Meanwhile, in New Jersey, Congressmember Mikie Sherrill and former state lawmaker Jack Ciattarelli have won their respective primaries and will face off in the November gubernatorial election. Plus, state lawmakers in Albany have passed a bill to protect public access to police radio transmissions, now awaiting action from Governor Kathy Hochul.
New York's State Senate has passed the Medical Aid in Dying Act, which would allow terminally ill patients to request life-ending medication. The bill now awaits Governor Hochul's decision. Nearly 150 days into President Trump's second term, the outlook for wind energy in the United States - particularly offshore wind - is increasingly bleak. Trump had pledged to end offshore wind development, and now the House Ways and Means Committee is proposing a phase-out of tax credits for renewables by 2031 - a move that would severely impact an already struggling wind sector (over on our sister podcast Energy Gang, we discuss the bill and what it means for renewables – check out that episode once you're finished here).Only three offshore wind projects have come online in US waters, with 4 GW currently under construction. In 2024, total wind installations reached a ten-year low at just 5.2 GW. By contrast, Europe has surged ahead, having built 35 GW of offshore wind capacity - ten times the US total – emphasising the stark differences in policy and financing frameworks.Still, there are glimmers of hope: President Trump recently lifted a stop-work order on a $5 billion offshore wind farm off the coast of New York, following lobbying from Governor Kathy Hochul. The project, led by Norwegian company Equinor, is expected to power 500,000 homes by 2027. However, with developer confidence sinking, experts warn that the stop-start nature of US policy continues to undermine long-term momentum in the sector. To forecast the next few years for wind in the US, host Sylvia Leyva Martinez – principal analyst at Wood Mackenzie – is joined by analyst Stephen Maldonado. They explore the policy and technology that's holding back deployment of offshore wind in the US.Plus, looking across the Atlantic to Europe, Sylvia talks to WindEurope CEO Giles Dickson, about the financing frameworks for wind in Europe.Sylvia, Stephen and Giles talk through the lessons for developers and financers: with uncertainty around tax credits and shifting policies, there may be a shift in resources to more advanced projects, putting early-stage ones on hold. This Day in Legal History: Frederic William Maitland BornOn this day in legal history, May 28, 1850, Frederic William Maitland was born in London. Maitland would go on to become one of the most influential legal historians of the 19th century, widely regarded as the father of modern English legal history. Educated at Eton and Trinity College, Cambridge, Maitland initially studied moral sciences before turning to the law. He was called to the bar in 1876 but soon found his true calling in historical scholarship. In 1888, he was appointed Downing Professor of the Laws of England at Cambridge, a post he held until his death in 1906.Maitland's most enduring contribution came through his collaboration with Sir Frederick Pollock on The History of English Law before the Time of Edward I, published in 1895. This seminal work remains a cornerstone of English legal historiography, notable for its rigorous use of original sources and its narrative clarity. Maitland brought a historian's eye to legal development, emphasizing the role of institutions and the evolution of legal ideas over time. His scholarship reshaped the understanding of English common law, highlighting its medieval roots and its organic, often non-linear, development.Beyond his academic writings, Maitland played a critical role in editing and publishing primary legal texts, including year books and medieval court rolls, through his work with the Selden Society, of which he was a founding member. On May 20th the New York Association on Independent Living and Caring Majority Rising held a joint press conference, urging the legislature to pass a bill restoring choice in the Consumer Directed Personal Assistance Program. Some argue Governor Kathy Hochul created a monopoly by shuttering some 600 companies, turning the program over to Public Partnerships LLC or PPL. Disabled people who rely on the program, their homecare workers, and advocates are fighting for A.8355/S.9754 to pass, otherwise services will be at risk. Hochul's appearance on the Cattaraugus Reservation marks the first time a sitting governor has visited the Seneca Nation. During her visit, Hochul met with tribal leaders and survivors of the Thomas Indian School. The school was operated by the state on Cattaraugus Reservation from 1875 to 1957. Hochul offered an apology on behalf of the state for the operation of the school.

This week, we're covering the U.S. Department of Labor's (DOL's) decision to halt enforcement of the Biden-era independent contractor rule, the upcoming EEO-1 reporting season (starting on May 20), and New York State's new labor law amendment, reducing damages for first-time frequency-of-pay violations. DOL Halts Enforcement of Independent Contractor Rule The DOL will no longer enforce the Biden-era independent contractor rule, which sought to tighten the criteria under which a hired worker can be considered an independent contractor for purposes of the Fair Labor Standards Act. The agency will now revert to the less stringent "economic realities" test. EEO-1 Reporting Begins Soon The proposed 2024 EEO-1 Component 1 data collection season is scheduled to begin on May 20, with a deadline to file by June 24. As expected, Component 2 pay data collection will not be required this year or in the coming years. New York Amends Labor Law to Limit Damages in Frequency-of-Pay Lawsuits New York Governor Kathy Hochul signed into law a budget bill that includes an amendment to the New York Labor Law that dramatically limits the relief employees can seek for first-time violations of frequency-of-pay provisions. Reverend Jim Harden is president and CEO of CompassCare Pregnancy Services in New York. On May 2nd, 2022, an illegal leak took place from the Supreme Court indicating a forthcoming overturn of Roe v. Wade. 6 days later (Mother's Day), Jim Schneider received word that a firebomb had gone off targeting our friends at Wisconsin Family Action. There was significant damage to the offices but thankfully no lives were taken.Part of the damage included vandalism where the following words were spray-painted in black across the building: "If abortions aren't safe, then you aren't either."A group identifying itself as "Jane's Revenge" claimed responsibility for the act and the message. Then on June 7th, 2023, another target was hit. This time it was CompassCare Pregnancy Services in New York. The result was catastrophic damage and firefighters were reportedly injured in attempting to extinguish the blaze. Even though there were other related acts of violence across the nation, and even though the New York perpetrators were caught on video, the FBI claimed they had a difficult time apprehending anyone because the incidents happened at night. That was an interesting response given that they seemed to have no difficulty surrounding the homes of peaceful pro-lifers with guns drawn and taking them captive in front of their children.According to Reverend Harden, the battle continues. They're fighting against New York Attorney General Letitia James, New York Governor Kathy Hochul, big-tech censorship that wants to wipe them off Google Maps so women can't find them, death threats and more.
