HARLINGEN, TEXAS - The top project at the Port of Harlingen is expanding the turning basin by about 700 feet on both sides of the ship channel. If this happened there would be host of new opportunities, says Port Director Walker Smith, including going after the lucrative container-on-barge business. Smith gave an update on Port activities during a panel discussion at the Rio Grande Valley Partnership's recent Commercialization and Investment Tour. It was hosted by Harlingen Economic Development Corporation and held at Texas State Technical College-Harlingen.Smith started by explaining that the Port of Harlingen is a shallow draft port located east of the city of Harlingen. He said it mostly handles fuel, agricultural products, fertilizers and aggregates. Asked by Harlingen EDC Chief Operating Officer Beverly Ticer Loftus to list some of the Port of Harlingen's top projects, Smith said: “One of the big projects that we're working on right now is we're engaged in a Cap 107 study with the Army Corps of Engineers. We're looking to expand our turning basin by about 700 feet on both sides of the channel. “Once that is complete and we get a favorable response by the Army Corps of Engineers from the study… we will begin building out the bulkhead and new dock space for that expansion as well.” Smith said the project is vitally important. “We've had almost a 200% growth in commodities since 2017. And so, with that growth in commodities obviously comes a growth in vessel calls. We've had about a 150% increase in vessel calls to the Port of Harlingen. And we're still doing that with infrastructure that was built in the 1950s,” Walker said. “So, our infrastructure is very outdated at the Port of Harlingen. The growth that we've been seeing came on very, very quickly. So, we're looking to expand that turning basin to help facilitate that growth as well as take on new opportunities. Some of those new opportunities could possibly be a container-on-barge service.” Smith said that in 2018 the Port of Harlingen received designation from the Maritime Administration to apply for grants to create a container-on-barge service. “We wouldn't be able to do that without this expansion of the turning basin. And so, we're looking at doing that. That's probably our biggest project that we've got going on right now.”Editor's Note: To read the full story go to the Rio Grande Guardian website.Go to www.riograndeguardian.com to read the latest border news stories and watch the latest news videos.

According to its website, the FAA claims, "Individuals with targeted or 'severe' disabilities are the most under-represented segment of the Federal workforce." Under its People with Disabilities Program, the agency says it "actively recruits, hires, promotes, retains, develops and advances people with disabilities." The FAA targets the following disabilities as a matter of policy: "Hearing, vision, missing extremities, partial paralysis, complete paralysis, epilepsy, severe intellectual disability, psychiatric disability and dwarfism." The FAA told Fox News that it "seeks qualified candidates from as many sources as possible, all of whom must meet rigorous qualifications that of course will vary by position." Its website reveals that those with disabilities or those who have a veteran status can also be hired via the non-competitive, "on-the-spot" process as long as a manager files the proper paperwork, thus giving them preferential treatment in the hiring process. The aviation industry has received further scrutiny from the public in the wake of an Alaska Airlines door plug being blown off the side of its two-month-old Boeing 737-9 MAX aircraft causing it to make an emergency landing. In a post on X, tech mogul Elon Musk asked, "Do you want to fly in an airplane where they prioritize DEI hiring over your safety?" He added, "That is actually happening." "People will die due to DEI," Musk said. Musk's comments came in response to a report that revealed in 2022 that Boeing began prioritizing Diversity, Equity, and Inclusion (DEI) as part of its hiring process in 2022. The Alaskan Airlines situation came on the heels of a shocking report in December, which showed there were 19 instances where planes nearly crashed into each other at airports in the first ten months of 2023. https://www.washingtonexaminer.com/news/business/2795955/shark-tank-powerhouse-investor-says-he-wont-invest-in-california-bad-policy/ Shark Tank powerhouse investor says he won’t invest in California: ‘Bad policy’ Kevin O’Leary of Shark Tank revealed he would not make business investments in several Democratic states, including California. O’Leary explained his reasoning in a yet-to-be-released episode of Sen. Marsha Blackburn’s (R-TN) show Unmuted. According to a transcript reviewed by Townhall, the politics of a state help O’Leary determine where to invest. “I’m not trying to get involved in the partisanship of this statement. Just a fact, I don’t invest in New York, I don’t invest in Massachusetts, I don’t invest in California. In my mind, those are examples of states that are uninvestable because of bad policy,” O’Leary said. “So, I’m looking for the path of least resistance. If you make it hard for me to make money, I just take my money and go somewhere else.” California in particular is ranked in the top ten for sales taxes and corporate taxes, according to the Tax Foundation, while New York is in the top ten only for its sales tax. O’Leary pointed to Tennessee as an example of a state with “fantastic tax policy, reduced regulatory environment, reduced permitting time.” Any other state that doesn’t implement these business-friendly policies is at