This episode features audio from an in-person roundtable discussion at the 2024 Association for Public Policy Analysis and Management Fall Research Conference. The roundtable focused on the five-year anniversary of The Foundations for Evidence-Based Policymaking Act and a recent report from the Government Accountability Office (GAO) on federal agencies' ability to assess their capacity to collect and use evidence. The panelists also discussed what needs to happen next to further strengthen the use of evidence in the federal government. The roundtable featured remarks from Erika Rissi, Nick Hart, Melinda Buntin, Rachel Snyderman, and Paul Decker. Rissi is the chief evaluation officer of the National Science Foundation, where she is also the Head of its Evaluation and Assessment Capability Section. Rissi Palmer – celebrates the fourth season of her groundbreaking radio show, Color Me Country Radio with Rissi Palmer, on Apple Music Radio. Since its launch, the show has put a spotlight on contributions of artists of color who have been underrepresented in the country music genre. Rissi joins Tavis for a conversation about what listeners can expect this season and to discuss working on new music to be released later this year.

When Rissi Palmer released her debut single "Country Girl" in 2007, she became the first black woman in 20 years to have a song on the Billboard Hot Country chart in 20 years. Little did she know that a decade and a half later, she would use her platform and experience in Nashville to be a champion for people of color in that space. Now the host of Color Me Country with Rissi Palmer on Apple Music, a CMT correspondent, among many other things Rissi is involved in, she has just put out a three-song EP aptly titled Still Here, and joins Carmel Holt for an in-depth conversation about her journey, the state of diversity and inclusion in Nashville, and the necessity of what she calls "ego death".

In the second episode in a series reviewing the history of Island Medical Center, we cover the years of 1976 to 1993. These years are best summed up in an article titled "A Short History of a Big Idea" written by the Island Medical Center Board in 2016: "The subsequent 17 years at the Island Medical Center saw a significant increase in the stability and number of medical and dental providers, interrupted for a time in the late 1980s by the challenging changes in funding arrangements for doctors' services, and a substantial community-funded renovation and expansion of the medical center building to make room for the expanding services." Take a walk down memory lane with me as we talk about Drs. Rissi, Garland, Howes, Reynolds, George, Alpaugh and van Emmerik and of course, Ann Barrows. The medical center gets a renovation in 1986 thanks to the community's support and a lot of hard work by the Building Committee, which included Rich Dunham, Aldo Ciomei, and Richard Eaton. The takeaway from this episode is that the island can face change with tenacity, creativity, and wisdom. We have the shoulders of giants to stand on as we look to the future with hope, possibility, and a deep sense of community.

This comes as the omicron variant EG. 5, recently designated as a “variant of interest” by the World Health Organization, became the newly dominant variant in the country.The World Health Organization said it has not seen evidence of an increase in the severity of illness under omicron variant EG.5, but the appearance of a new "highly mutated" variant dubbed BA.2.86 — which the Washington Post reports threatens to be the most adept yet at evading the body's immune response — has raised questions among virologists and health officials about what the coming months could hold.Iowa Attorney General Brenna Bird has appealed a recent district court decision that would allow certain voting materials to be printed in languages other than English.In a statement, Bird — a Republican — said the move is an effort to “protect election integrity and defend state law.”The appeal follows a June court decision in which a district court judge ruled that county election officials could provide voters with non-English voter materials, like registration forms.“The Iowa English Language Reaffirmation Act is clear; all official documents are to be written in English — including voter registration forms,” Bird said in a statement. “We look forward to arguing our case in court to uphold the Act and secure the integrity of our elections.”The June decision overruled a long-standing interpretation of Iowa law that barred the state and counties from providing voter registration forms and other materials in languages other than English. Rissi Palmer and Miko Marks have been laying the foundation for country musicians and fans who are Black for almost 20 years. Back in the early 2000's both women experienced the trials and tribulations of being Black women in country. Despite their success and large growing fanbase, both were separately discouraged by the ceilings and roadblocks they encountered from the white-dominated industry. Even though they nearly quit music, they discovered a deep and meaningful ally and friend in each other. Now, both are back in the spotlight in a different era that has seen a rise of Black musicians and The Black Opry in Nashville. Recently, Rissi and Miko have been touring together and we got them both on to talk about their parallel experiences, friendship and what they've been up to recently. Without the chance to define her own identity, different from her mother's, and mature in her sense of who she was with her mother present, how could she find her way? The loss of a mother affects their children throughout all the landmarks and experiences they have throughout a lifetime. As a musician, Rissi has given voice to the loss and applied her creativity to a wrestling with what has been missing. Now an adult with children of her own, how does that loss weave itself through the rest of her life? We'll be talking about becoming herself, separate from the incomplete picture she has of her mother and how she has navigated grief over her lifetime. For over 14 years Matt has been hosting & sharing stages & line ups with some of the world’s most respected underground artists (Chris Liebing, Richie Hawtin, Grooverider, Claude Young, Christopher Lawrence, Tommie Sunshine, Stewart Walker, Drumcell, Kyle Geiger, DJ Misjah, Acid Circus, Mike Gervais, Dustin Zahn, DVS1, Frankie Bones, Dieselboy, Woody McBride, Derrick Carter, Donald Glaude, Terrence Parker & many more). He does so with the sole intent of fueling a passion for groove that he embraces with 100% conviction & dedication. Locally, he’s at the forefront of a movement, leading with torch in hand… Nationally, he takes to a bigger stage with the means to completely steal the show. Over the course of his promoting career he’s developed his own rendition of a DJ performance that has become unparalleled by his peers. His fierce presence behind a mixer has led to his domination of line ups while devastating the hundreds of dance floors he’s met face to face. His malicious attempts to captivate crowds through technical & explosive mixing techniques have granted him the ability to engage even the most timid of audiences. A record collection of nearly 10,000 pieces of vinyl paints a detailed story about where he’s been musically since the beginning of his pulsating addiction. Now armed with the capabilities of digital DJ’ing equipment & software he is able to take screaming crowds on a journey that is not limited to boundaries or restrictions. On the fly remixing, splicing, editing & looping allow his performances to possess an expanding capacity of erotic color & you can bet that you’re going to experience a unique set built for the moment every time you see him play. This is and will continue to be the reason that he’s earned the respect of various globetrotting talents while being invited all over the country to rock stages alongside some of the most hard hitting techno players on the planet. As a producer, his initial debut was released on Chicago’s Zuvuya Recordings with partner & good friend Mustafa Avdic leading to a spotlight on Music Man’s ‘I Love Techno 2007’ compilation mixed by none other than the legendary Dave Clarke. A few years later Dustin Zahn featured his own rework of their ‘Them Crocks’ stormer on an Enemy Recordings remix EP released digitally as well as on vinyl. His original tracks & remixes have also been signed by Klientele & Giant Squid while as the head of his own Solar Cathedral Recordings digital imprint he’s put out 19 releases featuring artists from all over the globe. His original tunes have been receiving plays & support from all corners of the world while being hammered in front of some of the most well versed techno aficionados on the floor.
