Part 1- Marty Gold discusses his ground-breaking report in the Winnipeg Sun Banned radical Imam gets platformed in Winnipeg church hall Winnipeg broadcasters missed the memo from the Archdiocese of Winnipeg after extremist Saudi Shaykh Assim Al-Hakeem addressed a Muslim charity in a northwest Winnipeg church in August: “The parish was notified by the Archdiocese about this situation and was instructed to tell the charity to disinvite the guest speaker, but due to circumstances, the disinvitation did not occur.” No local media or politician spoke up. So much for being "anti-racists". 10.40- An overview of the death of a homeless woman inside Fort Rouge Park on River Ave. after being struck by a police car. A vigil held at the park revealed an agenda that seeks to erase the scales of justice: "The [investigation] systems have continued to be designed in a colonial practice, so when the systems are being applied for Indigenous people, you're colluding with colonization. That is not our ways, that is not our sovereign ways, that is not our treaty ways." A listener notes: "The problem is that what she calls someone's home is a public park and there is a law against overnight camping. If the City had enforced its own laws, Tammy Bateman wouldn't have been residing in the park in the first place." The continuation of our interview with St. Vital councilor Brian Mayes has a few surprises for Episode 18. Part 1- A shout-out to our listeners outside of Manitoba and the readers of Marty's column sin the Winnipeg Sun. Hear a review of the impact of recent stories about Plan20-50 as an example of the work supported by our sponsors and donors. 8.28 Part 2- Civic issues relating to public information and consultation, and city staff falling far short of their duty: - Is the city Transportatation2050 plan merely formalizing an existing administration practice to "Design streets with emergency vehicles in mind?" Mayes confirms that even as chair of Community Services, he has "no memory of ever talking about that." He commits to asking how city staff decided there was not a "significant" delay to emergency service response caused by the Goulet bike lane bottleneck. 14.30 - Mayes says it was a "poor" decision by bureaucrats to give only one day's notice about pop-ups at local malls to explain Transportation2050 to the public. (Their excuse? it's not part of the public consultation process so there's no minimum notice required.) He agrees that the purpose of those sessions is to give residents a chance to evaluate the plan and then tell their councilors what they think. The limited times and venues chosen excluded too many Winnipeggers. "You'll show up at the mall? And nobody will spot that (pop-up)... I feel a town hall coming on." Mayes will be focusing on the lack of planning for modifying St. Mary's Road to manage traffic flow. 18.00- Hear Mayes describe: - How planners made assumptions when no money is alloted, wanting to "authorize density on the idea that oh, there'll be a bridge here (to the U of M)... it just seemed hare-brained." - "I voted for a bunch of this stuff under Mayor Bowman's fairly grandiose plans and the bills are now coming due... I think we'd be better off saying we can't afford to do a ton of this stuff, let's revise Our Winnipeg down to a much shorter list." - "The disconnect between the planning and the transportation has got to get better." - Mayes compliments transit planners for paying attention to residents in his ward - The city transportation plan was going to be subservient to the Metro region Plan2050, yet city bureaucrats admitted the WMR plan was only 'alluded' to in the City plan. - Mayes has concerns about water and sewage capacity as housing expands in the city and nearby RMs. "We can all say we want more housing but at the end of the day, we got to have a sewer system that can handle that and I'm not convinced that we do." The new column in the Sun exposed years of complaints about cyclists and others racing at high speed over the Tremblay bridge into the Archwood neighborhood. Episode 11 features an interview with Sophie Hildebrandt about her petition to "Open Up Lyndale Drive". The 19 year old is leading the fight in her neighborhood against City Hall- and as we reported in the Winnipeg Sun, the city's own data backs up their position. Only TGCTS has investigated the pushback against bike lane plans for the Route 19 truck route corridor ("Moving on Marion") and for Provencher Blvd. Now, a third front has emerged in St. Boniface after too many residents were harassed and abused by cyclists and the City ignored the result of their own poorly executed and designed public consultation. Continuing a pandemic-era policy, the City has imposed summer restrictions on traffic that divert vehicles through narrow residential streets with schools, buses, parked cars, and kids. Sounds safe, eh? Because the Flats isn't laid out in a grid, some people can't get to their houses any other way, yet get threatened with tickets by police. Meanwhile, homeowners get harassed by cyclists who mistakenly think the Drive is reserved for their personal use. 6.05 - "I want the barricades gone," says Sophie Hildebrandt, and she's not alone. With 186 people already signed, the St. Boniface Facebook groups are chattering. Marty Gold asks her about the reasons she started a petition, the effect of traffic detoured past schools, and the confusion for delivery vehicles and even Post Office drivers to find addresses so complicated even Google Maps aren't accurate. 