risk of “killing jobs,” according to O’Leary. The incident represents the latest swatting event against political officials. Dangerous swatting events appear to have first been instigated by Democrat prank callers against political opponents. The prank call at the White House forced fire trucks and ambulances to rush to a snow-covered White House, the Daily Mail reported. After arriving, the District of Columbia Fire and Emergency Medical Services and the U.S. Secret Service determined the incident was a false alarm. “Fire in the White House, 1600 Pennsylvania Avenue,” a Washington, DC, dispatcher said at 7:04 a.m. Authorities gave an “all clear” order at 7:15 AM. President Joe Biden was located at Camp David on Monday morning, far away from the residence. Authorities traced the prank call to an apparently spoofed phone number, a source told CNN. “Someone who was reached at the callback number for the 911 report indicated they did not place it, a source told the Associated Press, indicating it was likely spoofed,” the Daily Mail reported. Recent politicians who were swatted include Sen. Rick Scott (R-FL) and Rep. Marjorie Taylor Greene (R-GA), along with celebrities Ashton Kutcher, Justin Bieber, and Kim Kardashian. https://abcnews.go.com/Business/wireStory/yemen-houthi-rebels-fire-missile-us-warship-red-106370679 Houthi rebels strike a U.S.-owned ship off the coast of Yemen in the Gulf of Aden, raising tensions Houthi rebels fired a missile, striking a U.S.-owned ship Monday just off the coast of Yemen in the Gulf of Aden, less than a day after they launched an anti-ship cruise missile toward an American destroyer in the Red Sea. The attack on the Gibraltar Eagle, later claimed by the Houthis, further escalates tensions gripping the Red Sea after American-led strikes on the rebels. The Houthis' attacks have roiled global shipping, amid Israel's war with Hamas in the Gaza Strip, targeting a crucial corridor linking Asian and Mideast energy and cargo shipments to the Suez Canal onward to Europe. The United Kingdom Maritime Trade Operations, which oversees Mideast waters, said Monday's attack happened some 110 miles (177 kilometers) miles southeast of Aden. It said the ship’s captain reported that the “port side of vessel hit from above by a missile.” Private security firms Ambrey and Dryad Global told The Associated Press that the vessel was the Eagle Gibraltar, a Marshall Islands-flagged bulk carrier. The U.S. military's Central Command later acknowledged the strike. “The ship has reported no injuries or significant damage and is continuing its journey,” Central Command said. Houthi military spokesman Brig. Gen. Yahya Saree claimed the attack in a recorded television address that aired Monday night. “The Yemeni armed forces consider all American and British ships and warships participating in the aggression against our country as hostile targets,” he said. The vessel is owned by Eagle Bulk Shipping, a Stamford, Connecticut-based firm traded on the New York Stock Exchange. In a statement to the AP, the company acknowledged the strike and said it caused “limited damage to a cargo hold but (the ship) is stable and is heading out of the area.” “All seafarers onboard the vessel are confirmed to be uninjured,” the firm said. “The vessel is carrying a cargo of steel products. Eagle Bulk management is in close contact with all relevant authorities concerning this matter.” Satellite-tracking data analyzed by the AP showed the Eagle Gibraltar had been bound for the Suez Canal, but rapidly turned around at the time of the attack. Central Command said it detected a separate anti-ship ballistic missile launch toward the southern Red Sea on Monday, though it ”failed in flight and impacted on land in Yemen." The U.S. Maritime Administration, under the Transportation Department, also issued a warning Monday saying there continues to be “a high degree of risk to commercial vessels” traveling near Yemen. “While the decision to transit remains at the discretion of individual vessels and companies, it is recommended that U.S. flag and U.S.-owned commercial vessels” stay away from Yemen in the Red Sea and Gulf of Aden “until further notice,” the advisory said. Sunday's missile launch toward the American warship also marked the first U.S.-acknowledged fire by the Houthis since America and allied nations began strikes Friday on the rebels following weeks of assaults on shipping in the Red Sea. The Houthi fire in the direction of the USS Laboon, an Arleigh Burke-class destroyer operating in the southern reaches of the Red Sea, Central Command said. The missile came from near Hodeida, a Red Sea port city long held by the Houthis, the U.S. said. “An anti-ship cruise missile was fired from Iranian-backed Houthi militant areas of Yemen toward USS Laboon,” Central Command said. “There were no injuries or damage reported." The Houthis did not acknowledge that attack. It wasn’t presently clear whether the U.S. would retaliate for the latest attacks, though President Joe Biden has said he “will not hesitate to direct further measures to protect our people and the free flow of international commerce as necessary.” The first day of U.S.-led strikes Friday hit 28 locations and struck more than 60 targets with cruise missiles and bombs launched by fighter jets, warships and a submarine. Sites hit included weapon depots, radars and command centers, including in remote mountain areas, the U.S. has said. The Houthis have yet to acknowledge how severe the damage was from the strikes, which they said killed five of their troops and wounded six others. U.S. forces followed up with a strike Saturday on a Houthi radar site.

