Such are the times that being a a brown-skinned comedian, much less one from a country South of the U.S. border, is, shall we say, dicey. That's only one of a myriad of reasons why Chilean comedian, now U.S. citizen Fabrizio Copano made sure to secure his status as an American citizen before releasing his latest special (given Trump's penchant for wanting kick everyone who isn't licking his boots out of the country). Fabrizio walked us through the whole, precedent setting, comedy history making journey on this week's TCB Field Report.

“Things Take Time” The Mirriam Webster Dictionary defines the word ‘campaign' as: a connected series of operations designed to bring about a particular result. There is no definition of how many of those operations it might take to achieve a goal. Such is the case of school choice in Virginia. In 2012, after years of trying to convince legislators to follow the lead of states like Florida, Arizona and Nevada to offer ‘money-follows-the-child' voucher programs (Nevada has since reversed their voucher program), Virginia created the Education Improvement Scholarship Tax Credit to help generate tax-advantaged contributions to a state managed program where approved students could use the scholarship to pay to attend a school of their choice. Not the same, but a step in the campaign. In 2021 with the election of Winsome Earle-Sears as lieutenant Governor, the school choice movement had a vocal proponent who teamed up with the Virginia Education Opportunity Alliance to bring real choice to the legislators with the political upside of Conservative Republicans being the heroes in the low-income inner-city neighborhoods. That effort was done in by rural representatives whose constituents didn't have many choices in their sparsely populated counties. Now, with the advent of Micro-Schools and Co-operative schools as we detailed in a previous column, perhaps now is the time. The Heritage Foundation partnered with Fabrizio and Lee to conduct a focus group of likely voters to see their feelings on education, choice and the role of the parents. We talked with Jonathan Butcher of the Heritage Foundation about the results. L'argomento grammaticale di oggi è Introduction to the futuro anteriore.

Ben Cardew spoke to Marco D'Arcangelo, one half of legendary electronic music act D'Arcangelo alongside his twin brother Fabrizio, about signing to Aphex Twin's Rephlex label, making music with a tracker, a certain Italian tinge, the “braindance” term, Thomas Dolby, Depeche Mode, playing Primavera Sound and more. Fabrizio Carboni, head of the ICRC delegation to the US and Canada, speaks to his vast experience in the wars of the past two decades, including the profound impact of 9/11 (2001) in integrating humanitarian action into battlefield strategies—including the targeting of humanitarian operations. Today, almost 25 years later, we are witnessing unrestrained violence, limitless war, and flagrant disregard for International Humanitarian Law. The emotional, psychological dimensions are poorly understood. Political leadership is essential whenever soldiers are asked to respect IHL. The most dangerous moment is when states argue that they are fighting a "survival war" that they believe is exceptional. Does the Trump administration honor IHL or seek a "realist" American First alternative? It is too early to reach a conclusion: "There is no rupture." It is also too early to know how deep cuts in US foreign assistance will impact ICRC and the broader global response to humanitarian crises. ICRC does remain a "soft target," increasingly exposed. It is striking how a single actor—the United States—can be so "steep" in changing its course. It shifts the ground towards deeper burden-sharing and inspires a debate on what the new architecture will be, with far less money. ICRC has just recently repatriated the remains of 6,000 persons killed in the Russian war against Ukraine. In Gaza there is no way for ICRC to avoid getting hit from all directions. 2,200 Gazans were recently shot or hit with shrapnel while approaching the Gaza Humanitarian Foundation food distributions. "Those numbers are unacceptable."
