Since then, no progress towards a final deal and merger has been announced. Through this partnership, EduCampus has spearheaded transformative digital initiatives, driving innovation in these fields. Established in 2015, EduCampus acts as broker to its clients for ICT application services and Management Information Systems, representing some of the largest and most influential educational and research institutions in Ireland. It currently supports nine universities, two institutes of technology, four colleges, and one government commission serving 140,000 students and 20,000 staff. EduCampus clients will work with Version 1 on project management and implementation services, business system advisory services, technical support services, technical advisory services, quality assurance services, and service management expertise. In this two-part episode of the Courage My Friends podcast, Tim Gray, executive director of Environmental Defence and Sandra Schwartz, national executive director of the Canadian Parks and Wilderness Society (CPAWS) discuss the crisis of biodiversity loss and mass extinction, Canada's commitments under the Kunming-Montreal agreement coming out of the global COP15 gathering on biodiversity, and challenges and strategies toward meeting this very ambitious and even more necessary target. According to Schwartz: the UN has reported recently,.. that around a million animal and plant species are now threatened with extinction. And that is really within a few decades. That's more than ever before in human history. And that's largely a result of human interaction with nature. So whether that is from exploration, from mining for example, forestry, …clearly we need to act now to save the natural world, because it is sustaining us as humans. Speaking to the recent Kunming-Montreal Global Biodiversity Framework, Schwartz says: [I]t was a huge win, both for people, but also for the planet. .. Target Three of the framework is requiring the protection of at least 30% of land and ocean is protected globally by 2030…a requirement that Indigenous rights are respected and that Indigenous territories are recognized…And, all together the goals and targets of the agreement really do present a comprehensive plan to protect and restore biodiversity. But it's ambitious. And really, from our perspective going into the conference, what we were most holding out hope for was that the Framework Agreement would be ambitious.  Reflecting on proposed development on the Ontario Greenbelt, Gray says: 70% of the lands to be removed, is in something called Dufferin's Rouge Agricultural Preserve. It was both part of the Greenbelt, but also had its own separate protective legislation, which was removed by Bill-39 at the same time that Bill-32 was going through…This was formally publicly-owned land, sold to the farm community with legal easements to keep it as farmland forever, which have now been removed and open for development. So threats both to forest and wetland systems that are associated with the National Park, contrary to Indigenous rights and Indigenous opposition, threatens the viability of farming in that area. ..And so the viability of the farm community is threatened, major river systems, federally listed species at risk, fisheries habitat, migratory birds. The list is very, very long.  