Kementerian Kesehatan Indonesia (Kemenkes RI) menyatakan pada kuartal pertama tahun 2023, lebih dari 5.000 kasus infeksi menular seksual (IMS) yang ditemukan melalui pendekatan sindromik, sementara terdapat lebih dari 10.000 kasus yang ditemukan melalui tes laboratorium. Jumlah kasus IMS terbesar berdasarkan kelompok risiko adalah pasangan suami istri, disusul kasus pria yang berhubungan seks dengan pria (LSL), pekerja seks baik pria maupun wanita dan para kliennya, wanita transgender, sampai pengguna narkoba suntik. Pelarangan pekerja seks komersial dan penutupan lokalisasi di Indonesia telah mendorong praktik seks komersial menjadi semakin tersembunyi. California voters are being asked again whether the state should repeal restrictions on rent control. That is the thrust of Proposition 33, which would repeal the Costa-Hawkins Act, which slapped limits on rent control almost 30 years ago. We are exploring Propositions 33 and 34 on this program today and tomorrow. Prop 33 is the third attempt by an organization in Los Angeles called the AIDS Healthcare Foundation to reinstate rent control in California, by lifting the restrictions imposed in 1995. Prop 33 would allow cities and counties to once again control rents on newer homes and apartments. Twice before, the foundation has taken this issue to the ballot and lost. It is trying again, and in response, the California Apartment Association has put ANOTHER measure on the ballot, Prop 34, which would severely restrict the ability of the AHF to spend its money on political activities. For more, KCBS Radio anchors Patti Reising and Bret Burkhart, along with KCBS Insider Doug Sovern, were joined by Michael Weinstein, the co-founder and president of the AIDS Healthcare Foundation, which is the largest global AIDS organization. On Wednesday, September 11, 2024, Capitol Weekly hosted the California Ballot Forum: 2024 Election Preview. Through spirited discussion and reasoned debate, proponents for each side explored the strengths and weaknesses of the proposals in a conversation moderated by a journalist. Today's episode features a discussion of Propositions 33 and 34. In a state known for confusing, contentious ballot-box battles, Props 33 and 34 may be some of the most confounding ever, especially for the average California voter, who isn't likely to be familiar with the background that plays a central role in both Propositions 33 and 34 but isn't actually mentioned in the text of either. AIDS Healthcare Foundation buys prescription drugs for HIV and AIDS patients at a federally endorsed discount. The foundation then turns around and bills insurers for the full price of those drugs, generating millions of dollars for the foundation. AHF president Michael Weinstein has used that windfall to fund ballot measures on housing development, drug prices, requiring the use of condoms in porn and, most notably, rent control, twice: in 2018 and 2021. Both times, Weinstein failed to persuade Californians to pass measures promoting affordable housing, which he calls “a human right, a social justice issue.” The California Apartment Association opposes Prop. 33, and also are behind Proposition 34, which seeks to blow up Weinstein's business model for funding ballot measures. On paper, Prop. 34 would require that healthcare providers who spent more than $100 million on anything other than direct patient care over a decade and operated housing with more than 500 high-severity health and safety violations spend at least 98 percent of their revenue from the federal discount prescription program on patients. Those parameters actually could apply to more than one organization but make no mistake: the measure is squarely aimed at hindering Weinstein's serial funding of ballot measures. Because these measures are inextricably intertwined, we have chosen to present them together. Proposition 33 EXPANDS LOCAL GOVERNMENTS' AUTHORITY TO ENACT RENT CONTROL ON RESIDENTIAL PROPERTY. INITIATIVE STATUTE. Proposition 34 RESTRICTS SPENDING OF PRESCRIPTION DRUG REVENUES BY CERTAIN HEALTH CARE PROVIDERS. INITIATIVE STATUTE. The "Yes on 33/No on 34" side was presented by Susie Shannon Susie Shannon is the Policy Director for Housing Is A Human Right. Susie has worked with unhoused and low-income communities since 2005. Having previously been unhoused herself, she advocates for unhoused and low-income communities through rent control policy, preserving public housing, fighting for new housing to be prioritized for the unhoused, and promoting adaptive reuse and prefabricated modular buildings for the unhoused. The "No on 33/Yes on 34" side was presented by Nathan Click Nathan Click is a national public affairs and communications expert. His California based firm, Click Strategies, builds communications and public affairs campaigns for civic leaders, non-profit organizations and private sector clients. Click Strategies serves as a political advisor to Governor Gavin Newsom and led all communications efforts in the Governor's campaign to Stop the Republican Recall, with Click serving as a senior advisor. Click Strategies serves as a political advisor to Attorney General Rob Bonta and a number of political and civic leaders across the nation. Click recently served on U.S. Senator Alex Padilla's transition team, a role he reprised from his tenure working for then U.S. Senator Kamala Harris. Michael Weinstein is the president of the LA-based AIDS Healthcare Foundation, a sprawling international nonprofit with the stated mission of providing its 1.5 million global clients with “cutting-edge medicine and advocacy regardless of ability to pay.” Weinstein is also the driving force behind several statewide ballot measures, including two previously failed attempts to implement statewide rent control. [8:54] - Connections and InvitationsMeeting people and getting them testedHow do our counselors connect with individuals and encourage them to get tested? It starts with the confidence to speak openly with people from all different backgrounds — “Hi, my name is Randy, and we're going to have about 20 minutes of conversation about sex.”That level of comfort doesn't come easy. It's cultivated and mastered over time by our expert counselors. After all, that willingness to connect with individuals about sometimes taboo topics could save a life.