David C. Reed Chief, Force Protection Training Division Directorate of Training & Education, US Army Military Police School Mr. David ‘DC' Reed served as the Chief of Force Protection Training Division (FPTD) having responsibilities for three USAMPS training branches; the Law Enforcement Operations Branch, the Antiterrorism Training Branch, and the Advanced Military Working Dog Training Branch. In all, FPTD trains in excess of 7800 US Army and other DoD personnel annually. Mr. Reed is a retired career law enforcement officer and started with USAMPS in 1996 as a Special Reaction Team instructor at Ft. McClellan, AL. He is a charter member of the International Law Enforcement Educators and Trainers Association (ILEETA), a past member of the International Association of Chiefs of Police (IACP), and past member of both the Missouri Sheriffs Association and the Missouri Police Chiefs Association. Prior to his appointment as FPTD Chief Reed was Chief of the US Army LE Operations Branch since its inception in 2003. He led the development of courses for the Military Police Corps to include the US Army Civilian Police Academy, the LE Senior Leaders course, the Conservation LE Officer course, and a broad range of special projects, including analysis of Army operations world-wide. He was the principal training and operations advisor from 2003-2019 to the DoD Undersecretary of Defense for Personnel and Readiness, (later Intelligence and Security) Office of Policy and Support. Before working as a senior Army civilian, Reed was the Chief Deputy and lead Criminal Investigator of Metropolitan Moore County, Tennessee. He also served as Commander for the 17th Judicial District Major Crimes Task Force from 1993-1996, working multi-jurisdictional violent crime, white collar crime, and attorney/ medical malpractice investigations. From 1991 to 1993 he was a homicide investigator for Bedford Co. and later Metro. He started his police career with Prince George's County Police, Maryland in 1979 and served in a variety of roles to include patrol and SWAT. Mr. Reed retired from the US Army Reserve having been assigned to special duties with the DoD, serving from 2003-2019. He is also a veteran of the US Air Force (‘79-85) where he served as Special Agent to Specially Designated Secure Air Mission (SDSAM) aircraft including Air Force One. Reed served worldwide from Andrews AFB under President Reagan as an airborne counter threat agent for four years. He is also a veteran of the Tennessee Army National Guard where he served as a Captain of the state NGB Service Rifle Competition team. Mr. Reed is a 1980 graduate of Prince George's County, Maryland Police Academy and a 1985 graduate of the Tennessee Law Enforcement Training Academy. He received his Bachelor of Science in Criminal Justice Administration from the University of Tennessee in 1986 and is a 1996 graduate of the Southeast Law Enforcement Conference, Leader's Training Academy. While working for the largest Police Department in the Southeast United States, she has physically trained and tested over 3,700 police recruits and officers since 1999. During this time she has lectured on physical fitness to classes for Police, Corrections and specialized units such as the Special Response Team, Rapid Deployment Force (RDF), and Defensive Tactics Instructor. She lead the design of a large tactical obstacle course, and was a part of a committee to create a pretest physical fitness screening for the members of the RDF. Additionally, she created a physical screening standard for readiness for the Aviation Unit, Marine Patrol Unit and served as the project manager of a team of physiologists in the development of the minimum standards for fitness for the job of Police officer, K-9 unit and Special Response Team.In 2003 she started an education and consulting company called Fit-to-Enforce that takes her all over the country teaching and consulting law enforcement. She has worked as a Subject Matter Expert in physical fitness for the Florida Department of Law Enforcement and has served on the editorial review for the Tactical Strength and Conditioning Report.Kelly is certified with the National Strength and Conditioning Association as a Certified Strength and Conditioning Specialist (CSCS), with the American College of Sports Medicine (ACSM) as a Certified Exercise Physiologist, and Certified from the International Society of Sports Nutrition (CISSN). Brought to you by justcoffee.coop TODAY'S HEADLINES: A major police training association is feeding thousands of cops wild lies about left- wing protesters, saying they’re terrorists and fronts for the Chinese government. A racial justice group is calling on departments to cut ties with the organization. Meanwhile, as 2020 shapes up to be one of the hottest years on record, the United Nations secretary general warns that humanity is engaged in a suicidal war against nature. He says apocalyptic fires and floods, cyclones and hurricanes are the new normal, which is terrifying. And lastly, a San Francisco startup has won approval in Singapore for meat grown in a lab without killing an animal. Folks, they’re making chicken nuggets minus the chicken. THESE ARE THE STORIES YOU NEED TO KNOW: The cops are reading some crazy stuff, let me tell you. A prominent law enforcement training group is promoting a research document riddled with falsehoods and conspiracies, the Associated