An international development expert from University of Galway is to support the United Nations' Intergovernmental Panel on Climate Change (IPCC) assessment of climate change and its impact. Dr Una Murray, Director of the MA in International Development Practice in the University's College of Arts, Social Sciences and Celtic Studies and a Principal Investigator with the University's Ryan Institute, will provide advice on the topics of climate change impacts, adaptation and vulnerability. The UN Intergovernmental Panel on Climate Change (IPCC) was founded in 1988 and provides the evidence to the governments of the world through comprehensive Assessment Reports about knowledge on climate change, its causes, potential impacts on people and the planet and response options. International experts are invited to its Working Groups to synthesise all available evidence on climate change and identify how best to reduce emissions, how to make societies more resilient and how to ensure a just transition for those most affected by climate change. Minister for Environment, Climate, Communications and Transport, Eamon Ryan, T.D., welcomed Dr Murray's appointment and said, "Governments rely heavily on the gold standard evidence on climate change that is provided by the IPCC. This is critical to ensure our policies are evidence-based and to reduce risk of any maladaptive policies in response to climate change." Ireland has well recognised experts who can contribute to this evidence. We are also beginning to shake off our label as a climate laggard and are developing a reputation instead as a country that is showing that climate action can and is working. This is driven by the progress we are making nationally in reducing our own emissions, but also because of the calibre of the academics, scientists, researchers and policy experts we have working in the field." Professor Peter McHugh, Interim President of University of Galway, said: "Dr Murray's engagement with one of the leading climate change bodies at the UN is testament to both her insight and expertise on international development issues as well as our university's strategic commitment to sustainability and the United Nations Sustainable Development Goals. The invitation for Dr Murray to advise on the issues of climate and its impact on people and society is a testament to the value we place on research-led excellence for the public good." Dr Murray said: "This is a great honour for me but also for University of Galway. One of my key aims is to provide IPCC contributions in relation to climate change and human migration. At the University of Galway, my research team is working on climate change, migration and social protection which I have presented at the UN Climate Summits over recent years. My team's research advocates for climate adaptive social protection as a key policy response to help tackle climate vulnerability and reduce inequalities." Dr Murray's expert advisory role is with the IPCC's Working Group II, which will be scoping the next IPCC Seventh Assessment Report (AR7), focusing on climate change impacts, adaptation and vulnerability. The IPCC AR7 Scoping Meeting is being organised from December 9-13, in Kuala Lumpur, Malaysia.

Welcome to the Tearsheet Podcast where we explore the future of financial services with an eye on technology, innovation, emerging models and changing expectations. I'm Tearsheet's editor in chief, Zack Miller. One of the tenets we founded this podcast and everything we do at Tearsheet – our reporting, conferences, awards programs, even our new Working Groups – is honesty. Honesty in what's really important and impactful to you, our listeners and readers. It's why we don't use language like “revolutionary” or “seamless”. This stuff isn't easy to get right. I've been in the rodeo long enough to see fads come and go with no lasting impact. We actually see it as one of our jobs – being able to distinguish wheat from chaff, sizzle from stake – to help you focus on what's really important and tune out the rest. Remember the hype around chatbots a few years ago? Or crypto? Certainly we weren't there before, but are we there now? How do we even think about quantum? I'm joined by Mastercard's president and CTO Ed McLaughlin today. I wanted to ask him what he thinks about three particular trends and sets of technology. Specifically, how do we size up the impact on payments of AI, quantum computing, and crypto? You'll hear Ed's deep experience in product and tech and how one of the senior most professionals in financial services can cut through the hype to find opportunity in cutting edge technology, focusing his and Mastercard's resources on what will be impactful now and in the future. In the course of our conversation, McLaughlin provides some frameworks about how to approach new technology in an honest way and. I appreciate his honesty around his process and his sharing of his impact assessment of new technologies. Here's my discussion with Mastercard's Ed McLaughlin.