In terms of the implementation of global agreements, Gray says: [O]ne of the real challenges that we face is that, even as we sign international agreements that commit to stopping loss, increasing protection, advancing restoration to address biodiversity loss is that we see, like in particular in Ontario right now, a massive race in the opposite direction with dismantling of protection regimes for woodlands, wetlands, massive encouragement of sprawl development at the expense of building denser cities with transit, etc. So it is a real challenge to see the most populist, most wealthy province with a huge amount of the the biodiversity that this country holds, literally racing in the direction of further destruction  About today's guests Tim Gray is the executive director of Environmental Defence. Gray has over 25 years experience developing and implementing environmental policy change efforts. These have included major shifts in land conservation, forest practices and climate change. Starting out his career as a biologist and policy analyst, Gray has spent a lot of time learning skills that move complex environmental issues toward resolution. He has worked with other change makers on the front lines of conflict and has also taken his skills inside to work on government advisory committees and in complex negotiations with industry. Gray completed an H.BSc. at Wilfrid Laurier University and a M.Sc. at the University of Toronto. Sandra Schwartz is the national executive director of the Canadian Parks and Wilderness Society. With master's degrees in management, and environmental studies and over 20 years of experience, she is a strong advocate for sound environmental policy and has championed progressive ideas for clean energy and tackling climate change. Users can now use UPI Autopay to pay for subscriptions on Google Play, Google said in a post on Tuesday. UPI Autopay helps people make recurring payments using any UPI application that supports the feature. ReNew Power, a subsidiary of ReNew Energy Global, yesterday, signed a Framework Agreement with the Government of Egypt to set up a Green Hydrogen plant in the Suez Canal Economic Zone with an investment of $8 billion and a targeted annual production of 220,000 tons of green hydrogen. The Framework Agreement follows a Memorandum of Understanding (MoU) signed in July, the company said in a press release. Contentstack, a Silicon Valley and Mumbai SaaS company, which says it's India's biggest content management system provider, yesterday announced $80 million in Series C funding. Georgian and Insight Partners co-led the round with participation from Illuminate Ventures, according to a press release. All three firms continue to grow their investment with Contentstack, contributing to a $169 million total raised thus far. Contentstack's customers include global brands like Chase, Holiday Inn, Levi's, Mattel, McDonald's, Mitsubishi, and Shell. The Company will use the money to add people in Hyderabad, Bengaluru, Pune and Virar-Mumbai, as it expands its operations, according to its press release. Tháng 04/2021, chính phủ liên bang Úc đã hủy bỏ hai thỏa hiệp (MoU) đã ký giữa tiểu bang Victoria và Bắc Kinh trong khuôn khổ sáng kiến «Vành đai và Con đường» (tên cũ là « Một Vành đai, Một con đường ») của Trung Quốc.  