Press reports. The document urges local police to treat Black Lives Matter activists as terrorists plotting a violent revolution. It falsely alleges BLM and antifa aim to overthrow the United States government using extreme violence. The International Law Enforcement Educators and Trainers Association in October sent a link to the one hundred and seventy six-page paper, Understanding Antifa and Urban Guerrilla Warfare, in an email news update to its thousands of members. Among its many whoppers, the AP reports, is that the two movements have trained snipers stationed in certain cities. It says antifa and BLM are fronts for Russia and China, and planned attacks around the presidential election. The paper claims that those who protested earlier this year in Portland and Seattle were useful idiots designed to give cover to the hard-core, terrorist trained troops that would follow. It argues the FBI is largely clueless about the threat and, along with the news media, has wrongly focused on violence carried out by white supremacists. The group’s executive director, Harvey Hedden, told the AP that fact-checking the paper or restricting its distribution would amount to censorship. Oh please. An official with Color of Change, a nationwide racial justice organization, called on police departments yesterday to cut training ties with the association, saying it encourages a warrior-style mindset that creates more conflict in communities. Can we at least defund whatever part of the police budget is paying for this nonsense? After all, it seems like they’re the ones promoting radical ideas. UN Warning On Climate This year will be one of the three hottest on record, the Washington Post reports. Marine heat waves swelled over eighty percent of the world’s oceans, and triple-digit heat invaded Siberia, one of the planet’s coldest places. These and other troubling signs of global warming are laid out in a United Nations State of the Climate report published yesterday. UN Secretary General António Guterres summarized the findings in unusually stark terms. In a speech at Columbia University, he said QUOTE humanity is waging war on nature. This is suicidal. Nature always strikes back, and it is already doing so with growing force and fury ENDQUOTE. To emphasize that time is running out, he cited reductions in biodiversity, the bleaching of coral reefs, and the fact that the past decade was the hottest in human history. Guterres said nations need to slash greenhouse gas emissions by at least six percent per year through 2030 to have a chance at holding warming to slightly above preindustrial levels, the Post reports. But instead, he said, we’re headed in the opposite direction, with increasing global emissions each year. He had a number of other demands for the governments of the world, according to other reports. They included putting a price on carbon, ending fossil fuel subsidies, and helping those around the world who are already facing the dire impacts of climate change. Guterres said he firmly believes that 2021 can be QUOTE the year of a quantum leap towards carbon neutrality ENDQUOTE. It had better be – or else. Lab-grown Meat Approved An American startup has become the first company to win government approval to sell meat grown in a laboratory to the public. The company, Eat Just, is based in San Francisco, the New York Times reports. It describes its product as real, high-quality meat created directly from animal cells for safe human consumption. Singapore’s Food Agency said yesterday that it had approved the product for sale as an ingredient in chicken nuggets. Eat Just’s chief executive, Josh Tetrick, called it a historic moment. He told the Times QUOTE We’ve been eating meat for thousands of years, and every time we’ve eaten meat we’ve had to kill an animal — until now ENDQUOTE. Singapore’s Food Agency said it had approved the nuggets after Eat Just submitted a safety assessment to an agency working group with experts on food science, toxicology, nutrition, epidemiology and other fields. Tetrick told the Times that an unnamed Singapore restaurant would begin selling the product soon. He said he hoped that Singapore’s decision to approve his company’s chicken nuggets would spur regulators elsewhere to move faster to regulate lab-grown meat. In the US, the Food and Drug Administration’s approval is not required for most new ingredients, including imitation meat from vegan brands, according to the Times. Whether or not lab-grown meat sounds appetizing to you, it’s good news for animal rights activists and everyone worried about climate change. AND NOW FOR SOME QUICKER QUICKIES: The Centers for Disease Control and Prevention yesterday issued a revised guidance shortening the recommended fourteen-day coronavirus quarantine to ten or even seven days. The decision is an effort to boost compliance. People were blowing off the two-week quarantine after traveling but the CDC hopes they might submit to a single week in isolation. The Transportation Department issued a new rule yesterday covering animals on airlines. Now only dogs can fly as service animals. The new rule will force passengers with emotional-support animals to check them into the cargo hold – and pay a pet fee – or leave them at home, the AP reports. The government estimates airlines will gain up to $59.6 million a year in pet fees. Is that what this is really about? The federal