In an exclusive interview with ‘Mehdi Unfiltered,' the Commissioner-General of the United Nations Relief and Works Agency (UNRWA), Philippe Lazzarini, speaks to Mehdi on the threats that face both Palestinians in Gaza and his own organization. “I don't know how much worse it can become, I have to say, we are losing and we are lacking words to describe the situation,” says Lazzarini. UNRWA is currently fighting a polio outbreak in Gaza, but a successful vaccination campaign there is nearly impossible given Israel's bombardment. “This is a communicable disease which doesn't know any border and could also spread in the entire region, including Israel,” Lazzarini tells Mehdi. In addition to disease, UNRWA faces repeated Israeli attempts at dismantling their entire organization. From accusations that staffers took part in the Oct. 7 attack, to allegations that Hamas builds tunnels under UNRWA schools.“I do not have the military expertise to look at what's underneath the entire Gaza Strip… All these allegations need to be investigated. *) UN warns 576,000 people in Gaza are 'one step away' from famine A senior United Nations aid official revealed to the Security Council that approximately 576,000 people in Gaza, constituting a quarter of the population, are on the brink of famine. The World Food Programme (WFP) heightened concerns by declaring that famine is "imminent" in northern Gaza amidst Israel's ongoing war on the besieged enclave. WFP's deputy executive director urgently addressed the UN Security Council, emphasising the critical need for intervention, while an official from the UN humanitarian office, OCHA, warned of the "almost inevitable" prospect of widespread starvation if the current conditions persist. *) No UN aid convoys reached northern Gaza since Jan 23 The United Nations (UN) highlighted that no humanitarian aid convoys have reached northern Gaza since January 23 as the humanitarian situation in the enclave worsens due to Israel's blockade. Spokesperson of UN Secretary-General Antonio Guterres revealed that the United Nations Relief and Works Agency (UNRWA) currently has food supplies positioned at the Gaza border, capable of catering to the needs of up to 2.2 million people throughout the region. The spokesperson stated that approximately 1,000 trucks, loaded with 15,000 metric tonnes of food, are stationed in Egypt and ready for deployment. *) US says Israel has not presented plan to protect civilians in case of Rafah invasion The White House has confirmed that the United States has not received any Israeli proposal outlining plans to ensure the safety of civilians in Gaza in the event of a potential military invasion of Rafah. Speaking at a press briefing, National Security Council spokesman John Kirby stated that he "can't speak for the Israelis and to what degree their planning has progressed and what that looks like.” *) Ukraine intel committee warns of bid to overthrow Zelenskyy Ukrainian President Volodymyr Zelenskyy's legitimacy may be questioned and a coup may be attempted in the spring, according to a high-ranking committee. The Intelligence Committee under the President of Ukraine said in a statement published on the Telegram channel of the Main Directorate of Intelligence under the Ukranian Ministry of Defense that Russia's "Maidan-3 special operation will reach its climax in March-May 2024.” According to the committee, in the coming weeks, there will be "attempts to foment conflicts both inside Ukraine and in other parts of the world," and Zelenskyy's legitimacy may be questioned after May 20. *) Texas wildfires force evacuations and shut down nuclear facility Wildfires spreading rapidly across the Texas Panhandle have triggered evacuations in small towns and forced the closure of a key US nuclear facility. Fueled by strong winds, dry conditions, and unseasonably warm temperatures, the blazes have become a major concern for the state. Governor Greg Abbott declared the wildfires a disaster for 60 counties, as the largest fire grew to nearly 1,040 square kilometres. The United Nations Relief and Works Agency (UNRWA) was established to aid Palestinian refugees, but it has become yet another flashpoint in the ongoing conflict between Israel and Hamas. Israel has accused 12 out of the 13,000 UNRWA employees of taking part in Hamas' Oct. 7 attack on Israeli settlements. Scott Paul, associate director of peace and security at Oxfam America, talks about why 20 aid organizations have issued a public letter protesting a pause in Western funding to the United Nations Relief and Works Agency  (UNRWA), the main aid agency in Gaza offering services that the aid groups says are indispensable in the current crisis. Oxfam, Save the Children, the AFSC and other aid groups working in Gaza say cutting aid to UNRWA will have devastating effects on what is already a humanitarian catastrophe.  The suspension of funds to UNRWA by 18 countries, including the United States, the Uniked Kingdom, Germany and others, follows still-unverified allegations that 12 of UNRWA's employees in Gaza may have links to the Hamas attacks on Oct 7.  UNRWA  employs 13,000 people in Gaza and 30,000 throughout the region and may be forced to cease operations by the end of February unless funding is resumed. The pause in aid to UNRWA come on the heels of the World Court ordering Israel to take measures to prevent genocide in Gaz and to provide more humanitarian aid. Margot Patterson talks to Chimène Keitner, an expert on international law and the Martin Luther King, Jr. Professor of Law at the University of California-Davis, about that ruling and its significance and impact.