Để có một cách nhìn tổng quát và am hiểu hơn về những vấn đề liên quan đến các thỏa thuận đã ký giữa chính phủ của một tiểu bang nước Úc với chính quyền Trung Quốc và những hệ lụy của nó, mời quý vị nghe những phân tích và nhận định sắc nét từ ông Lưu Tường Quang. Ông là một luật sư, đồng thời là một nhà báo có mối quan tâm chuyên sâu đến các vấn đề chính trị, ngoại giao tại Úc và các nước trong khu vực Châu Á-Thái Bình Dương. Nhà báo Lưu Tường Quang nguyên là Trưởng nhiệm SBS Radio (Head of SBS Radio), một Cơ quan Truyền thông Đa Văn hóa  của Úc Châu. ********** RFI Tiếng Việt :  Trước hết, xin cảm ơn ông đã nhận lời tham gia phỏng vấn. Thưa ông, được biết, sáng kiến « Vành đai và Con đường» (Belt and Road Initiative – BRI) với khoản đầu tư 124 tỷ đôla được chủ tịch Tập Cận Bình thai nghén từ năm 2013 và đưa lên bàn đàm phán thông qua diễn đàn Hội nghị Thượng đỉnh Bắc Kinh năm 2017, với sự có mặt của 29 vị nguyên thủ cùng các đại diện đến từ 100 quốc gia. « Vành đai và Con đường» của Bắc Kinh được cho là « món nợ ngoại giao nguy hiểm » hay « ngoại giao bẫy nợ » (debt trap diplomacy). Sau khi trực tiếp tham dự Hội nghị Thượng đỉnh Bắc Kinh, ông Daniel Andrews, thủ hiến bang Victoria đã lần lượt ký hai thỏa thuận với chính quyền Trung Quốc là « Biên bản ghi nhớ » (10/2018) và sau đó là « Hiệp định khung » (10/2019). Vậy xin ông cho biết nội dung cụ thể của các thỏa thuận này là gì ? Nhà báo Lưu Tường Quang : Thưa quý thính giả của Đài Phát thanh Quốc tế Pháp RFI, thủ hiến Daniel Andrews của bang Victoria, một trong 6 tiểu bang của liên bang Úc, đã từng đến Bắc Kinh vào năm 2015 để thăm dò. Năm 2017, ông tham dự Hội nghị Thượng đỉnh « Vành đai và Con đường » tại Bắc Kinh với tư cách là một đại biểu của chính phủ tiểu bang Victoria, chứ không phải đại diện cho Úc. Sau đó, vào tháng 10/2018, ông Daniel Andrews đã ký một « Biên bản ghi nhớ » (MoU) về hợp tác « Vành đai và Con đường» với đại sứ của Trung Quốc tại Canberra Thành Cảnh Nghiệp. Rồi đến ngày 23/10/2019, cả hai bên ký thêm một « Thỏa hiệp khung » (Framework Agreement). Nhưng cả hai thỏa hiệp này đều không có tính cách ràng buộc, nghĩa là thi hành đến đâu là tùy ý, không bên nào bắt buộc bên kia phải làm gì. Cả hai thỏa hiệp này nhằm vào ba lĩnh vực ưu tiên trong sự hợp tác giữa Victoria và Bắc Kinh, thứ nhất là trong vấn đề hạ tầng cơ sở. Chính phủ Victoria hy vọng với thỏa hiệp này, Trung Quốc sẽ đổ tiền đầu tư và kỹ thuật canh tân hạ tầng cơ sở cho tiểu bang, từ đó, tạo ra công ăn việc làm cho cư dân địa phương. Lĩnh vực thứ hai là sáng tạo (innovation), làm thế nào để canh tân các ngành kỹ nghệ, đặc biệt là ngành kỹ nghệ sinh hóa ở mức cao tại Victoria. Và, lĩnh vực thứ ba là trong vấn đề phát triển thương mại và tiếp cận vào thị trường của nhau. Tất nhiên, thị trường Trung Quốc là một thị trường lớn nhất thế giới, trong khi tiểu bang Victoria là một thị trường rất nhỏ, chỉ với 6 triệu dân. Cho nên, đây là một thỏa hiệp mà Victoria hy vọng đem lại nhiều lợi nhuận trên căn bản là tạo nhiều công ăn việc làm. RFI : Mặc dù có những lời cảnh báo và sự không đồng thuận tham gia của các quốc gia liên minh, cũng như sự không đồng tình của liên bang đối với siêu dự án đầy tham vọng bành trướng của Trung Quốc, bằng cách nào chính phủ Victoria của ông Daniel Andrews đã thực hiện việc ký kết một cách trơn tru như vậy, thưa ông ? Nhà báo Lưu Tường Quang : Điều này có vẻ hơi khó hiểu, nhưng thực tế, ông Daniel Andrews, thủ hiến của tiểu bang Victoria, là thủ hiến của chính phủ Đảng Lao động. Tất nhiên, theo thủ tục công quyền tại Úc và riêng tại Victoria, thông thường, thủ tướng hay thủ hiến làm gì cũng phải qua Hội đồng nội các tại chính quyền liên bang và chính phủ tiểu bang. Sau đó, các vấn đề sẽ được giao cho các