For nearly 70 years, the DOJ's Civil Rights Division led efforts to protect voting rights and fight racial discrimination at the polls. But in January 2025, DOJ political appointees froze all new civil rights cases and dismissed every major pending voting rights lawsuit—prompting most career attorneys to leave the Division. With federal challenges to restrictive voting laws now dropped in several states, the fight for voting rights falls to individual voters and advocacy groups, raising urgent questions about the future of enforcement.In this episode Dani Schulkin, Director of Democracy Initiatives at Just Security, is joined by Chiraag Bains. Chiraag is a senior fellow at Democracy Fund, a nonresident senior fellow at the Brookings Institution, and former Deputy Director of the White House Domestic Policy Council for Racial Justice & Equity. She is founder of the National Aboriginal Council of Midwives of Canada. Her work is at heart, she says, about the "reclamation of the transformative power of birth." And Katsi Cook is helping our world recover the natural human experience of cross-generational companionship and care. Dan talks with Josh Stearns, the senior director of the Public Square Program at Democracy Fund. The Democracy Fund is an independent foundation that works for something very basic and increasingly important: to ensure that our political system is able to withstand new challenges. Josh leads the foundation's work rebuilding local news. The Democracy Fund supports media leaders, defends press freedom, and holds social media platforms accountable. (Ellen was stuck in traffic somewhere on the Zakim Bridge in Boston for the duration of this show, but she'll return next episode!) In our Quick Takes, Dan poaches in Ellen's territory and reports on a development in Iowa, the Hawkeye State.   When two local weekly newspapers near Iowa City recently got into trouble, their owner found an unusual buyer: The Daily Iowan, the independent nonprofit student newspaper. Now there are plans to supplement local coverage with contributions from student journalists. It's not something Dan would like to see everywhere — after all, we want to make sure there are jobs for student journalists after they graduate. But at least in this case, it sounds like the Iowa solution is going to be good for the weekly papers, good for the students and good for the communities they serve.

This is: Introducing the Effektiv Spenden "Defending Democracy" fund, published by Sebastian Schienle on February 7, 2024 on The Effective Altruism Forum. On January 10, the media platform CORRECTIV published a report on a secret far-right meeting in Germany in November 2023. The report could mark a turning point. Since then, more than 2 million people have taken part in demonstrations against the extreme right and in defense of our democracy, making them some of the largest demonstrations in Germany in recent decades. At Effektiv Spenden, we have long considered the defense and promotion of democracy to be an important cause area. And it has also received some (limited) attention in other parts of the EA community - see related materials e.g., from 80,000 hours (related topics here and here), Rethink Priorities; Founders Pledge; Open Philanthropy; EIP (via its focus on institutional decision-making); and forum posts here and here. However, a systematic mapping and - more importantly - evaluation of interventions is currently lacking, making it difficult to develop recommendations for effective giving. With the generous support of some of our donors, we have therefore helped to launch a new charity evaluator, Power for Democracies, to fill this gap. To respond to the current surge of interest and momentum among both the general public in Germany and our donors, we feel a responsibility to share our initial findings - with all their limitations - in order to guide donors interested in supporting promising interventions that can make a difference in the short term in the specific German context. Therefore, we have launched a new fund called "Defending Democracy" on effektiv-spenden.org. Despite the speculative nature of our recommendations and fund allocations, we believe we can: Guide donors who are already committed to supporting this cause area to achieve significantly greater impact. Encourage those (potential) donors who are interested in the cause area but have been reluctant to give due to the apparent lack of research and evidence-based recommendations. Use the current momentum to introduce more donors to the concept of effective giving, and thereby create more effective giving overall. However, we also see potential downside risks that could reduce our overall impact: A dilution of the concept of effective giving overall by introducing a new cause area that is less well researched and currently more speculative. Low risk: While our understanding of the comparative impact of individual interventions is still limited, the literature is fairly clear on the critical importance of well-functioning democracies for maximizing key societal outcomes such as health and development, peace and security, scientific progress, or economic development. In addition, we launched the new fund as a "beta" version to help our donors understand the increased uncertainty. A shift in donations from better-researched cause areas and interventions to our more speculative Democracy Fund. Medium risk: We expect the "beta" label to mitigate this risk as well. In addition, we explicitly communicate to our existing donors (e.g. through our newsletter) that we recommend the new fund only for additional donations and discourage the reallocation of existing or planned commitments. Overall, we expect the benefits of the new fund to outweigh the potential risks. However, we will closely monitor if/how our new offering may divert funds from other cause areas and will continually reevaluate the need to make potential adjustments. Imagine a world in which the president had unfettered power to use the massive federal workforce as a weapon against political rivals. In that scenario, federal officials would be forced to serve a political party's interests instead of the public interest. Your access to federal benefits and services could be slowed or blocked depending on your declared political affiliation. That's a world that former President Donald Trump tried to make a reality in the final days of his administration. Exploiting a statutory loophole, Trump issued an executive order in October 2020 that could have made tens of thousands of federal employees, maybe hundreds of thousands, fireable at will by political operatives. Public servants could have faced retaliation if they reported