Tai-Ex opening The Tai-Ex opened down 44 points this morning from yesterday's close, at 23,002 on turnover of 3.4 billion NT. The market rebounded on Thursday, after Wall Street resumed its upward climb as an update on inflation in America appeared to clear the way for more help for the economy from the U-S Federal Reserve. AIT says Chinese Activity Not Response to Lai's US Stopovers The American Institute in Taiwan says it doesn't believe increased Chinese military activity near Taiwan this week was a response to President Lai Ching-te's recent stopovers in the United States. The institute believes the "elevated activity in the East China Sea and South China Sea follows a broader increase in China's military posture (姿態) and military exercises over the last several years .. .. and it does not see this wider activity as a response to Lai's transit (轉機)." An A-I-T spokesperson says the United States continues to call on Beijing to "avoid any destabilizing or escalatory actions (升級動作) that might undermine regional peace and stability… and will continue coordinating with allies and partners regarding our shared concerns." The statement was issued by A-I-T following China's designating of seven areas east of Zhejiang and Fujian provinces from Monday to Wednesday as "temporary reserved areas" of airspace (空域保留區). Government Seeking Private Investment in Public Infrastructure The National Development Council says it's seeking private investment in public infrastructure (基礎建設) projects. According to the N-D-C's Economic Development Department, the government is set to create a ministerial-level mechanism (機制) to encourage such investment in order to "boost cooperation between the government and the private sector in jointly building Taiwan." Department head Chiu Chiu-ying says the mechanism will bring together officials from the N-D-C, the Ministry of Finance and the Financial Supervisory Commission to work with private enterprises … .. who are interested in investing in "major public infrastructure projects" projected to "yield stable returns." Chiu also says it's hoped that bringing in private capital (私人資金) for public projects will help alleviate financial burdens on both central and local governments. Lows of 11°C Forecast for North and Center The Central Weather Administration says a continental cold air mass is forecast to bring temperatures in the north and center down to 11 degrees early Sunday morning. According to the administration's forecast center, cold air mass will affect Taiwan from tomorrow through Sunday. The effects of the cold front will be the strongest on early Sunday morning - with lows of between 11 and 13 degrees forecast for the north and center, while other areas could see lows of between 14 and 15 degrees. The mercury will rebound slightly on Monday. However, another cold air mass is forecast to begin affecting the island next Friday. Nato calls on nations to ramp up defense spending In global news, NATO Secretary General Mark Rutte is urging European nations to shift to a wartime mindset… He also pointed up a need to ramp up (增加) defense spending to counter an aggressive Russia… as Sagher Meghani reports. US Mideast Initiatve Meanwhile… Top U.S. officials are in the Middle East pressing for stability in Syria and an end to Israel's 14-month war in the Gaza Strip in a last-ditch diplomatic push by the outgoing Biden administration. Secretary of State Antony Blinken is in Jordan and Turkey on Thursday for talks on how to ensure a peaceful transition of power in Syria following the ouster of longtime President Bashar Assad. National security adviser Jake Sullivan is in Israel in a bid to wrap up a ceasefire with Hamas militants. Sullivan expressed cautious optimism that conditions are ripe for halting (中止) the conflict. South Korea latest And… The leader of South Korea's ruling party is expressing support for impeaching President Yoon Suk Yeoul over his martial law declaration. Local media reports say Han Dong-hoon now says removing Yoon is the only viable option left to restore politicial stability (恢復穩定政治). On Thursday, the embattled president defended his martial law declaration, which some media reports considred a confession of treason. Han voiced his support days before South Korea's National Assembly holds a second vote calling for Yoon to be impeached.

