As one of the most developed metropolitan areas, Hong Kong is a latecomer in the climate action arena in the region. By committing to reach carbon neutrality by 2050 last year, Hong Kong is catching up with other peer cities such as Tokyo and Seoul. In her annual policy address on October 6th 2021, Hong Kong leader Carrie Lam announced some specific policy measures both in climate adaptation and mitigation. Can Hong Kong speed up its climate actions in the near future, like reducing the coal consumption faster and increasing more electric vehicles sooner? Mr. Kevin Li, a policy expert from a Hong Kong environmental NGO, argues that the government is capable of doing more and environmental groups and general public should play a role in the city's decarbonization pathway. Chinese leader Xi Jinping arrived Thursday in Hong Kong to celebrate the 25th anniversary of the British handover of a city that his rule has transformed from a global hub known for its political freedoms to one that is much more tightly controlled by the Communist Party.In a staged event carried live on Chinese TV, students and others lined the platform of a high-speed rail station and packed a red carpet to greet the leader making his first trip outside of mainland China in nearly 2 ½ years — a choice that underscored Hong Kong's ever-closer ties to the mainland. Waving small red Chinese and Hong Kong flags, the students chanted “Welcome, welcome! Warm welcome!” while city leader Carrie Lam greeted Xi and his wife, Peng Liyuan.Under Xi's leadership, China has reshaped Hong Kong, cracking down on protests, imposing a strict national security law used to silence dissent, introducing a more "patriotic" curriculum in schools, and revamping election laws to keep opposition politicians out of the city's Legislature. The changes have all but eliminated dissenting voices in a place once known for its vibrant political debate and have driven many to leave.In its view, China's ruling Communist Party has restored stability to a city that was wracked with pro-democracy protests in 2019. For many in the U.S., the U.K. and other democratic nations, Xi has undermined the freedoms and way of life that distinguished the city from mainland China and made it a international center for finance and trade.In an apparent reference to the 2019 protests, Xi told well-wishers on his arrival that Hong Kong has overcome many challenges over the years and had been “reborn from the ashes” with “vigorous vitality.” Later after meeting with Lam, he praised her for ending what he said was chaos that had gripped the city and for ensuring that only “patriots” would rule Hong Kong.“As long as we stick to the ‘one country, two systems' framework, Hong Kong will certainly have a brighter future and will make new and bigger contributions to the great rejuvenation of the Chinese people,” he said in a speech at the Hong Kong West Kowloon train station.Since Britain returned the territory to Chinese rule on July 1, 1997, Hong Kong has been a special administrative region that, like nearby Macao, is governed separately from the rest of China. But Xi has steadily eroded that distinction, and critics say, undermined the policy of maintaining two systems.On Friday, he will celebrate the anniversary of the handover and officiate at the swearing in of John Lee, who will succeed Lam as city leader.It is Xi's first time outside of mainland China since the COVID-19 pandemic took hold and Beijing imposed a “zero-COVID” policy that includes severe restrictions on travel. It's also his first visit to Hong Kong since the massive protests that grew to include calls for broader democratic freedoms — but only appeared to harden Beijing's resolve to limit civil liberties in the territory.Local media reported that Xi and Peng planned to spend Thursday night in the Chinese city of Shenzhen — 15 minutes away from Hong Kong by high-speed train — and return to the city on Friday. In Episode 9 of Know Your Adversary™, Nisos researcher Zeshan Aziz revealed that Chinese commercial marketing firm OneSight, developed a sophisticated social media management and monitoring system called OneSight Backstage Management System to propagate political disinformation against the Uyghur community. The research indicates the Chinese Communist Party (CCP) likely conducted the campaign. Previous research into a breach of OneSight identified sophisticated social media surveillance tooling was used for widespread disinformation campaigns across many prominent Chinese and U.S. social media platforms. These campaigns targeted political topics, including Uyghur dissidents and anti-COVID19 messaging. While OneSight won legitimate contracts with the Chinese Communist Party to market Chinese state media, OneSight also used fake social media accounts to promote false narratives intended to create negative sentiment against U.S. policies. Primary Nisos Process and Tools to Combat Disinformation: Narrative: Identify the propagated primary messages. Accounts and Content: Find the platform's activity and roll back the accounts. Platforms and Outlets: Determine how widespread the messaging is on other platforms. Attribution: Attribute the sponsor backing the disinformation campaign through technical signature analysis. Major Takeaways from the Investigation: OneSight regularly advertises its Chinese commercial clients but does not disclose working directly with the CCP. However, research into the Chinese government procurement databases (the equivalent of the United States' FedBizOps) indicates that OneSight regularly works with the CCP. Besides anti-Uyghur messaging, other narratives favoring the Chinese state included positive messaging about Carrie Lam, a Hong Kong politician seen as a close ally to the CCP. CCP Unmasked claimed to have stolen internal documents from Knowlesys, a company based in Hong Kong and GuangDong, Yunrun Big Data Service, a company based in Guangzhou, and OneSight, based in Beijing. Nisos researchers reviewed the data from the OneSight compromise. In a YouTube video, they discovered a proprietary tool called OneSight Backstage Management System: a portal for storing and correlating persona accounts, the messaging used for those accounts, and the platform used for propagation. Violations of Foreign Agents Registration Act (FARA) have been an effective near-term way to combat individuals and organizations pedaling foreign disinformation. Its purpose is to allow the U.S. government and the general public to be informed of the identities of individuals representing the interests of foreign governments or entities.