bộ ngành thực hiện. Nhưng trong trường hợp này, ông Daniel Andrews không theo phương thức thông thường. Thứ nhất, ông quy tụ tất cả các cuộc thảo luận, tiếp xúc vào trong văn phòng riêng - văn phòng chính trị của ông. Các bộ sẽ không biết kết quả, hoặc chỉ biết được kết quả sau khi đã đạt được, chứ không được tham dự vào tiến trình thảo luận. Thứ hai, theo các nguồn tin được phổ biến rộng rãi từ các cơ quan truyền thông Úc, trong văn phòng chính trị riêng của thủ hiến Daniel Andrews có một vài cố vấn rất đặc biệt. Trong thời gian trước khi ký thỏa hiệp năm 2018, ông Andrews có hai cố vấn gốc Hoa, tốt nghiệp đại học và đã hoạt động trong lĩnh vực thương mại tại Úc là ông Mike Yang và bà Jean Dong. Cả hai người được cho rất có ảnh hưởng đối với ông Daniel Andrews khi làm cố vấn trong văn phòng chính trị riêng của ông. Thêm vào đó, theo hãng tin News.com.au (Australia’s leading news site, 28/05/2020), chính hai người này đã đưa đẩy ông Daniel Andrews nhiều cơ hội tiếp xúc các quan chức Trung Quốc và dẫn tới việc ký kết hai thỏa hiệp nói trên. RFI : Thưa ông, mối bang giao đầu tư thương mại qua « Vành đai và Con đường» giữa Victoria và Bắc Kinh có thật sự đem lại lợi ích cho sự phát triển của tiểu bang này đúng như mong đợi của hủ hiến Daniel Andrews ? Nhà báo Lưu Tường Quang : Có thể nói, câu trả lời là « Không » bởi hai lý do. Thứ nhất, cả hai thỏa hiệp MoU chưa được thi hành thì đã bị hủy bỏ. Thứ hai, khi Bắc Kinh và Victoria đồng ý ký hai thỏa hiệp MoU rồi, họ dự định vào năm 2020 sẽ ký thêm một thỏa hiệp nữa về « Lộ trình Vành đai và Con đường » (BRI Road Map). Tuy nhiên, vì lý do đại dịch COVID-19 xảy ra, đầu tiên là ở Vũ Hán cuối năm 2019 đầu năm 2020 và sau đó tràn ra khắp thế giới, nên thỏa hiệp thứ ba không đạt được. Vậy, lý do tại sao, việc ký kết bang giao ngoại thương với Bắc Kinh đã không đem lại cho Victoria lợi nhuận gì ? Trong rất nhiều năm qua, phần thặng dư (surplus) có được từ mối giao thương giữa Úc và Trung Quốc, trị giá 150 tỷ Úc kim, là thuộc chính phủ liên bang Úc. Riêng, phần giao thương giữa tiểu bang Victoria và Trung Quốc thì kết quả ngược lại. Tiểu bang Victoria bao giờ cũng thua lỗ trong rất nhiều năm kể từ năm 2014. Đến khi hai bên ký kết hai thỏa hiệp (2018, 2019), thì sự thua lỗ tăng lên 25%. Cho nên, vào thời điểm 2021, Victoria đã bị thất thu 42 tỷ Úc kim trong vấn đề thương mại với Trung Quốc. Phần lớn, tức là 65%, các ngành xuất khẩu của Victoria sang Trung Quốc là thực phẩm và các loại sản phẩm tơ sợi chứ, không phải là các loại hàng hóa thiết yếu mà Trung Quốc cần, chẳng hạn như quặng mỏ và phần lớn lúa mạch, tôm hùm của Tây Úc, than đá của Queensland và New South Wales, thịt bò của Queensland, rượu vang, rượu nho của Nam Úc. Cho nên, một mặt khi chúng ta nói rằng các thỏa hiệp MoU chưa đem lại một lợi nhuận nào cho Victoria, ngược lại chúng ta cũng nói rằng Victoria có một giao thương thua lỗ. Mặt khác, chúng ta cũng nói thêm rằng, hiện tại trong khi Bắc Kinh đang có sự trừng phạt kinh tế với nước Úc nói chung thì sự trừng phạt kinh tế đó chưa ảnh hưởng nhiều đến Victoria, bởi lý do các sản phẩm bị hạn chế, bị cấm, bị đánh thuế cao đều không sản xuất tại Victoria. RFI : Vào ngày 21/04 vừa qua, bà Marise Payne, Ngoại trưởng Úc đã thông báo hủy bỏ « Biên bản ghi nhớ » và « Khung thỏa thuận » mà thủ hiến bang Victoria và Uỷ ban Cải cách và Phát triển Quốc gia Trung Quốc đã ký kết. Thưa ông, chính phủ liên bang đã làm thế nào để có thể hủy bỏ thỏa thuận đã ký của