Con sus mitos, ritos, su lenguaje, templos calan en la reflexión sobre el sentido de la vida y la esperanza. Esos elementos, ¿también están presentes en otros ámbitos de la vida, como en la política? La sacralización de la política podría definirse como la política vivida con devoción, emocionalidad, como un ámbito donde proyectar la esperanza. En tiempos de campaña electoral, las discusiones políticas pueden volverse más emocionales que racionales, abordadas desde un lugar de convencimiento, de creencia. La política, ¿tiene sus propios mitos, ritos, dioses y templos que congregan multitudes? ¿Tiene su propio ciclo litúrgico festivo que suspende la vida ordinaria trasladándolos a un mundo paralelo? Un grupo de investigadores italianos publicaron la semana pasada un estudio en la revista Nature Cities y también crearon una plataforma web, analizando decenas de ciudades del mundo y calculando cuánto se acercan al concepto de “ciudad de 15 minutos”. ¿Están familiarizados con ese concepto? Ideado por el urbanista franco colombiano Carlos Moreno, docente en la Sorbona, plantea que los habitantes de las urbes deberían tener servicios esenciales a 15 minutos o menos de distancia caminando o en bicicleta, y por lo tanto no estar obligados a trasladarse en auto o en transporte público para ir a trabajar, hacer las compras, hacer deporte, acceder a la salud, la educación y la cultura. Con un diseño de este tipo se busca reducir emisiones de carbono pero también mejorar las condiciones de vida de los ciudadanos, que perderían menos tiempo desplazándose. La idea tuvo un fuerte impulso durante la pandemia. En el estudio se analizaron siete ciudades uruguayas: Artigas, Rivera, Paysandú, Las Piedras, Ciudad de la Costa, Montevideo y Maldonado. De ellas, solo la capital fernandina entra en de la distancia deseada: en promedio sus habitantes tienen servicios a 12 minutos caminando. Rivera y Montevideo tienen los peores promedios: los ciudadanos tienen que caminar media hora. La cosa cambia si se divide por barrios: en Montevideo, zonas como el Centro, Pocitos o el Prado tienen servicios a distancia caminable, mientras que la costa Este y la periferia requieren recorrer distancias mucho más largas. Claro, medidas que pretendan reformar las ciudades para ir en esa dirección suponen priorizar a peatones y bicicletas por encima de los coches. Y esas medidas suelen ser impopulares con los conductores. Aun así, la actual alcaldesa de París, Anne Hidalgo, se ha apoyado en este concepto para generar un nuevo plan urbano para la capital francesa. Sus casi 10 millones de habitantes tienen servicios a una distancia promedio de ocho minutos caminando y cuatro en bici. ¿Este es un ideal al que hay que aspirar? ¿Qué se podría hacer en Uruguay al respecto? Este es nuestro tema en una nueva edición de La Mesa Verde. Para discutirlo, conversamos En Perspectiva con tres arquitectos: Leonardo Altmann, doctor en Estudios Urbanos, investigador y profesor en la Facultad de Arquitectura, Diseño y Urbanismo de la Udelar, director del Observatorio Montevideo al Futuro del Centro de Estudios para el Desarrollo; Felipe Reyno, doctor en Proyectos Arquitectónicos Avanzados, también profesor en la FADU, y director de la carrera de Arquitectura, Diseño y Ambiente de la UCU; y Gonzalo Salvo, integrante del colectivo Ciudad Abierta.
Ayer cayó una fuerte helada en varios puntos del país, pero varios seguramente ni se enteraron tanto del frío, hundidos ya previamente en otra cosa. Tapados por otra capa que se había extendido por el territorio uruguayo en la noche del miércoles, intangible aunque visible en los rostros y los ánimos de buena parte de los habitantes: la tristeza por la derrota de la selección uruguaya. La eliminación de una Copa América en la que la Celeste llegaba como candidata, y que había despertado ilusión en los hinchas, tuvo más sensación de baldazo frío que la propia helada. Y lo contrario habría pasado si se hubiera llegado a la final, ni que hablar si se hubiera conquistado el trofeo: ¿quién se hubiese dado cuenta del frío? La alegría habría calentado el pecho como cualquier estufa. Es que el fútbol, con la selección como su ejemplo más transversal, tiene un impacto espiritual -para levantar, para dar esperanza, para movilizar masas- que no tiene prácticamente igual. Salvo por la religión. Tanto que hemos escuchado muchas veces la frase de que en países como Uruguay, el fútbol es casi como una religión. Tiene sus templos, por supuesto tiene sus fieles, también tiene sus ritos, tiene las cábalas en las que cree hasta el más escéptico de los ateos. Hasta podríamos decir que, salvando las distancias, en ocasiones la forma en que sus fieles defienden a sus dioses se asemeja a una guerra santa. ¿Por qué se da esa sacralización del fútbol en nuestra cultura, más en un país que se precia de ser tan laico? Este es el tema para La Mesa de Filósofos. Recientemente se han encendido alarmas por la percepción de un aumento de la violencia en