Swartz is Professor of Psychiatry at the University of Pittsburgh School of Medicine. She received her undergraduate degree from Harvard College, medical degree from Albert Einstein College of Medicine, and completed her psychiatric residency training at New York Hospital / Cornell University School of Medicine. Dr. Swartz's research focuses on understanding and optimizing treatments for mood disorders. She is well known for her work evaluating Interpersonal Psychotherapy (IPT) and Interpersonal and Social Rhythm Therapy (IPSRT) as treatments for depression and bipolar disorder. Her research focuses on the role of IPSRT and pharmacotherapy in the management of bipolar II depression and IPT in the management of maternal depression. She is engaged in collaborative projects to develop computational frameworks to model dyadic interpersonal behaviors in relation to psychotherapy process and outcomes and to understand neural correlates of change in chronotherapeutic behavioral interventions. Her research has been funded by the National Institute of Health, National Science Foundation, and the Brain and Behavior Research Foundation. Dr. Swartz has held elected leadership positions for national and international professional organizations, including serving as President of the International Society of Bipolar Disorders (ISBD ; 2024-2026), President of the International Society for Interpersonal Psychotherapy (ISIPT ; 2015-17), and Board Member of the American Society of Clinical Psychopharmacology (ASCP ; 2021-2029). She is the 2018 recipient of the Depression and Bipolar Association (DBSA) Gerald L. Klerman Senior Investigator Award in recognition of outstanding research contributing to the understanding, causes, diagnosis, and treatment of mood disorders. Tshwane and eThekwini could see the rollout of 39 electric commuter buses by the end of next year. The introduction of the zero-emissions vehicles will form part of a pilot project funded by the Global Environmental Facility (GEF), and managed by the Development Bank of Southern Africa (DBSA) and the South African National Energy Development Institute (SANEDI). SANEDI, which has been appointed by DBSA as the implementing agent, says the project will see the procurement of 39 electric buses (e-buses) and the associated charging infrastructure, enabled by the $4.7-million in funding that the bank secured from GEF. "Our objective with this project is to pave the way for the country to shift to electric mobility in the near future," says SANEDI cleaner mobility programme project manager Tebogo Snyer. The e-bus project was initiated by DBSA in consultation with a number of municipalities that indicated they were interested to participate. Conceptualisation started in 2018. Covid-19, however, halted the project. Work resumed in 2022, and by late last year DBSA managed to secure the necessary funding. In terms of the project scope, the City of Tshwane will be allocated 20 buses and eThekwini 19. In both cities electricity infrastructure will be upgraded and charging facilities installed, says SANEDI. "The project will be implemented over a period of five years, with half the buses being commissioned in the first two years and the rest at a later stage." "During this time, we will demonstrate the technical, operational, legal, economic and other feasibility factors, and bed down the specifications of the ecosystem needed to support e-buses in South Africa," notes Snyer. Drivers will also be trained on how to safely operate an e-bus and manage charging cycles. The first e-buses are expected to be on the road in the next 18 to 24 months. Snyer says that although the intention is to procure local goods as far as possible, the e-bus "will have to be imported as no local manufacturing capacity exists as yet". SANEDI indicates that once the project reaches the procurement stage - expected in six to eight months - "an open tender process will follow". Cleaner Mobility "Our view is that electric vehicle (EV) technology leads the cleaner mobility field and will continue to do so for the next decade or so," says Snyer. He expects the technology to revolutionise the transport sector in the next three to five years on the back of improved and cheaper batteries, which will also lower the cost of ownership significantly. Currently, SANEDI believes the total of cost of ownership is 5% to 10% less than internal combustion buses, however, the much higher upfront price tags on e-buses are limiting adoption. The main selling points currently are the absence of emissions and the opportunity to have an alternative to pricey imported diesel. As for the impact of adding EVs to the national grid, Snyer says that switching from internal combustion engines to EVs in significant quantities will add additional load to the power grid, albeit of a different kind. However, he believes the impact can be managed with smart project planning that ensures e-bus fleets are charged during off-peak periods. The pilot project's scope includes technical grid-impact analyses. "We want to prepare South Africa for the future," says Snyer. "When [e-bus] costs start to come down, local municipalities should be ready to implement the technology that will improve public transport, while also reducing its environmental impact." * MAN Truck & Bus South Africa aims to start assembly of electric buses at its plant in Durban this year. The company's Lion's Explorer E electric bus is currently being tested by Golden Arrow Bus Services in Cape Town, along with electric buses from China's BYD.