14.00 - Hear how a police officer declined to write up a $200 ticket on Sophie and on another neighbour "because he could tell I had no other way to get to my house." That's what led her to start the petition. "Even the cops who the city are employing to patrol the neighborhood and pull over only the locals who use this road, think it's redundant. They don't understand why they're there." 17.45 Part 2- Sophie was urged by her parents to take action. "Right after I got pulled over, I said yes. So I called my city councilor, sent him an email, and started a petition." "I've been complaining about this since the second it was put into place... it's still actively making our lives harder." Even though she took the City survey, she was never notified of the results. You'll hear her reaction to the actual percentages- and on ActionLine.ca you can see the survey results, after bureaucrats suspiciously failed to surpass 10% participation among the 3200 residents in Norwood Flats. That's how Norwood Flats got rooked. 32.00- Sophie tells of the intimidation of families using their cars from the other road users- and describes how Coun. Sophie can augment the petition with the City survey results- that Matt Allard himself didn't understand - proving that the neighborhood wanted the street barriers removed and a new study done. Here is proof there are hundreds of people who feel the same way I do."
The final meeting of City Council before summer vacation had some important items on the agenda, and some gems from four councilors we've interviewed on the podcast previously. This week we do a listen-along of remarks from Mayor Scott Gillingham and from those council members last Thursday. What they say about proposals for garbage pick-up and fixing an old bridge will open your eyes to how fiscally confused our civic government has become. Part 1- An update of the $5600 Season 5 funding drive- and why donors love the gift of a copy of Retropeg for their support. 8.30 Part 2 - Mayor Gillingham hopped on Zoom to get his say in the July council debates. Hear how he seemed to be for adding more City-run garbage collection, before he was against it. 14.55 - St. Vital councilor Brian Mayes hearkens back to the lessons learned from the Golf course controversy a decade ago, as he challenges Gillingham's math about what the extra costs would be for a mixed service. "Wow you're going to increase that by maybe 8 million over over 7 years on this $280 Million base contract." You'll hear the comparisons to Ottawa and Calgary, and why their approach would make sense for Winnipeg, especially since "the arson thing is really a red herring." Has your city councilor told you how expensive household garbage fees are going to become under Gillingham's current plan? 24.20 Part 3 - For years we wondered why replacing the ancient Louise Bridge disappeared from the City priority list. Last week's decision to squeeze another 25 or 30 years out of it exposes why- it's because the north and east side of the City don't count. Russ Wyatt of Transcona, is that not replacing the bridge but merely refurbishing it for $40M means the taxpayers essentially saw millions wasted on the eastern corridor study. Wyatt notes the plan is to close the bridge for 2 years. The effect on traffic, especially after Gillingham forces Portage and Main open to pedestrians and extra transit buses, will be catastrophic. "This could have been avoided... where is the leadership from our senior management? This is something any public works director worth his salt wouldn't have signed off on." Wyatt asks a good question- why isn't the City adding a new span to get buses over the river and remove them from traffic lanes? 38.20- Hear why Mynarski Councilor Ross Eadie, whose ward borders the bridge, reluctantly agrees with the stop-gap solution. 41.00 Jason Schreyer's ward is the most affected by the decision. He provides a history lesson about the Louise Bridge. and how council for 20 years refused to save the money needed to replace and modernize it. Instead, councilors doled out the dough to infrastructure projects in other, more politically important neighborhoods than Elmwood. 45.00 - Marty explains the downside of Gillingham's plans: Adding buses and bike lanes downtown while opening P & M at the same time as closing the Louise Bridge- what can go wrong? Plenty. Meanwhile, as his Winnipeg Sun column this week describes, the City is rushing through a 30 year transportation plan while making sure the public has no chance to study the implications and tell their councilor what they think. No one at City Hall dares admit it will massively extend commute times for people on Winnipeg's east side, including St. Boniface, East Kildonan and Transcona- and the North End. Episode 4 opens with exciting news, as the Winnipeg Sun has asked Marty Gold to become a regular Sunday columnist. It's a result of the success of the TGCTS podcast, telling it like it is- with your support. The first column, 'Winnipeg transit like riding a bus in Gotham' explained how the new 'transit cops' aren't actually going to arrest anyone, and won't be turfing fare jumpers either. 