In this episode of the ChinaPower Podcast, Dr. Scott Kennedy joins us to discuss the recent escalation in tariffs between the U.S. and China. Dr. Kennedy starts with laying out the current situation, as it was on April 14th when the podcast was recorded, with the Trump administration placing 145% tariffs on China and China retaliating with roughly 125 % tariffs on the United States. Dr. Kennedy notes that this level of escalation is not what many experts expected and explains that many in China believe that the U.S. is using the tariffs to drive the U.S. and China into economic war and to confront and isolate China on all dimensions. Further, he explains that during the first Trump administration, tariffs were used mainly as a negotiation tool, yet in Trump's second term, it seems tariffs are being used in an attempt to remake the global economic architecture. Dr. Kennedy believes that the tariffs are working to boost China's international image and the current turbulence in U.S. domestic politics has worked to change domestic opinion in China on the United States. At the same time, China is trying to cast itself as a more predictable international actor. Dr. Kennedy believes that at some point, there will be a deal between the U.S. and China that will lower or remove the reciprocal tariffs. However, this deal will likely be superficial and will not address the key problems in this bilateral relationship. Dr. Scott Kennedy is senior adviser and trustee chair in Chinese Business and Economics at the Center for Strategic and International Studies (CSIS). A leading authority on Chinese economic policy and U.S.-China commercial relations, Dr. Kennedy has been traveling to China for 37 years. His ongoing areas of focus include China's innovation drive, Chinese industrial policy, U.S.-China relations, and global economic governance. His articles have appeared in a wide array of policy, popular, and academic venues, including the New York Times, the Wall Street Journal, Foreign Affairs, Foreign Policy, and China Quarterly. Dr. Kennedy hosts the China Field Notes podcast, which features voices from on the ground in China. From 2000 to 2014, Dr. Kennedy was a professor at Indiana University (IU), where he established the Research Center for Chinese Politics and Business and was the founding academic director of IU's China Office. Dr. Kennedy received a PhD in political science from George Washington University, an MA from Johns Hopkins School of Advanced International Studies, and a BA from the University of Virginia.

When we talk about the making of modern China, no name looms larger than Deng Xiaoping. But despite the heavy media bias and weighty political legacy China's architect carries, he did not build modern China alone. In fact, he cannot claim sole responsibility for coming up with the most iconic ideas that shaped China's future, like Special economic zones and new systems of economics. Some of the credit belongs to a much less well known figure: Zhao Ziyang. Removed from power after clashing with the elders of the CCP over the Tiananmen Square Incident, Zhao was crucial to forming some of the ideas that would shape China in the 1980s. A reformer and open minded man, Zhao tried his best to avoid politics, but having been forced to take up a position he didn't want, had to come face to face with his beliefs, which ultimately led to his downfall. This is also a sort of 80s Chinese politics recap episode, as we didn't cover that period in the history episodes at all. Comprising six chapters and 34 articles, the document outlines general principles, leadership structures, responsibilities, content, and methods for the study of the Party's history. 秦始皇是中国历史上最重要的人物之一。中国的英文China这个词就是来自他创建的秦朝。我们会用两集节目给你讲述秦始皇,嬴政的一生。在这一集里,我们会关注秦始皇建立秦朝之前发生的事情。当时处于战国时代,七个国家都试图吞并其他国家。嬴政13岁纪即位,30岁开始军事进攻。仅仅花了九年时间就消灭了其他六个国家。不过,统一六国并不是一帆风顺。“荆轲刺秦王” 的故事一直流传至今,讲述了勇士荆轲牺牲自己,企图刺杀嬴政的故事。   The Emperor of Qin is one of the most important historical figures in Chinese history. The word "China" derives from the dynasty that he built, the Qin Dynasty. We will use 2 episodes to tell the story of Ying Zheng, which is his former name. In today's episode, we will turn our focus on his life before the establishment of the Qin Dynasty. During the Warring States Period, all 7 states were constantly attempting to conquer each other. Ying Zheng became king at the age of 13, launched his military operations when he was 30, eventually eliminating all 6 states within 9 years of time. However, it wasn't always easy unifying the 6 states. When citizens directly appeal to their government, are their concerns ignored or taken seriously? It's an important question for understanding norms around accountability, especially in authoritarian regimes. To find some answers, University of Chicago Professor of Public Policy Shaoda Wang helped develop a clever field experiment evaluating how Chinese regulators respond to citizen appeals about companies violating pollution standards. The experiment is fascinating on its own, but it also provides a wealth of data about the effectiveness of citizen appeals, how corporations respond when complaints are public or private, and even the incentives companies follow when it comes to adhering to pollution standards.

His mother was a farmer and his father was a blue-collar worker in a state-owned factory. Dongping started working after school on a collective farm when he was only nine. After he graduated from high school, he worked in the village factory, first as a lathe operator and then as a machinist. He served as the factory manager for four years before he went to college in 1978 when China reintroduced the college entrance examination again.  He studied English Literature as an undergraduate, and then went on to work on an MA in Translation. He taught at Zhengzhou University for three years before continuing his studies at the National University of Singapore for a diploma in Education. Dongping next traveled to the USA for his MA in History from the University of Vermont where he also taught Chinese Language and Chinese History. He continued his studies at Brandeis University, earning his Ph.D. in Politics there in 1998. While working on this degree at Brandeis, he also taught American students Chinese, Chinese students English, and courses on Chinese Politics and International Politics of the Pacific.Dongping taught at Warren Wilson College in 2000. In the last twenty-one years, he has taught International Politics, Comparative Politics, Chinese History, Environmental Politics, and the Chinese Cultural Revolution. He has led more than a dozen study abroad trips to China. He also won five outside grants to take four students each time to study in rural China. Dongping believes that in order to understand China, students need to learn about the Chinese rural areas. He is the author of "The Unknown Cultural Revolution: Life and Change in a Chinese Village."Crew:Host: C. The last 12 months featured the 100th anniversary of the Chinese Communist Party, the announcement of Xi Jinping's new common prosperity drive, and the publication of the Party's third resolution on history. In this episode of the China in the World podcast, Paul Haenle speaks with Chen Gang about recent developments in Chinese politics and foreign policy. The interview covers key takeaways from China's Two Sessions in March, Chen's expectations for the 20th Party Congress, and his analysis of the politics behind the common prosperity drive and the dual circulation strategy.
