In recent decades, political institutions have witnessed a gradual erosion of trust among their constituents, a trend exacerbated by the economic and financial crisis. According to the European Parliamentary Research Service (EPRS), over the past 20 years, vote turnout in both Western and Eastern democracies has dropped by an average of 10 percentage points.Within the European Union, which has faced criticism from citizens, non-governmental organizations, and other civil society groups, the challenge of greater involvement in European policy-making is consistently highlighted. From 2002 to 2010, the percentage of Europeans expressing dissatisfaction with politics increased from 31% to 43% (EPRS).Participatory budgeting (PB) emerged as a solution to rejuvenate democratic participation, reinforce civil society, modernize public services, and combat corruption in the EU. According to the EPRS, the number of participatory budgeting experiments in the EU surged from 55 to over 1,300 between 2005 and 2012, engaging more than 8 million EU citizens.Currently, PB is primarily employed at the municipal level, where citizens are invited to propose and vote on initiatives to be executed through the local budget. Although there are instances at regional and national levels, this practice has yet to be implemented on a European scale. In the context of the H2020 project DEMOTEC, listen this Euractiv Virtual Conference to discuss PB and its potential at an EU level. Some questions to be discussed include:- How will PB work in practice concerning specific policies at an EU level?- How can PB complement representative democracy? Is it a valuable tool for improving citizens' trust in EU institutions?- What challenges are associated with implementing such a process at an EU level? This project has received funding from the European Union's Horizon 2020 Research and Innovation Program under Grant Agreement no 962553.This website reflects only the author's view and the Research Executive Agency or European Commission is not responsible for any use that may be made of the information it contains.

Fostering greater and more informed civic engagement is deemed to be an effective way to strengthen democracy and democratic values in the EU. The concept is gaining traction given the rise in populist voting patterns and the perceived democratic deficit in the EU.Participatory budgeting, a process in which community members directly decide how to allocate a portion of a public or community budget, is an innovative solution to overcome this perceived democratic deficit and dissatisfaction among citizens. It is especially relevant when the process involves individuals who feel excluded from political and policy processes. It also serves to increase civic engagement and promote transparency and accountability.Participatory budgeting is becoming an increasingly popular democratic tool in Europe. Globally, Europe is the region with the most participatory budgeting projects.Whilst active citizen engagement, such as participatory budgeting, can bring democracy closer to citizens, questions remain about whether it will give a voice to the voiceless or simply amplify voices we already hear. There are concerns about the diversity of participants such as the youth, people with migratory backgrounds, and lower-income citizens, who tend to not take part in these initiatives. Minority groups such as immigrants can struggle with language and cultural barriers.Young people are statistically underrepresented in both national and EU parliaments. Some stakeholders argue that by letting young people decide how to spend a part of the city budget empowers them, providing a valuable lesson in civic education. In the context of the H2020 project DEMOTEC, relisten to this EURACTIV Virtual Conference to learn the potential of participatory budgeting in the national context and at EU level. How effective are projects in fostering civic engagement and countering the democratic deficit and citizen dissatisfaction? How can participatory budgeting be inclusive for all? This project has received funding from the European Union's Horizon 2020 Research and Innovation Programme under Grant Agreement no 962553.This website reflects only the author's view and the Research Executive Agency or European Commission is not responsible for any use that may be made of the information it contains.

