Welcome to another special “political history” episode of The Georgia Politics Podcast. Professor Stone joins the show again, this time to discuss the life and legacy of longtime Republican Senator from Kansas and Presidential candidate, Bob Dole. Prior to his 27 years in the Senate, Dole served in the United States House of Representatives from 1961 to 1969. He was also the Republican presidential nominee in the 1996 election and the vice presidential nominee in the 1976 election. Craig and the Professor start at the beginning, with Senator Dole's modest upbringing and military service during World War II, and take listeners all the way through his political career, which was capped with the 1996 Republican nomination for President that he would eventually lose to incumbent Bill Clinton. He graduated from the University of California, Berkeley, with a Bachelor of Arts degree in Political Science and earned a Master of Arts degree in Politics from Brandeis University in Waltham, Massachusetts. Professor Stone has followed politics since his childhood. His “first” election commentary and analysis were delivered in 1966, 56 years ago, at the age of four. He is in his thirty-first year of teaching at Perimeter College.  His areas of research and writing include the U.S. Courts of Appeals, the Electoral College, Presidential Greatness, Southern Politics, and Georgia Politics. His most recent research examines U.S. Senate confirmation votes for nominees to the federal Courts of Appeals. Adam was a contestant on the Jeopardy! episode that aired on May 20, 2019.  He came in third and the game was won by “Jeopardy!” James Holtzhauer, the second greatest player in the history of the game. U.S. House Proposes Counterpart to Senate's Electoral Count Reform Act to Prevent Future CoupsToday's LinksArticles: NBC News - House members roll out bipartisan election bill aimed at preventing future coupsAxios - House members introduce reforms to election billBill Language -  Electoral Count Reform and Presidential Transition Improvement Act Groups Taking Action:Protect Democracy,  NAACP Legal Defense Fund, Issue One Action, Campaign Legal Center, You're listening to the American Democracy Minute, keeping YOUR government by and for the people.The counterpart to the U.S. Senate's Electoral Count Reform Act was just announced in the U.S. House on September 15th.  The bipartisan legislation is an attempt to prevent future attempted coups, but time is short as the Congressional term nears its end.NBC News reports that Representatives Josh Gottheimer, Democrat of NJ, and Fred Upton, Republican of Michigan, sponsored  Electoral Count Reform and Presidential Transition Improvement Act, which is similar to the Senate's bill.  Both bills attempt to clarify the limited role the Vice President has in the certification process, but the House bill also proposes changes to the Presidential Transition Act, which dictates how an outgoing administration must prepare for a handoff to a newly elected President and his or her administration.   Another, broader bipartisan bill is reportedly being prepared for release this week by Republican Rep. Liz Cheney and Democratic Rep. Zoe Lofgren, which will address a wider scope of transition issues.   And at some future point, the January 6th Committee will report on what changes can be made to prevent any future attempts to overturn an election.   Back in the Senate, the Electoral Count Reform Act, sponsored by Senators Joe Manchin and Susan Collins, just had its tenth Republican Senator sign on, Chuck Grassley of Iowa.  If the coalition holds, the Senate has the 60 votes to overcome a filibuster, assuring the bill's passage.  Links to articles, the language of the new bill, and groups taking action can be found at AmericanDemocracy Minute.org.