In reactie op de plotselinge actie van Yoon zijn in ieder geval veel ministers uit zijn kabinet al bereid om ontslag aan te bieden, meldt de krant Chosun Ilbo. De leider van de Zuid-Koreaanse regeringspartij PPP, Han Dong-hoon, heeft woensdag opgeroepen tot het ontslag van minister van Defensie Kim Yong-hyun en het aftreden van het hele kabinet. De onmogelijke positie waarin Yoon nu verkeert, zal hem maar tot één optie dwingen, denkt hoogleraar Koreastudies Remco Breuker: ‘Hij zal snel aftreden.'  De kans dat Pete Hegseth, aangedragen door aanstaand president van de VS Donald Trump, nog minister van Defensie zal worden, wordt steeds kleiner. SYRIAN REBEL FORCES CAPTURE ALEPPO, PIVOT SOUTH TOWARD HAMA.// -----BEGIN TEARLINE------International Events-Syria: Opposition forces have completely taken the city of Aleppo, which largely remains under the control of opposition forces comprising of HTS, ISIS, and various other smaller al-Qaeda splinter groups. Syrian governmental forces largely have offered little resistance to the advance, which has continued to push south toward Hama. Fighting has now reached the suburbs of Hama, where the Syrian Army and Russia have mounted varying levels of defense.Korean Peninsula: This morning President Yoon Suk-yeol declared martial law throughout South Korea and immediately ordered the suspension of Parliament and the deployment of military forces in Seoul. Immediately following this declaration, many events occurred in very short order. As military forces surrounded Parliament and entered the building with the goal of shutting down proceedings, legislators called an Emergency Session to conduct a snap vote to nullify the martial law declaration.While Members of Parliament were climbing over barricades and using other means to gain access to the main voting hall of the National Assembly Building, soldiers encircled the building, with a large complement of military and police taking up position at the main entrance on the south side of the building. A detachment of unidentified soldiers (likely a Quick Reaction Force (QRF) from the RoK Army Special Warfare Command) were observed breaching the exterior windows of the Assembly Building to gain entry as at least 3x UH-60 helicopters established an aerial presence over the structure (possibly intending to conduct an Air Assault to fast-rope soldiers onto the roof of the building, but more likely to provide transportation for other QRF elements that deployed to the Assembly complex).As armed soldiers were in the hallway outside the main chamber attempting to break through and/or bypass the barricades hastily constructed by Parliamentary staffers, the vote to nullify the martial law order passed unanimously, with 190 Members of Parliament who were able to vote supporting the reversal of the martial law declaration. Zero MPs voted to continue the state of martial law. Following the vote, the Speaker was able to convince the soldiers to depart from the building. A few minutes after the vote, military forces began withdrawing from the interior of the National Assembly Building, with most forces remaining in the vicinity while the details of command were being worked out.Per South Korean law, the vote to nullify the state of marital law does not actually do so in practice, President Yoon is still required to issue the stand-down order himself. The vote in Parliament merely forces the President to issue the recension order. Consequently, Parliament announced that they will not leave the building until the order is rescinded by Yoon. Though the initial confrontations have simmered down, President Yoon has not been seen or heard from since the order was issued around midnight, and military spokesmen have indicated that they will not fully stand down without the order from Yoon himself. A few moments ago, rumors indicated that Yoon may issue the order to withdraw tomorrow.However, several hours after the initial scuffle at the National Assembly Building, some reports suggested that military forces had indeed decided to follow their original orders as issued by President Yoon, which included arresting the leaders of Yoon's opposition movement in Parliament: Lee Jae-myung, Han Dong-hoon, and Woo Won-sik. Earlier in the day, Lee Jae-myung had filmed himself stating that President Yoon was no longer President due to his actions. At the moment it is not clear

The results of Wednesday's election posed a huge political blow to President Yoon Suk-yeol, setting back his domestic agenda and leaving him facing an intensifying political offensive by his liberal opponents during his remaining three years in office. Prime Minister Han Duck-soo and top advisers to Yoon submitted their resignations on Thursday, South Korean media, including Yonhap news agency, reported. This week, the Foreign Interference Inquiry heard interesting testimony from Han Dong and Erin O'Toole. I discuss that testimony, the benefits of the inquiry process versus the Special Rappatour option the government wanted, and reforms needed to the Security and Intelligence Threats to Elections Task Force. The Justice Minister was interviewed by Althia Raj regarding the proposed Online Harms Act. The Minister was on the defensive throughout, and did little to ease fears that this government is overreaching on the restrictions to free speech contained in the Bill. A case out of Calgary is showing how courts will handle Medical Assistance in Dying cases on the margins. Here, the person asking to die is 27 years old, has Autism, and evidence from her father raises questions as to whether she is indeed suffering significant physical ailments. Finally, I look to the Mass Casualty Commission report one year on. The RCMP have provided an update on their efforts to implement the report recommendations, and the Province of Nova Scotia has provided a brief update as well.

