Germany's conservatives are celebrating after the country's snap election. Friedrich Merz is most likely to become the country's next chancellor. His centre-right Christian Democratic Union has topped votes at just under 29%, with far-right Alternative for Germany, AFD, inching more than 20%. Merz must now form a coalition, but has ruled out working with AFD. Director of Berlin's Global Public Policy Institute, Thorsten Benner told Andrew Dickens the only option is for the CDU to govern with the outgoing Social Democrats. Every day, civilians suffer in violent conflicts attacked by armed forces, militias and rebel groups. These attacks have left many dead or injured, and caused millions to be forcibly displaced. However, most attempts to address these issues are done by influencing conflict parties to cease attacks on civilians, instead of enhancing the protection of civilians in places affected by violent conflict. In this episode, we discuss the Global Public Policy Institute's report on preventive protection efforts that hinder future harms rather than mitigating the effects of past violations, “The logic of protection approaches: Four models to safeguard civilians from harm”, and what can be done to increase protection of civilian, using examples from Iraq. We are joined by: Julia Steets, Director of the Global Public Policy Institute in Berlin, Germany. Amba has over a decade of experience in the field of technology-related policy across multiple jurisdictions and has provided her expertise to government regulators, civil society organizations, and philanthropies. She is currently part of the Strategy Advisory Board of the Mozilla Foundation. Shazeda is a doctoral candidate at the University of California at Berkeley’s School of Information. She is a 2020-21 fellow in the Transatlantic Digital Debates at the Global Public Policy Institute. From 2019-20 she was a pre-doctoral fellow at two Stanford University research centers, the Institute for Human-Centered Artificial Intelligence (HAI) and the Center for International Security and Cooperation (CISAC). Shazeda has worked as a researcher for Upturn, the Mercator Institute for China Studies, Ranking Digital Rights, and the Citizen Lab. From 2018–19, she was a Fulbright fellow at Peking University's Law School in Beijing, where she conducted field research on how tech firms and the Chinese government are collaborating on the country's social credit system. In dieser Folge spricht Sarah Brockmeier mit Tobias Schneider, Research Fellow am Global Public Policy Institute, über die Situation in Idlib in Syrien, russische und türkische Interessen und verbleibende Politikoptionen für Deutschland und die Europäische Union. Tobias Schneider arbeitet seit 2018 als Research Fellow bei uns beim GPPi. Dabei fokussiert er sich in erster Linie auf den Nahen Osten und insbesondere Syrien. Bereits seit vielen Jahren beschäftigte er sich an der Uni, als Berater und Forscher mit dem Syrienkrieg. Seit knapp zwei Jahren arbeitet Tobias an einer Datenbank, die akribisch den Einsatz von Chemiewaffen in Syrien dokumentiert. Zusammen mit unserer Kollegin Theresa Lütkefend veröffentlichte Tobias Anfang 2019 auch eine Studie zu den Daten, in denen sie 336 Einsätze von Chemiewaffen in Syrien seit 2011 dokumentieren. Tobias Schneider argumentiert, dass insbesondere die Bundesregierung, aber auch die gesamte europäische Politik ein fundamentales Interesse daran haben, in einer einheitlichen und koordinierten Antwort Druck auf Russland auszuüben und die Türkei zu unterstützen. Denn sollten Russland und das Assad-Regime ihre militärische Offensive in Idlib wieder aufnehmen und die Türkei militärisch zurückdrängen, wären mehr als zwei Millionen Menschen in Idlib in akuter Lebensgefahr. Und mehrere hunderttausend Menschen hätten keine andere Wahl als in die Türkei und nach Europa zu fliehen. Im Gespräch mit der Wirtschaftswissenschaftlerin Dr. Salam Said und dem Politikberater Tobias Schneider geht es in dieser Folge um die aktuelle Situation in Syrien und verschiedene Wege, wie sich Deutschland und die Europäische Union dort engagieren könnten und sollten. Die beide machen konkrete Vorschläge: von Investitionen in Gebieten, die nicht vom Assad-Regime kontrolliert werden, über Sanktionen gegen Einzelpersonen und Unternehmen bis zur Strafverfolgung von syrischen Kriegsverbrechern in Deutschland und der politischen Arbeit mit der syrischen Diaspora, um an langfristigen politischen Visionen für Syrien zu arbeiten. Dr. Salam Said ist Wirtschaftswissenschaftlerin. Sie kommt aus Syrien und hat dort Wirtschaftswissenschaften studiert und ein Diplom von der Universität Damaskus erhalten, bevor sie an der Universität Bremen promoviert hat. Seit 2009 forscht und unterrichtet Salam zur Wirtschafts-und Handelspolitik arabischer Staaten sowie der politischen Ökonomie Syriens. Sie ist seit 2010 Lehrbeauftragte an verschiedenen deutschen Universitäten, koordiniert Entwicklungsprojekte und hat zu diesen Themen zahlreiche Zeitschriftenartikel und Policy Papers veröffentlicht. Sarah beschäftigt sich mit deutscher Außenpolitik, Völkermordvermeidung & Friedenssicherung. Letztes Jahr erschien ihr Buch "Krieg vor der Haustür: Die Gewalt in Europas Nachbarschaft und was wir dagegen tun können" (Dietz-Verlag), das sie mit Philipp Rotmann geschrieben hat. Mit Sarah geht's zunächst einmal um ihren Werdegang und wie sie zur Konfliktforschung gekommen ist. Kann man Frieden studieren? Wozu müssen wir uns Krisen in anderen Teilen der Welt beschäftigen? Was geht uns das an? Was ist überhaupt eine "Krise"? Warum wurde der Völkermord in Ruanda in den 1990ern nicht verhindert? Hätte er verhindert werden können? Woran erkennt man einen Völkermord? The future is a topic that inspires speculation, fear and hope. In a world of rapid change and growing insecurity, scenario planning is a method that can provide a way to structure our thinking and foster much-needed debates. It deserves more attention. In this episode, our strategic foresight expert Johannes Gabriel is back with us to elaborate on scenario planning. The 27 fellows from nine different countries participating in GGF 2030 use the scenario planning method to look ahead 10 years and consider ways to better address global challenges. In May 2018, the GGF fellows met for the first time in Washington, DC, where Johannes introduced them to the basics of scenario planning. Back in Berlin now, he shares his insights and gives us a closer look into what scenario planning is about. Johannes is a non-resident fellow at the Global Public Policy Institute, and has lead the GGF program’s scenario planning method since 2010. He’s the founder and director of Foresight Intelligence, a systemic consultancy based in Berlin. Johannes also teaches scenario planning at Johns Hopkins University’s School of Advanced International Studies.

