A new report can reveal cocaine use has increased by 93 percent in the past year. The Drug Foundation has drawn from wastewater testing to paint a picture of drug use across the country for the 2022 to 2023 period. It found 1.3 percent of adults used cocaine, compared to just 0.6 percent three years prior. Drug Foundation executive director Sarah Helm says while it's worth noting that the increase comes off of a low baseline, it signals that the increasing global production of cocaine is bearing down here. Sarah Helm speaks with Kathryn Ryan.

Welcome to The Nonlinear Library, where we use Text-to-Speech software to convert the best writing from the Rationalist and EA communities into audio. This is: Celebrating 2023: 10 successes from the past year at CEEALAR, published by CEEALAR on January 11, 2024 on The Effective Altruism Forum. Over the last couple of months we have written a series of posts making the case for the Centre for Enabling EA Learning and Research (CEEALAR) and asking for funding - see here, here and here. We are very grateful to those who supported us during the fundraiser, however we did not reach our target and still have a very short runway. Despite these current difficulties, we want to take a moment in this post to outline a few of our achievements from 2023. We are proud of what we have achieved, and looking forward to working hard in 2024 to ensure an impactful future for CEEALAR. Highlights of 2023 We hosted ALLFED's team retreat in which they gathered their full team to set out their theory of change and strategy. 2. We also hosted Orthogonal, who launched their organisation and research agenda while here. 3. We appointed two new trustees, Dušan D. Nešic and Kyle Smith, and said goodbye to outgoing trustees Florent Berthet and Sasha Cooper . Thank you to Florent and Sasha who have both been supporting CEEALAR since it began. We look forward to working with Dušan and Kyle, and drawing on their expertise in talent management and fundraising. 4. We updated our Theory of Change to explicitly focus on work supporting global catastrophic risks. We believe this reflects the needs of the world, plus in recent months more than 95% of applicants have worked on GCRs. 5. We launched the CEEALAR Alumni Network, CAN, and reconnected with our alumni to begin understanding the impact CEEALAR had on their lives. 80% of respondents were working in EA, the majority of whom were doing AI safety work. 6. We made substantial improvements to the building that helped boost grantee productivity. Including converting the attics into private studies, purchasing standing desks and creating a lounge area to relax. 7. We improved our application form to ensure we get the very best grantees, and hosted a total of 60 grantees, more than any of the past 3 years. 8. ~7.4% of our funding for 2023 came from guests and alumni, which we see as an endorsement - those closest to us believe we are an impactful option to donate to. A huge thank you to all of our donors. 9. We launched a new website. As always though, the achievements we want to celebrate most are those of our grantees. To name a few from 2023… Bryce received funding to manage Alignment Ecosystem Development, successfully transitioning from his previous career running a filmmaking business in to AI safety Nia and George launched ML4Good UK. Alongside running two UK camps, they are building infrastructure so ML4Good can expand to additional countries. Michele published a forum post on Free Agents, the culmination of his research into creating an AI that independently learns human values Seamus had a research paper accepted to the Socially Responsible Language Modelling Research (SoLaR) conference and is currently completing ARENA Virtual. Sam was selected for the AI Futures Fellowship Program. While at CEEALAR he participated in AI Safety Hub's summer research program and co-authored a research paper accepted to a NeurIPS workshop. Eloise secured a place on AI Safety Camp, working alongside Nicky Pochinkov on the project "Modelling Trajectories of Language Models". In 2024 we are looking forward to running a targeted outreach campaign to reach high-quality grantees working on global catastrophic risks, hosting the first ML4Good UK bootcamp, and of course to fundraising and working on CEEALAR's financial sustainability. Tom welcomes Michael Oliver back from Momentum Structural Analysis to discuss the economy's past year and its potential future direction. Michael highlights that although a significant number of "soft jobs" were created, the overall growth remained relatively flat and not as robust as portrayed in the mainstream media. When analyzing the real estate market, including REITs, Michael finds that they are also facing challenges. Looking at his momentum charts, he observes clear signs of declining momentum in the S&P500, which could lead to a substantial correction. Contrary to popular belief, Michael argues that rate cuts are not bullish for the stock market, as they signal underlying concerns to investors. If the S&P500 drops below the 4500 level, further downside may be expected. In Michael's view, the Fed will likely cut rates before June to regain control over the rapidly fluctuating T-Bill markets, considering they have limited influence on the long-end of the market. Michael also discusses the relationship between gold and silver. While gold often lags behind, it can experience rapid increases in value, which silver tends to follow. Currently, silver is underperforming in comparison to gold, but Michael believes it may enter a new trading range and eventually outperform gold based on historical behavior. In addition to economic factors, Michael emphasizes that the market is not adequately pricing in the uncertainties surrounding the 2024 election. A tumultuous period with little compromise from either side is expected, potentially leading to increased political polarization and a higher likelihood of violence from both ends. Michael even suggests that the possibility of states seceding is on the rise. With these factors in mind, he anticipates that a significant event will likely occur before the elections. J. Michael Oliver entered the financial services industry in 1975 on the Futures side, joining E.F. Hutton's International Commodity Division, headquartered in New York City's Battery Park. He studied under David Johnston, head of Hutton's Commodity Division and Chairman of the COMEX. In the 1980s, Mike began to develop his proprietary momentum-based method of technical analysis. He learned early on that orthodox price chart technical analysis left many unanswered questions and too often deceived those who trusted in price chart breakouts, support/resistance, and so forth. In 1987 Mike technically anticipated and caught the Crash. It was then that he decided to develop his structural momentum tools into a full analytic methodology. In 1992, the Financial VP and head of Wachovia Bank's Trust Department asked Mike to provide soft dollar research to Wachovia. Within a year, Mike shifted from brokerage to full-time technical analysis. He is also the author of The New Libertarianism: Anarcho-Capitalism.

Paul writes this because he lived his life deeply immersed in the wisdom literature of the Hebrew Bible – the Old Testament.Over the four weeks of January 2024, we will journey into one of the prominent wisdom literature books of the Hebrew Bible: Proverbs. The book of Proverbs is a compilation of time-tested wisdom that brings life to the one who implements it and disaster for the fool who shuns it. Its 31 chapters are written to describe the wise person and the foolish person, then to try to persuade the person who has yet to decide which one he or she will embrace to land on the side of wisdom.Proverbs had been described as “goads and nails.” What does that mean?(1) A goad is what a shepherd uses to keep his or her sheep from straying away from the right path – to keep the sheep from drifting into foolishness that could eventually endanger their life. We all know how foolish sheep – we – can be. Proverbs gently, but with beautiful and strong rhetoric, pushes us toward life-giving wisdom and away from life-endangering foolishness. Only the fool believes they do not need wisdom. That's why we need the goad.(2) Nails refers to the fact that you and I need a solid, sturdy foundation on which to build our lives. In 1 Corinthians Chapter 1, Paul reminds us that Jesus IS wisdom – the incarnation of all that leads us into life.
