A year after record rainfall, Cold Spring still recovering A year ago, Cold Spring was at the center of a record-breaking storm. As much as 9 inches of rain fell on the night of Sunday, July 9 - the equivalent at a colder time of year to 9 feet of snow. Flash floods washed away roads and bridges, flooded houses, disrupted transportation and caused millions of dollars in property damage in the region. In Highland Falls, a 30-year-old woman drowned. In Cold Spring, more than 7 inches of rain fell in just a few hours, inundating the drainage system from Cedar to Fair streets. The village has responded with plans for upgrades to handle the next superstorm. Hahn Engineering has completed the design for a $1.5 million rebuild of a collapsed drain beneath Fair Street. A parking ban remains in effect at Mayor's Park. The Federal Emergency Management Agency (FEMA) will fund at least 75 percent of the work to replace the 30-inch culvert that failed with two, 42-inch pipes. Work could begin late this year or early in 2025 once permits are approved. Because Fair Street lies within the Hudson River floodplain, the U.S. Army Corps of Engineers and state Department of Environmental Conservation must OK the plans. The Fair Street drain flows into the tidal pool at Route 9D which, in turn, empties into the river, the endpoint for stormwater from the 160-acre Back Brook watershed that begins at Bull Hill, some 1,300 feet above Mayor's Park. "Topography is the biggest challenge we have," said Mayor Kathleen Foley, noting that during the 2023 storm, the volume of water that rushed down the mountains and slopes at high speed was simply too much for the infrastructure. That was evident at Cedar Street, which flooded when the stormwater drain was inundated by water flowing from Bull Hill through the Nelsonville Woods, a situation made worse because the village-owned 18-inch culvert under the street flows into a 10-inch pipe that runs under private property. While Fair Street is Cold Spring's first major project in response to the storm, it won't be the last. Elected officials are racing to find the ways and means to improve a system that, in some cases, dates to the mid-19th century. It's a race against global warming. According to the DEC, extreme storms are becoming a greater threat. Between 1958 and 2010, heavy precipitation in the northeastern U.S. rose by more than 70 percent, the largest increase for any region of the country. The Fair Street project underlines the high cost of upgrading infrastructure. The village has applied for a Hudson River Estuaries Climate Adaptation Study Grant that, if approved, would determine the best options for improving stormwater management throughout the Back Brook watershed. Related: Storm Repairs Ongoing Fuss and O'Neill, a firm that specializes in climate adaptability forecasting, will advise the village on proposed modifications to the system. Hahn Engineering's work delineated the Back Brook watershed and assessed the movement of stormwater within it. Foley pointed out that most residents don't realize Back Brook is a single, continuous stream. That's not surprising because it has been altered many times. It flows beneath Cedar Street and parts of Main Street but is open behind houses on the east side of Garden Street. Hahn recommended that upgrades be made first at the bottom of the watershed by installing larger culverts; dredging open portions of Back Brook; adding retention areas above Cedar Street to slow the flow from Bull Hill; restoring James Pond and creating new ponds; and expanding wetlands. Runoff which shifted into Back Brook because of more recent storms could be altered to again flow into Foundry Brook. Such initiatives would require intermunicipal agreements with Nelsonville and Philipstown, as well as input from the DEC, and Foley said the village is researching grants to apply for and prioritizing them by likelihood of success. In the 1990s, artists such as Aphex Twin, Oval and Autechre made waves by taking electronic music to squelchy new places. Their music lurched from rhythmic to arrhythmic to ambient, often in the same song, punctuated with pops and squawks. As it turns out, artists had been making that music for millions of years. But, until recently, no one was listening. "You can find things in your own backyard that no one's paying attention to," says David Rothenberg on a warm December day behind Haldane High School in Cold Spring. The day before, a rainstorm had flooded parks, shut down roads and swollen the pond we were standing in front of. At our feet, a wireless speaker was broadcasting a concert that could have been recorded in the chill-out tent at the Glastonbury Festival, circa 1995. The