This episode debuts a new format of very brief profiles of interesting historical figures that we haven't given sufficient attention to in regular episodes. Henry Cabot Lodge Jr. is a prime example of the Northeastern elites who had a disproportionate (albeit declining) amount of power in mid-20th Century America. Both of Lodge Junior's parents were descended from Republican Senators, so you could say politics was in their blood. Lodge launched a successful political career during the 1930s. When Lodge, who was a Moderate Republican,  lost his Massachusetts US Senate seat to John F. Kennedy in 1952, he pivoted to a diplomatic career. He became US Ambassador to the United Nations under President Eisenhower. He then served as Richard Nixon's running-mate in the razor-thin 1960 presidential election. After losing that race, his former opponent President Kennedy appointed Lodge to serve as Ambassador to South Vietnam, & Lodge remained involved in diplomatic negotiations in Southeast Asia for the remainder of the disastrous Vietnam conflict. The Lodge family is a prime example of a New England WASP political dynasty, one that never achieved the glamour & fame gained by the Kennedys, but which nevertheless wielded considerable power.Support the show

Senator McConnell himself has posted the video below on YouTube. In it he explains the Schumer/Manchin Bummer Beyond Belief light bill as beyond his power to affect. It is a reconciliation package that requires only the Democratic majority for adoption. “Reconciliation is something done by one party only,” McConnell explained. “There's nothing we could have done to prevent the Democrats from doing a bill that only they will vote for — so it's not a question of being played here,” he added. Translation: Republicans are innocent bystanders. However, Senator McConnell vowed to stop any reconciliation bill before he and 16 other Republican Senators joined the Democrats to pass the CHIPS spenderama. The CHIPS spenderama was the predicate to the Schumer/Manchin deal. It was to be held hostage to prevent any reconciliation bill. See Senator McConnell's tweet below. So corrupt is D.C., so arrogant are the Republicans at the top, they are simply using the passage of the Bill, which Mitch allowed by passing the CHIP Act he wanted so he could hand out our money, that the GOP is already rabble-rousing for votes based upon its passage. Republicans say Democrats will ‘pay the price' in midterms for passing massive spending bill As all of this has been going on, the purely corrupt FBI has been digging into conceal carry permit records in at least one State. As the controversy over a corn milling plant near Grand Forks, and the Grand Forks Air Force Base, to be built by a Chinese company whose leader is a member of the Chinese Communist Party, continues to unfold, Sen. Kevin Cramer sees the need for legislation to address the matter. Federal officials are in the process of reviewing the land purchase and potential development for national security threats, but on this episode of Plain Talk, Cramer said more needs to be done. "Agricultural investments are largely exempt. That needs to change," he said. Cramer also addressed the controversy over the PACT Act, which would provide medical benefits for soldiers exposed to toxic burn pits while deployed in Iraq and Afghanistan. Supporters of the bill, including comedian Jon Stewart, ripped Republican Senators who changed their vote from "yes" to "no" after the bill came back from the House. Cramer says the reason he changed his vote is because House Democrats added a "technical glitch" that turns almost a half-trillion dollars of spending into non-discretionary spending. "Democrats have played politics with the lives of veterans, Cramer says. "At the end of the day, the bill will pass," he said, calling his "no" vote "procedural." Cramer also addressed the Respect for Marriage Act, which would codify same-sex marriage in federal law. He says he doesn't begrudge his colleague, Republican Congressman Kelly Armstrong, for voting for the bill in the House, but he doesn't believe it goes far enough to protect religious liberty. And even if it's tweaked, Cramer said it would be unlikely he'd vote for it. As for the Inflation Reduction Act, which just came out of negotiations between Senate Minority Leader Chuck Schumer and Sen. Joe Manchin, a West Virginia Democrat, Cramer called it "a disaster." What Obergefell Got Right and What It Got Very Wrong

In the 2015 majority opinion in Obergefell v. Hodges, a decision that overruled laws in dozens of states and imposed same sex “marriage” on the United States, Justice Anthony Kennedy rightly described marriage as an institution that is fundamental to society, that protects and ensures the well-being of children, and that is essential for a flourishing society. To withhold this institution from same-sex couples, Kennedy then wrongly concluded, would be to violate their dignity and disrespect their autonomy, especially the autonomy reflected in their intimate unions. What went missing in this opinion was a definition of what marriage is, and therefore why it is such an irreplaceable institution.  