Today, surrounded by legislators and community leaders in the rotunda of the California State Capitol, Governor Gavin Newsom signed legislation to help prevent gas price spikes and save consumers money at the pump.
On Wednesday, September 11, 2024, Capitol Weekly hosted the California Ballot Forum: 2024 Election Preview. Through spirited discussion and reasoned debate, proponents for each side explored the strengths and weaknesses of the proposals in a conversation moderated by a journalist. Today's episode features a discussion of Propositions 33 and 34. In a state known for confusing, contentious ballot-box battles, Props 33 and 34 may be some of the most confounding ever, especially for the average California voter, who isn't likely to be familiar with the background that plays a central role in both Propositions 33 and 34 but isn't actually mentioned in the text of either. AIDS Healthcare Foundation buys prescription drugs for HIV and AIDS patients at a federally endorsed discount. The foundation then turns around and bills insurers for the full price of those drugs, generating millions of dollars for the foundation. AHF president Michael Weinstein has used that windfall to fund ballot measures on housing development, drug prices, requiring the use of condoms in porn and, most notably, rent control, twice: in 2018 and 2021. Both times, Weinstein failed to persuade Californians to pass measures promoting affordable housing, which he calls “a human right, a social justice issue.” The California Apartment Association opposes Prop. 33, and also are behind Proposition 34, which seeks to blow up Weinstein's business model for funding ballot measures. On paper, Prop. 34 would require that healthcare providers who spent more than $100 million on anything other than direct patient care over a decade and operated housing with more than 500 high-severity health and safety violations spend at least 98 percent of their revenue from the federal discount prescription program on patients. Those parameters actually could apply to more than one organization but make no mistake: the measure is squarely aimed at hindering Weinstein's serial funding of ballot measures. Because these measures are inextricably intertwined, we have chosen to present them together. Proposition 33 EXPANDS LOCAL GOVERNMENTS' AUTHORITY TO ENACT RENT CONTROL ON RESIDENTIAL PROPERTY. James Gallagher James Gallagher has represented California's Third Assembly District since 2014. Before joining the Assembly, he served on the Sutter County Board of Supervisors for six years. James earned his Bachelor of Arts degree at UC Berkeley before completing an Assembly Fellowship in Sacramento and a law degree at UC Davis, where he graduated at the top of his class. He advocates for small businesses and farmers in his law practice and is a partner in his family's farming operation. Gallagher is married to his high school sweetheart, Janna; the two live in Sutter County where they are raising their five young children. Rusty Hicks In 2019 Rusty Hicks was elected as Chair of the California Democratic Party – the nation's largest state party comprised of more than 10 million California Democrats. Prior to his election as Chair, Hicks served as both President and Political Director of the Los Angeles County Federation of Labor - representing 300 local unions and 800,000 hardworking women and men. Hicks has played a leading role in a number of important political and policy efforts: in 2008, he served as the California Political Director for Obama for America. Hicks is a Veteran of the United States Navy and deployed to Afghanistan in 2012-2013. He lives on California's North Coast with his wife, Sandra Sanchez, and their constant sidekick, a chocolate lab, Charlie. Cali is the only state to have created a Reparations Task force where legislators have undertaken a massive and comprehensive study of the issue of Reparations - the systemic cause in the history of the State, what would the award look like, who is entitled to compensation and many more considerations. We talk with Chris Lodgson of the grassroots advocacy organization Coalition for a Just and Equitable California. They have been working shoulder to shoulder with the Task Force and have a strong perspective on why we should receive reparations in the Golden State. Fascinating discussion.

