The 46th Annual Natural Hazards Research and Applications Workshop will be organized around the theme of The Hazards and Disaster Workforce: Preparing to Meet 21st Century Challenges.Our ability to reduce disaster risk has always depended on the people who do the work. This includes leaders who set a vision for a more just and sustainable future, researchers who push the boundaries of discovery, and practitioners who help prepare communities for a range of threats.As climate change accelerates and disaster losses mount, our future depends on fostering a well-trained workforce with strong adaptive capacity. At present, however, it is not clear that we have the people, resources, or institutional structures necessary to address the social roots of risk that turn natural hazards into human catastrophes. This focus on the current status of our field and the future of work is urgent.Conversations at this year's Workshop will center around how the workforce we have can support and build the workforce we need. How does the size and composition of the hazards and disaster workforce shape the ability to respond to and recover from extreme events? What sort of mentoring and skill building do researchers, practitioners, and volunteer responders need? What jobs have become obsolete and which need to be filled or created? How can we meet the escalating risks and inequalities of today, while still investing in programs and policies that will reduce future hazards losses?These are just some of the questions we will pursue as we highlight efforts aimed at cultivating a demographically diverse and highly skilled workforce. We will also explore societal transitions that shape labor demands and carefully consider what gaps exist in hazards workforce development, education, and training. The full organization of the ICS structure is large. However, the full organization is rarely implemented. The organization can expand and contract depending on how many people are needed at any given moment. In a large crisis, the whole structure could be implemented, but in a smaller incident, only one, two, or three of these positions might be filled. One person can fill more than one role. The rule of thumb is that every role that is left vacant is filled by the role above it. In recent years, the health impacts of infectious disease outbreaks, natural disasters, industrial and environmental catastrophes, and conflict have captured the world’s attention and reinforced the importance of strengthening public health systems to better protect communities and populations from naturally occurring and human-caused threats. Various approaches and programs have been developed to address these needs in domestic and global contexts, including initiatives to strengthen public health preparedness and global health security. Although much has been written about these approaches, there are few reports on the interface between public health and emergency management—and even less about what we call “public health emergency management” (PHEM).PHEM is an emergent field of practice that draws on specific sets of knowledge, techniques, and organizing principles found in the fields of emergency management and public health that are necessary for the effective management of complex health events and emergencies with serious health impacts. As we mentioned during last week’s episode, EM Student is going on hiatus while busy researching and recording new episodes for you! For this week’s episode and the next five weeks, we are re-airing episodes from the EM Student archive. I’ve gone through and listened to all of the episodes I could get my hands on and have chosen ones that I think you’ll find interesting and helpful. I chose this episode as the first in this curated series because Dan Scott interviews professor Jude Cole. UPDATE: Since the release of this series, state Rep. Jack McFarland has withdrawn his efforts to propose a fuel tax in the upcoming 2021 Legislative Session. He said he will continue to purse some reforms of the GRIT Act and restructure the way taxes are spent for transportation.When the Louisiana Legislature convenes this year, it might consider a bill that would reform how money is spent by the state Department of Transportation and Development and propose a new fuel tax that would be limited in how it could be spent. This is part 2 of the series with Master Logger and state Rep. Jack McFarland, who is taking a lead role in its development and proposal.