In the end, Kennedy's decision failed in the same way that Matt Walsh's new documentary What Is a Woman? reveals that transgender ideology fails. Repeatedly, advocates Walsh interviewed echoed the same refrain, that a woman is “anyone who identifies as a woman.” However, when pressed further and asked, “but what are they identifying as?” they had no answer. In the same way, under Kennedy's reasoning, any relational arrangement we identify as marriage is marriage and warrants being included in the institution, even if it lacks the necessary ingredients that make marriage what it is. It is like saying, “The Rockefellers are rich, so I'm going to change my name to Rockefeller so I can be rich.”   Of course, this is not how reality works. Instead, Kennedy resorts to identifying marriage as an ever-evolving institution. In other words, marriage is not baked into reality like gravity. Instead, it is more like a speed limit, a social construct that changes as society changes.  If marriage is indeed just a product of abstract progress, untethered from any created intent or design, it suffers the same moral quandary as naturalistic evolution. There is no way to control what creature comes next, or to know, as Justice Kennedy assured us, that what followed would be better than what came before (or even if it will be good). There is no guarantee that marriage will remain an institution fundamental to society, that protects and ensures the well-being of children and contributes to human flourishing.  In fact, since Obergefell was decided, the rights of children to know their mom and dad, and to have their minds, bodies, futures, and most important relationships protected, have been replaced by the rights of adults to pursue their own desires and happiness. Justice Kennedy, it seems, has gotten his wish. Marriage has indeed evolved, or at least our conception of it has, but not for the better. Throughout human history, marriage was understood, including in law, to be a sexually complementary union, ordered toward procreation. No-fault divorce and now more fully same-sex “marriage” redefined it as an institution ordered only toward the vagaries of adult happiness.  Last week, the U.S. House of Representatives proposed the wrongly named “Respect for Marriage Act.” If it passes the Senate, this bill will result in a further stage of the legal evolution of marriage. When Obergefell was decided, the “T” had not yet taken over the ever-growing acronym of sexual identity preferences. The Respect for Marriage Act would not only encode Obergefell, but it would also further the reinvention of marriage in law. In effect, marriage would evolve into a genderless institution, not only unbound from its essential connection to children and sexual difference but to any embodied realities whatsoever. In other words, there would be no legal obstacle to extending marriage beyond couples to relationships consisting of multiple partners.   Even worse, redefining marriage not only redefines the definition of “spouse” but also “parent.” Parenting should be a sacrificial investment in future generations, but redefining marriage in this way has made it a self-determined right of getting “what we want.” Children have always borne the brunt of the worst ideas of the sexual revolution, especially when combined with new reproductive technologies. Rather than the fruit of a loving union, children are now increasingly treated as products of casually partnered consumers.  Further, if the Respect for Marriage Act becomes law, the worst parts of the Obergefell decision would be established in law in a way that abortion was not under Roe v. Wade. Like Roe, Obergefell was an act of judicial overreach. As Chief Justice John Roberts wrote in dissent, “[T]his Court is not a legislature…. Under the Constitution, judges have power to say what the law is, not what it should be…. Five lawyers have closed the debate and enacted their own vision of marriage as constitutional law…. The majority's decision is an act of will, not legal judgment.”   In his majority opinion, Justice Kennedy claimed that the decision would not affect people of conscience, especially “religious institutions and people.” That has proven to be flatly wrong. The Respect for Marriage Act contains no conscience protections.  Despite their party platform which claims a commitment to Constitutional originalism and religious freedom, this bill could find support from 10 Republican Senators. If it does, it will pass the Senate and become law. Jackson Women’s Health Organization case that eventually led to the overturning of Roe v. Wade. Many of the attacks have been attributed to Jane’s Revenge, a far-left activist group that has claimed responsibility for the violence. Lawmakers called for the group to be designated a terrorist organization. According to articles compiled by the Family Research Council, the "Summer of Rage" across the country has included not only demonstrations in front of the Supreme Court and the homes of justices but also dozens of acts of violence, destruction, and harassment aimed at intimidating anti-abortion conservatives and Christians. Jane’s Revenge took its name from the Jane Collective, a 1960’s pro-abortion group, and has gained support from leftwing activists, especially those in the Madison, Wisconsin area. A homeland security analyst theorized that Jane’s Revenge was a "loose-knit" collection of activists rather than a formal