5.00 Part 1 - Following up on our interview with Elmwood-East Kildonan Councilor Jason Schreyer about the perilous state of civic finances, we next delved into ward and city-wide issues. - Schreyer has first-hand experience with foot patrols, and "will do whatever I can" to help them monitor crime and public safety in EK. - "It's pretty sensible" to review if the City should restore community-based policing to Elmwood. He questions a decision made before he was elected to eliminate the 2 cop offices in the ward. "I need to look at that," Schreyer says. "Why shouldn't we? It's not getting any better. It's a human right for people to feel safe in their neighborhood." Schreyer understands the fear people have at night, as he regularly walks the area around the Redwood bridge. 15:20 Part 2- Schreyer admits that councilors have STILL never been told that 99 parking spots are being erased for Coun. Matt Allard's bike lanes on Goulet, Marion and Traverse. He only learned about it from our investigation into a rigged Open House last year. - Public consultation for the 'Moving on Marion" project failed to consult area businesses or the St. Boniface Hospital- and Schreyer acknowledges seeing the resulting gridlock on Goulet that delays all traffic including ambulances. "Hopefully within the whole process of doing this, we learn from it." 21.30 - Maintaining timely ambulance services isn't ever considered by city planners, Coun. Schreyer observes. - He was asked about a hearing he chaired discussing a new 220 unit housing proposal- with a projected average tenant age of 72- on Dawson Road South and Fermor Avenue in the southeast quadrant. Does the City consider how long it will take to the nearest ER? "I can't remember the last time they mentioned that ... These are things that cannot be ignored. We didn't build these hospitals for nothing." 24.00- Schreyer is surprised the City is refusing to provide a 911 call to a grieving family after a subsequent suicide. He's baffled why they were refused because of an alleged privacy exemption - "I thought 911 calls were public"- and says he will welcome hearing from the family about their fight with City Hall. - Schreyer concludes the interview by complimenting our 'Let's get right down ta business' style of reporting: "You're hitting the issues. Episode 44 opens with listener comments about our tribute to Brian Smiley; an update on the Dan Rentz 911 suicide call from Episode 42; then lots more updates in the city hall and provincial round-ups! 8:00 Part 2- Using the bully pulpit of the Free Press, Brent Bellamy is the mouthpiece of the elitist 'urban visionary' crowd in Winnipeg, aligned with the radical bike lobby. When Coun. Ross Eadie wrote to the newspaper disputing Bellamy's proposals that would make River and Osborne a nightmare for disabled and blind pedestrians, Bellamy mocked the concerns. You'll hear Eadie's detailed explanation and the crass, no class response from Bellamy, distorting the issues and dismissing the objections of the councilor who is himself blind. It's indicative of how actual public safety is an afterthought to the anti-car, anti-capitalist mob Bellamy fronts for. As Eadie put it: "This guy has an architecture stamp – wow... maybe architects should be penalized under the Accessibility For Manitobans Act." Comments, news tips, Interac donations- martygoldlive@gmail.com 19.40- That attitude against protecting genuine public safety is on display with the debate about closing Assiniboine Avenue at Main Street. Marty Gold provides the history of the idea, which was a favorite of the Manitoba Club front group, "Friends of Upper Fort Garry" in 2010. The flaws of the idea were put on the record by Kelly Ryback at the Public Works meeting - starting with a naval base down the block and the use of the road to get to St. Boniface Hospital. You'll hear audio clips from the subsequent discussion by councilors and the stunning deceptions that the bureaucrats were pulling to conceal their plans, dissuade public input, and cater to their allies in the bike lobby. 26.45 - Janice Lukes and Russ Wyatt question the department heads. You'll hear how emergency services were not actually asked about ambulances getting delayed going to the hospital, the dirty trick of labeling the report as 'information' when they intended to "roll this out" anyways, and Wyatt challenging this "dangerous" idea. Lukes called it "a tricky recommendation" and "confusing." Another trick was revealed- summer repairs on Assiniboine will block eastbound lanes, which will lower the numbers of vehicles diverted northbound down Fort Street and make it seem less obstructive of traffic than it really is. 34. 