A memo sent to U.S. Agency for International Development employees Thursday announced that the now-hobbled agency will no longer try to salvage government devices for staff based domestically. The move is notable, given that USAID had previously initiated some work to transfer technical assets to the State Department. It is not uncommon for the agency to remotely wipe devices abroad, but doing so domestically — and then trashing the equipment — is unusual. Federal agencies often auction office equipment, including computers, they no longer need. In the letter, which was viewed by FedScoop, employees were told that U.S.-based direct hires, personal service contractors, and institutional support contractors must complete “various exit tasks,” including the return of government equipment. To “simplify the process and reduce burden,” the agency says it isn't requiring employees to return iPhones, iPads, and laptops. The memo stated: “The IT equipment will be remotely wiped and marked as disposed from USAID IT asset inventories on or around the employee Reduction in Force (RIF) date, and the employee can then dispose of the assets. Further details and updates regarding the remote wiping/sanitization process for the devices and what to anticipate will be communicated closer to the RIF dates.” Secretary of the Navy John Phelan on Thursday ordered the termination of hundreds of millions of dollars in IT contracts and unrelated grants as part of a broader push at the Defense Department to slash spending that the Trump administration deems wasteful. The moves — outlined in a pair of memos issued to the chief of naval operations, Marine Corps commandant, Navy assistant secretaries and general counsel — are pursuant to Defense Secretary Pete Hegseth's “commitment to strategically rebuild our military, restore accountability to the Department of Defense, cut wasteful spending, and implement the President's orders,” Phelan wrote. The IT contracts axed by the SECNAV include those for the Naval Maintenance, Repair and Overhaul (NMRO) program. Phelan also directed the Navy's chief information officer to prepare a new acquisition strategy by July 31, along with management review of the program. Ukrainian and US delegations will meet on Tuesday for talks to follow Russia-US negotiations.5. Estonia to provide Ukraine with $108.4 million in assistance. The assistance will incorporate unmanned aerial and ground systems, watercraft, medical solutions, and related supply sources from Estonian industry partners. Tallinn has not revealed the timeline of the potential donation, quantities, or other specifics due to security reasons.6. Switzerland joins the NATO Support and Procurement Agency (NSPA) Patriot Support Partnership (PATRIOT SP). The initiative aims to enhance security and improve the availability of spare parts for the country's Patriot ground-based air defense systems. Bern emphasized that the initiative aligns with its neutrality policy, with the option to withdraw from the partnership if any member country becomes involved in an international armed conflict. 7. Australia Receives First Delivery of 142 HIMARS Launchers. The first two of a planned 42 HIMARS launcher vehicles had already arrived from the US, the government said in a statement, describing the system as a “game changer” that would bolster security in Australia and the region.8. Defense news website TheDebrief.org has published the reports, including an Oct. 16, 2019, email exchange between former Vice Chief of Naval Operations Adm. Robert Burke and current Vice Chief of Staff for the Air Force Gen. Stephen Wilson. This exchange was obtained by a Freedom of Information Act (FOIA) request from The Debrief. “Recommend you take the brief I just received from our Director of Naval Intelligence VADM Matt Kohler, on Unidentified Aerial Phenomena (UAP),” Burke told Wilson in the email. Burke added that "SECNAV will get the same brief tomorrow at 1000," likely referring to then-Secretary of the Navy Richard Spencer. The leaked photo, taken off the East Coast of the U.S. by a "pilot's personal cell phone," was a part of the 2018 position report, one source told the news outlet. This report discussed what the unidentified silver “cube-shaped” object could be, with a list of possible explanations discussed, including the fact it could be “alien” or “non-human” technology. Two officials with the DoD and one from the U.S. Intelligence community were willing to provide details on the contents of the classified report. An additional three other U.S. Intelligence Officials and a federal law enforcement officer confirmed the report's existence but were only willing to provide comments on their distribution. According to those willing to discuss the document, the report's most disconcerting aspect was one of the