A traffic demonstration to slow down drivers and reduce crashes shows promise. A state law says counties with wind or solar ordinances that are more restrictive than state guidelines can't access state incentives - a state House bill would let counties that nearly meet the guidelines get them too. Mammograms are a less effective diagnostic tool for people with dense breast tissue, but patients may not know they have dense breast tissue - lawmakers want to require facilities to assess breast tissue density and provide that information to the patient. Exposure to cigarette smoke puts dogs at a six times higher risk of bladder cancer - that's according to a new study of Scottish terriers out of Purdue University. A Senate committee approved a bill last week that would hold back thousands of students who do not pass a state reading exam. Alan Ruiz Terol recounts the history of Barcelona, from the ancient Roman walled city to Ildefons Cerdà's 19th century expansion plan. This week's guest on The Bottom-Up Revolution podcast hails from Utah and he's here to talk about a cool tactical urbanism program that is helping make streets safer with an incremental, resident-driven approach in Park City.   Tactical urbanism is an approach to public space that involves making what we at Strong Towns like to call “small bets”: small, temporary projects that require little to no money to execute, which allow people to test out a new design in a public space. It might be a crosswalk created with temporary paint or a bus stop enhanced with lightweight, moveable lawn furniture. The goal is to trial a concept and, if it works well, perhaps implement it more permanently down the line—striping that crosswalk in permanent paint, or installing a full-size bench at the bus stop. Austin Taylor is helping lead tactical urbanism efforts in Park City, Utah, where he's employed as a transportation planner. The program in Park City lets residents decide on and propose projects, then provides city funding and city help with the permitting process to execute them. The city even collects data on the impact of those projects. And, as you'll hear from Austin, that data shows success in slowing down cars and making people feel safer through street design changes—something we've been advocating for at Strong Towns for years.  Austin's also a dedicated advocate for safer streets, leading the Bike Walk Provo organization, and he's been featured at Strong Towns in the past. In this episode, we'll discuss the potential of tactical urbanism in creating more space for people to meet, walk, socialise and play safely.As we move towards a new COVID-19 normal, it is crucial to rethink how our streets and open spaces operate and how they could be more flexible in their usages and functions. Tactical urbanism could help achieve that in a systematic and cost-effective way. Some examples include turning parking spaces into temporary parks, pop-up cultural and retail events, the creation of outdoor seating to improve public spaces, or the introduction of temporary cycling lanes.How can we lock-in some of these temporary urban experiments to get longer-term gains? How is Singapore exploring the use of tactical urbanism?To know more, I met with Lorenzo Petrillo, founder of LopeLab, an urban design studio that focuses on the transformation of public spaces for the purpose of bringing people together, including street closures, pocket public spaces and large-scale pop-up events.With Lorenzo, we discuss the different facets of tactical urbanism in Singapore, from Park(ing) day to new green parklets and Business Improvement Districts (BIDs) and we explore the new frontiers of place-making in the city state.And because “a picture is worth a thousand words”, check out below some snippets of LopeLab's street activation strategies in Singapore's city centre (the famous Keong Saik Road that we explored in Episode 03 - Adaptive Reuse for Vibrant Precincts). In this episode, Sara Joy and Eric continue their conversation about place with Chris Elisara at Ormond Center to consider the various ways we impact the places we live, work, play, and worship. Placemaking can sound like an abstract concept, but it is essentially helping our places become places worth caring about. Anyone or any church can engage in placemaking.Some key questions addressed in this episode are:1. Is placemaking possible? Place is not just given, we contribute to our places in ways that honor God and in ways that dishonor God every day.2. Is placemaking Biblical? Part of our calling as humans and as followers of Christ is to bless others through activities like placemaking.3. Is placemaking ecclesial? Not only is it appropriate for the church to be involved in placemaking. The church has a unique role and perspective on placemaking.4. Is placemaking scalable? Placemaking can be as simple as putting a dog bowl with water in front of the church or as complex as helping to design a network of sidewalks for the community.In addition to talking about placemaking itself, we also discover that Chris's actual job title is ‘Studio Lead for and Senior Fellow for Placemaking' at Ormond Center. What Can We Hope For from a Mayor Pete D.O.T.?