More than 400 celebrate historic Native American monument in Capitol Park honoring tribeson whose land the state Capitol now standsState marks Native American Heritage Month by unveiling 10thtribute in the park commemorating California heroes & protectors SACRAMENTO—On a cool, breezy Sacramento morning, more than 400 tribal members, dignitaries and students gathered to unveil the first-ever Capitol monument acknowledging tribes residing in California and their millennia-long, resilient presence on land now known as California.The historic tribute specifically recognizes the Sacramento region tribes of Wilton Rancheria, Ione Band of Miwok Indians, Chicken Ranch Rancheria of Me-Wuk Indians, Tuolumne Band of Me-Wuk Indians, Buena Vista Rancheria of Me-Wuk Indians, and Shingle Springs Band of Miwok Indians.The new monument is the tenth addition to a park memorializing California's firefighters, veterans, and public safety officers. It is the first addition to the park since 2009, when the statue of Thomas Starr King was brought to California from Boston. King was a Civil War-era minister, orator, and abolitionist. The park was envisioned in 1863 as a place to reflect and celebrate the state's history and natural beauty, according to the Capitol Park website. Assemblymember James C. Ramos—first California Native American elected to the Legislature since statehood in 1850—authored AB 338 in 2021, which authorized the monument.Ramos said, “This monument—now a centerpiece of Capitol Park—adds a new and long overdue chapter to California's relationship with its tribes. As a state, we are beginning to tell our history from a broader, more complete, and accurate perspective by including the voice of California Native Americans.” He added, “As Native Americans, we have been invisible, romanticized, minimized, or disparaged for centuries. That is not easily or quickly undone. But today I am proud to be Native American and proud to be a Californian.”The Miwok skirt dancer portrayed in the monument is modeled after William J. Franklin Sr., the late respected Miwok leader and cultural dancer. Franklin played a critical role in preserving Miwok dances and traditions, and helped build three Northern California roundhouses, dedicated spaces for Native American ceremonies, songs, dances, and gatherings. Sacramento sculptor Ronnie Frostad designed the project.“Mr. Franklin was a teacher of Native culture and he understood that our stories, songs, and culture need to be shared and taught to new generations,” Ramos said. “He would have been pleased to see so many students here, of all ages—and particularly proud to see students from a school recently named Miwok.” Until June, Miwok Middle School was named after John Sutter, who enslaved Native people during California's Gold Rush period.Wilton Rancheria Chairman Jesus Tarango stated, “Today's unveiling signifies the start of a new era at the California State Capitol. One where we stop uplifting a false narrative and start honoring the original stewards of this land by telling a true and accurate portrayal of California's journey to statehood. “Every tribe across the state has their own Bill Franklin, a leader who fought to keep our cultures and traditions alive during a time where it was dangerous to do so. This monument serves to thank and honor each one of them.“It also celebrates the power California Tribes have when we work together to achieve a common goal. I would like to thank my fellow Tribal Leaders and Assemblymember Ramos for their collaboration throughout this legislative process.”Sara Dutschke, chairperson of the Ione Band of Miwok Indians, applauded the joint tribal effort. “AB 338 [the law authorizing the statue] paved the way for real collaboration and partnership among many of the Miwok tribes of the Sacramento region,” Dutschke said. “Working together, we have achieved an amazing accomplishment: Installation of the very first monument on State Capitol grounds that honors California's First People. He was born in Nashville, California, located in El Dorado County, on September 20, 1912, and crossed over on May 2, 2000.Mr. Franklin was proud of his Native American roots and championed fostering knowledge and respect of California Indians. This included successful lobbying to create a place where California Indians could practice their traditional heritage on historical lands which led to creation of Grinding Rock Park, also known as Grinding Rock-Chaw'se in Pine Grove, California. He also served as a consultant to the Department of Parks and Recreation and helped build three California roundhouses — dedicated space for ceremony, songs, dances and gatherings. In 1979, Governor Edmund G. Brown Jr. appointed Mr. Franklin to serve on the Native American Heritage Commission.Even as a young man, he was a farsighted advocate for his people, and petitioned the United States government for land on which the Ione could build homes without fear of being moved.In the 1940s, Mr. Franklin and others founded the Federated Indians of California to voice Native American concerns. About this same time, he also began researching Miwok ceremonial life by assembling regalia, interviewing elders, and collecting songs. Mr. Franklin had been a dancer since the age of 12 at the Jackson Valley roundhouse and refused to let Miwok traditions die. Mr. Franklin's many endeavors helped ensure traditional and historic practices continue and continue to inspire younger generations.At his passing, Mr. Franklin was survived by four sons, seven daughters, 38 grandchildren, 41 great-grandchildren, and 12 great-great-grandchildren.