potential explanations for what UAP could represent. Sources say a “list” of possible prosaic explanations for these mysterious airborne encounters was provided. However, the report expressly stated that the potential for UAP to be “alien” or “non-human” technology was of legitimate consideration. Regarding the overall theme of the recent report, officials who read it say the report primarily focused on “Unidentified Submersible Phenomena,” or unidentified “transmedium” vehicles capable of operating both under water and in the air. The three officials we spoke with said the report suggested the UAP Task Force appears to be concerned that the objects being termed as UAP may be originating from within the world's oceans. Strange as this may sound, the idea of “USOs” or “unidentified submersible objects” is not something exclusive to the current UAPTF. And the reason we think the good professor may have lost his marbles has to do with an interview he gave 7 Days, the Shabbat edition of Yedioth Aharonoth, Israel's largest circulation for-pay newspaper, in which he says, “The aliens have asked not to announce that they are here, humanity is not ready yet.” The UFOs have asked not to publish that they are here, humanity is not ready yet. Trump was on the verge of revealing, but the aliens in the Galactic Federation are saying: Wait, let people calm down first. They don't want to start mass hysteria. They want to first make us sane and understanding. They have been waiting for humanity to evolve and reach a stage where we will generally understand what space and spaceships are. There's an agreement between the US government and the aliens. They signed a contract with us to do experiments here. They, too, are researching and trying to understand the whole fabric of the universe, and they want us as helpers. Defense news website TheDebrief.org has published the reports, including an Oct. 16, 2019, email exchange between former Vice Chief of Naval Operations Adm. Robert Burke and current Vice Chief of Staff for the Air Force Gen. Stephen Wilson. This exchange was obtained by a Freedom of Information Act (FOIA) request from The Debrief. “Recommend you take the brief I just received from our Director of Naval Intelligence VADM Matt Kohler, on Unidentified Aerial Phenomena (UAP),” Burke told Wilson in the email. Burke added that "SECNAV will get the same brief tomorrow at 1000," likely referring to then-Secretary of the Navy Richard Spencer. The leaked photo, taken off the East Coast of the U.S. by a "pilot's personal cell phone," was a part of the 2018 position report, one source told the news outlet. This report discussed what the unidentified silver “cube-shaped” object could be, with a list of possible explanations discussed, including the fact it could be “alien” or “non-human” technology. Two officials with the DoD and one from the U.S. Intelligence community were willing to provide details on the contents of the classified report. An additional three other U.S. Intelligence Officials and a federal law enforcement officer confirmed the report's existence but were only willing to provide comments on their distribution. According to those willing to discuss the document, the report's most disconcerting aspect was one of the potential explanations for what UAP could represent. Bills do not sprout out of the heads of politicians - no - they are carefully crafted, often over years, by the people you see in the background on C-Span. Politicians cannot and do not read source documentation all that much, they are too busy - others do that for them and give them the Executive Summary. Who are these people, how do they work, and how what role do they play in keeping the machinery of government and policy moving? Our guest for the full hour to discuss this, the influence of milblogging upon legislation, how HR 5729 was written partially because of blogger activism, the think tank community and the relationship between the Executive Branch and the Hill and how that prevents some great ideas becoming law. Mike is an Adjunct Fellow at the National Strategy Information Center. He served as the National Security Legislative Assistant to a senior member of the House Armed Services Committee and the House Permanent Select Committee on Intelligence in the previous Congress. He was recently identified as a "Next Generation National Security Leader" by the Center for a New American Security and as a "Nuclear Scholar" by the Project on Nuclear Issues at CSIS. Prior to working on the Hill, Mike served in the Presidential Administration of George W. Bush in the Pentagon in both OSD and on SecNav staff. He holds masters degrees from the University of Exeter in England and the Poznan University of Economics in Poland and is a graduate candidate at the U.S. Naval War College.