Strong Towns is a nonpartisan organization. Rigorously so. But it’s fair to say we allowed ourselves to be hopeful when then-President-Elect Joe Biden picked Pete Buttigieg to head the U.S. Department of Transportation. As mayor of South Bend, Indiana, Buttigieg assembled a brilliant team of people who broke with the status quo, slowed the cars, made walking and biking a priority, and helped revitalize that city’s downtown. A recent Washington Post headline summarizes it well: “In South Bend, Pete Buttigieg challenged a decades-old assumption that streets are for cars above all else.” The Post article begins this way: For years, South Bend drivers held in their heads a magic number: Get the car to hit that speed, and you could whip through downtown without seeing a red light. When Pete Buttigieg took office as mayor of the Indiana city in 2012, he changed that. He pitched a $25 million plan to convert downtown’s wide, one-way roads into two-way streets with bike lanes and sidewalks. He hoped making it safer to get out on foot would encourage more people to spend time and money in the area. Some residents who were skeptical of the changes became converts: “Downtown was a ghost town. You wouldn’t go there after dark,” one man said. “The results speak for themselves. It’s more than just the number of businesses, it’s the feeling of it not being dead anymore.” Every week on Upzoned, host Abby Kinney, an urban planner in Kansas City, and regular cohost Chuck Marohn, the founder and president of Strong Towns, take one story from the news and they “upzone” it—they examine it from the Strong Towns perspective. This week, they discuss the Washington Post article and why—in Chuck’s words—our cities need “a heaping helping of what South Bend did.” Abby and Chuck talk about how for many years, South Bend, reeling from the effects of deindustrialization and depopulation, focused on speeding traffic: “building more and more lanes for fewer and fewer people.” Then they describe some of the changes Mayor Pete’s administration made and what cities can learn from South Bend’s example of doing much more with much less. They also talk about what Strong Towns advocates can realistically hope for from a Mayor Pete D.O.T. On the one hand, Buttigieg says the South Bend program to slow cars and revitalize downtown will shape his approach to being Transportation secretary. (“It feeds my perspective on the value of local work around mobility,” Buttigieg told The Post. “I think a successful department is one that really empowers local leaders to makea and drive decisions that work in their communities.”) Yet, as Abby and Chuck describe, it will be a challenge to effectively allocate resources in a federal system designed for bad projects. Then in the Downzone, Chuck talks about how he has been captivated by the GameStop/reddit story. This week's episode is beamed into yer ear canals from The Garret where James and Sam are reunited upon the microphones in person for the first time since the worldwide covid calamity hellscape we all find ourselves in now, began. Said microphones are actually bust so huge apologies for the shoddy sound this week, and last week. We assure you said garbage sonics will be remedied by next week. Anyway, it's worth battling the mildly irritating sound to hear about the Ramsden family's very first visit to Sam's house. Yep that's right, James has never ever been to Sam's house, until a week ago. This summit of the two mighty Families Of TickyOff was quite the affair, involving Sunday Sauce, a vomiting child, a free handbag and a vast Kilner jar full of orange squash. There's also discussion of another twitter kerfuffle involving an Italian restaurant and the pair ponder whether or not insects drink liquids. After that highest of octane starts finally Petra Barran arrives. Among many other things Petra is the founder of Kerb, the street food facilitator par excellence. Petra discusses moving to New Orleans, being rather than doing, how to grow and surviving the recession. She is also incredibly wise upon some pretty grande topics such as financial empowerment, feeling a part of a place and why food is the canary in the coal mine for landlords and developers. All in all, there was far too much we didn't get chance to yap about so Petra will be back soon for part two of this pretty goddamn interesting triple mouthed babblefest. One of the most powerful and unpredicted outcomes so far from the Coronavirus pandemic has been the immediate change in how the world’s city streets are used. Pre-pandemic, many cities’ streets were mostly dedicated to moving motor vehicles back and forth in a monotonous rhythm of the daily commute. No longer the case, streets lay mostly empty from traffic replaced mostly by humans walking or cycling or