DE CASTRO: “Trump no bromea; podría golpear militarmente a Venezuela. Rusia y China no intervendrán"Juan Antonio de Castro, exfuncionario de Naciones Unidas, afirma que Vladimir Putin da un giro inesperado al mostrarse dispuesto a aceptar el plan reducido de 28 puntos como base para una negociación entre Rusia, Ucrania y Estados Unidos. De Castro subraya que, pese a ese gesto, el Kremlin mantiene líneas rojas inamovibles: Crimea y el Donbás seguirán siendo rusos, y Putin no puede retroceder en esos territorios sin perder legitimidad ante su país tras miles de soldados muertos. Señala que la única vía posible pasa por fórmulas híbridas o acuerdos temporales, porque la realidad militar ya favorece a Rusia en esa región.De Castro advierte que Europa está en una encrucijada crítica y que sus decisiones pueden tener consecuencias “muy malas” si no actúa con realismo. Una decisión que ya ha tomado en Washington y Los Ángeles y que, según expertos, carece de fundamento legal. “Chicago no quiere tropas en sus calles”, declaró el gobernador demócrata JB Pritzker del estado de Illinois, quien se ha opuesto a Donald Trump y a su determinación a que la Guardia Nacional -el cuerpo de reserva para misiones federales- ingrese a Chicago para combatir la delincuencia. “Esas fuerzas militares no tienen el entrenamiento apropiado” “No tiene ningún soporte legal el mandatario Trump”, estima el abogado Jorge Montes, que ejerce en Chicago y asegura que, a diferencia de Washington, en su ciudad la ley no autoriza el uso de fuerzas militares. “En Washington, a pesar de que tiene su fuerza policiaca local, la ley permite que por 30 días el gobierno federal, bajo las órdenes del mandatario, pueda intervenir y con el permiso del Congreso se puede extender esa fecha de 30 días a más días y actuar como policía”, detalla. No saben cómo actuar en diferentes situaciones, diferentes crímenes, etcétera”. “La Guardia Nacional está bajo el control del gobernador” Este martes, además, un juez federal dictaminó que era ilegal la incursión de la Guardia Nacional y de los marines en Los Ángeles en junio. “En Los Ángeles, tenía la excusa de que había motines a base de las redadas de ICE, las autoridades de inmigración”, pero la Ley Posse Comitatus, una ley federal de casi 150 años, limita el papel del ejército estadounidense en la aplicación de leyes locales, explica Jorge Montes. “La Guardia Nacional se puede llamar fácilmente o en situaciones especiales por el gobernador del Estado y está bajo el control del gobernador.