corruption or refused to follow unlawful orders. President Joe Biden rescinded the executive order before Trump could implement this new system. But the nation isn't out of the woods. Congress has failed to close the loophole that made this plan possible. And now, there's a movement to resurrect it and politicize the civil service. On its website, the Journalism Funding Partners (JFP) states a mission to “Increase the depth, diversity and sustainability of local journalism by building and stewarding connections between funders and news organizations.” Founded as a 501 (C)(3) in 2019 by the former publisher of the Raleigh News & Observer, Orage Quarles and internationally recognized reporter and senior consultant for the Democracy Fund, Sheila Solomon. JFP has secured and managed more than $5 million in grants to help support new and existing journalism coverage. One of the funding projects that the JFP coordinated allowed for the Nashville Tennessean to create its first beat solely dedicated to covering local First Amendment issues. Thanks to these funds, Angele Latham has been winning national attention with her local reporting on the Sumner County (TN) governing board's passage of an amendment declaring that the county would uphold “Judeo-Christian values.” Latham also was responsible for recent, in-depth coverage of current Tennessee laws passed that restrict “drag show” performances within the state. Funds managed by JFP also helped create a new beat at the Raleigh News and Observer, centering on climate change and the environment, covered by reporter Adam Wagner. Wagner's recent investigative series centering on “Big Poultry” exposed how the more than 4,600 state poultry farms that raise more than 1 billion chickens and turkeys each year impact more than 230,000 North Carolina residents to un-checked odor and manure, which has proven to cause illness and reduce property values. Recently Wagner and his Editor Bill Church won the 2023 Victor K. McElheny Award for local and regional science journalism from this series. In this 180th episode of “E&P Reports," we speak with two reporters covering beats that exist today, thanks to the funding managed by Journalism Funding Partners (JFP). Appearing are the Nashville Tennessean's first reporter to be focused solely on First Amendment issues, Angele Latham and the Raleigh News and Observer's new climate change and environment reporter Adam Wagner. Explaining how JFP was able to help create these and other new local journalism initiatives is executive director Rusty Coats.

William Howell is the Sydney Stein Professor in American Politics at the University of Chicago, where he holds appointments in the Harris School, Department of Political Science, and College. Currently, he is the chair of the Department of Political Science, director of the Center for Effective Government, and co-host of Not Another Politics Podcast.  William has written widely on separation-of-powers issues and American political institutions, especially the presidency. He currently is working on research projects on separation of powers issues, the origins of political authority, and the normative foundations of executive power.William's most recent book (with Terry Moe) is Presidents, Populism, and the Crisis of Democracy. He also is the author or co-author of numerous other books, including: Relic: How the Constitution Undermines Effective Government–And Why We Need a More Powerful Presidency (Basic Books, 2016); The Wartime President: Executive Influence and the Nationalizing Politics of Threat (University of Chicago Press, 2013); Thinking about the Presidency: The Primacy of Power (Princeton University Press, 2013); While Dangers Gather: Congressional Checks on Presidential War Powers (Princeton University Press, 2007); Power without Persuasion: The Politics of Direct Presidential Action (Princeton University Press, 2003); The Education Gap: Vouchers and Urban Schools (Brookings Institution Press, 2002); and textbooks on the American presidency and American Politics. Reforms of US electoral systems both at the local and national level would fundamentally change US politics. The two parties, that are a consequence of the single-seat plurality voting, fully control all democratic institutions. Only by making the electoral systems more proportional could outsider parties compete fairly against the Republican and Democratic party. With Jack Santucci I discuss how electoral reform to introduce proportional representation (PR), for instance through open-list PR in multi-seat districts, could be an essential solution to the US political gridlock, making congressional elections more dynamic and leading to better representation. Jack has conducted some of the most comprehensive research on the history of US electoral reform, which is going to be published in his forthcoming book “More Parties or No Parties: The Politics of Electoral Reform in America” (Oxford University Press). The book lays out a 'shifting coalitions' theory of electoral reform, and analyzes a wave of ranked-ballot reforms in American cities during the Progressive Era and the New Deal. Jack explains how the Democratic party could insulate itself against losing power through electoral reform. The window of opportunity may be short though. As the Republican party is increasingly controlled by politicians that disregard democratic principles, the perils of hardly contestable political offices become more real by the day. Also concerning is that many reform proposals would just not make congressional elections proportional enough to disrupt the two-party impasse. Jack Santucci is an Assistant Teaching Professor of Politics at Drexel University. He got his PhD in Political Science from Georgetown University. During the academic year 2017-8, he was a Research Fellow at the Democracy Fund. It Friday, March 22, 2019. It's been nearly two years since Robert Mueller was first appointed Special Counsel. Now, he's ready to submit a final report to the Attorney General. He has uncovered a sprawling and systematic effort by Russia to interfere in the 2016 election. And he's developed a mountain of evidence about the president's efforts to obstruct his investigation, things like witness tampering, ordering the creation of false records, and trying to fire Mueller himself. But Mueller's got a problem: a Department of Justice memo says he can't indict a sitting president. So what is he supposed to do with all this evidence? Mueller decides to just lay it all in the report, all 448 pages of it. It'll be someone else's problem to decide what to do about it: maybe a future prosecutor, maybe Congress, maybe the America electorate. That isn't really Mueller's concern.
