Dr. Joan H. Johnston (Retired) has over 30 years of experience as a Senior Research Scientist with the U.S. Navy and U.S. Army. She has written and collaborated on over 100 publications and has given innumerable presentations and tutorials about her research which has had a significant impact on advancing the science of Learning, Team Training, Decision Making under Stress, Performance Measurement, and Organizational Development. She obtained her M.A. and Ph.D. in Industrial & Organizational Psychology from the University of South Florida. Dr. Johnston's career with the Naval Air Warfare Center Training Systems Division (NAWCTSD) was marked by extensive collaborations across the Department of Defense, academia, and private industry. She was a principal Investigator and project manager for the Office of Naval Research (ONR) sponsored Tactical Decision Making Under Stress (TADMUS) program; ONR recognized her outstanding performance with the Dr. Arthur E. Bisson Prize for Naval Technology Achievement. In 2001 the Society for Industrial and Organizational Psychology also recognized this achievement with the M. Scott Myers Award for Applied Research in the Workplace. In recognition of her sustained performance excellence NAVAIR made Dr. Johnston a Research and Engineering Associate Fellow in 2008. After 22 years Dr. Johnston moved on to a promotionas the U.S. Army Research Institute's Unit Chief in Orlando, and then eventually joined the U.S. Army Research Laboratory as a Senior Scientist at the Simulation Training and TechnologyCenter (STTC). She continued to work across agencies and services in pursuit of advancing the science of team training. Years of Service: 1989-2012Part two of the episode focuses on Larry with the Drug Enforcement Administration. From 1989 until 1997, Larry worked in the San Ysidro and San Diego California offices often working cases inside Mexico. From 1997 until 2001, Larry was assigned to the Tijuana Resident Office, and from 2004 until 2009 Larry was the Resident Agent in Charge in the Ciudad Juarez Resident Office. During his time with DEA, Larry was also a Group Supervisor in Fayetteville Arkansas, and was the Unit Chief and then Deputy Director at the El Paso Intelligence Center until he retired in 2012.Part two primarily focuses on Larry's investigations involving Mexico and many of the stories he tells appear very similar to those from the movie Sicario, the Netflix series Narcos, and the book Power Of The Dog by Don Winslow. While working in Mexico, Larry was awarded the Administrator's Award which is the highest award a DEA Special Agent can be given by DEA. Larry was also awarded the Attorney General's Award which is considered one of the highest awards an investigator can receive.

Unbeknownst to Ernie he would begin working investigations on Indian reservations and by the end of his career would be considered one of the foremost experts on law enforcement on reservations in the United States. Some of the crimes Ernie investigated were murder, terrorism, public corruption, civil rights, violent crimes against children, and financial crimes.Ernie worked as a Special Agent as well as a Unit Chief and Supervisory Agent in the field and at FBI Headquarters. During his career, Ernie was assigned to Pierre, South Dakota, Washington DC, Billings, Montana, Boise, Idaho, and retired as the Assistant Legal Attache in Bangkok, Thailand.

Human trafficking involves the use of force, fraud, or coercion to obtain some type of labor or commercial sex act. It can happen in any community and victims can be any age, race, gender, or nationality. In this conversation we will examine the recent recommendations and development of a national out-of-hospital transfusion protocol for critical care services. We will unpack the recent modified RAND Delphi study that sets out the guidance of clinical governance and recommendations for out of hospital transfusion services. We will dig into the recommendations on the initiation of transfusion, the types of blood components and products, the delivery and monitoring of out of hospital transfusion, the Indications for and use of transfusion adjuncts and finally the resuscitation targets to halt ongoing transfusion.    Adam Greene is a Unit Chief and Critical Care Paramedic working at British Columbia Emergency Health Service. He is also an honorary lecturer at Cardiff University on the Masters in Critical Care. Erin Burke Erin Burke is the Unit Chief for the Child Exploitation Investigations Unit (CEIU) at Cyber Crime Center (C3) with Homeland Security Investigations (HSI). CEIU is comprised of three sections, the Victim Identification Lab, Intake and Operations, and Angel Watch. As a Special Agent, Erin has worked investigations related to child exploitation, human trafficking, national security, transnational narcotics, gangs, and financial crimes for over fifteen years. Erin earned a master's degree in Forensic Science from The George Washington University. Key Points The Child Exploitation Investigations Unit (CEIU) is the primary unit addressing child