tiểu bang ? Nhà báo Lưu Tường Quang : Đứng về mặt hiến pháp, thật sự không có gì khó khăn, mà quan trọng là nhìn nhận vấn đề từ quan điểm chính trị. Trong quá trình thương thuyết giữa Victoria và Bắc Kinh để đưa đến các thỏa hiệp MoU, thủ hiến Daniel Andrews lúc nào cũng giữ bí mật và gom mọi việc vào trong văn phòng của mình. Ông không thông báo, cũng như không thảo luận với Bộ Ngoại giao và Thương mại của liên bang. Thậm chí, khi được mời tham dự thuyết trình về những tin tức tình báo mật về Bắc Kinh, của Tổ chức Tình báo Quốc gia tại Úc, ông Andrews cũng từ chối tham dự. Cho nên, có thể nói, ông đã đơn độc đi đến việc ký kết hai thỏa hiệp nói trên với Bắc Kinh. Chính phủ liên bang, kể cả thủ tướng Scott Morrison cũng như ngoại trưởng Marise Payne, đã rất nhiều lần cảnh báo rằng tiểu bang Victoria đang có những hành động đơn phương rất nguy hiểm, gây nguy hại đến quyền lợi quốc gia, nhất là đến chính sách ngoại giao của nước Úc. Đó không phải là đường lối của chính phủ Liên Đảng. Tuy nhiên, trong vấn đề bang giao thương mại với Bắc Kinh trong khuôn khổ « Vành đai và Con đường», liên bang nói chung tức chính phủ Liên Đảng Tự do Quốc gia và Đảng Lao Động đối lập đều có một lập trường nhất quán đối với hành động của tiểu bang Victoria. Nói cách khác, chính phủ Lao Động Victoria đã không nhận được sự ủng hộ của Đảng Lao Động ở cấp liên bang trong các vấn đề giao thương với Bắc Kinh trong khuôn khổ « Vành đai và Con đường» . Năm 2020, chính phủ Liên đảng đệ trình và được Quốc hội đã thông qua « Australia’s Foreign Relations Act 2020 », đạo luật về bang giao quốc tế hay ngoại giao của nước Úc. Do đó, trên căn bản quyền hạn của « Australia’s Foreign Relations Act 2020 », ngoại trưởng Marise Payne đã quyết định hủy bỏ bốn thỏa hiệp mà tiểu bang Victoria đã ký kết. Hai thỏa hiệp không có tầm quan trọng, đó là thỏa hiệp với Iran về hợp tác kỹ thuật và thoả hiệp với Syria. Hai thỏa hiệp còn lại có tính chất quan trọng vì liên quan đến Trung Quốc, đó là hai thỏa hiệp MoU mà ông Daniel Andrews đã ký với Bắc Kinh năm 2018, 2019. Tuy nhiên, khi hủy bỏ hai thỏa hiệp này, ngoại trưởng Marise Payne cũng cẩn thận nói rất rõ đây không phải là một chính sách chống Trung Quốc, mà chỉ là để bảo vệ chính sách ngoại giao và quyền lợi quốc gia của nước Úc mà thôi. RFI : Việc chính quyền của thủ tướng Scott Morrison hủy bỏ tham gia « Vành đai và Con đường» đã làm cho sự căng thẳng càng nóng hơn và động cơ đàm phán có thiện chí càng lạnh giá giữa Úc và Trung Quốc, khó có thể được hâm nóng trong một sớm một chiều. Theo ông, hướng đi cho mối quan hệ này trong tương lai sẽ như thế nào? Nhà báo Lưu Tường Quang : Chắc chắn, trong tương lai xa, chúng ta không thể dự đoán được, vì còn tùy thuộc rất nhiều yếu tố địa chính trị trên toàn thế giới. Nhưng, ít nhất trong tương lai gần hay trung hạn, chúng ta có thể nói chắc chắn rằng, bang giao song phương giữa nước Úc và Trung Quốc sẽ trở nên tệ hại hơn, xấu hơn và căng thẳng hơn. Bằng chứng là chỉ cách đây vài ngày, để trả đũa chính phủ liên bang Úc hủy bỏ hai thỏa hiệp MoU giữa tiểu bang Victoria với Bắc Kinh, Trung Quốc đã hủy bỏ một cuộc « Đối thoại chiến lược kinh tế giữa Úc và Trung Quốc » (China - Australia Strategic Economic Dialogue). Đây là một cơ chế để Bộ trưởng Thương mại hai bên gặp gỡ định kỳ để thảo luận những vấn đề đem lại lợi nhuận cho cả đôi bên. Chẳng những vậy, qua báo chí do nhà nước kiểm soát, họ chỉ trích và mạ lị nước Úc một cách rất thậm tệ. Cho nên, đó không phải