A graduate in English language teaching and literature, he taught English at the United Nations Relief and Works Agency (UNRWA) schools in Gaza from 2016 until 2019, and is the founder of the Edward Said Library, Gaza's first English-language library. In 2019-2020, Abu Toha was a Visiting Poet in the Department of Comparative Literature at Harvard University; a Visiting Librarian at Harvard's Houghton Library; and a Religion, Conflict, and Peace Initiative Fellow in the Harvard Divinity School. In 2020, Abu Toha gave talks and readings at the University of Pennsylvania, Temple University, and the University of Arizona. He also spoke at the American Library Association (ALA) Midwinter Meeting held in Philadelphia in January 2020. In October 2021, University of Notre Dame's Literatures, Annihilation, Exile, and Resistance lecture series hosted Abu Toha to speak about his poetry and work in Gaza. Abu Toha is a columnist for Arrowsmith Press, and his writings from Gaza have appeared in The Nation, Arrowsmith Press, and Literary Hub. His poems have been published on the Poetry Foundation's website, in Poetry Magazine, Banipal, Solstice, The Markaz Review, The New Arab, Peripheries, and other journals. Mary Karr is an award-winning poet and best-selling memoirist. She is the author of the critically-acclaimed and New York Times best-selling memoirs "The Liars' Club," "Cherry," and "Lit," as well as "The Art of Memoir," and five poetry collections, most recently "Tropic of Squalor." Karr is also a songwriter, having collaborated with Rodney Crowell, Norah Jones, Lucinda Williams and others on a country album called KIN. The Middle East Children's Alliance (MECA) works to protect the rights and improve the lives of children in the Middle East through aid, empowerment and education. In the Middle East, MECA provides humanitarian aid, partners with community organizations to run projects for children, and supports income-generation projects. In the US and internationally, MECA raises awareness about the lives of children in the region and encourages meaningful action. Since 1988, MECA has delivered $29 million in aid to Palestine, Iraq and Lebanon. The Markaz Review is a literary arts publication and cultural institution that curates content and programs on the greater Middle East and our communities in diaspora. Dr Anne Irfan is Anne Irfan is Departmental Lecturer in Forced Migration at the Refugee Studies Centre. She holds a Dual Master’s Degree from Columbia University and the LSE and a PhD from the LSE, where she wrote her doctoral thesis on the historical role of the UN Relief and Works Agency (UNRWA) in the Palestinian refugee camps. She previously taught at the University of Sussex and the LSE, and is an Associate Fellow of the UK Higher Education Academy. Anne’s research interests include global refugee history, UNRWA and Palestinian refugees, forced migration in the Middle East, the spatiality of refugee camps, and archival suppression. She is currently Co-Investigator on the British Academy-funded research project Borders, global governance and the refugee, examining the historical origins of the global refugee regime. In recent years, she has spoken at the UK Parliament in Westminster, and the UN Headquarters in New York and Geneva about the functions of the UNRWA regime and the exclusions facing Palestinian refugees from Syria. Anne’s work has been published in Journal of Refugee Studies, Jerusalem Quarterly and Forced Migration Review, as well as media outlets The Washington Post and The Conversation. Her article ‘Is Jerusalem international or Palestinian? Rethinking UNGA Resolution 181’ was named co-winner of the 2017 Ibrahim Dakkak Award for Best Essay on Jerusalem. She is currently working on a book about UNRWA’s institutional history. Professor Eugene Rogan is Professor of Modern Middle Eastern History at the University of Oxford and Director of the Middle East Centre at St Antony’s College. He is author of The Fall of the Ottomans: The Great War in the Middle East, 1914-1920 (Penguin, 2015) which was named The Economist books of the year 2015 and The Sunday Times top ten bestseller; and The Arabs: A History (Penguin, 2009, 3rd edition 2018), which has been translated in 18 languages and was named one of the best books of 2009 by The Economist, The Financial Times, and The Atlantic Monthly. Raymond Civil society, governmental and private sector partners are increasingly engaged in and reliant on digital data and ICTs for the delivery of public services and support to vulnerable populations. However, emerging and related cyber- and data-reliant risks threaten the human security and human rights of these populations, undermining their development potential.   The proliferation of ICTs among affected populations and humanitarian and development actors alike exposes critical, unaddressed gaps in the legal, ethical and technological frameworks that have traditionally defined and governed humanitarians' professional conduct. These gaps are an open secret, as is the lack of professionalization around data protection and ICT use. Increasingly, they are a disaster waiting to happen. As evidenced by the recent security breach of a software platform used by aid agencies to store the data of vulnerable people, the risk of such ICT- and data-related disasters is very real and far-reaching in the humanitarian and development sectors. In the face of these evermore complex threats, the need for capacity development for digital security and cyber resilience is increasingly recognized in the international humanitarian and development communities as critical. Unfortunately, an effective approach for such capacity development is lacking.    In this panel discussion convened by the Signal Program on Human Security and Technology of the Harvard Humanitarian Initiative, the United Nations Relief and Works Agency (UNRWA), the École polytechnique Fédérale de Lausanne (EPFL), and the International Committee of the Red Cross (ICRC), speakers from a diverse set of backgrounds will explore and debate the major challenges and opportunities of digital security and cyber resilience in the 21st century.