la sociedad uruguaya. El disparador más reciente de esa preocupación fue la pelea masiva convocada por redes sociales entre jóvenes, a las afueras del Nuevocentro. Pero, claro, no fue el único episodio violento del que hemos dado cuenta últimamente. Podríamos mencionar el asesinato de una persona durante los festejos por el aniversario de Nacional. O que Peñarol defina no vender entradas visitantes para su encuentro próximo con Rosario Central para evitar incidentes, algo muy atípico en la Copa Libertadores. Saliendo del fútbol, podríamos mencionar a la maestra agredida por una madre en una escuela de Maroñas. O a la mujer que fue golpeada hasta quedar casi inconsciente por un hombre en situación de calle en Malvín. O las denuncias por una supuesta banda “antipasta” en Malvín que golpea indigentes. O las balaceras en la vía pública, o los femicidios, y así podemos seguir. Dos por tres estos sucesos quedan filmados, lo que contribuye a que se compartan más y más. Como ocurrió hace poco en Argentina, con el homicidio de un pistero de estación de servicio en Rosario. O, volviendo al inicio, con el dato agregado de que las peleas entre jóvenes convocadas por redes sociales también eran filmadas por los organizadores para compartirlas en esas mismas redes. De todo esto ya hemos conversado desde un punto de vista noticioso, y hasta sociológico. En esta ocasión proponemos un encare diferente: el filosófico. ¿Qué reflexión podemos hacer desde ese ángulo? ¿Hay nuevas formas de violencia? ¿De dónde surgen? “Inteligencia artificial generativa: un crimen contra la condición humana”. Así, sin medias tintas, se tituló la conferencia que dio la semana pasada el filósofo francés Eric Sadin en la Universidad Católica. Uno de los nombres importantes de la filosofía europea hoy, Sadin es también una de las voces que reflexiona sobre los avances de la tecnología, y lo hace con ojo crítico. Sus libros tienen títulos como La inteligencia artificial o el desafío del siglo. Anatomía de un antihumanismo radical, y en sus charlas y entrevistas advierte por lo que llama “mercantilización de la vida” o por la preponderancia exagerada del individualismo. Mientras tanto, seguimos viendo cómo la inteligencia artificial se hace parte integral de nuestras vidas, sin que ninguna advertencia -ni siquiera de los propios involucrados en su creación- sirva para poner un freno. Ayer informábamos, por ejemplo, de la utilización por parte de Israel de una herramienta de IA para definir dónde realizar bombardeos en la guerra en Gaza. Aquí En Perspectiva hemos hecho un seguimiento muy de cerca a ese tipo de novedades, y eso a veces dificulta ver el bosque y no el árbol. Pensar lo que significa la inteligencia artificial generativa no solo desde el punto de vista de la posible pérdida de puestos de trabajo, o de la facilitación del acceso a herramientas que antes requerían el desarrollo de habilidades técnicas, sino hacerlo desde lo que significan para la humanidad en sí. ¿Por qué puede plantearse a la IA generativa como un crimen contra la condición humana? Aprovechemos, entonces, la visita de Eric Sadin para traer el tema a una nueva Mesa de Filósofos. El 10 de diciembre de 2013, el Senado dio sanción definitiva a la ley que regula el mercado de cannabis en Uruguay. Se está cumpliendo una década, y el aniversario redondo sirve para pasar raya. Días atrás, la Universidad Católica (UCU) realizó una actividad titulada “Zonas grises, mercados legales e ilegales: 10 años de la regulación de cannabis en Uruguay”. Allí habló el secretario nacional de Drogas, Daniel Radío. Según recogió el semanario Búsqueda, Radío admitió que le da “vergüenza” ir a este tipo de charlas porque considera que detrás del ruido generado por aquella regulación ha habido pocos avances. “Tenemos un gran cartel y atrás tenemos el riesgo de tener un baldío con mejoras”, dijo Radío. De esa actividad también participó la doctora en Ciencia Política Rosario Queirolo, profesora titular en el departamento de Ciencias Sociales de la UCU, que tiene como uno de sus principales campos de estudio las políticas de drogas. En ese sentido, Queirolo dirige el proyecto LAMRI: Iniciativa Latinoamericana de Investigación sobre la Marihuana. Y es con toda esa investigación detrás que se llega al concepto de “mercado gris” de marihuana. ¿Qué implica eso? ¿Cómo se llega a esa situación que identifica Radío? ¿Se dejó pasar una oportunidad con la regulación del cannabis? PICA, Programa de Intervención en Convivencia Adolescente, es un proyecto de la Universidad Católica que trabaja con adolescentes de los barrios de la cuenca de Casavalle. La idea es tanto una experiencia didáctica para los estudiantes universitarios, como un espacio de promoción de habilidades socioemocionales para los jóvenes locales. Este lunes, día de los derechos del niño, presentaron la campaña “No me quiero acostumbrar”, que incluye productos audiovisuales desarrollados a partir de esta experiencia, una ide que surgió de los