Foster youth advocacy programs in Central and Eastern Oregon feel loss of federal funds

There are 19 local programs across Oregon that recruit, train, supervise and support volunteers who serve as Court Appointed Special Advocates for foster children and youth. The programs operate independently with their own budgets and are funded through a mix of state dollars, private donations, philanthropic grants and community fundraising.  This fiscal year, they were also expecting to get a one-time allocation of $1.7 million from the federal government, which was earmarked for community project funding in Oregon. But last month, the Continuing Resolution that Congress passed stripped this funding, which would have been disbursed through the Oregon CASA Network to each of the local programs, based on the number of foster children and youth in the counties they serve.  Jennifer Mylenek, the executive director of CASA of Jackson and Josephine Counties, and Mary Collard, the executive director of CASA of Eastern Oregon, join us to talk about how they’re coping with the impact of the loss of these funds within their rural communities.

After a postdoctoral course in medical science, he completed a PhD testing the first DNA vaccines in veterinary medicine. He developed a strong interest in molecular immunology and virology andstarted to develop early protocols for DNA quantification using real-time PCR. In 1999, he founded the Real-time PCR Research and Diagnostics Core Facility at the School of Veterinary Medicine at UC Davis and expanded services until 2006. After 13 years at IDEXX Laboratories introducing standardized molecular diagnostics in the veterinary industry, he joined Antech Diagnostics toexpand the molecular testing portfolio. The Court Appointed Special Advocates for Children in Dauphin County has sworn in eight new volunteers.  Nearly 400 children are in foster care in Dauphin County, and the advocates work to ensure the safety of abused and neglected children in the county. Now that the new volunteers have been sworn in, the program in Dauphin County has 40 advocates. Will Foster, Executive Director of the CASA Program in Dauphin County says this will positively impact the youth in foster care. “It's really wonderful. Our program in a very short amount of time has gotten to the 40 mark for volunteers. And as I said earlier, it's a 1 to 1. So that means at least 40 children in our system are having a 1 to 1 experience. And that impact goes even beyond that, because some of our counselors have 2 or 3 kids, one has four. But that's the special circumstance that just gives a few more kids an extra set of eyes and ears that that can help them, “said Foster. Maurice Knight is a newly sworn volunteer with CASA. He has served 23 years in the Military and during a National Night Out event in Lower Paxton Township, he spoke with someone within the program and wanted to give back to the community. I like to see the fruits of the labor, so I'm looking forward to meeting the child or teenager that I'll be paired with and then watching them get through and hopefully, you know, lead to a successful life, “said Knight. New children's book uses animals to teach about foster care