We take a deep dive in this episode. I hope you enjoy. The Black Panther Party was created in 1966 in Oakland by two students at Merritt College, Bobby Seal and Huey P. Newton. The Panthers began as a community self-defense program to defend minority communities from state sponsored terrorism.. Police in Oakland were killing black people at a feverish pace when pulled over for basic traffic stops. In response to this The Black Panthers equipped themselves with police scanners and guns and would show up at a traffic stop and armed with guns, they would film the cops and make sure the police would not go on a murderous rampage like they had been doing. The Black Panthers started a breakfast program to deal with the epidemic of children going to school hungry. At their peak they were serving 10,000 breakfasts a day. A child cannot learn with an empty stomach, so they were directly addressing this passive form of oppression. The Black Panthers gained national notoriety by carrying guns in public, most notably at the California State Capitol in Sacramento, when Governor Ronal Reagan was there. This did not go over well. There was much more to The Black Panthers than an armed community protection group. They also had schools, tuberculosis testing, legal aid, transportation assistance, ambulance service, and the manufacture the manufacture and distribution of free shoes to the poor. Welcome to the Prison Post! I'm excited about our guest for today's show. He actually had Jason and I on his Facebook Live show (The Parole Show) a few months ago. I first met Phil 12 days after I was released and again 90 days after I was released at the California State Capitol. We were fighting for various pieces of criminal justice reform legislation. I thought Phil was either an Assembly Member or a Senator. I didn't know He was a formerly incarcerated lifer or on the forefront of criminal justice policy reform. Philip Melendez is the Director of Organizing for Re:Store Justice. Phil's work revolves around community organizing, coalition building, and advocacy. Phil returned home in September of 2017, after serving a life sentence. While he was incarcerated, he facilitated many self-help and restorative programs, mentored neglected and traumatized youth, and organized numerous events linking community members with incarcerated people at San Quentin. He also worked closely with Re:Store Justice on numerous events and initiatives while he was incarcerated. In today’s episode, I discuss a rapidly growing movement in the state of California regarding the re-opening of youth and high school sports. On Friday, February 19, 2021, CA Governor Gavin Newsom announced updated guidelines allowing the return of youth sports in counties with Covid-19 case rates at or below 14 people per 100k. In the first segment, I detail how the Let Them Play CA movement played a pivotal role in Newsom allowing youth sports to resume, but they may have played a role in growing Anti-Newsom efforts in California as well. In the second segment, I welcome my good Friend Mike O to the podcast; co-host of the Sci and Tell Show Podcast! Mike is also a JV baseball coach and Math teacher in Southern California. I will be asking Mike about the process of starting their baseball season and how he’s been managing on and off the field during the pandemic with his students.Lastly, I detail how the movement gained even more momentum when on February 11th, 2021, Let Them Play CA co-founder Brad Hensley, coaches, student-athletes, and parents from all over CA, held a protest rally outside the California State Capitol in Sacramento. They wanted their voices heard and called for the return of youth sports in CA. However, they were not alone in protesting at the Capitol that Thursday. The #RecallNewsom and #ReopnSchoolsNow movement also held their own protest rally at the State Capitol. Among the chants of "Let Them Play" by student-athletes, parents, and coaches, were chants of "Recall Newsom! #Recall Gavin! and Reopen Schools! The Let Them Play CA movement was now entangled with the Pro-Recall Governor Newsom and Reopen Schools movement, and likely boosted the Recall Newsom and Reopen school movement’s momentum. This has widened the gender wage gap, and many Mothers are having to grapple with the cost of childcare (if it is even available), working and the health of their families if they are essential workers. The Trump administration has packed the courts with young, hyper-conservative judges who aim to rollback access to reproductive healthcare, with the nomination of Amy Coney Barrett the final nail in the coffin of Roe Vs. Wade. Most dispiritingly, after the most diverse field of Presidential candidates ever in history with many qualified and popular female candidates, the field once again is narrowed to two nearly octogenarian white men. It feels very bleak! But all is not lost, and hopefully this moment is a wake up call that the fight is very very far from over, and that there are many reasons to be hopeful about the near and long-term future of women in this country. We invited two extremely impressive and experienced women to discuss how to interpret our present and how to prepare for our future. Adama, a lobbyist and now activist, landed herself on the cover of Time Magazine's Person of the Year cover in 2017 for her work exposing sexual assault and harassment in the California State Capitol; Jodi, also a lobbyist, has taken the helm of California's Planned Parenthood Affiliates at one of the most pivotal and perilous times for women's reproductive health in a generation. In California, 12,000 people have gathered on the Capitol