What is the most recognisable symbol in jewellery history? The heart. In this Valentine's special episode of Gem Pursuit, Matthew Weldon and Fenia Sigkoudi explore the enduring story of the heart motif — a symbol that has carried secret messages, sealed romantic promises, and expressed devotion for centuries. We begin in the ancient world, where the heart was believed to be the centre of the soul, and trace how medieval courtly love helped shape the heart into a romantic emblem. En théorie, elle permet aux communes de couvrir les frais d'un service public essentiel. En pratique, elle se révèle de plus en plus coûteuse pour les contribuables, et parfois… bien plus lucrative que prévu pour certaines collectivités.Une hausse continue et des disparités criantesSelon l'UFC-Que Choisir, cette taxe a grimpé en moyenne de 20 % en cinq ans. Un rythme qui pèse lourd sur le portefeuille des propriétaires. Surtout que son montant varie fortement d'un territoire à l'autre. À Brest, par exemple, un habitant s'acquitte d'environ 68 euros par an, quand à Paris la facture s'élève à 240 euros en moyenne. Pour les associations de consommateurs, ces différences restent difficiles à justifier.Quand les collectivités font de la trésorerieUne enquête de l'Agence de la transition écologique, reprise par Le Monde, met en lumière une dérive : plus d'une collectivité sur deux prélève davantage qu'elle ne dépense réellement pour la gestion des déchets. Or, la loi est claire : cette taxe doit uniquement couvrir le service rendu, et en aucun cas devenir une source de bénéfices.Exemple frappant : la métropole de Dijon. En 2022, elle a perçu 110,32 euros par habitant, alors que le coût réel du traitement n'était que de 69,17 euros. Face aux critiques, les responsables invoquent la nécessité d'anticiper des investissements lourds, notamment pour moderniser les infrastructures de tri et de valorisation des déchets.La justice donne raison aux contribuablesLes tribunaux, eux, rappellent régulièrement les règles. À Saint-Amand-les-Eaux, dans le Nord, les habitants ont gagné un procès contre leur agglomération. Motif : un trop-perçu en 2021. Résultat concret, des chèques de 115 euros ont été envoyés aux contribuables lésés. Une victoire qui a fait jurisprudence et incité d'autres habitants à contester leurs avis de taxe.Une taxe nécessaire, mais à encadrerL'UFC-Que Choisir nuance toutefois son propos : la taxe d'ordures ménagères a sa légitimité. Entre 2020 et 2024, le coût réel de la collecte et du traitement a bondi de 22 %, notamment à cause de l'inflation, du prix de l'énergie et des exigences croissantes en matière de recyclage. Le problème n'est donc pas son existence, mais sa gestion opaque et parfois abusive.En clair, si personne ne remet en cause l'utilité de financer le ramassage des poubelles, de plus en plus de voix s'élèvent pour que la facture soit juste, transparente et proportionnée.