Welcome to the CavasShips Podcast with Christopher P. Cavas and Chris Servello…a weekly podcast looking at naval and maritime events and issues of the day – in the US, across the seas and around the world. This week…Russia is threatening to widen the war on Ukraine into attacks on merchant shipping in the Black Sea. A major ship fire at Port Newark, New Jersey was extinguished after four days, but what are the wider implications for the maritime world? And the Maritime Administration's management of US shipping is under question. Sal Mercogliano of What The Ship and gCaptain's John Konrad are with us to dive into these important issues.
Only a couple of shipyards in the United States can build Navy ships. Hundreds of small shipyards, though, build important pieces of the country's at-home infrastructure: barges, ferries, tugboats. That is why the Transportation Department, through the Maritime Administration, has an ongoing program of grants to small shipyards, to help them stay afloat, so to speak. We are delighted to receive this week Dr Sergio Perez, PhD, a professor of marine engineering at the US Merchant Marine Academy. Sergio presents an update of a 1975 MARAD (U.S. Maritime Administration) report which concluded that commercial ships using sail power were not economically viable when compared with engine-powered vessels. The 2021 update concludes the opposite: it is economically smart to use sail at this point as a principal means of propulsion."A slam dunk for the sailing ships, a no brainer with one thing which needs to be addressed: the height of the masts"

For the Maritime Administration, ship operations are often an outsourced affair. But when MARAD sought a vendor to buy, staff and maintain ships for its ready reserve fleet, it made a number of errors in its solicitation. Federal Drive with Tom Temin got details on the case from procurement attorney Joseph Petrillo.

The U.S. maritime industry has a couple of things going for it. Demand is up, and it's dawning on policy-makers it might be time to beef up domestic capacity as China ascends. It all strengthens the sense of mission of the U.S. Maritime Administration. For an update, the Federal Drive with Tom Temin turned to MARAD's administrator, retired Admiral Mark Buzby.

Airing date: 07/08/2019 Significant Vulnerability with Windows, Huawei hacking and 5G, and Iran, and heartfelt condolences to those Marine corp veteran families who lost loved ones in the Motorcycle crash in NH last weekend. --- Craig Peterson Hey, good morning, everybody. Craig Peterson here. I had a wonderful Independence Day celebration, had family around who went to the parade in town fireworks, all that sort of stuff. I hope you did, too. And it's a beautiful thing. Amazing how long we've been able to hold this republic together. Hopefully, we can stay on the right track or maybe get back on it depending on how you're looking at things. This morning, I was on with jack Keith. And we had a little bit of a chance to talk about Marie, one of our listeners and shout out to you, Marie. She wrote to me this weekend, saying that she's glad to be on my email list because I told her about a significant problem that is happening right now that she wouldn't have known about otherwise and saved her a lot of grief. So, a shout out to you. Hopefully, things are going well for everybody. And here we go with Mr. Jack Heath. Jack Heath You get into Monday morning, and its time for Craig Peterson with a tech talk update. Craig joins us on the Autofair listener line. Good morning, Craig. Craig Peterson Hey, good morning, Jack. We've got a big warning this week. I want to make sure everyone's aware of this. Marie, in fact, responded over the weekend to my email. It is from the NSA, the FBI, the CIA is even getting involved with this. But we've got two major things going on right now. Iran is attacking us right now. And it's mainly attacking small businesses. And what they're doing is using some vulnerabilities in Windows and Outlook that had patches released months and months ago. Unfortunately, there are estimated to be some 10 million computers here in the US that are vulnerable because patches were not applied. If you get anything from me ever it is this today, make sure you patch your machines. If you got a Mac, you got to make sure you install updates too, but these are particular windows vulnerabilities. Iran is going after us right now. It is an example of what war will be like in the future. That's why President Trump and so many business leaders are worried about Huawei. They're building of this new 5G network for our data for our phones here in the United States. Huawei has been spying on us. It just came out this past week that China has been in our phone switches here in the United States, and has data going back for years. It is the new face of warfare, Jack. Jack Heath Yeah, it's interesting the course of the situation with Iran, still very heightened because of questions about their increasing enrichment and reports of them detaining another tanker. We're going to get an update on the top of the eight o'clock hour. What else is catching your eye on the Tech Talk side of things? Craig Peterson Streaming is something a lot of people have been doing. You mentioned cord-cutters, in fact, already this morning, and people are cord-cutting, there's no doubt about it. If you look at some of the deals you can get from Hulu, and our friends at YouTube where you can watch broadcast TV, and it's very inexpensive. Cheaper than your cable service from your cable company. But streaming movies to our TV's is going to get more expensive here soon, and could