Grounds to worship God. The move was apparently illegal in California, but Sean Feucht, who held the service, says freedom of religion is a right that everyone should have, regardless of what State Officials have to say.Sean Feucht has been leading worship services across the country, but the one in California is especially important, considering some parts of California, like Los Angeles, have some of the most stringent government lockdowns in the country, CBS Sacramento reports. In a tweet, the worship leader and pastor insisted that “God is not done with California." Feucht also noted that the official capitol police estimate said 12,000 people attended the revival event. Welcome to Episode 152 with guest Sebastian Cazares Sebastian Cazares is a lifelong Saugus resident. He graduated from Saugus High School and went on to pursue his college education at College of the Canyons. He is currently attending UCLA. This is very typical for the average person growing up in Santa Clarita, but what is not typical is that at the age of twenty, Sebastian is also a candidate for the College of the Canyons Board of Trustees. While attending COC, Sebastian was elected to serve as the college's Associated Student Government President where he presided over a nearly one million dollar budget and a variety of services which were critical to the COC community. In addition, he also was an advocate for students at the California State Capitol in Sacramento and served on the Independent Citizens’ Bond Oversight Committee for Measures E and M. At times, Cazares also served as a proxy for the Santa Clarita Community College District Student Trustee, voting in students’ interests each time. Sebastian may just be the youngest person to ever run for the COC Trustee Board. (I wasn't able to confirm that either way) Yet, his age hasn't been holding him back. In fact, it could be argued that it works to his advantage. As a recent COC graduate and student representative he would be bring a unique perspective to a Board which should always be considering the interests of the students first. He also has received a large number of endorsements including current board members Edel Alonso and Joan Macgregor, the College of the Canyons Faculty association and the California Teachers Association, among others. I met with Sebastian on a hot Sunday morning in a socially distanced outdoor setting. He is an incredibly affable person. Both charming and likeable, and he is a talker. We talked about quite a few things including his family, activism and his candidacy and what he wants to do as a Board Trustee. Jim Grant, Director of Social Justice Ministry for the Diocese of Fresno shares information about why CalEITC (Earned Income Tax Credit) should be expanded to include all California workers. The program is enhanced by nine informative slides which were presented during a zoom action organized by COPA (Communities Organizing for Power in Action) and IAF (Industral Areas Foundation) during which 1000 participants (including Bishops McElroy (San Diego), Jaime Soto (Sacramento), Danny Garcia (Monterey) and Gerald Barnes (San Bernadino) challenged California legislators (Durazo, Chiu, and Reyes) to co-sponsor this legislation in the California State Capitol. Mark Baird, the “unofficial” leader of the State of Jefferson movement, likes to think they’d be known for their buffalo burgers. Though, he’ll admit, he’s in the minority. Most people behind this movement, he says, would probably prefer beef. Being in the minority is a feeling he’s had for quite some time. Living in Northern California with Baird’s heavy libertarian point-of-view would likely drive most people crazy, and out of the state. But Baird wants to stay. He’d just prefer he was living in a new state, a State of Jefferson. Feeling that he’s had no representation in how Sacramento operates, this semi-retired pilot and former buffalo rancher has spent the past several years convincing thousands of citizens along with cities, counties and mayors to join his grass-roots movement. For nearly 200 years of our nation’s history, the Second Amendment was an all-but-forgotten rule about the importance of militias. But in the 1960s and 70s, a movement emerged — led by Black Panthers and a recently-repositioned NRA — that insisted owning a firearm was the right of each and every American. So began a constitutional debate that only the Supreme Court could solve. That didn’t happen until 2008, when a Washington, D.C. security guard named Dick Heller made a compelling case. At just 16, Ja’Naylah is the first girl to make it to the California State Boys & Girls Club Youth of the Year Competition. Ja’Naylah and eight other competitors recently went to the California State Capitol to meet with State Legislative leaders to lobby for increased funding for Boys & Girls Clubs. In overcoming life’s struggles, and with the support of the Alameda Boys & Girls Club, Ja’Naylah is a committed and driven hard-worker, as well as an advocate for her peers. She has channeled and abundance of resilience to create her own personal success story! Julia knows her shit when it comes to the brewing industry, and also knows a thing or two about pairing beer with food. She even wrote a book about it! Beer Geeks! We had a blast at the California Craft Beer Summit. Like, for real. The expo was great and the fest on Saturday was well run with many spectacular California breweries pouring their brews. It was also really cool being literally down the street from the California State Capitol, drinking California craft brews! It was a fun road trip, followed by fun times with awesome beer people.