The Metaverse Standards Forum announced today that they are “incorporated as an independent non-profit industry consortium.” The Khronos Group has been financially bootstrapping the Metaverse Standards Forum's efforts to see if there was enough interest, and they went from 37 founding members in June 2022 to now having over “2,400 members and multiple active Working and Exploratory Groups focused on driving pragmatic interoperability advances.” Now that they've incorporated as a 501(c)6 industry trade organization, they have “organized its own governance, finances, and operations. Working Group activities remain freely accessible to any member, while new paid membership tiers enable members to be elected to leadership roles in the Forum while funding Forum projects.” I had a chance to chat with Metaverse Standards Forum Chair and the President of the Khronos Group Neil Trevett about the latest developments, and we dive into some updates on the latest member-driven approved Working Groups including Metaverse Standards Register, Digital Asset Management, 3D Asset Interoperability, & Real/Virtual World Integration. We also cover some of the Exploratory Working Groups that are in the pipeline for approval to becoming a full Working Group that includes Digital Fashion Wearables for Avatars, Interoperable Characters/Avatars, Privacy, Cybersecurity & Identity, 3D Web Interoperability, Network Requirements and Capabilities, & Technical Interoperability and End-User Troubleshooting. Again, the Metaverse Standards Forum is not developing these standards, but they're facilitating discussions amongst other Standards Development Organizations and open source formats in order to facilitating interoperability with however the future of the Metaverse continues to unfold. I was able to get a much clearer idea for what's been happening since June of 2022 when they launched to the pipeline of various different working groups, thousands of participating members, and coming soon a searchable database of the Metaverse Standards Register that is keeping track of the various open standards that may be relevant to the continued development of the Open Metaverse. You can find out how to join the Metaverse Standards Forum if you'd like to participating in helping to shape the future of the open Metaverse, and be sure to check out this presentation PDF for even more context.

Bob and André talked to Sudarmanto Budi Nugroho (“Toto”) and Eric Zusman, two IGES experts who were involved in Working Group III (Climate Mitigation) of the 6th Assessment Report (AR6) of the Intergovernmental Panel on Climate Change (IPCC). The latest report in the IPCC AR6 series, the WGIII Report summarises the latest knowledge on climate mitigation options, building on the work of Working Groups I (the Physical Basis of Climate Change) and II (Impacts, Adaptation, and Vulnerability). The reports that the IPCC has produced since its establishment in 1988 tell us where we are with climate change and produce scientific inputs that inform policy and decision-making to address this crisis. The IPCC is the only UN body for assessing the science of climate change. We had such a fascinating discussion learning about the process of producing the report, including the review process of each chapter and the complicated issues around equity in selecting members of the Working Groups. In this conversation, we did not dive into the nitty-gritty details of the report, but this is what we know: we are not curbing emissions fast enough to be on track to limit warming to 1.5ºC, and national goals have to be even more ambitious.  The good news is that the cost of technological innovations has come down faster than previously anticipated, lowering the barrier to taking action. There is an ever-narrowing but still open window of opportunity. On another occasion, we hope to have a chance to revisit the report's content in more depth.Helpful resources:IGES' Special Webpage on the IPCCIPCC AR6 WGIII ReportAbout our guests:Sudarmanto Budi Nugroho (referred to as “Toto” in this conversation) is a Research Manager in IGES' City Taskforce.  He co-authored Chapter 10 on transport, as well as the Summary for Policymakers (SPM).Eric Zusman is Research Leader in IGES' Integrated Sustainability Centre.  He co-authored Chapter 17: Accelerating the transition in the context of sustainable development."About Sustainability..." is a podcast brought to you by the Institute for Global Environmental Strategies (IGES), an environmental policy think-tank based in Hayama, Japan. IGES experts are concerned with environmental and sustainability challenges. Everything shared on the podcast will be off-the-cuff discussion, and any viewpoints expressed are those held by the speaker at the time of recording. What is India-EU Trade and Technology Council?

Over 15 years and 16 rounds of talks later, India and the European Union finally decided to launch a joint trade and technology council. And it comes at a time when the EU and India are not at the same page over the Russian attack on Ukraine. But they agreed on other issues which were dragging the launch of the trade mechanism for years. The deal was signed during the visit of President of the European Commission, Ursula von der Leyen on April 25.    The importance of the agreement can be gauged from the fact that the United States is the only other country that has a technical agreement with the EU similar to the one signed with India.   And for India, the decision to set up such a council will be the first with any of its partners. This strategic coordination mechanism will allow the two partners to address challenges in trade, trusted technology and security, deepening cooperation in these fields. This trade mechanism will allow both sides to work on fields such as 5G, artificial intelligence, climate modelling and health-related technology.   The 27 member EU is India's third-largest trading partner, accounting for €62.8 billion worth of trade in goods in 2020 or 11.1% of total Indian trade, after China at 12% and the US at 11.7%. The EU is the second-largest destination for Indian exports (14% of the total) after the US.    Between 2007 and 2013, both the sides held 16 rounds of formal talks for the free trade agreement but a deal could not be agreed upon due to stark differences on several issues.   They have now agreed that rapid changes in the geopolitical environment highlight the need for joint in-depth strategic engagement.    The Trade and Technology Council will provide the political steer and the necessary structure to operationalise political decisions, coordinate technical work, and report to the political level to ensure implementation and follow-up in areas that are important for the sustainable progress of European and Indian economies.   The council will comprise working groups led or co-led by relevant departments, services or agencies to operationalise the political decisions into deliverables.   For instance, the US and the EU have established 10 such Working Groups, which are chaired by relevant US agencies and European Commission services.  These working groups focus on tech standards, climate and green tech, secure supply chains, export controls and investment screening amo