sometimes even sunbathing. For the first time we’re using our streets for living first instead of moving first. This is not the same thing as the concept of tactical urbanism, because it wasn’t tactically planned for, but it has had the same effects as what my guest wrote about in his 2015 book titled Tactical Urbanism. Mike Lydon joins me on this episode of Livable City getting highly practical on how we can move forward, reclaiming our cities’ streets for humans to live on, not to just carelessly move through. Of particular focus, I ask Mike the details of how he brought the Open Streets Miami celebration into existence, a very popular local event where Miami closes down prominent streets to cars and reserves them to be experienced exclusively on foot or by bike.   Mike is a founding principal of StreetPlans, an urban design and planning firm. Then, I interview Roger Cummings, co-founder of the Minneapolis-based nonprofit Juxtaposition Arts, on the organization’s early adoption of Tactical Urbanism and how they’ve used it to engage community members that might otherwise be left out of the urban planning process. Pop-up, Guerrilla, DIY or Tactical Urbanism; whatever the name, temporary urban interventions are increasingly popular in contemporary cities.   From community gardens and pop-up cinemas to outdoor art installations and mobile libraries, pop-up urbanism can take many forms. Much of the discussion about pop-up urbanism is celebratory in tone, highlighting the ways in which these transient practices are putting on display alternative lifestyles, reoccupying urban space with new uses, or reinventing daily life from the bottom up. Many claim that pop-up urbanism is a political activity that can be undertaken in pursuit of a more just or sustainable city. Various levels of government are latching on to the idea of pop-up urbanism, and even borrowing some of the ideas that are associated with the more radical notion of tactical urbanism as they design and plan the city. Some governments even think that pop-up urbanism might be a quick, and cheap, solution to fostering participatory, bottom-up city-making. And the private sector has moved into this space too. But as these perviously guerrilla activities becoming more mainstream and corporate are they losing their way as political projects that seek more socially justice and sustainable cities? Amelia Thorpe and Lee Stickells move us beyond the celebratory notion of the pop-up city. Lee takes us back to the 60s counter-culture to show that DYI urbanism has a long history. He talks about experimental architecture and his NSW State Library Nancy Keesing Fellowship research, titled Aquarian Green: Building new ways of living in the 1970s counterculture. Amelia discusses the different people, places and relationships that are involved in temporary urban interventions. Taken together, they consider the actual ways in which various pop-up practices might connect to questions of justice and sustainability in the city. Amelia Thorpe is a Senior Lecturer and Director of Environmental Law Programs at UNSW. Her research is at the intersection of law, urban planning and geography, drawing on degrees in Architecture and City Policy as well as professional experience in the planning, transport and housing departments in Western Australia. Amelia’s current research examines the ways in which understandings of law, ownership and belonging shape – and are in turn shaped by – practices of participation in planning. Prior to joining UNSW in 2012, Amelia was a director at the Environmental Defenders Office, Australia’s largest and oldest public interest environmental law organisation. Amelia studied law at the University of Oxford and at Harvard Law School, and is a member of the New York Bar. Lee Stickells is Associate Professor in Architecture at the University of Sydney School of Architecture, Design and Planning. Lee’s research is characterised by an interest in the potential for architecture to shape other ways of living, particularly its projection as a means to reconsider the terms of social life – of how we live together. It is focused on developing histories that connect experimental architectural and design strategies with environmental, political, technological and social transformations. Lee co-edited The Right to the City (2011) and has contributed to anthologies including The Handbook of Interior Architecture and Design (2013), Beyond Utopia (2012),Trash Culture (2010), and Heterotopia and the City (2009). His essays have appeared in journals such as ARQ: Architectural Research Quarterly and Fabrications. Lee is currently an editorial committee member of the journal Architectural Theory Review and a SAHANZ Editorial Board member. Read more about their work: “Pop-up Justice?