là một bối cảnh mà bang giao song phương có thể được cải thiện. Đặc biệt, gần đây nhất, nếu nhìn từ quan điểm địa chính trị và quan điểm tiếp cận lục địa Úc Châu, Trung Quốc có những động thái có thể coi như một sự đe dọa cho nước Úc. Theo nguồn tin Sky News (05/2021), Bắc Kinh đang cố gắng thuyết phục nước Papua New Guinea, một thuộc địa của nước Úc, độc lập vào năm 1975 và nằm sát nách với tiểu bang Queensland của Úc, chấp nhận một đề nghị : để Trung Quốc xây một thành phố kỹ nghệ (Industrial City) tại Daru, trị giá 40 tỷ Úc kim. Nếu Trung Quốc có thể xây dựng một thành phố kỹ nghệ chỉ cách ranh giới của Queensland độ hơn 100 cây số, rõ ràng đây là khả năng mà Trung Quốc có thể kiểm soát sự giao lưu thông thương trên đường biển của hai nước Papua New Guinea và Úc Châu. Cho nên, ngoài việc bày tỏ sự bất bình trực tiếp với Úc, Trung Quốc đang có những kế hoạch để cải thiện quan hệ với các quốc gia tại vùng Nam Thái Bình Dương, như Papua New Guinea, Vanuatu, Solomon Islands, ngay cả Fiji, những  quốc gia mà nước Úc có rất nhiều mối quan hệ gần gũi. Đây là mối đe dọa rất lớn về an ninh quốc phòng của nước Úc. Do đó, trong tương lai gần hay trung hạn, bang giao song phương giữa nước Úc và Trung Quốc sẽ tiếp tục căng thẳng, gây nhiều khó khăn. Nước Úc, với tư cách một quốc gia đã phát triển, độc lập, vẫn giữ lập trường cứng rắn, nhưng sẵn sàng nối lại đối thoại, sẵn sàng thảo luận với Bắc Kinh trên cơ sở bình đẳng. Hiện tại, nước Úc, thông qua Tổ chức Thương mại Thế giới (WTO), đã kiện Bắc Kinh về vấn đề đánh thuế cao đối với lúa mạch, chúng ta đón chờ xem kết quả. RFI : Ngoài ra, theo ông, liệu rằng chính phủ liên bang có dùng quyền phủ quyết mới này để can thiệp vào quyết định cho Tập đoàn Landbridge (Trung Quốc) thuê cảng Darwin trong 99 năm với giá 506 triệu Úc kim, mà chính phủ vùng lãnh thổ Bắc Úc (Northern Territory) đã đưa ra năm 2015 ? Nhà báo Lưu Tường Quang : Vào năm 2015, chính phủ lãnh thổ Bắc Úc đã ký khế ước với Landbridge, một công ty thương mại của tỷ phú Diệp Thành (Ye Cheng), với giá 506 triệu Úc kim trong 99 năm. Đây là một quyết định mà nước Úc tỏ ra hối tiếc. Theo thể thức được áp dụng vào năm 2015, Ủy ban Tái xét Đầu tư Nước ngoài (Foreign Investment Review Board) của chính phủ liên bang đã chấp nhận thỏa hiệp giữa Bắc Úc và Công ty Landbridge. Lúc bấy giờ, chính phủ Úc, kể cả bộ Quốc Phòng Úc, tỏ vẻ không có mấy quan tâm về hậu quả về việc cho thuê này. Vấn đề này được thảo luận trước năm 2018 và hoàn cảnh thúc đẩy chính phủ, cũng như các giới chuyên gia, nghiên cứu nhiều hơn và suy nghĩ nhiều hơn về hậu quả đối với nền an ninh quốc gia sau khi ông Daniel Andrews ký hai thỏa hiệp MoU với Bắc Kinh. Đặc biệt, sau khi ngoại trưởng Marise Payne hủy hỏ hai thỏa hiệp MoU của Victoria trong tháng trước đây. Vấn đề đặt ra là thỏa hiệp cho thuê 99 năm này có ảnh hưởng như thế nào về phương diện an ninh quốc phòng. Thứ nhất, chúng ta đặt giả thuyết cho thuê là vấn đề thương mại. Theo chính sách đối ngoại của nước Úc (« Australia’s Foreign Relations Act 2020 »), những thỏa hiệp với nước ngoài về phương diện thuần túy thương mại không được áp dụng. Có nghĩa là nếu quyết định hủy bỏ thỏa hiệp giữa LandBridge với chính phủ của lãnh thổ Bắc Úc, chính phủ Úc không thể dựa vào đạo luật này. Tuy nhiên, chính phủ liên bang có thể vẫn làm được, bởi chính phủ dựa vào quyền phủ quyết trong vấn đề an ninh và quốc phòng để hủy bỏ khế ước này, nếu quả thật, cuộc điều tra hiện nay của Bộ Quốc phòng cho