Three-and-a-half years into service, Albuquerque's civilian emergency response team just marked its 100,000th call. Albuquerque Community Safety (ACS) launched in 2021 as part of the city's effort to provide a more specialized approach to behavioral health, homelessness, and non-violent related 911 emergencies. Walter Adams was one of the first five responders, now serving as ACS's Deputy Director of Field Operations. He joins Chris and Gabby to explain how the department is measuring its success, and the rapid growth they've experienced. Is ACS making a dent in homelessness? Today, the East Coast Prison Justice Society released a series of calls to action, including ending police deployment to wellness checks and to launch a civilian crisis response team. This comes after two deaths in HRM where police attended wellness checks and a conducted energy weapon (aka taser) was deployed to subdue the individual. Sheila Wildeman is the chair of the East Coast Prison Justice Society and a professor of law at Dalhousie University. El Jones is one of the authors of the 2022 report, Defunding the Police: Defining the Way Forward for HRM and a professor at MSVU. Jamie Livingston is a criminology prof at SMU. She was a member of the World Health Organization(WHO)'s Technical Advisory Group on Universal Health and Preparedness Review (UHPR). Union Adventist University's Disaster Response team returned early Monday morning from a week of assisting communities affected by the hurricane in North Carolina. The team helped with tree removal, cleaning up houses and supplying people with food and water.
As recovery and cleanup continues in the aftermath of Hurricane Helene in Georgia, Hurricane Milton is expected to make landfall in Florida on Wednesday as a Category 3 storm. Chris Stallings, the director of the Georgia Emergency Management and Homeland Security Agency, joins “Closer Look” for an update on recovery efforts and preparations as evacuees from Florida are headed to the Peach State. Plus, the Cobb County Police Department recently added a new unit. It's called the Community Assistance Response Team, also known as the CART Program. Officers on this unit are not sworn-in officers, but they are specially trained to handle non-emergency situations. Police have arrested a teenager after disrupting a 'sophisticated smishing scam' using new technology never seen in New Zealand before. Authorities have described smishing - a form of phishing - as when a device known an 'SMS Blaster' is used as a fake cell tower and tricks nearby cellphones to connect to its fraudulent network. This 'SMS Blaster' has reportedly sent thousands of fake texts claiming to be from banks - in order to encourage people to share their passwords, account details and other sensitive information. He explained people click on the link thinking it's from the bank or insurance company - without realising they're entering in details for someone to steal. Chris Sanders is Senior Manager for Verizon Frontline Crisis Response Team. The Crisis Response Team is a national, rapid deploy, professionally trained team who solve routine and complex communication challenges in all environments. This team of multi-disciplinary provide on-demand emergency assistance to government agencies, first responders, frontline workers and communities—to help maintain mission-critical communications. Chris is the Verizon Frontline Senior Manager for Crisis Response for Georgia and Alabama, as well as the developer and leader of the crisis response UAS team. He draws upon his experience from ten years on active duty in the United States Army where he served as a tactical air traffic control operator and senior noncommissioned officer to provide a calm demeanor during times of crisis. His experience also includes several years of work in the UAS industry working on mapping, photogrammetry, LiDAR, and beyond visual line of sight operations. He holds a bachelor's degree in unmanned systems and robotics from Embry-Riddle Aeronautical University and a Master's degree in Geographical Information Systems and cartography from The University of Southern California. Earlier this year, the National Oceanic and Atmospheric Administration and Verizon Frontline have signed a three-year Cooperative Research and Development Agreement to explore new strategies to rapidly deploy uncrewed aircraft systems to collect and distribute imagery of damage resulting from severe storms such as tornadoes or hurricanes. As part of this partnership, the Verizon Frontline Crisis Response Team will provide the uncrewed aircraft system platform, sensor, and personnel resources needed to rapidly respond and collect aerial imagery of storm-damaged areas of interest identified by NOAA. The goal is to enhance the ability of NOAA's National Weather Service offices to quickly conduct post-storm damage assessments, while also providing data for research conducted by the NOAA National Severe Storms Laboratory. This data will be used to help researchers better understand tornado behavior and impacts with a goal of improving warnings. Ms. Myrick has served as the CDC's Act Early Ambassador to the District of Columbia since 2016, led the DC COVID-19 Response Team from 2020-2022, and is currently leading the DC Act Early Team. In 2022, she co-authored and self-published, "Mr. Marshall's Block Party". Ms. Myrick leads the DC Autism Collaborative's Developmental Monitoring, Screening, and Evaluation Subgroup, co-leads the Family Advisory Group, Outreach and Education Subgroup, and the Community Resources and Support Subgroup. She serves as the Parent Educator/Advocate on the ECHO Autism HUB Team at Children's National Hospital. Ms. Myrick co-leads the “Family Voices United to End Racism Against CYSHCN and Families” Project and served as the Co-Investigator for the “Building Capacity in the African American ASD Community for Patient-Centered Outcomes Research” Project funded through the Patient-Centered Outcomes Research Institute Eugene Washington PCORI Engagement Award. In 2021, she was appointed to the Interagency Autism Coordinating Committee by Secretary of Health and Human Services, Xavier Becerra, J.D. Additionally, Ms. Myrick is a member of the DC Developmental Disabilities Council and was awarded the 2024 Advocate in Equity Award by the DC Developmental Disability Awareness Month Planning Committee. Madison started the CARES, or Community Alternative Response Emergency Services, program in 2021 after a wave of protests and a series of deaths. Paramedics and crisis workers now respond to non-violent 911 calls in Madison, rather than police officers. Two years and thousands of calls later, the program seems to be working. But it's not staffed on nights and weekends and it's only available within city limits. It could become 24/7 and serve the Madison suburbs under proposals before the Madison City Council and the Dane County Board. Pulmonary embolism (PE) is a common life-threatening blood clot that may be encountered across many specialties, and especially in emergency departments, making standardized response and treatment a challenge. Sam McElwee, M.D., a cardiologist, discusses his work helping to lead PERT, the Pulmonary Embolism Response Team. He discusses advances in PE treatment that make quick referrals to PERT imperative. Learn about system-wide standards PERT has established (and shared through education) which determine when a patient will be referred to them. Dr. McElwee makes a case for other providers to give their patients with PE the clear benefit of a team approach.

The Minneapolis City Council will vote on a new contract this week for the city's Behavioral Crisis Response team -- that's a team of mental health workers that responds to some 9-11 mental health crisis calls instead of police. The team received a pat on the back from the federal department of justice last month in its investigation into the Minneapolis Police Department. Mental health workers have responded to 12 thousand calls since December 20-21. But team leaders say their success has been not because of the city, but in spite of it.MPR News Host Cathy Wurzer spoke with Gina Obiri, who works with the BCR team as program manager in the city of Minneapolis' Office of Performance and Innovation.
The federal Department of Justice now enters into negotiations with the City of Minneapolis over what will be a legally binding plan to reform the city's police department. That's after the DOJ, Friday, issued its investigation into the department, sparked by the death of George Floyd and after decades of complaints about its treatment of people of color. The report shows the department's culture and practices created systemic problems that made the police killing of Floyd possible. The Justice Department was also critical of the Minneapolis Police Department's treatment of people having mental health crises. But the report had positive things to say about the city's behavioral crisis response team. The report praised the unarmed mental health professionals who answer certain 911 calls and says the program should be expanded. MPR News host Cathy Wurzer spoke with Marisa Stevenson, the interim program manager with Canopy Roots, the group that runs the program.