欢迎来到加广中文台“加中建交50周年”特别系列节目。 今天是这个系列的第七集,也是最后一集。 在过去的一个多星期,我们采访了加拿大熟悉中国事务的五位专家、学者、记者,从他们个人的经历和感受回看加中关系五十年。 过去的两年,加中关系可谓跌倒了谷底,那么未来会如何?在加拿大的对华政策上,他们有什么预见? 欢迎收听“加中建交50周年”播客第7期:来到了十字路口,未来充满不确定... (时长17分43分) https://www.rcinet.ca/zh/wp-content/uploads/sites/6/2020/12/1201-Yan-mixed.mp3 加拿大学者、前外交官查尔斯·伯顿(Charles Burton)教授关注加中事务超过五十年,但目前的状况令我非常失望非常悲哀。他最大的失望是,加拿大和许多西方国家一样,认为与中国的经济合作交往将会促使中国更加开放,在民主人权方面有所改善。 加拿大几十年来在中国的公民社会、法制体系培训、女性权益等投资将近10个亿,但在受访中,伯顿教授认为,很多中国签署的与法制人权相关的协议和设置的课程,更像是“做给加拿大看的”,以减轻在这方面的压力。 伯顿教授对加中关系未来并不乐观。他表示,美国在拜登上台之后,如果重回世界领袖地位,加拿大会跟随其他的民主国家,在政治、经济方面联手,令中国更难单方面针对某一个民主国家。 他还认为,中国的经济从结构上更加依赖出口。西方国家可以决定一起行动,停止与中国合作,直到中国遵守在联合国以及世贸协定中的承诺。相对来说,这还是比较乐观的结果。 第二个可能,中国领导人继续一带一路,团结一些国家与西方的经济同盟对抗,这可能会导致下一个东西方冷战,甚至热战,包括可能的在南海以及台湾的战争。 伯顿教授表示,真是太遗憾了,双方关系到了这样的程度。 他还评价说,客观地说,加拿大的对华政策是不成功的。加拿大特鲁多政府承诺,在今年年底要“重新设定对华政策”,这是因为国内的压力,民意主流认为,加拿大应该对华更加强硬,而反对党的批评声浪也很大。 伯顿教授对于加拿大政府未来的对华政策的建议是,需要更多的加拿大人,对中国共产党的规则和语言有更深入的了解,要多与中国变革力量合作,也需要有更多的投入,比如,在加拿大国内,警方如何保护受到骚扰的华人异见人士等。 华裔学者、多伦多和平与外交研究所的姜闻然教授认为,中国这些年的崛起才是令加拿大和其他西方国家担忧害怕的真正原因。 他认为,中国政府的结构是中国人无法自己改变的。加拿大和西方需要一个框架性的对华政策,同时以历史观来对待中国的人权和民主的问题,需要领导人有主观能动性来处理与中国的关系,以避免冲突。 而加拿大著名的记者和作家黄明珍(Jan Wong)以及中国问题专家傅尧乐教授(Bernie Frolic)也认为,目前是加中关系的转折点,世界的局势正在变化,加拿大也面临选择。中国这几年的行为已经是个超级大国了,之前的加中友谊,或是加拿大对中国的期待等已经没有什么作用了。加拿大的问题是如何在与中国继续交流的情况下,保护加拿大的利益。 而自由党联邦议员董晗鹏(Han Dong)的看法是,加中没有根本的利益冲突,应该可以从理解走向合作。不过,他觉得当务之急,需要中国改善对两名加拿大公民康明凯(Michael Kovrig)和斯帕弗(Michael Spavor)的待遇,向加拿大人展示中国可以人道地,公开透明地对待他们的案子。 加中关系在五十年之际处于不确定的状态中,双方的领导人是否有智慧,可以在避免冲突的前提下,进行修复和发展?没有人能说的清。 而且,董晗鹏也给在加拿大的华裔提出了建议:懂得保护自己,保障自己的权益,以及不被边缘化。 感谢收听我们总共七集的“加中建交50年”系列节目。如果您在收听之后有什么感受和见解,欢迎发邮件给我们:China@rcinet.ca 祝您健康愉快! 2016年9月,在杭州举行的G20会议上,加拿大总理特鲁多和中国国家主席习近平会面。THE CANADIAN PRESS/Adrian Wyld

“战狼外交,不确定、和转变;失望、失败、战略、以及耐心” 欢迎来到RCI “加中建交50周年”特别系列节目的第六期:加中关系中的几个关键词 上个星期,我们采访了熟悉加中关系的五位嘉宾,他们与中国都有密切的联系,多年来关注中国事务。 在采访中,我问了五位嘉宾同样一个问题:如果让你用四个字形容加中建交五十年,会是什么词?(别问我为什么是四个词,而不是更多或更少) 五位嘉宾的侧重点可能不同,但是高频率出现的词总结起来是:战狼外交,不确定、和转变。然后是,失望、失败、战略、以及耐心。 欢迎收听系列节目的第六部分:加中建交50年,几个关键词:“战狼外交”、失败、不确定、与转变...