thấy việc nguy hại đến nền an ninh của nước Úc. Bộ trưởng Quốc Phòng mới của Úc là ông Peter Dutton đã rất nhiều lần chỉ trích kế hoạch « Vành đai và Con đường» như một thủ thuật tuyên truyền, nhằm thực hiện mộng bá quyền của ông Tập Cận Bình. Mặt khác, nếu chính phủ Liên Đảng của thủ tướng Morrison coi đây là một vấn đề có khả năng gây nên nguy hại cho vấn đề an ninh của nước Úc, thì tất nhiên chính phủ vẫn có thể quyết định dựa vào quyền an ninh quốc phòng để hủy bỏ khế ước cho thuê. Nhưng, vì là một khế ước cho thuê đã được chấp nhận và đang thi hành, nên trong trường hợp này, chính phủ phải bồi thường. Vấn đề bồi thường bao nhiêu và có hay không hủy bỏ là một vấn đề mà chúng ta có thể trở lại bàn luận trong tương lai. Vì hiện tại chính phủ Úc mở cuộc điều tra, nhưng chưa có kết luận, nên vấn đề thương thảo bồi thường giữa hai bên chưa được đặt ra. Chairman of the Land Advisory Board Robert Louie is back on the show for a special extended episode in celebration of the 100th Land Code passed in Canada. Robert says "Land Decolonized" means a resurgence of Indian people, First Nations Land Management succeeds because it is community-driven, yet the main challenge has been to get the government to move faster.  Robert notes his biggest inspiration to stand up in life being something his learned from his GrandmotherSHOW NOTES:00:26 Richard introduces Robert Louie1:38 Robert shares his excitement over recently marking the 101st community to approve its land code. He also shares what his colleagues were thinking as they first explored the idea.3:21 Communities across Canada have shared good news after being recognized as governments without the interference of other levels. It is real governance authority. It's the future.4:47 Robert describes his interpretation of decolonization as the dismantlement of the Indian Affairs bureaucracy, no longer prisoners, no longer considered inferior or less worthy. It had to change. Land decolonized is a resurgence of Indian people.6:30  Does he have a strong personal reason for his mission? Yes, he saw things growing up and decided to follow his proud grandmother's lead to "stand up". People looked at them in a derogatory manner. Suppression was something they had to live with. Today feels like "liberation."10:20 He heard so many charges of "You're selling out" that it made him furious, blaming opposition to land code on poor communication, often on purpose.11:55 Land Governance Registration Act proposal is stalled and not likely to be dealt with until fall at the earliest. This would simplify the legislation and help avoid confusion over interpretation of the Act and the Framework Agreement itself.13:46 Online workshops and training will be more common in the future as a result of the pandemic. Eg: the national conversation on Indigenous law enforcement. Band laws that protect community health need to be recognized and enforced, and we need to rely on the RCMP and provincial police to assist. 16:02 Funding is always an issue. Need to find resources and means of generating revenue in communities, requiring a further look at taxation opportunities. 