In September 2024, Mexico's legislature quickly approved a series of constitutional reforms at the behest of outgoing president Andrés Manuel López Obrador. The revisions, among other things, fundamentally change the nature of the country's judiciary and fundamentally and permanently change the role of the armed forces in public security. Under the overhaul of Mexico's judiciary, citizens will now directly elect all judges, increasing the likelihood of eroding the judicial branch's independence. That, in turn, could complicate accountability for organized crime activity, corruption, and human rights abuses. Another reform places the National Guard, a recently created internal security force whose members are mostly former soldiers, directly within the Defense Ministry. This further cements significant increases in military participation in internal security, immigration control, public works, and the economy during the López Obrador administration. These changes pose likely setbacks to the struggle to hold people and institutions accountable for human rights abuse and corruption, and they threaten to weaken the quality of Mexico's democracy. In this episode, WOLA's director for Mexico, Stephanie Brewer, and Lisa Sanchez, the director of México Unido Contra la Delincuencia (MUCD), explain the constitutional reforms and their likely consequences. “This particular constitutional reform fully militarized public security at the federal level by turning the National Guard into a fourth armed force,” said Sánchez. “What we did was to fully and permanently militarize public security at the federal level in Mexico for good.” While these reforms are not a “fatal blow” for Mexico's democracy, Brewer pointed out, they create even more adverse conditions for “victims, survivors, family members, civil society, NGOs, and others” working for rights and justice in the country. “They really need our attention, and our support from the international community. Last week three property tax bills were introduced in Idaho. One would supplement property tax with sales tax, one would create a scale on how much property tax could be collected, and the other would have the state pay more to schools in hopes to reduce the amounts asked for in bonds and levies. Which idea do you like? One of the families of a victim in the University of Idaho murders is asking the judge to remove a gag order that is placed on the families. Who do you think has the right to put gag orders in place that limit someone's right to free speech? There is a bill in Idaho that if passed would allow some college students to receive $8,500 to go towards an in-demand degree or technical program. We don't want to necessarily change anybody's values and respect is a key component in Latinx culture, but we want to work with their cultural values and help them to interpret in a new way. In this episode, Dr. Graham Taylor speaks with Dr. Lisa Sanchez-Johnsen. Lisa is an academic leader in the areas of health equity and multicultural and Latinx health and she has 30 years of experience conducting research and clinical work with Latinxs, Blacks, and other ethnic minorities in culturally competent health behavior assessments and interventions. Lisa is an Associate Professor and the Vice-Chair for Research in the Department of Family Medicine at Rush Medical College at Rush University Medical Center. She is also the Co-Chair of the Diversity, Equity, and Inclusion (DEI) Workgroup in the Department of Family Medicine, as well as Core Faculty and Director of Integrated Behavioral Health & Wellness, DEI, and Research in the Rush-Esperanza Family Medicine Residency Program. She also has an adjunct Associate Professor position in the Department of Psychology at the University of Illinois at Chicago. In 2008, Lisa received the Distinguished Professional Early Career Award from the National Latino Psychological Association based on her research, her teaching, her clinical practice, service, and mentorship as it relates to Latino Health. Together Graham and Lisa discuss the use of Latinx, Latino, Hispanic, etc. as an identity, the noteworthy medical health, and mental health-related issues, the acculturation of stress, Latinx worldviews, the importance of within-group differences, and the importance of understanding ethnic identity and cultural values. One of the things we get to do as practitioners is, we get to kind of shade in and develop with them a greater appreciation for who they are within the context of their family, their community, and their cultural heritage. But a rapidly growing population has chipped away at the Republican advantage. In 2020, Arizona is rated a toss-up. The state has had no-excuse absentee voting since 1991 and the numbers of voters who use this method continue to grow. As the president continues to malign the U.S. Postal Service and absentee ballots and question the integrity of the upcoming election, we hear from Katie Hobbs, Arizona Secretary of State, KJZZ Phoenix host Steve Goldstein, and Professor Lisa Sanchez from the University of Arizona. Latino voters are a growing share of the population in states like Florida, Texas, and Nevada. In Arizona, they account for about a quarter of voters in the state according to Pew. While national polling indicates that Joe Biden is ahead of President Trump when it comes to Latino voters, he hasn't been able to match Hillary Clinton’s margins from 2016. The Trump campaign is appealing to Latinos with a message centered on crime and the economy. The Biden campaign is using President Trump's response to the pandemic to illustrate that he's unfit to lead. Daniel Garza, president of the conservative Libre Initiative, and Carlos Odio, co-founder of democratic Latino polling and analysis firm Equis Research, share their insights as to what's at stake for this electorate. Lisa holds a B.A. in International Relations from Tecnológico de Monterrey in Mexico and the Institute of Political Studies in Paris (Sciences Po), a M.A. in Political Science from the University Paris I (Panthéon Sorbonne) and a M.Sc. in Public Management and Governance from the London School of Economics. At present she serves México Unido contra la Delincuencia (MUCD) and Transform Drug Policy Foundation (TDPF) as Director of the Latin American Programme for Drug Policy Reform, and is the Latin American “Associate Expert” of the LSE Ideas’ International Drug Policy Project. Called into the drug policy field by the need of urgently stopping the blood bath caused by the militarisation of drug control strategies in Mexico, she's been working for eight years now from both the public and the third sector (civil society) to achieve more humane, evidence-based drug policies that do not exacerbate violence and respect human rights. Professionally, she worked for the Inter-American Drug Abuse Control Commission of the Organisation of American States from 2010 to 2012 and has collaborated with several civil society organisations such as Espolea, MUCD and TDPF. As a young activist, she has fought for different causes, ranging from sexual and reproductive health and rights to gender equality, HIV/AIDS and drug policy reform.
