I never thought the previous government's fees-free education policy made sense.  I'm on the record from the get-go. I didn't think it was a well-designed or considered policy. At an annual cost of hundreds of millions of dollars, the policy was expensive. I felt there were other priorities. The more cynically minded might even suggest that fast-tracking a fees-free education policy was a decision made with an impending election in mind, rather than the stated educational outcomes.   The goals of the policy were to increase access for students from poorer backgrounds, Māori and Pasifika, and to improve educational outcomes. But short of a Scandanavian-style tax system, I actually thought New Zealand's interest-free student loan scheme is pretty good. It strikes a fair balance and the barriers to access are low. And for every poorer student brought in by fees-free and who otherwise might have missed out on higher education, there were obviously dozens if not hundreds or thousands of middle-class kids who would've gone to university anyway, and now enjoyed an additional subsidy.   Instead of a blanket fees-free policy, the previous government could have considered so many alternatives:  - Increasing scholarships for students from poorer backgrounds, or for students from low-decile schools.  - Re-introducing the 10% bulk payment incentive to student loans, whereby anyone who paid off more than $1000 in a voluntary payment, had ten percent of that payment matched by the government.  - Means testing first year fees-free students.  - Making the third year of an undergraduate degree fees-free, so students were incentivised to finish.  - Greater assistance to students with cost-of-living support.  Instead, although they held off making additional study years fees-free, the previous government stuck with their scheme. And the results have been damning.    The total number of fees-free students has been decreasing. From the get-go, overall enrolments fell short of what was promised. Fees-free students have been dropping out. What's more, the New Zealand Herald revealed over summer that the number of decile 1 first-year students has halved since the scheme began. The number of first year decile 10 students has increased by 40%. So much for improving access for students from poorer backgrounds.   I was surprised National stuck with the scheme during the election campaign. But now at least, the government is moving to change the policy to make the final year fees-free, as per New Zealand First's election policy.   I note the Tertiary Education Commission acknowledged this week there was no discernible evidence the policy has increased access to low-socio economic groups. The policy has failed in its stated objectives. It's a nice-to-have, not a need-to-have. It deserves to go. See omnystudio.com/listener for privacy information.

But while he was thanking the Swedes for helping to get New Zealand's free trade deal with the EU over the line, the wheels were in motion in the same city for a major breakthrough on the eve of the NATO Leaders' Summit in Lithuania. Within the hour of Chris Hipkins touching down in Vilnius, the NATO Secretary General announced the way was clear for Sweden to join the military alliance after talks with Turkish President Recep Tayyip Erdogan. Recognised by many as one of the best bands in the Power Metal/Symphonic Metal realm, Scandanavian metal outfit Stratovarius are nothing if not consistent.Over 16 albums the band have delivered music of the highest quality, influencing countless others and providing a musical outlet for many more.Labelled a "blistering comeback from one of heavy metal's most seminal band's", Stratovarius' new album Survive - which will be released on September 23 - reinforces those claims, delivering a sweepingly grandioise collection of tracks conveying themes of struggle, defiance, hope and victory.Keyboardis Jens Johansson sat down with HEAVY earlier this week to talk about the release."I feel pretty okay," he replied when pressed on his mood going into Friday's release. "The thing is when you do something like this you never quite know what people will think but some of the reviews have been okay, even some of the traditionally grumpy ones are coming out okay (laughs). Yesterday we did this listening party where fans could listen to the whole album and chat and that was all very positive so let's see. You never really know."Listening partys serve the dual purpose of also allowing fans to comment on and give their opinion, something which Johansson agrees is better sometimes that an anonymous critic."That thing is still open," he said, "you can go look at the chat and the whole album is on there if you want to hear it in advance."In the full interview, Jens also talks more about the musical direction of Survive, the singles released, the core message of the album, how it differs from previous releases, the band's strong environmental and global stance, the writing and recording process of each album, longevity and more.Although conceeding Stratovarius will always deliver output true to their roots, Johansson also feels the inevitable passing of time will see more modern influences creep into this and future releases."It's kind of continuing in the same tradition," he measured. "I mean, we've been doing this a long time. I've been with the band 25 years and it's all been melodic metal, but I would say it is probably a bit more modern than it was 20 years ago because we have some new members that have different influences. This idea of having melodic metal, that's still there, but it's updated in a way. I don't know if this is going to be bad or good but you will always have those old fans that were there 30 years ago and they inevitably want the band to go back more towards that stuff and then, of course, you have younger fans who would like you to move forward a bit and become harder. I'm happy with the melodicness and the metalness of the album."

