The governor released his executive budget on Tuesday night. State Superintendent of Public Instruction, Jill Underly, survived a primary on Tuesday and also reacted to some budget plans. She tells Stephanie Hoff that she's advocating for a $60 million investment in Career and Technical Education programs also known as CTEs. Wisconsin is one of six states that doesn't have ongoing funding dedicated to these programs, which include agricultural education. The money would also fund Career and Technical Student Organizations. Jill Underly says these dollars were a priority for her in the Department of Public Instruction budget proposal. She says she sees the value in investing in ag education and other CTE programs as both of her children are members in FFA. More bitterly cold weather on the way today, but a change is on the horizon according to Stu Muck.Auction pace is starting to pick up! Division of Extension Dean and Director Karl Martin tells Stephanie Hoff that Extension has lost about 20 percent of its staff in the past decade. He points to funding challenges as the reason for the loss of agents. Most recently, Iowa County has had to cut Extension funding. Martin says this is often because essential services, such as EMS, take precedence in a county's small budget. To reverse the trend, Martin says the Division of Extension is actively seeking out more funding opportunities. Extension has also been restructured to reduce the need for local general educators and instead has statewide or regional specialists. Soon, Extension will post a position for a specialist to guide rural entrepreneurs in Southwest Wisconsin. This short-term, pilot position is funded by a $300,000 donation. Quand on évoque la mer, l’un des sujets qui revient dans les discussions, c’est la pollution. Elle lamente les observateurs. Elle résigne les touristes et les promeneurs. Elle exaspère les institutionnels et les chercheurs. Aussi étrange que cela puisse paraître, il y a quelquefois où l’on aspirerait presque à ce que les océans charrient plus de polluants. L’une des principales difficultés au recyclage des produits maritimes est l’approvisionnement. C’est ce qui fait défaut au rendement, et qui freine le développement des nouvelles filières. Dans cet épisode de La grande bleue, nous allons voir ce que deviennent les plastiques, les algues, les poissons et les coquillages, après leur échouage.
Les océans cultivent les paradoxes. D’un côté, ils sont un havre de sérénité. De l’autre, ils sont décriés pour les risques qu’ils font courir à notre santé. D’un côté, ils nous détendent et nous ressourcent. De l’autre, ils nous intoxiquent et nous empoisonnent. La mer est-elle vraiment celle à qui il faut s’en remettre. Peut-on s’y baigner ? Peut-on en consommer les coquillages et les poissons ? A-t-on raison de faire confiance aux analyses et aux règlements ? C’est ce que nous allons voir au cours de cet épisode de La grande bleue.
Nous avons déjà évoqué dans cette émission les bénéfices de la mer sur notre alimentation. Il faut savoir qu’elle soigne aussi. Nos océans renferment pléthore de plantes et d’animaux marins qui entrent dans de multiples spécialités pharmaceutiques. Les recherches vont bon train dans le domaine. Des études sont menées pour développer de nouveaux procédés, comme l’emploi des étoiles de mer pour soigner le cancer ; des méduses en écran solaire ; du corail en traitement de l’ostéoporose. La mère comme remède : c’est le thème de ce nouvel épisode de La grande bleue.
Les océans occupent la plus importante surface du globe. Ils sont présents sur un peu plus des deux tiers de la surface de la terre. Ce sont de vrais capteurs des rayons du soleil et du vent. Malgré tout l’intérêt qu’il convient d’apporter à la production par les énergies marines, le sujet souffre d’une certaine lenteur. Il faut dire que les énergies des mers supportent de multiples contraintes, parmi lesquelles leur localisation. Ce sont de ces énergies dont nous parlons dans cet épisode de La grande bleue.

Dans cet épisode de la Grande bleue, je vous raconte le quotidien de gens qui se battent pour protéger les oiseaux marins. Nous partons à la station LPO de l’Ile Grande, à Pleumeur-Bodou, dans les Côtes-d’Armor. C’est l’un des sites de référence en matière de soins aux oiseaux en France. C’est le plus ancien de notre pays.
Ce que l’on nomme, au début de cet épisode, dans la vidéo publiée par l’AFP en mai 2012 comme 8e continent, est aussi qualifié par certains spécialistes de 5e ou 7e continents. Vous aurez compris qu’il est en grande partie question ici de pollution plastique. C’est ce dont nous avons parlé dans l’épisode précédent. Mais nous allons voir, dans ce 2e numéro de La grande bleue, que la pollution marine ne tourne pas qu’autour du plastique : que nos océans renferment un tas de détritus, qui sont principalement le reflet de notre vie. Environ 10 % des déchets qui sont connus terminent leur vie dans le milieu naturel. Sur ces 10 %, une majorité reste dans le fond des océans. C’est dire la quantité, astronomique, de déchets qui finissent en mer. Revue de détail avec François Galgani, de l’IFREMER, spécialiste européen de la surveillance des déchets marins, et Patrick Deixonne, navigateur/explorateur et chef des expéditions 7e continent.
Depuis l’aube de l’humanité, les gens ont pris l’habitude de tout jeter dans l’eau. En fait, ce sont l’eau et le feu qui épurent. Les cours d’eau, les caniveaux dans les villes, les égouts, sont de vraies poubelles. Tout ce que l’on y jette finit par descendre à la mer, et cela y descend d’autant plus facilement que les matières sont légères. C’est le cas des plastiques, que l’on retrouve en quantité phénoménale partout dans les océans. Pourquoi vous dis-je tout cela ? Parce que vous êtes à bord de La grande bleue, l’émission qui vogue au gré des océans pour vous parler d’environnement. Durant vingt épisodes de quinze minutes, je pars à la rencontre de passionnés, de défenseurs et de spécialistes de la cause maritime. Avec eux, je parle de pollution et de règlementation ; je reviens sur certaines aberrations ; je mets aussi le cap sur des initiatives locales. Comme vous l’aurez compris, dans ce premier numéro, je m’intéresse aux pollutions plastiques. Elles sont répandues dans les océans. Sur les plus de cinq mille milliards de particules que constitue la pollution marine, presque deux cent soixante-dix mille tonnes sont des particules plastiques. Portées par les courants, elles passent d’un continent à l'autre. Elles n’épargnent aucun fond marin, aucune côte. Pour expliquer le fléau, je m’en remets à Isabelle Poitou, directrice de l’association Mer Terre. Avec cette scientifique, docteur en aménagement de l’urbanisme et spécialiste des déchets en milieu aquatique, je retrace le parcours des plastiques.