Science diplomacy is a great concept, and one of the things that inspired us to move into this work. Actually Jakob thought about writing a PhD on the topic for a while. But one thing is talking about the concept - another to put it into action in a time of war as we see now with the war in Ukraine. So we invited professor Rasmus Gjedssø Bertelsen from the Arctic University in Norway (UiT) for a chat about why the science community cut all ties to Russia if we are so focused on the possibilities of science diplomacy, why we don't see the potential of science diplomacy in Afghanistan, what to think of the "stick to science campaign" and how research managers can work with science diplomacy in their daily work.Rasmus Gjedssø is work package leader in the H2020 project InsSciDE where he runs a thread on "Power with Science Diplomacy". Citizens' participation remains a great challenge to democracies across Europe, especially given the rise of populism and voter disillusionment in recent years. Hence, many cities have developed new tools to boost citizen engagement, such as 'participatory budgeting'.Participatory budgeting aims to involve citizens in decision-making around the uses of municipal budgets. It is a process whereby local authorities give residents the opportunity to voice their opinions and propose ideas about the allocation of funds within their cities. The tool aims to bring democracy closer to citizens, helping them become actors of change. However, critics argue that although participatory budgeting across Europe has boosted civic engagement, it has not yet brought much diversity nor a wider range of views to the pool of participants. A major challenge lies in ensuring maximum inclusivity and encouraging all citizens to engage in local political processes. In the context of the H2020 project DEMOTEC, relisten to this EURACTIV Virtual Conference to learn about the opportunities and challenges participatory budgeting offers to strengthen democracy in European cities. Discussed questions included:- Can projects like DEMOTEC make a material difference in encouraging citizen participation?- How to help local authorities develop participatory budgeting?- How can the pool of participants be expanded so that a wide range of views is represented?- What can be done on a European level to support these local initiatives? This project has received funding from the European Union's Horizon 2020 Research and Innovation Programme under Grant Agreement no 962553.This website reflects only the author's view and the Research Executive Agency or European Commission is not responsible for any use that may be made of the information it contains.

45 Graus

Play Episode Listen Later Sep 22, 2021 79:45

Edge of Mind Podcast

Join neuroscientist Antoine Lutz, who belongs to the rare breed of “contemplative scientist,” in a wide-ranging tour of mind and reality. The conversation begins with a look at neurophenomenology, a term coined by the groundbreaking scientist Francisco Varela, that underlies much of the scientific exploration of meditation. How can we honor first-person (phenomenology) and third-person (neuroscience) perspectives without reducing one to the other. Antoine discusses his extensive research around pain, and the importance of functional de-coupling and deautomatization. We're essentially automatons, running on automatic ignorance, where everything we experience is automatically referenced to self, a contraction/referencing that creates all our suffering. This unconscious process also generates the sense of duality altogether, which could be studied in the lab. Are there neurological signatures for the experience of nonduality – and why does that matter? What is the promise and peril of scientifically studying meditators? Why should a meditator care about any of this? Using science, philosophy, psychology and the wisdom traditions, this conversation ranges from the theoretical to the personal, from the abstract (intersubjective realism) to the practical (how to work with pain). Discover why Dr. Lutz is one of the pioneering researchers exploring the meditative mind, and how this work can benefit the world.More about Antoine:Dr. Antoine Lutz is currently a director of research at the French Medical Research Institute (INSERM) in the Lyon Neuroscience Research Center (CNRL) where he co-leads the Experiential Neuroscience and Mental Training Team (EDUWELL). After a Master degree in engineering and a BA in philosophy at the Sorbonne under the direction of Natalie Depraz, he did his PhD in cognitive neurosciences in Paris, France, with Francisco Varela where he applied for the first time his neurophenomenology program to study the neural correlates of attention and perception. Since 1998, he has studied meditation with various teachers including Mingyur Rinpoche, Tsoknyi Rinpoche, Matthieu Ricard and Joseph Goldstein.During his postdoctoral work with Richard Davidson, at the University of Madison-Wisconsin, he studied using neuroimaging techniques meditation practices such as mindfulness or compassion meditations in expert meditators and in novices who learnt to meditate using the Mindfulness-Based Stress Reduction program (MBSR). In 2008, Richard Davidson and him were awarded a NIH-NCCAM grant to fund in Madison the first American Center of Excellence on Research dedicated to neurophysiological study of meditation practices. After working for ten years in the US as a research scientist, he joined the Lyon Neuroscience Research Center in France in January 2013. His current research group focuses on the neurophenomenology of mindfulness and compassion meditations and on the impact of these practices on consciousness, attention and emotion regulations, and pain perception as measured by cognitive, affective and social neuroimaging paradigms using EEG, MEG, intra-cortical EEG, and fMRI. This research is currently funded by a European ERC consolidator grant (Brain&Mindfulness, 2014-2021).He is also currently collaborating to a European research consortium investigating the impacts of meditation practices on ageing and well-being as measured by brain imaging (PET, IRMf, DTI, EEG), biomarkers of ageing, and psycho-affective and cognitive behavioural measures (Meditageing, H2020, 2016-2021, study coordinated by Gaël Chételat, INSERM Caen, https://silversantestudy.fr). He recently started a collaboration investigating the neurocomputational principles of meditation (ANR MindMadeClear, coordinated by Hugues Mounier, CNRS).