The DBSA is seeking to raise $1-billion (R19-billion) in funds over the next three years, to expand its portfolio and focus on clean and renewable energy, infrastructure, information and communications technology and social as well as women-owned projects in the Southern Africa Development Community region. The facility will provide long-term funding to the DBSA, augmenting internally generated funds, as well as loans from other DFIs and commercial lenders. The loan also advances three of the DBSA's High Five priorities, namely to industrialise Africa, improve the lives of Africans and light up Africa. The Southern Africa region has achieved relatively high levels of economic, financial and trade integration and cooperation. The DBSA's strategic priorities also align with those of the government of South Africa, including its National Development Plan and New Growth Path, in addition to the United Nation's Sustainable Development Goals and Nationally Determined Contributions under the Paris Agreement.

The European Investment Bank (EIB) has extended a €200-million loan to the Development Bank of Southern Africa (DBSA) to support the delivery of 1 200 MW of distributed renewables generation by private investors. The financing package, which is the largest-ever extended by the EIB to South Africa, was signed on Friday by EIB VP Ambroise Fayolle and DBSA CEO Patrick Dlamini on the side-lines of COP27 in Sharm El Sheikh, Egypt. The funding will reportedly unlock €400-million, or R7.2-billion, of new private renewables projects across South Africa and contribute to DBSA's Embedded Generation Investment Programme (EGIP), which is co-financed by the Green Climate Fund. The terms of the funding were not immediately disclosed. DBSA's EGIP supports the development and upscaling of solar photovoltaic and wind embedded generation projects, developed by independent power producers. The market has gained momentum following reforms allowing for projects below 100 MW to proceed without a licence and the South African government is in the process of updating the regulations further so as to eliminate the cap entirely as part of a series of initiatives unveiled on July 25 to tackle intensifying loadshedding. Besides adding 1200 MW of distributed generating capacity the projects will avoid 3.6-million tonnes of carbon emissions once operational. Speaking at the signing ceremony, Dlamini said the bank had a clear goal to increase investment in renewable energy, improve energy security and advance the country's just energy transition. “This new investment from the EIB in our Embedded Generation Investment Programme is an important contribution to South Africa's resilient and sustainable growth,” Dlamini said, adding that it would complement the Just Energy Transition Partnership between South Africa and several developed countries as well as the European Union. Confirming the package to be the largest-ever EIB investment in South Africa, Fayolle highlighted that it followed on from the bank's past support for the DBSA, comprising 11 projects since 1995, including support for renewable energy and climate adaptation projects. “EIB Global is pleased to build on three decades of partnership with DBSA to boost renewable energy generation which will contribute to energy security and a just transition in South Africa,” he said. The financing would be available for solar photovoltaic and onshore wind energy generation, as well as potentially for energy efficiency projects promoted by the private sector.
Episode #47: To honor Mental Health Awareness Month, we turn our attention to bipolar disorder, a serious mental health condition that causes extreme mood swings. If not treated and managed, bipolar disorder can be dangerous and cause great disruption in a person's life. Most mental health disorders have peak onset during young adulthood. So, while beginning college and meeting the new stressors that accompany this transition, many young adults will experience the first onset of problems or an exacerbation of pre-existing symptoms. Students diagnosed with bipolar disorder are 70% more likely to drop out of college than students with no psychiatric diagnosis. Many of these students are going undiagnosed and are not getting the treatment and the support services they need to succeed in college. However, students with bipolar disorder can implement effective treatments, practice management strategies, and seek support in order make progress in their college education. For this conversation, we're joined by Allyson Makuch, who recently navigated bipolar disorder throughout her college and graduate school years. We're also joined by a University of California, Santa Cruz Director of Psychiatry, Dr. David Lo, to inform us about bipolar disorder and ways to manage it while in college. From next year, platinum group metals (PGMs) demand in the hydrogen sector will eclipse 100 000 oz for the first time, according to Metal Focus' Hydrogen Economy Quarterly Service. Catalysed by the global shift to clean energy, the metals will see year-on-year double-digit growth over the next decade, overtaking more established demand sectors, it was stated in a note to Mining Weekly. With hydrogen becoming a key component in the quest for global decarbonisation and a focal point of the automotive industry, the Hydrogen Economy Quarterly Service report assesses the implications for PGMs demand of current market trends, policies and technology. With PGMs and hydrogen joined at the hip, the metals received an additional boost this week when the creation of a new hydrogen bank was announced