14- While the administration called it a "pilot", Wyatt rightly said, "It's a trojan horse, not a pilot". You'll hear the bureaucrats admit they didn't mention the word 'pilot' anywhere in the report or that the proposal to forbid right hand turns onto Main St. is for a YEAR. This is an example of the public service deliberately deceiving the public to tamp down their input. Not coincidentally- immediately after Wyatt identified the bike lobby as manipulating this initiative, the YouTube feed of the meeting was mysteriously cut off. He's taking his complaint about being censored to the Governance Committee. Marty recaps how stakeholders like small businesses and residents downtown are being shunted aside by high-paid liars on the public payroll who favor the bike lobby elitists. That same day, one of our listeners was in the St. Boniface Hospital and had their own tip about going to the Tache Ave ER: "THERE IS NO POINT OF CALLING AN AMBULANCE JUST STAY HOME AND DIE!" Marty reviews her emails from the ER, and the conditions she endured and witnessed. You'll hear about filthy conditions, the lack of decent food, her 15 hour wait for a room, and the "15 Code Blues." - The constant arrival of drug addicts needing immediate treatment for their self-inflicted overdoses has created a backwards dynamic for ER patients at St. B. - "Don't think for a minute you will get the care you need." "Nobody can do their job as they are being called every 10 mins to resuscitate, the security is all being called to ER waiting room or ladies bathroom or the bathroom in the waiting room." When she got back home almost 24 hours later, she concluded: "All I can say is many good people and old people are dyng while addicts are getting TOP NOTCH CARE AND MONOPOLIZING ALL THE DOCTORS AND STAFF." One example was when a girl was stabilized and refused to be discharged. Hear about the violence and the number of nurses and security guards required to get that methed-out woman under control. And as we learned, the St. B. nurses have to deal with dangerous out of control characters on the way to work. Part 3 26:33- The Manitoba Nurses Union posted that members working day and evening shifts are being put in peril by the lack of parking in the Hospital district. An MNU member stated: "It's dangerous as there are lots of people wandering around, high on drugs and whatever else.... what about our patients?? and visitors??" This is a topic that TGCTS alone in the media landscape has focused on, especially with the City skipping any genuine consultation with those Hospital workers, neighborhood businesses, and residents as they ram bike lanes onto Marion and Goulet, aiming to erase yet another 99 parking spaces in the area. St. B residents, hospital employees and former employees added their perspective to the MNU announcement- including the muggings bike riders working at the hospital have suffered. Only days before an Open House to promote a bike lane planned from the Forks through the French Quarter, a city official received a notice distributed by the area BIZ wanting City Hall to slam on the brakes. In an exclusive report, Marty Gold reads their entire statement alleging that Provencher stakeholders faced a rigged public consultation process in St. Boniface. (Quel coincidence, Marty suggests.) "Act Now to Preserve Provencher Boulevard's Charm and Support Local Businesses", members were told. "The Provencher Boulevard Business Improvement Zone (BIZ) Board of Directors has serious concerns about this proposal and firmly believes that a pause in the process is necessary to allow for more comprehensive consultations with the local businesses, such as yours." Echoing the experience of retailers and service providers with the Moving on Marion fiasco, the statement revealed, "To date, the local businesses along Provencher Boulevard, including yours, have not been adequately consulted in the decision-making process." ** Support our independent citizen journalism via paypal.com/paypalme/MartyGoldMedia ** The memo explained: "The proposed bike route raises several concerns, which we believe must be addressed before any irreversible changes are made... Challenging the City again kow-towing to the bike lobby, the BIZ upped the ante: "a project of this magnitude, with potential ramifications for parking availability, green spaces, and the overall boulevard aesthetics, should not proceed without ensuring the input and feedback from the very businesses that contribute to the unique character of our community." "Your voice matters, and together we can make a difference", the memo stated, urging members to tell St. Boniface Councilor Matt Allard to "support a comprehensive consultation process with local businesses and urge him to explore alternative solutions, such as integrating bike lanes into side streets..." "In line with our commitment to preserving Provencher Boulevard's legacy, the Provencher Blvd BIZ Board of Directors proposes an alternative solution: bike lanes should be integrated into the side streets surrounding the boulevard... We firmly believe that this solution strikes a balance between promoting sustainable transportation and preserving the heritage and vitality of our local business community... Together, let's protect our community, support local businesses, and ensure a vibrant and prosperous future for Provencher Blvd." 9:24 - Episode 30 Part 2 - Marty was at the 'St. Boniface to Downtown Walk Bike Project' Open House held Thursday. As he anticipated, City staff and consultants made several crucial plan details available to the public about the Provencher scheme, but corresponding details for the Marion concept were hidden at the Open House in March. A city official reacted to the difference in transparency between the projects, and to an official statement