technology for Special Operations Forces, Acquisition, Technology & Logistics (SOF AT&L), U.S. Special Operations Command (USSOCOM - https://www.socom.mil/), located at MacDill Air Force Base, Florida, where she is responsible for all research and development funded activities (https://www.socom.mil/SOF-ATL/Pages/eSOF_cap_of_interest.aspx) Ms. Sanders has over 30 years of civilian Federal service. She entered Federal Service as an Electronics Engineer at Naval Avionics Center in Indianapolis, Indiana where she served in quality engineering, production engineering and program management. In 1996, she transferred to Naval Air Warfare Center and Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, serving as an Electronics Engineer and Program Manager for the E-2C Hawkeye aircraft. In 2003, she assumed responsibility for the production and modification of the CV-22 (a Vertical takeoff and landing aircraft). During her time at NAVAIR, she managed one of the first Multi-Year Procurements, and executed the modification and delivery of CV-22 production and developmental test aircraft. Ms. Sanders transferred to USSOCOM in 2005, where she retained responsibility for CV-22 production and worked as the Systems Acquisition Manager for the C-130 program in Program Executive Office Fixed Wing managing all C-130 projects across the Special Operations Forces inventory. In 2010, Ms. Sanders was promoted to position of Deputy Director for the Science and Technology Directorate; and in 2011, was assigned to the position of Director, Science & Technology. In 2014, Ms. Sanders left USSOCOM to attend the Defense Acquisition University Senior Service College Fellowship in Aberdeen, Maryland. I found a program in the US Navy Reserve (ROC) that allowed me achieve that goal ujpon graduation from college. I went direct to OCS and then received orders to be designated a Navy Supply Corps Officer. Upon graduation from the 6 month Supply Corps School received orders to Naval Support Activity Danang, RSVN. I came home to the ugly America in 1970.. I served as station Supply Officer at MCAS(H) Santa Ana/Tustin, CA, and then Davis Monthan Air Force Base, Tuscon, Az, a NavAir assignment at the bone yard at DM.I left the Navy in April, 1972, I entered the corporate space in May, 1972. I started in sales and also promoted to sales management. Worked in corporate space for various organizations until 2013. all during that time I had side hustles in various fields but mostly centered around health and wellness and at same time working int various VSO''s. The Speakers Bureau started in early 2000's and still operating today.Married twice, father of two and granddad to 7. Ali Ahmadi, Navy Vet, is a good friend of our host, Josh Carter. A Queens, New York native was celebrating his Mom's 50th birthday on September 9th, 2001 in the Top of the World restaurant on top of Tower Two. Of course, two days later was the attack and two days after that, Ali and his father joined the volunteer rescue teams to hunt for survivors. Two months later, Ali walked into the Navy recruiter's office and signed up. His first memories from boot camp were the youth of all the other recruits, the diverse geographical backgrounds and above all else – the smell! He served with some great people and scored highest in his class, giving him 42 choices of assignments. He ended up in Maryland flying autonomous drones. It put him close to home, where he could visit his mother who had been recently diagnosed with a serious condition. He received his aerospace engineering degree while in the Navy and was offered an internship with NavAir in Orlando where he could stay close to his girlfriend. That move must have worked, because the former girlfriend is now the current spouse! Feeling he had hit a ceiling in his corporate growth, he was intrigued with entrepreneurship but had to get past the security of the corporate paycheck. Once past that, Ali flourished, becoming the president of the Entrepreneur's Club at Washington University. He mentored and did some angel investing, including investing in a company that created a fitbit for dogs. After the acquisition of that company, he and a partner started another company and subsequently entered Patriot Bootcamp where our own Josh Carter became a mentor. Ali and his wife were caring or her mother in stage four cancer at their home. That IP became the platform for TCare, a system to help family members care for their loved ones. TCare's software helps the family member avoid burnout and helps keep the infirmed out of nursing homes. So they help prevent or delay the elderly going into nursing homes and help keep the family together. Ali Ahmadi's current mission has certainly become his biggest. News Insitu Launches New ScanEagle 2 UAS The new Insitu ScanEagle 2 features a slightly longer fuselage, the same wingspan, and a new engine from Orbital. Endurance of this fixed-wing system grows to 24 hours from 16. US Navy seeks information on sense and avoid radar for Triton UAS The Naval Air Systems Command (NAVAIR) has been unable to develop sense and avoid radar for the Triton. They've issued an RFI (Request for Information) and NAVAIR wants a scaleable SAA box that is modular and deployable to other platforms. The Triton is a naval version of the RQ-4A Global Hawk, with a different wing to handle higher stresses. WSRI conducts its first test of UAS aircraft Wright State Research Institute (WSRI) conducted its first UAS research flight at Wilmington Air Park using a senseFly eBee 3D Aerial Solutions piloted the eBee used to conduct modeling and simulation research, to gather terrain data for 3D flight simulation environments. The flight operated under a recently awarded certificate of authorization (COA) from the FAA. Sinclair sees UAS payoff in future jobs Sinclair Community College in Ohio sees a coming boom in unmanned aviation opportunities, and they're investing millions to help train a UAS workforce. They've spent over $5 million on curriculum, flight simulators, and more than 50 UAVs. The college will use its field house to serve as the largest indoor unmanned aerial vehicle flying range in Ohio. Sinclair plans to open a National UAS Training and Certification Center using $5 million of their money and $4 million from State funds. Sinclair has partnered with Ohio State University and additionally, has established partnerships with Wright State University, the University of Dayton, the Air Force Research Laboratory, the Air Force Institute of Technology, and other educational institutions. LRSC students study ag potential of UAS Lake Region State College's Precision Agriculture Center in North Dakota wants its graduates to have UAV skills. The program offers both theoretical and practical core courses and hands-on training. The average North Dakota farmer spends about $1.3 million per year planting and harvesting crops. UAS and satellite mapping can cut those costs 6-16%. Changes to aviation laws will give media more freedom to use drones for newsgathering ABC in Australia has a project to develop and regulate their use of drones for journalism. Proposed changes to Australia's Civil Aviation Safety Authority (CASA) rules would allow “low risk” operations, making it easier for the media to use sUAS for newsgathering. ABC has developed a 3-day training course for camera operators that covers air safety rules, privacy policies, and flight training using Phantom 2 RPAs. ABC policy will prohibit using small drones over bushfires because of the high winds, low visibility, and possible presence of water bombing aircraft. Drone used to rescue window cleaner dangling from tower block A window washer in Abu Dhabi had a tense situation when his scaffold failed. The man was clinging to one of the windows ten stories up in the air. Police brought in a drone equipped with video and a speaker, calmed the man down, and instructed him on how to affect a repair and lower himself down. Simpler rules for small unmanned air vehicles Transport Canada announced at the Unmanned Systems Canada conference in Montréal, two exemptions that simplify small unmanned air vehicle (UAV) operations and safely integrate UAVs into Canadian airspace. Under the new exemptions, a Special Flight Operations Certificate will not be required for UAVs under 2 kilograms and certain operations involving UAVs under 25 kilograms.