by European Commission president Ursula von der Leyen during the yearly State of the Union speech. In cooperation with the European Investment Bank and using €3-billion as a starting capital, it is calculated that the overall budget for hydrogen can be leveraged up to €20-billion. The new hydrogen bank will purchase ten-million tons of hydrogen that need to be produced to cover the targets of the renewable energy directive that was approved simultaneously by the European Parliament. Moreover, the European Parliament has voted through a key renewable energy directive amendment that eliminates the former restrictive “additionality” requirements, and approved binding targets for renewable hydrogen and its derivatives in industry and transport. Failure of the European Parliament to do so was perceived as risking a “mass exodus” of green hydrogen investors to the US amid the new US hydrogen tax credits that offer subsidies of up to $3/kg for green hydrogen, which requires platinum and iridium PGMs as catalyst electrolyser metals. In welcoming the European Commission's €3-billion hydrogen facility to spur investment into green hydrogen, Clean Hydrogen Partnership executive director Bart Biebuyck said on LinkedIn: “We need to move from niche market to mass market for hydrogen.” According to a study from Indian/US firm Transparency Market Research, the global green hydrogen market will expand from $2.14-billion last year to $135.73-billion by 2031 – a colossal compound annual growth rate of 51.6%. The study adds that solar energy will be the leading source of power for green hydrogen over the forecast period, with PGMs-using proton exchange membrane (PEM) technology dominating the electrolyser market. “Policymakers are considering green hydrogen as an option in a number of industries as a result of the lofty net-zero objectives set by governments throughout the world,” Ballard Power Systems commented in LinkedIn. Meanwhile, South Africa's State-owned Industrial Development Corporation (IDC) was particularly bullish this week on prospects for green-economy investments, including in renewable energy, battery storage, new energy vehicles, green hydrogen and renewables and battery component manufacturing. About a third of the IDC's overall 40-project pipeline are green economy projects. The IDC already had renewable-energy generation assets worth R14-billion, mostly developed under government's Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) and will continue to participate in REIPPPP projects but is also experiencing strong deal flow as a result of recent reforms allowing distributed generation projects below 1 00 MW to proceed without a licence. Government is in the process of lifting that cap entirely. Following the regulatory change to raise the licensing limit for distributed generation projects from 1 MW to 100 MW, SOLA, African Rainbow Energy this week reached financial close on two 100 MW solar projects. “African Rainbow Energy is the largest shareholder in the SOLA Group and the funder of the two projects. “This is a clear demonstration of African Rainbow Energy's and partners, Absa, DBSA, Nedbank and Standard Bank...

Today, 1 in 5 children ages 3 to 17 experience some form of mental health or behavioral challenge. Access to adequate mental health resources for parents and children is pivotal in combatting the youth mental health crisis and reducing stigma. Eric Weaver is a retired sergeant with the Rochester, NY Police Dept., where he served for twenty years from 1985-2005. He was a police sergeant for the RPD for the last 13 years of his highly decorated career. Prior to his employment with the RPD, he served as a Corrections Officer from 1983-1985 with the Ontario County, NY Sheriff's Department. While with the RPD, he served in numerous positions within the Department, including numerous patrol assignments, the Tactical Unit, the SWAT team, and Internal Affairs. Eric's last assignment for the Rochester Police Department was as Mental Health Coordinator, and was the creator, developer, and Commanding Officer of the first Crisis Intervention Team in NYS. The CIT is a specialized unit within the RPD that responds to calls within the Rochester community for individuals who are experiencing a mental health crisis. He continues to serve as a consultant with numerous police departments and their respective communities in NYS in the creation, development, training, and implementation of similar Crisis Intervention Teams, and has served as a leading consultant for the NYS Division of Criminal Justice Services and NYS Office of Mental Health in developing CIT training throughout New York State. Eric is a consultant with the National Council for Behavioral Health, and serves as a National Trainer for the internationally recognized Mental Health First Aid and Youth Mental Health First Aid programs. Eric served as a member of the Board of Directors for the Suicide Intervention Skills Trainer Consortium of New York, was a Depression and Bi-Polar Support Alliance's (DBSA) group facilitator and a member of the DBSA National Speaker's Bureau, and is currently a member of the National Alliance on Mental Illness (NAMI)-NYS Consumer Affairs Committee. He also serves as a Peer Review consultant for SpecPro Management Services, LLC regarding police mental health training on a state and federal level. Eric is also former pastor and served for several years as the Executive and Counseling Pastor of Crosswinds Wesleyan Church in Canandaigua, NY. Eric holds a certificate in Biblical Counseling from the American Association of Christian Counselors.