Governments worldwide are implementing emissions targets to improve air quality, with electric vehicles EVs Uptake mentioned as a key solution to reducing pollution. The automotive experts at Vanarama have done research to uncover whether EV uptake affects air quality in Europe. Vanarama analysed the 50 most populated European cities, sourcing data on total passenger cars and the proportion of electric vehicles (EVs) to calculate the number of EVs per 100,000 of each city's population. These figures were then scored alongside air quality stats to give a score out of 100. The higher the score, the stronger the correlation between the uptake of electric cars and air quality. Top 10 European cities for EV uptake to improve air quality. Unsurprisingly, the city with the highest score of 96 is Oslo in Norway, a country which has been hailed for its wide-ranging policies transforming perceptions of EVs.Oslo's air quality also ranked well at 7.5 g/m3 – good enough for the fifth-best figure in Vanarama's research. The UN Environment Programme reports that EVs have helped reduce CO2 emissions in the Scandanavian city by 35%, improving air quality and protecting public health. Consequently, Norway has the lowest risk of premature deaths due to air pollution. Norway is leaps and bounds above the rest of Europe when it comes to registering new EVs, with there being 11,129 per 100,000 people. EVs also account for more than a fifth (21.9%) of the country's total cars. By comparison, London has only 1,676 per 100,000 of its population. Norway's strategy to accelerate the uptake of EVs was to make them affordable enough to purchase through lower taxes while increasing taxes on traditional cars. In second is Swedish city Goeteborg, with a score of 95, closely followed by Stockholm in fourth place with 94 points. The Swedish capital boasts 3,001 EVs per 100,000 people and air quality of 6 g/m3, putting it in the top 10% of countries. Emissions from combustion engines are steadily declining, and overall, total emissions in Sweden have lowered across almost all sectors, primarily in the transport sector. However, most of Sweden's pollution comes from industry. Sweden is continuing the Scandinavian trend of EV uptake through several innovative legislations that go beyond subsidies for the purchase of a plug-in or fully electric, for example, EV drivers get free public parking across many cities and are even able to use buses lanes. While countries like the UK have been plunged into an energy crisis, Sweden's low electricity prices have helped encourage EV purchases – with prices being some of the lowest in Europe. Glasgow, sharing 3rd place with Stockholm, has a score of 94, with British cities Birmingham (88), Nottingham (87), and Sheffield (85) following closely behind. Interestingly, Glasgow had the lowest air pollution out of all 50 cities with 5.6 g/m3. In 2017, the World Health Organisation reported that Glasgow was more polluted than London, however following the introduction of the Low Emission Zone the following year, air quality improved. This only applied to local bus services, so when it is rolled out to all vehicles in 2023, there is expected to be an even bigger improvement in air quality. The UK is experiencing a growing adoption of EVs, with March this year showing the highest volume of electric registrations ever recorded in one month – an increase of 79% from the previous year. However, in terms of air pollution, the UK, in general, is failing to meet legal limits of nitrogen dioxide pollution, largely generated by vehicles, in other cities and areas. According to research, London is 1.9 times over the legal limit for air pollution, followed by South Wales and Eastern England. One of the main reasons for this is increasing levels of private car ownership and traditional vehicles. I am a minimalist.I'm not afraid to admit it. Loud and proud. I'm not ashamed. Not wanting to play to gender stereotypes, I do however wonder if my apartment is decorated in the sparse way in which only a man without a family is happy to live.Truth be told, I just don't buy stuff. I prefer to spend my money on experiences than things. If you've been listening to my show for a while, you'll know it took me a year or two to even buy a couch. I had a couple of armchairs, I figured. That was plenty. After all, you can only park your butt in one place at once!Anyway, nothing brings your interior design choices under close scrutiny like a visit from the property stagers. In anticipation for maybe wanting a bit more space for kids in the future – don't get too excited yet!! – I've put my apartment on the market. And knowing that my tastes aren't everyone's, I got the property stagers over for a bit of a zhoosh.It must be a delicate business being a property stager. Think about it. You're brought into people's homes to make things look a bit nicer, and the harder you work to improve a space, the more you're inadvertently telling the client that actually they don't have very good taste. A good eye is important. But tact, is even more so.My place is partially staged which means it wasn't a total bombsite beforehand, but I was frankly stunned when I saw the bags of stuff the stagers were bringing in.