organization. https://twitter.com/i/status/1524749969994883079 - Play Video However, Robert Evans, who first obtained the initial statement from Jane’s Revenge, theorized that the group was aiming to inspire copycats through their tactics and messaging online where the organization has thrived, especially on Twitter. Two days before the first Molotov cocktail attack on Wisconsin Family Action on May 8, 2022, a Facebook page of a group called International Workers of the World (IWW) of Madison Wisconsin posted a history of the Jane Collective. The outlet added that last year, the IWW Madison shared multiple posts promoting violent behavior, including, "a primer on how to fight 'state oppression' by protesting and evading law enforcement." Other activist groups rallied around the attack on Wisconsin Family Action. A group calling themselves Unnamed Autonomous Collective published a statement lauding the attack and calling for more. Well, how about the people who have accused him or condemned him of being friends to pedophiles? Supplies have continuously dwindled since President Joe Biden entered office, but they started rapidly declining after Russia invaded Ukraine. In response, Biden sold millions more barrels from the reserves in April. During Biden's first month in office, the U.S. had about 638 million barrels in its reserve. By March, one month into Russia's invasion of Ukraine, reserves had fallen to 565 million barrels, and by July, 480 million barrels were left in the SPR, according to data from the U.S. Energy Information Administration. America's reserves have not been so low since June 1985, when the country was still building the SPR. Last week, Biden touted his actions to bring down oil prices. "I've been releasing about 1 million barrels of oil a day from the Strategic Petroleum Reserve and rallied our global partners to release a combined 240 million barrels of oil onto the market," he tweeted. "Our actions are working, and prices are coming down." While average U.S. gas prices have tapered down from a peak of $5 a gallon — their highest level ever — gas is still significantly more expensive under Biden than under any previous administration, GasBuddy data shows. In response to the dwindling SPR, Rep. David Valadao (R-Calif.) offered a motion in the House last week to "immediately consider legislation that would prohibit the sale of oil drawn from the Strategic Petroleum Reserve to entities under the control of the Chinese Communist Party or for export to China," he said in a press release. Every House Democrat voted against his motion. That same day, 19 House Republicans sent a letter to Energy Secretary Jennifer Granholm demanding to know why her department sold nearly a billion barrels of SPR oil to an American subsidiary of Sinopec, a Chinese company in which Hunter Biden invested heavily. Earlier this month, Republican Senators introduced legislation seeking to stop oil sales to China, Russia, North Korea and Iran. "It's inexplicable that Biden would allow oil from the Strategic Petroleum Reserve to be exported to China," Sen. Back in February, the USPS had already said that it would procure 165,000 New Generation Delivery Vehicle (NGDV) trucks from Oshkosh Defense, of which 10 percent would be electric. But in a July 20 news release, the organization announced a new plan to buy 84,500 vehicles, of which 40 percent are estimated to be battery electric vehicles (BEVs). The 84,500 vehicles will include 50,000 NGDVs and 34,500 commercial off-the-shelf (COTS) vehicles. Of the 50,000 NGDVs, the minimum BEV percent is set to rise to 50 percent, up from 10 percent. The 34,500 COTS vehicles will be purchased over a two-year period. “The Postal Service reiterates its commitment to the fiscally responsible roll-out of electric-powered vehicles for America’s largest and oldest federal fleet. New NGDVs are expected to start servicing postal routes in late 2023,” the release said. The postal department is anticipating to evaluate and procure more vehicles over shorter time frames so as to be “more responsive” to changing market conditions, technology improvements, and “evolving operational strategy,” USPS stated. USPS’s original decision to buy 165,000 vehicles with 10 percent BEVs had attracted criticism from environmental groups. Sixteen states and several pro-environment groups filed lawsuits seeking to prevent USPS from buying gas-powered vehicles, arguing that such a move would trigger environmental harm for several decades. The push to make USPS adopt electric cars is based on the assumption that electric vehicles are more environmentally-friendly than combustion engine vehicles. Multiple studies have shown this to be false. In a 2018 article for Politico, Jonathan Lesser, the president of Continental Economics, revealed that newer combustion engine vehicles tend to be “really clean” when compared to old ones. “Today’s [combustion engine] vehicles emit only about 1 percent of the pollution than they did in the 1960s, and new innovations continue to improve those engines’ efficiency and cleanliness,” Lesser wrote. After taking into consideration the U.S. Energy Information Administration’s projected number of new electric vehicles, Lesser found that the net reduction in CO2 emissions between 2018 and 2050 will only be “about one-half of one percent of total forecast