music was coming from a microphone that resembled a hockey puck that Rothenberg had thrown into the water. Some of the rhythmic clicks were the sound of microscopic bubbles being released as plants photosynthesized sunlight into food. Some of the irregular pops were from insects. But the origins of about 90 percent of the sounds are a mystery, even to scientists. "It's humbling," says Rothenberg. "You can still go to the woods behind your house and hear things that no one can identify." Tracking down the music of the natural world isn't a recent hobby for Rothenberg, who lives in Philipstown. A jazz clarinetist, he has written several books that document his global travels to study the music of birds, bugs and whales. When the pandemic struck, Rothenberg's thoughts returned to an anthology he co-edited, The Book of Music & Nature. In one essay, David Dunn, a composer and sound artist, described recordings he had made of vernal ponds. "I have finally reconciled myself to the gut feeling that these sounds are an emergent property of the pond: something that speaks as a collective voice for a mind that is beyond my grasp," Dunn wrote. "Now when I see a pond, I think of the water's surface as a membrane enclosing something deep in thought." Intrigued, Rothenberg began tossing his microphones into ponds but heard nothing. The artist Zach Poff revealed the answer: Rothenberg was using mics designed to hear whales at a distance. Poff offered to build him a close-contact mic. What happened next is the subject of Rothenberg's book, Secret Sounds of Ponds, published this month. It is filled with links and QR codes that take readers to pond recordings and an online store to order underwater mics for pond explorations. Rothenberg knows, thanks to European researchers, that the loudest sounds in local ponds are made by the males of an insect called a lesser water boatman. It's not clear how the bugs can be so relatively loud, or why they're making sounds in the first place. Rothenberg notes that if you fish them out of the pond, they instantly fall silent, which may be a clue. Scientists do know how they're generating the sound: By rubbing their penises against their bodies. As unusual as the lesser water boatmen may be, their calling card has been identified. In a recording made at Lost Pond at Manitoga, there's a flourish of clicks every 40 seconds that sounds like a woodpecker using echolocation. At Savoy Mountain State Forest in Massachusetts, a dense rhythmic thrum slowly increases in intensity and speed over the course of a few minutes, like a DJ dialing up the beats. When Rothenberg sent the recordings to scientists for help, they essentially shrugged. First, there aren't many scientists studying freshwater bioacoustics. Second, those in the field focus less on individual sounds and more on the cornucopia. Can we identify whether an ecosystem is flourishing or struggling by listening to it? Does pollution or disease have a sonic signature? On that December day, the sonic signature of James Pond behind Haldane was leaning toward minimalism, in part because of the cold. Hoping to find a busier groove, Rothenberg reeled in his mic, only to find a confus...

Es nutze die Offenheit der westlichen Regierungen aus und werde autoritär regiert. China reagierte darauf nicht mit einem ernsten Statement – sondern mit einem Video, welches in den Sozialen Medien veröffentlicht wurde. Im Kurzfilm treten zwei chinesische Schauspieler als Geheimagenten des MI6 auf; einer von ihnen heisst James Pond und ist Agent 0.07. Er und seine Kollegin nutzen im Film jede Gelegenheit, sich über die westlichen Geheimdienste lustig zu machen. James Pond, MA, began his current career path, after serving 8 years in the US Marine Corps and 10 years of corporate sales experience. In 2005, James and his family established a charity to help restore the lives of young girls rescued from sex trafficking in Cambodia. After a successful career of working on human trafficking issues in over ten countries, James found a deep passion to serve the needs of veterans and began mentoring young veterans in developing their lives outside of the military. He comes to Veteran's PATH with a personal connection to the veteran community and a passion to make a difference. Veteran's PATH delivers free programs that are changing veterans' lives. Their programs combine scientifically proven meditation and mindfulness-based tools, outdoor and physical activities, and veteran peer support and leadership. They help veterans share what they have been carrying in isolation, find self-acceptance, community, and camaraderie—in order to heal and reintegrate into society with a new sense of possibility and purpose.