easily surpass the cost of cable. Here's what's going on. We have everybody in the game. Now we've got Disney involved competing with Netflix with a new offering. We've got Comcast offerings, of course, we mentioned Hulu already. But we've got NBC, ABC, CBS, Fox, or even some of the smaller cable channels are now coming up with their streaming channels. The licenses that Netflix and Hulu had are at risk, as they say, we want to stream those shows. So watching your favorite show The Office, as an example. That's the number one show on Netflix right now. But Netflix is going to lose the license to air it in another year and a half. Jack Heath Interesting. All right, Craig, make it a good one. Enjoy the beautiful, beautiful weather. I hope you had a good July 4. Craig Peterson Tech Talk. We appreciate it. Craig. Craig Peterson I did, thanks, Jack. Bye-bye. Jack Heath 4500 motorcycles. That is the number estimated to honor the motorcyclists killed in that fatal wreck in Randolph on Saturday. Craig Peterson Did you guys hear about it? It was a huge deal here in New Hampshire and made it to the national news. What happened was there was a group of motorcycle riders, they're part of a Marine Corps rider group. These were Veterans, honorably discharged. I think it was only men that were riding with some wives or girlfriends on their bikes. They were riding on a Charity ride here in NH, I think there were 10 in total. Some of them that died were from New Hampshire. They were going along on their merry little way and coming in the opposite direction was one of these trucks, you've probably seen them and kind of like the pickup trucks with a gooseneck trailer on the back, and he was towing some stuff. Well, crossed directly into their lane and hit them head-on. It's caused quite a controversy because it turns out that he had been arrested multiple times in multiple states. He'd had arrests for drunk driving for various other things according to recent reports. And he had a license for Massachusetts as that is where he was currently residing. However, they should have revoked that particular license. Not that that might have stopped him from driving, I guess it might have prevented him from driving, but not necessarily. As it turned out the Registry of Motor Vehicles in Mass located a massive stack of papers from other states that identified drivers Mass licenses that had dramatic driving violations or arrested etc. The Mass registry of motor vehicles had never done anything about any of these. It was just amazing. Just incompetence, every direction. Government agencies, right? A lot of you guys that work for the government are just fantastic. But let me tell you, it can breed incompetence up the line. Indeed, that's been the accusation in the Registry of Motor Vehicles from the very top on down it's just full of incompetent people. We honored those lost, as you just heard jack discussing. There were some more than 4000 motorcyclists that showed up for an honor ride in memory of their death. They were escorted by our State Police here in New Hampshire. If I had known about it, I would have made an effort to get out there, but, I did not hear about the event, until after the fact. My heart and prayers go out to all affected. If any of you are affected by this, may you know, again, my heart and prayers go out to you. Motorcycle safety is of the utmost importance. If you know me, you know I've been riding for a long time. And I am very, very big on making sure that I'm highly visible. Loud pipes don't save lives. If they don't see you coming, they don't see you coming. I'll be back tomorrow with Mr. Jim Polito. I am going to be visiting with one of my daughters, that is flying from Norway to do a presentation for the Maritime Administration in DC. Then she's off to speak at a conference in Houston. I am looking forward to seeing her. Later, of course, Wednesday I'll be on WGAN. My Security Summer Summit is coming together. My wife Karen's been putting some material together for me. And we're getting that all together. If you're a business owner, keep an eye on your email, apparently, because I'm going to be sending something out within the next day or so. And I want you to pay particular attention to this because I do have some extra cycles, it is summertime and because of that, if you've ever wanted to work with me directly, now is the time because I'm opening up some slots in my calendar, I'm going to give some one hour coaching sessions, for those interested. It is how I pick up clients, by the way, but this is all about you. It is all about helping you understand your security posture. Are you doing enough or not? Some of you are some of you aren't. Where are your cybersecurity gaps? And more particularly, where are you exposed? What do you not covering when it comes to some of these gaps? And of course, the ultimate question is what is the effectiveness of what you have in place. We can talk about that if you are a business owner. I'm also planning on doing some other things as part of this security summer, and we're going to have three different tracks. We'll see how this goes. But keep an eye on your email. If you're not on my email list, by all means, sign up. I send out all kinds of stuff to help keep you up to date, and you know, this isn't just, sell, sell, sell as some people do. There's going to be a lot of great information this summer. However, if you're not on the list, go to Craig Peterson dot com slash subscribe. It's right there on the homepage. That is Craig Peterson dot com slash subscribe. All right, everybody. Take care. Have a great day, and we'll be back tomorrow.