  There are about 15,000 children in temporary foster care in Pennsylvania. Most of them will return to their family of origin. It can be painful for kids to be separated from their parents or families and for younger children, it may be hard to understand what's happening to them and around them. A new children's book called The Watchful Owl tells the story of a young fox that loses his parents and lives with another animal family. It was written by Heather Paterno, an attorney who focuses on families and children's issues and is a board member of Dauphin County's Court Appointed Special Advocates for Children or CASA. The artwork in the The Watchful Owl also tells the story and will keep kids' attention. It's illustrated by artist P.D. Murray. Both Heather Paterno and P.D. Murray were with us on The Spark Wednesday. Paterno surmised the story,"The story is just a parable of sort of what could happen to a child in the foster care system, sort of told through a family of animals, so that children can understand it. And essentially what happens to Fennec is he doesn't have a father who's around. His mother's working hard, raising the family. And tragically, something happens to her. She gets picked up by a hunter and the great owl, that's a watchful owl, has always circled around the woods and looked out for all of the the creatures in the woods. And he gathers the community together. And they come up with a plan to look out for Fennec and his siblings." Fennec, the young fox is taken in by the deer family after he loses his mother. Paterno that's part of the story behind the story,"There is a lesson there. And really it is how a child can walk through the dependency system. This is a very common thing that we do. We have what's called family group conferences, where whenever a child is in care, obviously you want to keep them and the most natural place that you can. So that's why we look to family members. That's why we look to to community members. You never want to have to pick up a child and put them with strangers. Now this fox winds up being with strangers. But he also has two siblings that wind up living with family members. And it's very common. You'll see that a lot in the dependency system. They have these family group conferences and they bring in everybody. And how can we keep the child in their most natural environment of origin? And who are the supports? Who are the people that we can bring around to help assist this family?" Murray's illustrations help tell the story, especially of Fennec, who is vulnerable,"He's small in most of the scenes. He's little in these environments of these dark woods and larger animals and such. You know, people talk a lot about the importance of representation of kids, how they look, skin color, gender, all of those things in books. But I think it's really critical to -- and Heather has done this wonderfully to capture the needs state of children and to have representation of that. So this does a wonderful job of preparing children or children that aren't in the foster system. Probably build some empathy out of reading a story like this." Murray was asked what the takeaway is from The Watchful Owl,"I think it's a heartwarming story without being pollyannish. It really tells about the foster system when everything goes right, when there's a champion for a child." Proceeds from sales of the book will go to Dauphin County's CASA. Paterno explained what CASA does,"These are volunteers, community volunteers who get trained in child abuse and the dependency system. And then they are appointed either one child or one sibling group, one family group. And they also help to advocate for the child's best interests through their entire court proceedings. And, what I can tell you in Dauphin County itself, we have over 350 children right now who are in foster care. That's a lot of kids. And while each child has what I was, which was a guardian ad litem, I can tell you, is guardians of litem or G-A-L, as we call them for short. They often have anywhere from 60 to it can be 110 children. So it's really tough to know what is going on with all of those children every day. Every moment of every day. What's going -on in school, what's going on in their home life, what's going on, with them psychologically and emotionally. Are they getting checked in and seen regularly? So having this outside volunteer come in and represent that one child or one family where they can devote all of their time, to helping, maybe they can find that one psychological report that was buried, that had that one nugget of information that was helpful. And that's what Dauphin County CASA does. Eight newly trained volunteers will soon be working to help children in need in Henrico County, after having been appointed by the Henrico County Juvenile and Domestic Relations Court to be Court Appointed Special Advocates. CASA volunteers serve as mentors for children who have experienced trauma and help them navigate the court process. They also help report observations, progress, and recommendations directly to the judge who is hearing the case. What CASAs are doing to help record number of kids in foster care