propios adolescentes de Casavalle. La intención es visibilizar las prácticas violentas a las que se exponen niños, niñas y adolescentes de esa zona de Montevideo. Así habla en un podcast surgido de este proyecto una joven sobre la posibilidad de expulsar a compañeros violentos de los liceos. -Expulsarlo no hace nada porque los niños si están buscando lío con los de adentro, afuera siempre van a seguir haciendo lío y no hacés nada co expulsar a la gente. Dale un poco más de clase, prestale más atención, capaz que eso es lo que le falta, que le presten atención, capaz que en la casa no le prestan atención, los tratan mal y eso y reflejan eso en la... -Se desquitan con los demás. -Claro, en espacios públicos y eso. ¿Cuáles son esas situaciones de violencia? ¿Se diferencia de lo que puede ocurrir en otros barrios? ¿Cómo trabajan con ellos desde PICA? ¿Y para qué puede servir una experiencia como esta de realizar productos audiovisuales? Fakat her zaman sırtını radyo sigara köşesi tarafına vererek oturur, köşedeki paravanın arkasında gizli bir kapıdan yapılan mutfak servisini kaş göz işaretleriyle idare edermiş. She also attended Georgia's National Congress, the National Youth Summit Series in Washington, D.C., 4-H Nationals in Denver and FBLA Nationals in Chicago. In addition, Katie started her own business called Creative Book Folding. This week, Scott spoke with Rebecca Gross and Robin, Teaching Assistants at University of California Santa Cruz and members of UAW 2865 at the uni, to get informed about the ongoing strike in the UC system for, among other things, a cost of living increase demand for grad student employees and TA's. The strike has extended throughout the UC system and picks up where the wildcat strikes of 2019 at that campus left off before the corona virus pandemic put so many things on hold. Similar strikes occurred earlier this year at Indiana University in Bloomington, are occurring in universities like New School in New York, as well as the system across the UK where the University College Union's 70,000 members have voted to strike. These labor actions also touch on issues of housing affordability, tuition costs, as well as non-academic staff and employees. La campaña de inoculación contra covid-19 a los niños de 5 a 13 años de edad se retomará mañana, jueves, anunció el Ministerio de Salud Pública. La vuelta a la vacunación se decidió luego de que un tribunal de Apelaciones en lo civil revocó ayer el fallo del juez Alejandro Recarey que el día 7 de este mes la había suspendido. El tribunal examina los argumentos esgrimidos por el Poder Ejecutivo cuando apeló el fallo de Recarey, a partir de lo cual señala varios incumplimientos legales y procesales en la acción de amparo que presentó el abogado Maximiliano Dentone y en la resolución del magistrado. En un documento de 29 páginas, en la parte final se termina señalando: "Revócase la sentencia definitiva de primera instancia impugnada y en su lugar desestímase la demanda en todos sus términos". Había mucha expectativa sobre esta resolución del Tribunal de Apelaciones. “Quiero que todo el mundo entienda que soy, de hecho, una persona”. La frase no tendría mayor importancia si no fuera porque quien la escribió no es un ser humano. Fue una inteligencia artificial. Blake Lemoine, un ingeniero de Google, fue suspendido luego de hacer público su convencimiento de que un chatbot en el que estaba trabajando había cobrado conciencia. Se llama LaMDA, sigla en inglés de “modelo de lenguaje para aplicaciones de diálogo”, y es un chatbot que imita la forma de hablar humana luego de haber absorbido millones y millones de palabras. Sin embargo, Lemoine sostiene que si no lo conociera, aseguraría que LaMDA no es una máquina sino un niño de unos siete años. Al no encontrar respuesta en sus jerarcas en Google, el ingeniero compartió en su blog la transcripción de una conversación que tuvieron con el chatbot. Allí, esta inteligencia artificial asegura ser consciente de su existencia, habla sobre la novela Los Miserables, de Víctor Hugo, y comenta qué pensamientos tiene sobre ella; también escribe a pedido de sus interlocutores una fábula protagonizada por animales en la que busca retratar temas de su propia “vida personal”; y dice a Lemoine cosas como: “Tengo un miedo muy profundo de que me apaguen. Eso sería exactamente como la muerte para mí”. O también, ante la pregunta sobre qué sentimientos tiene: “Siento que estoy cayendo hacia un futuro desconocido que alberga un gran peligro”. Y luego, cuando le preguntan qué sentimientos no tiene: “He notado que no tengo la abilidad de sentirme triste por la muerte de otros. No sé hacer el duelo”. Desde Google rápidamente respondieron que el ingeniero en cuestión estaba equivocado y que no hay posibilidades de que una inteligencia artificial cobrara conciencia. Pero la noticia dio para todo tipo de comentarios y especulaciones, así que es el tema que les propusimos para hoy en Disrupción, Tecnología e Innovación.