government’s only underground nuclear waste dump could run out of room by 2025, the AP reports. The Government Accountability Office in a recent report said better planning is needed at the Waste Isolation Pilot Plant in New Mexico to avoid potential disruptions. You’re telling me in four years Donald Trump didn’t solve this problem? Shocking. San Francisco residents who live in apartment buildings with three or more units will no longer be allowed to smoke tobacco inside their homes, the San Francisco Chronicle reports. However, they can still smoke cannabis. Fair enough. It would be pretty messed up would it be if all these places legalized weed but only for homeowners. That’s all for the AM Quickie. Kelly Kennedy, PhD is one of the nation's leading experts in fitness training for police. While working for the largest Police Department in the Southeast United States, she has physically trained and tested over 3,700 police recruits and officers since 1999. During this time she has lectured on physical fitness to classes for Police, Corrections and specialized units such as the Special Response Team, Rapid Deployment Force (RDF), and Defensive Tactics Instructor. She lead the design of a large tactical obstacle course, and was a part of a committee to create a pretest physical fitness screening for the members of the RDF. Additionally, she created a physical screening standard for readiness for the Aviation Unit, Marine Patrol Unit and served as the project manager of a team of physiologists in the development of the minimum standards for fitness for the job of Police officer, K-9 unit and Special Response Team. In 2003 she started an education and consulting company called Fit-to-Enforce that takes her all over the country teaching and consulting law enforcement. She has worked as a Subject Matter Expert in physical fitness for the Florida Department of Law Enforcement and has served on the editorial review board for the Tactical Strength and Conditioning Report. In addition, she has presented at Conferences for the International Law Enforcement Educators and Trainers Association (ILEETA), International Society of Sports Nutrition (ISSN), Tactical Strength and Conditioning Conference (TSAC) and Florida SWAT Association. Kelly has also hosted workshops for the AVON 3-Day Walk, Team Footworks, was an examiner for ASCM's Health/Fitness Instructor exam, interviewed on the Performance Nutrition Radio Show, and was a featured professional in the SoBeReal section of SoBeFit Magazine. After graduating with a Masters Degree in Exercise Physiology, she worked as an adjunct instructor at Florida International University for five years. Kelly is certified with the National Strength and Conditioning Association as a Certified Strength and Conditioning Specialist (CSCS), with the American College of Sports Medicine (ACSM) as a Certified Exercise Physiologist, and Certified from the International Society of Sports Nutrition (CISSN). She is a past certified Level 1 Sport Performance Coach from USAW, for 10 years was a Level 1 CrossFit Instructor, currently Certified as a Defensive Tactics Instructor, member of the International Law Enforcement Educators and Trainers Association, and earned a PhD in Global Leadership from Lynn University. Mark DiBona was born and raised in Boston Massachusetts. In 1985, Mark began his Law Enforcement career with the Braintree Police Department and later transferred to the Amtrak Police Department. During 1993, Mark moved to Florida and continued his Law Enforcement with the Seminole County Sheriff’s Office, where he retired as a Patrol Sergeant in March of 2019. During his career, Mark held several positions and assignments to include Peer Support Team and Critical Incident Stress Management Team. Mark is a Police Academy Instructor at the Seminole State College Police Academy. Mark is dedicated to advocating for the elimination of the stigma concerning mental health issues of Law Enforcement Officers and also prevention of Law Enforcement Officer suicides. Mark is a Board Member with Blue H.E.L.P., Member of International Law Enforcement Educators, Trainers Association, (ILEETA) Technical Advisor for In the Line of Duty Videos and Bravo748 Speakers Bureau. In his free time, Mark enjoys spending time with his wife Gailyn of 29 years and their two dogs Romeo and Bella. Mark is a huge fan of the Boston Red Sox and Rock and Roll music. In this episode, Alicia Lutman ’99, OTD, shares her journey from TMI into occupational therapy. She talks about her passion for research and developing programs for first responders and school resource officers in interacting with children and adults with autism or mental health conditions. She shares some tips for both caregivers and first responders for emergency situations such as: Reminding people that individuals with autism are on a spectrum; some are able to communicate with you and some are not. We need to be careful about our word choices and understand that the more upset they become, the harder it is to keep the situation under control. Anxiousness and depression, especially in boys and men, can often manifest as anger and aggression. Caregivers can be proactive in providing an information sheet to 911 dispatchers. Dr. Lutman talks about involving Shenandoah University students with the research and continuing to develop and expand on the program for first responders.