The migration and refugee challenge is probably the biggest challenge the European Union has faced in recent years. The EU is divided on how to handle the internal and external dimensions of the so-called migration crisis. And the issue has not only become a security challenge, but also a tool in the fight for political power and identity, which populist movements across Europe try to exploit for their own gains. What’s more, the question of how to handle asylum seekers also threatens the stability of governments within EU member states, as recently witnessed in Germany. While some EU member states are seeking EU-wide agreement and coordinated action to address the migration and refugee challenge, others refuse to accept any obligations regarding the redistribution of migrants or the reform of the Dublin system, which stipulates that the asylum request by a third country national is to be presented in the first European country in which the person arrives and where he or she was identified by local authorities. In this episode, Joel Sandhu talks to Julian Lehmann about the current situation, failures, and challenges in Europe when it comes to migration and refugees. Julian is a project manager at the Global Public Policy Institute in Berlin and was previously a protection consultant for the United Nations High Commissioner for Refugees in Morocco.

Auch unabhängig von US Präsident Trump und den rechtspopulistischen und protektionistischen Bewegungen, die er repräsentiert, werden sich die USA von Europa ab und vermehrt der Herausforderung durch China in der pazifischen Region zuwenden. Im Gespräch über die USA und Europa skizziert Thorsten Benner vom Global Public Policy Institute in Berlin die Folgen dieser Entwicklung für Europa. Es sei historisch eher unwahrscheinlich, so Benner, dass ein reiches Land wie die USA die Sicherheit einer anderen reichen Region wie Europa garantiere, die auch noch der stärkste wirtschaftliche Konkurrent sei. Wir treten in eine neue Epoche der Geopolitik ein, in der die NATO weniger als Werte-, sondern als Sicherheitsgemeinschaft die Basis für erneuerte transatlantische Beziehungen bilden muss. Ohne diese transatlantische Absicherung wird es in Europa zu erhöhtem Mißtrauen und wahrscheinlich auch zu schweren Konflikten kommen

International humanitarian law addresses the rules for soldiers, armies and States, when they conduct offensive attacks, but it does not directly address the rules governing self-defense. So what are the limits on the use of force when individuals and units are defending themselves in combat situations?