“Yeeeeah,” said the woman in charge.“Usually we're decluttering places, but to be honest, at your place it's kind of the opposite.”Huh.What can I tell you?Well, apparently dried flowers are in. They really are quite beautiful actually, and given I've managed to nurse a nice collection of house plants, there are now more pots and vases at my place than any other point in my life.What else? Well, this is going to shock you: coffee tables are actually fantastic. I've not owned a coffee table for more than a decade! Turns out there's a reason they're popular. Sometimes you don't know what you're missing until it's sitting in the middle of your living room with a TV remote and a book on Scandanavian architecture.But here's the big takeaway for me: cushions. What the hell? I used to have two cushions. I thought that was bordering on excessive. Now, I have sixteen. Sixteen in a two bedroom apartment! I'm surprised there's room to move! And what are you supposed to do with the cushions on your bed when it comes time to sleep? Just throw them on the ground? Is that what people do? Just chuck ‘em on the ground?Yes, for those of us whose interior choices have always tended towards the hard end of ‘less is more,' it can be a confronting experience to have someone with taste come in and re-jig your home. The thing that shocked this minimalist the most about the dried flowers and the cushions and the coffee table?I don't even know who I am anymore: It looks really, really good.

In Part 2 of our interview with Sonya Weisshappel, the CEO and founder of Seriatim professional organizers and inventory managment experts tells stories from her 23 years of helping people assess, get rid of and donate their stuff. Often precipitated by a crisis or major life transition such as a death in the family or decision to downsize or retire, people confront their belongings and often don't know where to turn. Sonya's mantra is know what you have, and once you know what you have you can determine its value. We discuss the importance of having an inventory of household items when bringing caregivers and home health aides into the home to care for elderly relatives.  On the lighter side, Sonya talks about confronting the dusty shoes in the closet and how "stuff" comes to overtake your space. The Scandanavian idea of "death cleaning"--or decluttering along the way rather than waiting till the end. Sonya also speaks highly of Brené Brown's book Atlas of the Heart and the importance of not judging people's styles of collecting and decorating.  Sonya grew up in New York City where she started her organizing company, Seriatim, in 1999. Ancient history of Russia is intriguing. Recorded history of Russia before Christianity is obscure. Available information states that Russia was founded(?) In 882 AD. ‘The traditional beginning of Russian history is 862 A.D. Kievan Rus‘, the first united East Slavic state, was founded in 882. The state adopted Christianity from the Byzantine Empire in 988, beginning with the synthesis of Byzantine and Slavic cultures that defined Russian culture for the next millennium. Kievan Rus' ultimately disintegrated as a state because of the Mongol invasion of Rus' in 1237–1240 and the death of about half the population of Rus'. (History of Russia ) ‘The early history of Russia, like those of many countries, is one of migrating peoples and ancient kingdoms. In fact, early Russia was not exactly “Russia,” but a collection of cities that gradually coalesced into an empire. I n the early part of the ninth century, as part of the same great movement that brough the Danes to England and the Norsemen to Western Europe, a Scandanavian people known as the Varangians crossed the Baltic Sea and landed in Eastern Europe. The leader of the Varangians was the semilegendary warrior Rurik, who led his people in 862 to the city of Novgorod on the Volkhov River. Whether Rurik took the city by force or was invited to rule there, he certainly invested the city. From Novgorod, Rurik's successor Oleg extended the power of the city southward. In 882, he gained control of Kiev, a Slavic city that had arisen along the Dnepr Riveraround the 5th century. Oleg's attainment of rule over Kiev marked the first establishment of a unified, dynastic state in the region. Kiev became the center of a trade route between Scandinavia and Constantinople, and Kievan Rus', as the empire came to be known, flourished for the next three hundredyears.' The symbolic meaning of a Mandala is understood all over the world as a model of the Universe, even of the entire cosmos, where the two most important principles present in our Universe are represented in the form of a circle and a square.