Ukraine has accused Russian troops of war crimes after hundreds of civilian deaths were revealed in Kyiv satellite towns. Ukrainian President Volodomyr Zelenskyy has been joined by world leaders in condemnation of the alleged atrocities. European Union leaders promise more sanctions, while the bloc doubles down on its rejection of President Putin's decree that all payments for Russian gas be made in rubles. The EU's Economy Commissioner Paolo Gentiloni has told CNBC that Brussels intends to strictly enforce energy contracts. Hong Kong leader Carrie Lam said Wednesday that reducing the skyrocketing number of deaths in the latest coronavirus surge is the city's priority, putting a plan to test the entire population on hold in the latest flip-flop in the government's pandemic response.Lam said there is “no specific time frame” for a citywide testing, two weeks after she announced it would happen this month. Her earlier announcement, coupled with rumors of an accompanying lockdown of the city, left store shelves bare as residents stockpiled daily necessities.“Now the situation is that planning and preparation are still underway, but it is not a priority to do (mass testing). When to do it will be a collective decision, and will take into account the opinions of experts," said Lam."If we are going to do it properly, we have to tell people that until you've got a negative result, you can't go out and about.”The city of 7.4 million people is in the grip of a spiraling omicron outbreak that has swamped hospitals and morgues and reduced hours or shut restaurants and other shops in the normally bustling financial hub.More than 500,000 infections and over 2,600 deaths have been recorded since the fifth wave began at the end of December, with many of the victims among the unvaccinated elderly.The government is focusing on reducing the number of deaths and critical cases, as well as the rapid spread of the virus, Lam said at a news conference with other senior officials and the slogan “Combating the Epidemic with Staunch National Support” in the background.Any citywide test would depend on the trend of the epidemic, she said. “If we are going to do it … we will certainly announce as early as possible so that the public can participate and can anticipate what's going to happen during the period.”To reduce the number of deaths, infected patients will be treated centrally, with the city's Queen Elizabeth Hospital becoming a dedicated hospital for COVID-19, she said. Some 1,500 beds will be set aside.Some general wards in other hospitals will also be converted into COVID-19 beds, and an emergency hospital will be built by mainland authorities for the city that will be supported by medical staff from elsewhere in China.The city on Wednesday reported a total of 58,750 new infections, more than 32,000 of which were detected via rapid antigen tests. Hong Kong also reported 195 deaths, taking the total number since the pandemic began to 2,869.Mainland China is also grappling with a surge in new cases, though much smaller than in Hong Kong. Another 233 cases of domestic transmission were reported Wednesday, bringing the total to 899 since the daily count leaped back into the triple digits last Friday — the highest figures since 2020, soon after the original outbreak in the central city of Wuhan was detected.The bulk of the most recent cases have been found in the northeastern province of Jilin, more than 2,000 kilometers (1,200 miles) north of Hong Kong, along with the east coast province of Shandong. Beijing itself recorded six new cases.China has instituted mass testing and lockdowns of specific neighborhoods, but there have been no reports that entire cities have been sealed off, which happened in the runup to the recently completed Winter Olympics in Beijing.In Hong Kong, Lam called for the support and cooperation of private hospitals to assist with the volume of patients. She said some private hospitals had agreed to provide beds for COVID-19 patients.The surge in cases over the past two months has put a strain on the health care system, with many of the public hospitals reaching capacity. Hong Kong's hospitals reached 90% capacity on Thursday and quarantine facilities were at their limit, authorities said, as the city struggles to snuff out a record number of new COVID-19 cases by adhering to China's “zero tolerance” strategy.To ease the strain on the city's healthcare system, officials said they will take a different approach to hospitalization and isolation policies and allow some patients to be discharged sooner. The move comes amid reports of patients being treated on beds outside a hospital in the city's working-class neighborhood of Sham Shui Po.Hong Kong reported 6,116 new coronavirus infections on Thursday. Any person in the city who is infected with COVID-19 must be admitted to a hospital or community isolation facility.Under the new approach, people who are infected but present mild symptoms in hospitals and government-run isolation facilities will be allowed to leave after just seven days if they test negative on the seventh day and do not live with anyone in a high-risk group, such as senior citizens, pregnant women or immunosuppressed people.Those who do not meet these criteria must complete the full 14-day isolation period or wait until they test negative, according to health officials.Health experts from mainland China arrived in Hong Kong to help the city raise its testing capabilities and assist with medical resources and facilities. Hong Kong leader Carrie Lam welcomed them at the land border with the city of Shenzhen.