  There are about 15,000 children in foster care and part of the child welfare system in Pennsylvania. Nearly half of those in foster care haven't found a job four years after leaving the system. Young women in foster care are two and a half times more likely to become pregnant by the age of 19. One county in Central Pennsylvania has a record number of foster children in the county's child dependency system right now. Dauphin County has more than 360 kids, ranging in age from infant to 17, in the system. Court Appointed Special Advocates or CASA has a mission to recruit, train, educate and supervise volunteers to work with these children and report back to the court to help a judge in placement. On The Spark Thursday, Will Foster, the Executive Director of Dauphin County CASA was asked why there are so many children in foster care now,"It's the time of year, but also you have to think globally that there are so many things going on in our society today that are causing a lot of strife for a lot of families. I mean, the working poverty level is higher than it was once upon a time or lower than it was. Families are just kind of struggling. Mental health issues seem to be a lot more prevalent. And when you have those kind of kind of things happening, you tend to get other side effects, which would be what a lot of our kids are experiencing." Kim St. Clair, CASA's Program Supervisor, was also on the program,"Our job is to talk to everyone in this child's life. Caseworker, bio mom, foster parent, teachers, coaches, whoever is in this child's life and bring all the information together so that judges can see a full picture of what this child's life looks like. And that helps them make the decisions. So within these reports, we pretty much have a template. We include all of those folks they are heading and underneath what we have found out from all of them, the end family concerns, family strengths and any recommendations we feel we can make because of what we know about this child and furthering their future and what what they need to have in it." The Dauphin County CASA has only 17 volunteers to work with the foster children and St. Clair said they could use more. CASA works on behalf of foster children within the 15th Judicial District Court which encompasses Lafayette, Acadia, and Vermilion Parishes. The Louisiana Children's Code lays out the responsibilities of CASA and its trained volunteers who provide independent, third-party, objective assessments of what they see. Funding is provided by the Louisiana Supreme Court CASA Assistance Program, Victims of Crime Act Funding, the Louisiana Children's Trust Fund, private donations and grants. Approximately 340 children are being assisted by CASA and overseen by the Louisiana Department of Children and Family Services. Most of the children in need of care are located right here in Lafayette Parish. Volunteers go through thirty hours of training, serve without compensation, and are appointed by the court exercising juvenile jurisdiction.  The judge will verify the volunteer's qualifications, training, and ability to serve as a CASA volunteer, including the ability to represent and advocate for the best interest of the children assigned to him.  You must be at least 21 years of age to serve and be able to commit two years of service. No volunteer is assigned until a comprehensive criminal background check has been conducted.  A CASA Volunteer spends time with their assigned child or sibling group getting to know the child while also gathering information from the child's family, teachers, doctors, caregivers, and others involved in the child's life. Approximately every six months, a report is prepared for the judge (with help from an assigned Supervisor) sharing recommendations for the child's care. The Louisiana Department of Children and Family Services (“DFCS”) which oversees foster care services has lots of turnover and is short-staffed. CASA provides much-needed resources to help families meet the requirements to get their lives back on track. A study showed that only about 23% of families had the necessary resources to meet the requirements placed upon them by the court to be able to emerge from the system. CASA helps parents sign up for classes, arrange childcare so they can attend court-ordered classes, or provide food for the family for those times that the parent must be away. Kade Turner has worked with CASA of South Louisiana since 2017. He assumed the role of Executive Director in May of 2022. A young man (with his 29th birthday coming up soon!) who has found his calling, Kade serves as an inspiration in our community. Kade has also dedicated his life to helping children with health disorders. For 21 years he has been involved with the Louisiana Lions Camp in Vernon Parish for youth in Louisiana with respiratory disorders, special needs, juvenile diabetes, and childhood cancer. Lions Camp is free for qualifying boys and girls of Louisiana. All campers are sponsored by their local Lions Clubs.

Born and raised in Los Angeles and having harshly endured its child welfare and juvenile justice systems, she has spent over a decade helping to influence and impact social structures, policies and systems that have negatively and disproportionately impacted and oppressed foster youth and vulnerable communities. Charity works passionately to address the issues and challenges plaguing our communities, women and youth and uses her powerful story of redemption and triumph to inspire people under the mantra, 'If Charity can do it, then so can I.' Charity believes strongly in changing the narrative and outcomes surrounding system impacted individuals and uses her many platforms to engage, educate, develop and empower people from all walks of life to be change agents, visionaries, and successful agents of society, regardless of their upbringing or past.In addition to leading CASA of Los Angeles, Charity serves in several highly impactful positions, including her role as Commissioner with LA County Children & Families, where she is co-chair of its Racial Justice Committee; African American Advisory Board to District Attorney, George Gascon; and is currently pursuing her Doctorate's Degree in Educational Leadership for Social Justice at her Alma mater, Loyola Marymount University. There are over 4,000 foster children living in Connecticut. May is Foster Care Month. From what's seen on TV and the media, foster care looks like a selfless, philanthropic act; willing foster parents open up their homes to children in need.  But being a foster parent is a complicated job that requires many layers of kindness and sensitivity. Laura is a foster parent based out of California. She received a lot of attention sharing a video about her experience as a foster mom and continues to share her experience and advice on social media. The topics range from navigating relationships between foster parents and biological parents, to preparing your home before you become a foster parent. We talk about this complex system involving caretakers, lawmakers, and of course, the children placed in the state's care.