[14:14] - Why Testing MattersHonoring history by refusing to repeat itSteven and Randy recall the early 80s, when so little was known about HIV that it was being referred to as “gay cancer.” Back then, things like testing, counseling, and organizations such as AHF were nonexistent. Today, all those resources exist — and it's in patients' best interest to take advantage of them. Not only does early testing lead to better outcomes, but from the viewpoint of older activists like Randy who can list loved ones who suffered and died in those early, ignorant days, it's an act of tribute to those who didn't have an option to test or receive support.[19:13] - Testing Positive: What to ExpectWhat happens when a patient receives that difficult news?Randy and Steven walk us through what it looks like for a patient who tests positive.First, it's important that they understand the initial “one-line-or-two” test is a screening test, not a diagnosis. In all likelihood, a positive result means they have the virus — but not always. Additional testing, such as a blood test, is required for a confirmed diagnosis.That said, linkage between the patient and AHF begins immediately. They'll receive support, contact information, and all the info they need to feel informed and empowered about their potential diagnosis. All providers at AHF must have competency in HIV medicine and primary care, because the reality is that it doesn't make sense to only address HIV without caring for the whole patient. This is especially true considering HIV raises the risk of other co-morbid conditions, such as high cholesterol and increased risk of heart disease or diabetes. This approach truly saves and transforms lives — just as it transformed Rig's, who came to AHF as a patient in 2014 and was so inspired by its care that they're now a director in the organization. [8:08] - What Makes an AHF Clinic Different?Unique needs require unique careAHF offers what we call “wraparound services.” It's not just about coming in, seeing a provider, and receiving a prescription. It also includes meeting with case managers, benefits counselors, nurses, and more. And while primary care is the goal, it's all centered around the needs of someone living with HIV. These small grocery stores offer food for sale at very affordable prices, especially designed to be oases in “food deserts”— places where healthy, fresh, and nutritious food is difficult or impossible to find.Finally, the third model is an experimental concept in which AHF develops a restaurant-style environment. People can come and eat food that's priced very, very low to be affordable for everyone. She worked in both Nigeria and Zambia, providing leadership and oversight to CDC's programs as part of the President's Emergency Plan for AIDS Relief (PEPFAR). As a key health advisor to the US Ambassadors in Nigeria and Zambia, she also provided expert advice in critical public health areas such as Polio and Tuberculosis. Carmen started in government as a Presidential Management Fellow focusing on policy and program planning for HIV, STD, and TB prevention. Carmen has also overseen multi-site domestic and international HIV research projects in the areas of drug use, prevention of mother-to-child treatment, and vaccines. Prior to joining the CDC, she was the Policy Affairs Coordinator at the AIDS Healthcare Foundation and had also served as a Legislative Aide in the California Assembly. Carmen holds a Master's in Social Welfare from UC Berkeley and a Bachelor's in Anthropology from UC Berkley. She is currently a Board Member of NMF. Another Kind of EpidemicHow AHF is combating the opioid epidemic nationwideGUEST BIO:Vahe Lepedjian is an Advanced Practice Pharmacist at AHF's Hollywood flagship pharmacy.Maxie Sabackic is the Western Regional Director of Pharmacy Operations, overseeing all pharmacy operations within the AHF pharmacies served out of California, Washington, and Nevada.CORE TOPICS + DETAILS:[2:09] - It Starts with a TextA simple beginning to a transformative shiftOne day, Vahe texted Maxie about wanting to do more to combat the opioid pandemic. This simple instance of acting on a positive impulse led to the involvement of sales, public health, advocacy, and managed care departments and AHF partners to offer fentanyl test strips to countless patients and community members. Lives were potentially saved at the very first event where the strips were given out, after two people back to report they had detected deadly fentanyl in a drug sample. A couple days later, 300 units were gone after a single day of San Diego Pride.[7:54] - A Higher-Risk Patient BaseWhat AHF patients should knowAHF patients are at a higher risk of contracting HIV due to IV drug use, something that pharmacists and clinicians at AHF have to be mindful of when treating them. If fentanyl is injected, even if its been cut into other drugs, it can be fatal.[12:04] - Spreading the Word, Spreading the HelpGetting knowledge and test strips nationwideMaxie emphasizes the end goal of AHF's efforts— fighting the opioid epidemic. They've obtained a grant with the Naloxone Distribution Project which provides free units of Narcan, allowing them to hand them out to the community for free. Joey Terrill is a formative figure in the Los Angeles based Chicano Art movement and in AIDS Cultural Activism. In his art he explores the intersection of Chicano and Gay male identity as a strategy for his art production.He began his art career in high school as a Chicano student activist. Concurrently, the Gay liberation movement of the early 1970's fueled his passion for social justice and helped to develop his skills that enhanced his AIDS advocacy a decade later.When AIDS surfaced in the Latino/Artistic Community in the 1980's, Joey embraced political advocacy with a passion that included art that reflected its impact on his local community.Joey has been an activist in the HIV/AIDS community and has coordinated multiple programs for people living with HIV/AIDS. He traveled worldwide and last served as the Director of Global Advocacy & Partnerships for the AIDS Healthcare Foundation.Over the past 5 decades, he has continued to make art and is thrilled to engage with young Queer/Latinx artists, academics, curators, and activists.