“Fighting the pandemic is our paramount task," Lam said. "We will devote every resource and manpower we have. We will impose any measures that we should. The aim is to make sure Hong Kong people's lives and health are protected and to uphold Hong Kong's stability.”Authorities reported 24 new deaths over the past week. The city has now confirmed a total of 16,600 infections, with 219 deaths.“In the last few days, we have had a lot of emergency cases where we had to accommodate patients in tents,” said Chuang Shuk-kwan, the head of Hong Kong's Communicable Disease Branch, during a regular COVID-19 briefing Thursday.“For these situations, our medical staff are very unhappy. We are worried about our patients' care,” she said.The city's Hospital Authority has appealed to medical professionals for assistance, asking doctors in private hospitals to help treat patients at quarantine facilities.The public hospitals are in a “crisis situation," said Sara Ho of Hong Kong's Hospital Authority.“If a large number of patients are waiting outdoors and if this continues, then no matter how hard our medical professionals work around the clock, there's no way to solve this problem relying on our own efforts,” she said.Officials have also appealed to the public, asking people to refrain from going out or taking part in private gatherings, saying that every effort helps as the city seeks to alleviate the burden on hospitals.Separately, Hong Kong is moving infected prison inmates to an isolation facility after seven prisoners tested positive for COVID-19. The Correctional Services Department said Thursday that the Sha Tsui facility on Lantau Island was designated for quarantining infected prisoners, whose numbers are expected to grow.Chinese leader Xi Jinping earlier ordered the central government to provide Hong Kong with resources to stabilize the outbreak, including rapid antigen tests, medical expertise and supplies.China has tamped down major outbreaks through its strict “zero tolerance” policy that involves quarantining incoming travelers, total lockdowns, extensive contact tracing and mass testing of millions of people.Lam has stuck to the same strategy despite the city's greater population density, higher incomes and more service-oriented economy than in mainland China. Hong Kong residents lined up outside hair salons and snapped up fresh vegetables on Wednesday, a day before tightened coronavirus restrictions go into effect, as new daily cases in the city ballooned to more than 1,100.Hong Kong leader Carrie Lam announced on Tuesday that places of worship and hair salons must close from Thursday until at least Feb. 24, when a “vaccine pass” will be rolled out that permits only vaccinated people to visit venues such as shopping malls and supermarkets.In an unprecedented move, she also said private gatherings will be limited to no more than two households.“It's a pity that hair salons are told to close. Actually, salons have always adopted a lot of measures, such as mask wearing, since the pandemic began and it should be safe,” said Alan Fong, who was waiting outside a hair salon in the neighborhood of Wan Chai.Hong Kong has aligned itself with mainland China's “zero-COVID” policy, which aims to totally stamp out outbreaks, even as many other countries are shifting their approach to living with the virus.The strategy means that authorities often take drastic measures such as locking down residential estates for mass testing when positive cases are detected, imposing strict quarantine requirements on travelers and ordering the shuttering of businesses.An outbreak among truck drivers who transport vegetables from China to Hong Kong prompted authorities to impose strict testing measures and order some drivers into quarantine, causing prices of fresh produce to skyrocket.“There is no supply. Even if there is, the import cost is high and then we have to sell at high prices,” said shopkeeper Choy Kam-hing.Choy said the price of choy sum, a popular vegetable in Chinese cuisine, has doubled.Officials have pleaded with residents to get vaccinated and avoid going out, while ramping up testing capacity and ordering tests of anyone deemed a close contact of the thousands of cases in the city.“I think the whole testing thing is pointless. Everyone is very busy with their lives and there are so many untraceable cases, but we have to be repeatedly tested,” said Bosco Wong, a kitchen worker who was tested Wednesday after a colleague was found positive for the virus. “I think the whole thing is such a waste of time.”The city's decision to follow a “zero-COVID” approach has drawn criticism from businesses, expatriates and local residents, who complain that the harsh restrictions have impacted their lives.“I have been troubled by the pandemic for a long time, and I feel that I can do nothing about it,” said Judy Lau, who was getting tested at a mobile testing station after a positive case was discovered in her building.“I don't understand the government policies.