Get ready to understand the convenient omission within the inconvenient truth we've been sold.Today I'm joined on the MainUNStream mic by Simon Michaux, Associate Professor working for the Geological Survey of Finland, in the KTR Circular Economy Solutions unit. His current roles at GTK is to develop geometallurgy capability in battery minerals, develop the GTK-Mintec pilot plant with digitization and machine learning upgrades, and develop the Circular Economy. On this episode of MainUNstream Simon shares truly insightful data on the state of global energy resources. When you understand the data you'll get how people are living in a myth about the worlds energy resources and reserves. You'll get that the concept of clean energy taking over from fossil fuel any time soon, and electric cars being the saviour of the planet is a comfy bubble in which the population has been placed in and that the resources reality doesn't support it.Do not misunderstand either Simon or I, we both love the idea of a cleaner energy and vehicles that have much lower emissions (electric vehicles will never be zero emissions, no vehicle will), AND achieving it will require technology that does not exist today. It is clear from the data though that the current models being fed to the public are not even a remote possibility of a solution.I love the depth of Simon's knowledge on a variety of topics. Knowledge that comes from real experience. Also his ability to find and analyse data, based on his experience is exceptional. As he says, the data i out there if you want to find it.Simons experience and knowledge extends well beyond energy and we hope to have him back behind the mic very soon.MainUNstream is always free of hype and hidden agendas so it can and often does go in any direction. One thing is for certain, they are always informative, insightful and entertaining. Here is some more about Simon. His education is a Bachelor of Applied Science in physics and geology, his PhD was in Mining Engineering, done at the JKMRC, graduating in 2006. Thesis title: Analysis of Fines Generated in Blasting. Most of his work experience is from the Australian mining industry. Simon studied and worked for the JKMRC (Sustainable Minerals Institute) for 18 years, where he was involved in several high profile industry funded research programs. Simon worked in the private sector in an EPCM company called Ausenco in their Technical Solutions division, servicing mining corporate clients, where geometallurgy was used in support for a Pre-Feasibility Study. Simon worked in Belgium for 2 years as a Senior Research Officer in the GeMMe Dept of Géoressources Minérales & Imagerie Géolgique at the University of Liege. Areas of interest was recycling of industrial waste, sorting, hydrometallurgy and pyrometallurgy. His role was also to develop department capability in electrodynamic fragmentation using a Selfrag EDF instrument. Simon was required to develop alliances and partnerships between the GeMMe department and stakeholder groups across Europe (other universities, independent R&D groups, private sector corporations, EU government entities). A series of research proposals were written and submitted to H2020 and EIT KIC.His areas of technical interest are rock & material characterization, comminution, blasting, electrical dynamic fragmentation, process engineering separation, material science, and multi-phase data analysis of geometallurgical data sets and modelling the mining process as a dynamic system. Það má segja að hugmyndafræði alþjóðlegra kannanna endurspegli þessa sýn eins þess fræðimanns sem byrjaði að skoða samfélagið með félagsfræðilegum gleraugum. Notre cerveau. I attended the Netexplo Forum 2012 on March 15-16, held at the splendid UNESCO headquarters, in Paris. In the fourth of this series, I caught up with Erika Anderson, CEO and founder of H2020, a water poverty project that collects data, like a rolling, real-time census... The benefit is more accurate, up-to-date understanding of water related problems, for NGOs and government agencies and for better use of funds.Meanwhile, you can comment and find the show notes on themyndset.com where you can also sign up for my weekly newsletter.