Though not as sinister and espionage riddled as most savvy spy novels, export compliance is an issue that will get defense contractors in trouble. Violating State Department regulations will bring the weight of the US Government on the offending company. According to the International Traffic In Arms Regulation, ITAR, “Any person who engages in the United States in the business of either manufacturing or exporting defense articles or furnishing defense services is required to register”. Security clearances should be kept to the minimum amount necessary to perform the classified work, access to that classified information must be kept to only those with a valid need to perform on the government work. Security clearance verification cannot provide need to know. Just because one has a clearance doesn't mean they should be authorized access. Need to know is based on a contractual or work performance basis.A leader can form an HPT from all business units. Since the FSO is responsible for creating a security program to protect classified information, they may either suggest or take the lead and form the group. Once in the group, the individuals begin to discuss the vision, norms and etc. Such topics to tackle might include policy, security violations, refresher training, emergency operations planning, and communication for starters. A multi organizational HPT can bring depth and breadth to a stagnant security program.Only those working in the National Industrial Security Program for at least 5 years are edible for the ISP Certification and anyone holding the SFPC qualifies for ISOC. Five years experience should make the professional more than capable of passing the exam. The Synthesis Report will be the last of the AR6 products, currently due for release in 2022. We briefly discuss just a few of the hard warnings issued by this report and why governments and corporations cannot continue to take a half baked approach to tackling the problem of climate change. In this weeks episode, we share things to consider when setting up diversity working groups or committees. Perhaps you've hesitated to post messages or make statements on social media for fear of backlash or criticism? Or maybe you know that there's much work to be done internally, and have decided to get your ducks in a row before speaking publicly about the matter. Right now companies are under pressure to show their employees and the wider industry that diversity and inclusion are high on their agenda to be addressed. So, some have announced the creation of internal working groups, networks and councils aimed at exploring how diversity and inclusion can be improved. Whilst this choice admirable understandable, its important companies are aware of the pitfalls of setting up these internal groups.

So if the first major poll of the year is to be believed then Labour is well loved. Prime MinisterJacinda Ardern is the best person to lead the nation by a country mile and Simon Bridges just can’t cut through when he’s being beaten by Judith Collins. That last finding is surprising because it’s not as though Judith Collins has been striding across the news and being very visible. A quick search shows that Simon Bridges has made the news 10 times as much as Judith Collins, who once a week fires off a Kiwibuild attack and once a week gets an opinion piece written about her as a possible leader. That all leads me to say that Judith Collins always had more base appeal than Simon Bridges and Mr Bridges, despite a wealth of time on our screens and our radios, has not grown his support. This poll is an indication of Bridges' weaknesses, not Judith Collins strengths. Then there’s the strength of the Prime Minister’s support which never fails to gobsmack her opponents.  I have often warned that National supporters are sounding a little too much like Democrats in the States. Still unbelieving that their party managed to snatch victory from the jaws of defeat they keep praying that Jacindamania will suddenly implode and she’ll disappear.Well, that still hasn’t happened and what this poll actually says to me, is that we have one of the poorest crops of politicians that I’ve seen on all sides of the house. The ones who are rating are the best of a bad bunch.I’ve been asking people lately which politicians they rate. Which ones they feel comfortable with and who they think is competent. Grant Robertson is coming up more and more. Mark Mitchell. Kris Faafoi. Stewart Nash has some traction for a while until he went nuts over some barbells and a friend of mine called him Trevor Mallard lite, which I thought was quite good. When Jacinda is mentioned much is made of her ability to sell her parties ideas. He so called PR speak and proficiency. Yet I’m not so sure she’s still got the knackWhat’s interesting looking back over the stories published by the media over the past 6 months is the absolute caning the government has got from what conservatives call the left wing biased mainstream media. Sroubech, Kiwibuild, Capital Gains Tax, the Provincial Growth Fund.  The Working Groups. So Jacinda and her team know that the knives are out on any slip-up and they should be ready to fight back. After Waitangi Day Mike Hosking pointed out that the Prime Minister had over-egged the Maori unemployment figures. It wasn’t a biggie, the figures are the lowest in a decade, but they haven’t been caused by this government, but as Mike said it went to credibility. So this morning he put it to Jacinda. She must have known it was coming, but she fudged and claimed not to know the context. Just as she also fudged the Wanaka Kiwibuild story. She got a caning from apoplectic opponents on the text machine. To me, it seems that someone isn’t keeping their eye on the ball. Either in her office when it comes to briefing or maybe the PM is believing her own Teflon press.