U.S. energy-related carbon emissions.” This is a change so small that it will have “no impact whatsoever” on climate, Lesser asserts. A 2020 study by Michael Kelly (pdf), the emeritus Prince Philip professor of technology at the University of Cambridge, found that if the UK were to replace all its combustion engine vehicles with electric vehicles, the country will need almost twice the annual global production of cobalt, almost the entire world’s neodymium, over 50 percent of the world’s 2018 copper production, and three-quarters of the global output of lithium carbonate. If all vehicles in the world were to be electrified, it would need such a large output of raw materials that even exceeds the known reserves of these materials. The environmental impact of mining these materials on such a large scale, some of which are toxic, would be massive. The 81-year-old will return to a major league diamond soon, making his first appearance in Philadelphia in August since he was banned from baseball. The sport’s all-time hits leader will be at the Phillies’ alumni weekend and be introduced on the field along with his former teammates from the 1980 World Series championship team on Aug. 7. That team’s shortstop, Larry Bowa, broke the news on Saturday night during the Phillies’ TV broadcast of their game against the Cubs. The Phillies said in a statement that they “received permission from the commissioner’s office” to invite Rose, and the team consulted with Rose’s teammates from the 1980 club and “everyone” wants him there.” In August of 1989, Rose was banned from the game following an investigation that found he bet on the Reds to win several games between 1985-87 while he was their manager. Rose applied for reinstatement in 2015, but it was rejected by commissioner Rob Manfred. It's now been 33 years since Pete Rose accepted a permanent ban for betting on baseball, and it's still one of the most hotly debated topics in all of professional sports. Supplies have continuously dwindled since President Joe Biden entered office, but they started rapidly declining after Russia invaded Ukraine. In response, Biden sold millions more barrels from the reserves in April. During Biden's first month in office, the U.S. had about 638 million barrels in its reserve. By March, one month into Russia's invasion of Ukraine, reserves had fallen to 565 million barrels, and by July, 480 million barrels were left in the SPR, according to data from the U.S. Energy Information Administration. America's reserves have not been so low since June 1985, when the country was still building the SPR. Last week, Biden touted his actions to bring down oil prices. "I've been releasing about 1 million barrels of oil a day from the Strategic Petroleum Reserve and rallied our global partners to release a combined 240 million barrels of oil onto the market," he tweeted. "Our actions are working, and prices are coming down." While average U.S. gas prices have tapered down from a peak of $5 a gallon — their highest level ever — gas is still significantly more expensive under Biden than under any previous administration, GasBuddy data shows. In response to the dwindling SPR, Rep. David Valadao (R-Calif.) offered a motion in the House last week to "immediately consider legislation that would prohibit the sale of oil drawn from the Strategic Petroleum Reserve to entities under the control of the Chinese Communist Party or for export to China," he said in a press release. Every House Democrat voted against his motion. That same day, 19 House Republicans sent a letter to Energy Secretary Jennifer Granholm demanding to know why her department sold nearly a billion barrels of SPR oil to an American subsidiary of Sinopec, a Chinese company in which Hunter Biden invested heavily. Earlier this month, Republican Senators introduced legislation seeking to stop oil sales to China, Russia, North Korea and Iran. "It's inexplicable that Biden would allow oil from the Strategic Petroleum Reserve to be exported to China," Sen. Back in February, the USPS had already said that it would procure 165,000 New Generation Delivery Vehicle (NGDV) trucks from Oshkosh Defense, of which 10 percent would be electric. But in a July 20 news release, the organization announced a new plan to buy 84,500 vehicles, of which 40 percent are estimated to be battery electric vehicles (BEVs). The 84,500 vehicles will include 50,000 NGDVs and 34,500 commercial off-the-shelf (COTS) vehicles. Of the 50,000 NGDVs, the minimum BEV percent is set to rise to 50 percent, up from 10 percent. The 34,500 COTS vehicles will be purchased over a two-year period. “The Postal Service reiterates its commitment to the fiscally responsible roll-out of electric-powered vehicles for America’s largest and oldest federal fleet. New NGDVs are expected to start servicing postal routes in late 2023,” the release said. The postal department is anticipating to evaluate and procure more vehicles over shorter time frames so as to be “more responsive” to changing market conditions, technology improvements, and “evolving operational strategy,” USPS stated. USPS’s original decision to buy 165,000 vehicles with 10 percent BEVs had attracted criticism from environmental groups. Sixteen states and several pro-environment groups filed lawsuits seeking to prevent USPS from buying