exploitation within HSI and partnering with other law enforcement around the world. Sextortion is becoming a growing trend in exploiting children for sexually explicit images and money. Kids are growing up in a digital age which requires us to understand the technology kids use and create safety barriers to protect them. Child exploitation is sexual abuse against a child perpetrated by a trusted individual. Child sex trafficking is the sexual exploitation of a child for monetary gain. The recording was made prior to the Russian invasion of Ukraine when new sanctions and export controls were introduced, and surely we will try to have a separate discussion with Donald on that. Donald Pearce is a retired Special Agent from the US Commerce Department's Bureau of Industry and Security and a subject matter expert in strategic trade control policy, transactional criminal investigations, and national security issues. He provides real-world solutions and guidance to companies and governments on security and compliance strategies, due diligence research, and successfully implementing and navigating multilateral trade controls.Before his retirement in 2020, Don served as the acting Unit Chief for Liaison and Interdiction, providing subject matter expertise to international organizations, other government agencies, and industry worldwide. His career included prosecuting precedent-setting cases, establishing the Regional Export Control Officer position at the US Embassy in Singapore, coordinating successful interdictions of dangerous goods, and protecting the international supply chain through successful public/private cooperative efforts.Mr. Pearce received the Commerce Department Gold Medal for his role in a complex criminal investigation that dismantled an Iranian procurement network that provided components for use in improvised explosive devices. Mr. Pearce was awarded the Commerce Department Silver Medal for investigative excellence and the US Department of Justice Executive Assistant Attorney General's Award as a case agent in the PPG Industries investigation, which uncovered a conspiracy to supply specialty coatings for an unauthorized nuclear end-use in Pakistan. The case resulted in record-setting fines and a guilty plea by a Chinese state-owned enterprise, a first in US jurisprudence. He has also been awarded the Commerce Department Gold Medal for his participation in protection operations for the Secretary of Commerce during his 2003 visits to Iraq and Afghanistan and a Bronze Medal recognizing his significant contributions to the Export Control Officer program.Additionally, Donald is not only a dynamic public speaker who has delivered keynote addresses, case studies, and panel presentations worldwide to various audiences. September 14, 2021--CalFire Mendocino Unit Chief George Gonzales took KZYX's Alicia Bales on a tour of the 257 acres of the Hopkins Fire burn zone. The toll of this fire is evident as soon as you cross the Moore Street Bridge over the Russian River to Eastside Calpella Road, where half a dozen houses were lost right along the river. From Eastside Calpella Road, they took Marina Drive up to Rubicon Court, Black Oak Drive, and Lake Ridge Road, and down to the Pomo Recreation Area where the fire burned right up to the water's edge of Lake Mendocino. Just around the time this story aired, the Mendocino County Sheriff's Office announced they had arrested a 20-year old man for arson who they suspect started the Hopkins Fire intentionally.

His first unit was Her Majesty's Canadian Ship (HMCS) Skeena in January 1990, where he sailed for two NATO deployments (1990 and 1992) and served until its decommissioning in November 1993. In December 1993 he was posted to HMCS Nipigon, where he served until it was paid off during the summer of 1998. He was then posted to HMCS Athabaskan later in 1998, where he again sailed for two NATO deployments (1999 and 2000), including a tour in the Adriatic Sea.Promoted to Petty Officer 1st Class in 2001 and newly trade qualified, he served 11 months in Naval Training Development Centre (Atlantic) (NTDC (A)) Acoustic Standards, prior to being posted to HMCS Charlottetown. Following his tour at sea he was posted to NTDC (A) Tactics and Team Training as In Charge Underwater Warfare. In April 2005, upon promotion to the rank of Chief Petty Officer 2nd Class (CPO2), he served in Regional Joint Operations Centre Atlantic prior to another tour at sea on board HMCS Iroquois (Gulf Deployment 2008). His final position as a CPO2 was as Senior Staff Officer Underwater Warfare at Maritime Forces Atlantic Operational Readiness.CPO1 Steeves was promoted to his current rank in April 2011. He attended the non-commissioned member Executive Professional Development Program at Royal Military College in Kingston, Ont., before challenging the Executive Level French Course in Shearwater, N.S. He was appointed as Coxswain of HMCS Athabaskan in May 2013. In January 2015 he was posted as Unit Chief at Trinity in Halifax. In April 2015 he was posted to Assistant Judge Advocate General (Atlantic) as the Chief for the four Atlantic provinces. In June 2017 CPO1 Steeves became Base Chief Petty Officer of CFB Halifax. In May 2018 he assumed the duties as Maritime Forces Pacific Formation Chief. Finally, in May 2019 he was posted to Ottawa as the Command Chief Petty Officer of the Royal Canadian Navy.CPO1 David Steeves is happily married to his spouse, who is a CPO2 Financial Services Administrator. In 2007 she joined the Pan American Health Organization (PAHO/WHO) where she first worked as the Mental Health Advisor for the Caribbean Countries, and then at the headquarters in Washington DC, providing technical cooperation in the mental health field to the entire region of the Americas. In 2015 she became the Unit Chief for Mental Health and Substance Abuse and since 2019 has been serving as WHO's Director of Mental Health and Substance Abuse. She speaks to us about outdated views of mental health issues and mental health reforms, her transition from clinical practice to public policy, strategies and tools to advocate for increased government investment in mental health, fighting against the stigmas associated with both mental health and substance abuse, the building back better approach, the bureaucratic challenges of working in UN agencies, country level vs regional level work, the presence of corporate lobbying in the sector, the importance of having a more inclusive global representation in initiatives, mental health as the shadow pandemic behind the coronavirus pandemic and much more. On Part 2 of our interview with Dan Bibb, he talks about choosing Justice over victory in the fabled Palladium homicide case. Dan Bibb began his career as an Assistant District Attorney in the New York County District Attorney’s Office in 1982 under legendary District Attorney, Robert M. Morgenthau. During his career at the DA’s Office Dan investigated and tried some of that Office’s most high profile matters, including criminal activity ranging from commercial fraud to homicide. In addition, while at the DA’s Office Dan was personally responsible for the development of new evidence in the so-called Palladium homicide that led to the exoneration of the two people convicted of the crime and the prosecution of the real perpetrators. Dan led the investigation and prosecution of a precedent setting homicide case in which a doctor murdered his wife and disposed of the body. As a special agent, he used skills acquired from his prior employment as a compliance officer on Wall Street to work white collar crime matters in the FBI. In this episode of FBI Retired Case File Review, Eugene Casey reviews Operation Utah Powder, a Colombian drug money laundering investigation that resulted in numerous international convictions and for which he received a distinguished service medal from the Salt Lake City Police Department. Later in his career, Eugene Casey received an award from the Department of Justice for spearheading the Salt Lake Olympic Bribery investigation. In this episode of FBI Retired Case File Review, retired agents Ray Morrow and Dan Estrem review their Cleveland Police Corruption case where Ray served as the undercover agent, and Dan was the case agent. The major undercover operation was developed to gather evidence on corrupt police officers who were accepting payments to act as lookouts and protect illegal gambling dens. Ray and Dan set up two casinos which were actually part of an FBI sting. The case resulted in the indictment and conviction of 30 Cleveland Police Officers and 17 other individuals. Ray Morrow served in the FBI for 20 years. During his career, he held investigative and supervisory positions in Louisville, Cleveland, Atlanta, Tampa, and FBI Headquarters. He was a member of the FBI Director’s Protective Detail, working closely with overseas law enforcement agencies providing protection for former FBI Director Louis J. Freeh when traveling overseas. Currently, he serves as the Chief Compliance Officer for the Pennsylvania Turnpike Commission. Dan Estrem served in the FBI for 20 years. The small states of the Asia and Pacific region face unique challenges in raising their growth potential and living standards relative to other small states due to their small populations, geographical isolation and dispersion, narrow export and production bases, exposure to shocks, and heavy reliance on aid. Higher fixed government costs, low access to credit by the private sector, and capacity constraints are also key challenges. The econometric analysis confirms that the Pacific Island Countries (PICs) have underperformed relative to their peers over the last 20 years. Although these countries often face more limited policy tools, policies do matter and can help build resilience and raise potential growth. The Asia and Pacific small states should continue rebuilding buffers and improve the composition of public spending. Regional solutions should also continue to be pursued. Dr Patrizia Tumbarello, Unit Chief for the International Monetary Fund Pacific Island Unit presented on the IMF’s recent work on small states.