17:12 Discussion of the integration of national organizations on land code, taxation, financial management and finance authority. This is their 3rd year, but Covid has impacted meetings. Still a desire to work together once Covid subsides.19:00 Is the land code tidal movement spreading eastward? Yes! the 100th community is in Quebec, and land codes passed in New Brunswick, Nova Scotia, and even Newfoundland and Labrador.20:13 Robert explains why Indigenous people are used to collaborating and supporting each other through the land code process. "We're all in the same canoe and had better paddle in the same direction."21:35 How has the movement stayed strong in strategic direction? He credits the fact that it is community-based. We want the good things that all Canadian do.22:45 Biggest challenge ahead? Getting government to move quicker, for example, on the enforcement issue. The entrenchment of old policies needs to be cleared away. The biggest opportunity is that there is a clear option for communities can proceed with self-government. It took 25 years to reach 101 operational communities. He sees it speeding up in future years because the studies prove it's working well. Governance is at the crux of it.25:30 A great story about Robert's grandmother challenging a bear and forcing it to stand down. Chief Maureen Chapman joins the show this week from Sq'ewa:lxw First Nation (BC). Chief Chapman is a First Nation Land Advisory Board Member and proud to have been a hereditary Chief since 1999.  Chief Chapman says having been put on a waitlist due to the demand for First Nations to get into the land code process gave her community the time to create a vision for how the land code could help bring economic development, create housing and employment opportunities for her people in the future.  A lesser-known fact about the territory she lives in is that it is known and a recorded site for Sasquatch sightings! 0:40 Maureen describes where her community is located near the beautiful Harrison Hot Springs and the makeup of her community. 1:25 Maureen describes moving back to the community later in life to finish University and help the community 2:19 Speaks to why the land code was an attractive option, having to be put on a waitlist due to the demand from First Nations and the opportunity to learn more and plan for what they would do when they have the chance to pass a land code. 3:11 Younger people from land code communities feel a debt to land code communities that have come before them, setting the foundation for this work4:11 Sq'ewa:lxw (Skawahlook) land code was passed in 2010 with unanimous support. 4:25 There are Myths around land codes impacting treaties for instance, but Chief Chapman sights that its probably a lack of knowledge and clarity about what is a treaty versus what is a land code4:57  Sq'ewa:lxw land code was repealed twice and replaced with a newer version which was due to the learning curve of implementing a land code from the ground up.  The changes and refinement were to ensure they were confident they could recommend this approach to the community members.  5:50 Maureen agrees that managing heritage sites and environmental protection is important to the community and goes further getting out from the control of the Indian Act was of utmost importance to the protection of sites of cultural importance and ec-dev.6:47 Sq'ewa:lxw (Skawahlook) First Nation is involved in both treaty negotiations with the Stó:lō Xwexwilmexw Treaty Association (SXTA) and the Additions to Reserve process. Richard speaks with long-standing Land Advisory Board member and former Chief of Nipissing First Nation, Phil Goulais. Phil was a part of the creation of the Framework Agreement and championed one of the earliest at Nipissing.