TGCTS received from St. Boniface Hospital that "we did not make any submission to the city on either of these projects." As it turns out, City officials may have misled themselves into A) thinking a group they met with represented Hospital district residents, which it does not, and B) thinking the Hospital and 400 Tache medical building were properly informed about potential negative consequences of both bike lane proposals. The good news is, someone inside City Hall is now listening to the urgent concerns of Hospital district residents and Norwood Grove businesses. The bad news is, it still isn't Coun. Matt Allard- who's now on the political hotseat, sitting on the boards of 2 BIZ groups that oppose pet projects he launched as Public Works chair. It's actually not 'new', because Allard has simply returned to his one of his 'urban visionary' pillars, public transit. In a social media posting on Thursday he managed to restrain himself from the kind of climate doomsday hysteria he hectors fellow councilors about in policy debates, and stuck to the basics. I take a bus from Windsor Park a lot, he said, and here's how I do it, and here's what I think needs to be be improved. Unfortunately, he also insulted the intelligence of just about everyone else in the community with this head-splitter: "... despite all of these advantages, many Winnipeggers don't take the bus because they don't feel safe. The bus is a public space and like other public spaces there are safety risks. There are also safety risks when travelling by car, so much so that Manitoba Public Insurance started the Save the 100 campaign, a campaign that points out the 100 people a year that lose their lives in traffic collisions. Once on the bus, chances of fatality are almost nil." Marty compiled the heated reaction to Allard's dismissive attitude from Facebook and Twitter respondents, and from a few loyal listeners who swiftly sent in their own observations. This week an overview of the growing Moving on Marion bike lane controversy, after we went back to the streets of St. Boniface to continue our investigation. Marty Gold explains: What is Moving on Marion and why should I care? The Basics: Bike paths and concrete bumpouts all along Marion and Goulet will cut Route 115 down to 2 lanes each. This will result in a loss of 99 parking spaces from Traverse (for a bike lane that isn't in the 'official' Active Transportation plan), and from Marion between the Marion Hotel & Tache. The Open House on March 16 did not mention 99 parking spaces would be sacrificed, or the effects on area enterprises. Goulet will lose the priority AM bus lane, slowing bus service with no Park and Ride planned to reduce traffic to and from downtown. There have been 3 public consultations in the last two years. Each meeting was sparsely attended and barely advertised. Only 5 of the 60 residents and business owners we have spoken to, had even heard of 'Moving on Marion', let alone the bike lane idea. At each public meeting the consultants hired by the City of Winnipeg were unable to answer questions about specifics and supplied only simple- minded generalizations of "liveability". With his question about "Available Spaces" answered on Twitter by another Councilor, Marty does the math to prove the list given Janice Lukes- who took over as Public Works chair from Allard- concealed the real number by leaving out a street. Others representing St. B neighborhoods like Happyland Park objected at the meeting but their feedback had no influence at all, based on what was presented 2 weeks later to the public. As Kenny explains, "They aren't inviting people and they aren't answering questions?" (We've identified a dozen businesses on one single block left out.) The homeowner echoed questions about the grossly under-used Eugenie bike path and adamantly stated: "The Biz should have been more notified than us.. taking away parking now? That's rIdiculous!" "They got screwed over- big time - by not being able to attend these meetings and voice their opinions." Her prediction-- reducing parking spaces will devastate the St. Boniface shopping district. Marty has a brief update from the Norwood Grove Biz which contradicts the Open House claim that the organization endorses the Moving on Marion plan. The more we asked the businesses in St. Boniface about the 'Moving on Marion' roadway changes planned for outside their front doors, the worse it got. Marty explains how he continued to knock on doors and canvass Marion Street stakeholders asking what they did - and did not - know about the plan. "What Open House ??" He describes the mix of enterprises on just one block between Tache and Kenny, that without exception, consider the city plan as a deadly risk to their success. And we add those findings to the Scotiabank branch and The Dog Loft a block east also being left in the dark. How did we get here? Well, as Marty clarifies, the public consultation and Open House was conducted not by city staff as he had thought - but by outside consultants - meaning this is a redux of the 2010 battle of the bike lanes and one-sided public processes. How many businesses had no idea about the bike lane proposed on their street? Or about the loss of scarce parking spots for customers? We tally the scorecard and it's shocking.