gas-powered vehicles, arguing that such a move would trigger environmental harm for several decades. The push to make USPS adopt electric cars is based on the assumption that electric vehicles are more environmentally-friendly than combustion engine vehicles. Multiple studies have shown this to be false. In a 2018 article for Politico, Jonathan Lesser, the president of Continental Economics, revealed that newer combustion engine vehicles tend to be “really clean” when compared to old ones. “Today’s [combustion engine] vehicles emit only about 1 percent of the pollution than they did in the 1960s, and new innovations continue to improve those engines’ efficiency and cleanliness,” Lesser wrote. After taking into consideration the U.S. Energy Information Administration’s projected number of new electric vehicles, Lesser found that the net reduction in CO2 emissions between 2018 and 2050 will only be “about one-half of one percent of total forecast U.S. energy-related carbon emissions.” This is a change so small that it will have “no impact whatsoever” on climate, Lesser asserts. A 2020 study by Michael Kelly (pdf), the emeritus Prince Philip professor of technology at the University of Cambridge, found that if the UK were to replace all its combustion engine vehicles with electric vehicles, the country will need almost twice the annual global production of cobalt, almost the entire world’s neodymium, over 50 percent of the world’s 2018 copper production, and three-quarters of the global output of lithium carbonate. If all vehicles in the world were to be electrified, it would need such a large output of raw materials that even exceeds the known reserves of these materials. The environmental impact of mining these materials on such a large scale, some of which are toxic, would be massive. Prior to this, they worked in Big 4 consulting. Alex and Graham express concern about their academic profile; the numbers aren't outstanding, and they are essentially targeting only the very best programs. Vowing to do whatever it takes, Andy turned his anger into outspoken activism and action to fight gun violence. From branding the NRA a terrorist organization to publicly calling out legislators for their cowardice, Andy is willing to say what others only think. With assistance from the Georgetown University Civil Rights Law Clinic, he has now taken on Google in an effort to remove the video of Alison's murder from YouTube. In this episode, Alex starts by talking about how things are looking bad for Rudy Guliani and Netflix. Then he discusses the meeting in Tehran between Vladmir Putin and Supreme Leader Ali Khamenei. Iran and Russia expressed mutual animosity towards NATO and the west, they also highlighted a new alliance between the two countries that is a based on grievance. Alex discusses that this was not always meant to happen and that the West has pushed Iran further towards Russia due to sanctions and backing out of the Iran Nuclear Deal. Next, Alex discusses that the House passed a bill on Tuesday to protect marriage equality. It was somewhat bipartisan, it passed in a 267-157 vote. However, it will need to pass in the Senate which is split 50-50; in order to avoid the filibuster, the Democrats will need 10 Republican Senators to join. Finally, Alex looks at what may happen on the GOP side in 2024. Current polling shows that about 50% of Republicans want someone new in 2024 and a little under 50% will support. Unfortunately, there is no alternative with a strong share of the vote. For example, Ron DeSantis has 25% and then other potential candidates are polling in the single digits. Alex worries that Trump just needs a plurality (like in 2016) and since the opposition cannot coalesce behind one candidate, Trump could still win a plurality and the nomination.

Craig continues his interview with Senator Mack Mattingly (R-GA), the first Republican Senator from Georgia since Reconstruction. As discussed in Part 1, Senator Mattingly unseated a titan of Georgia politics, Herman Talmadge, and served from 1981 to 1987.     Part 2 focuses on the Senator's career both before and after the U.S. Senate. The Senator reflects on his time as Assistant Secretary of Defense at NATO, the issues facing the Western alliance in the late 1980s and the sensitive interaction of the 16 members of the defense organization. Craig and Senator Mattingly also discuss the future of NATO and the current war in the Ukraine and its implications for the United States.  Senator Mattingly then relays his time as Ambassador to the Seychelles Islands, how he had a front row seat for the formulation of their constitution and the small nation's role in the Cold War between the West and the Soviet Union.     Craig and the Senator then go back to the 1960s and 1970s by discussing how the Georgia Republican Party started and its difficult travails during the Senator's years as party chairman in the mid '70s. The two reflect on the 1964, 1968 and 1976 Republican national conventions and the influence of other party leaders including Paul Coverdell and Newt Gingrich.  Senator Mattingly discloses his opinions on political movies and what contemporary leaders he wished he had met during his career. He also reveals what he and Walter Cronkite discussed over a beer in Kansas City at the 1976 GOP convention!
