Slam the Gavel welcomes Kajal Emmett to the podcast. Kajal Emmett was born in New Delhi, India. Before the age of 4, she was abandoned and left in the street where she took train after train trying to make my way back home. Eventually Kajal was picked up by a police officer and brought to an orphanage in Asharan, India. At the age of four, she was then adopted by an American family. Being placed in foster care when she was just 15 years old, she remained there until aging out of the system at 21. Kajal is the only foster child who has completed the entire Elks Aidmore program. Kajal's passion in life is to fight for the rights of young foster children in the system. She understands what it's like to be in Foster Care. Kajal wants to provide opportunities for these young children to have and share their voices as well as be a positive example for them to navigate through the system. Kajal is also ready to take on all challenges that come along with advocating for Foster Care children. Sharing her story of living in a Foster Home and what happened in her life that then led her to running away and ending up in a Group Home, Kajal's story is so unique. We discussed how victims end up being punished and the offenders rarely get punished, "the one getting abused gets locked up." Why is life so unfair and so unfortunate for children in Foster Care? Children in Foster Care are conditioned to live in survival mode at all times while walking on eggshells to please the Foster Parent. These children have suffered so much trauma in their young lives to only relive it when being pulled out of one foster home and be placed into another group home. As deaths from drug overdoses and drug‐related diseases continue increasing, policymakers in cities across the United States have become more willing to consider implementing overdose prevention centers (OPCs) as the next step toward a more effective harm reduction strategy. For more than 30 years, OPCs have prevented overdose deaths, HIV and hepatitis, and other diseases and helped people with substance use disorder find treatment. OPCs, also known as safe consumption sites or drug consumption rooms, began in Europe in the mid‐1980s. Governments and harm reduction organizations now operate OPCs in 16 developed countries, including many European countries, Canada, Mexico, and Australia. Unfortunately, a federal law that prosecutors and harm reduction opponents call the “crack house” statute makes them illegal in the United States. Yet New York City sanctions two such facilities in defiance of federal law.Joining us to discuss the worldwide experience with OPCs, and to share data and experiences at sanctioned OPCs in North America, are Chelsea Boyd, research fellow in the R Street Institute's integrated harm reduction program; Darwin Fisher, Senior Program Manager at PHS Community Services Society in Vancouver, British Columbia, and manager of Insite, North America's oldest sanctioned overdose prevention center; and Kailin See, Senior Director of Programs for OnPoint NYC and program and development lead for New York City's two sanctioned overdose prevention centers, the first approved OPCs in the United States. Sylvia Beachy has 5 years of experience working in the foster system. She has had many roles that include Staff Member, Case Manager, Transporter, Parent Aide, and Behavior Aide. She started out as a staff member at Elks Aidmore group home which is where she met KK. KK was a foster youth at Elks Aidmore! However, KK had aged out of the system with absolutely no place to go! This began the journey of Rescue The Fosters. Their mission is to give the children and youth in Foster Care a voice! They also provide resources to youth aging out of the system to keep them off the streets and out of prisons! Additionally, they also strive to keep FAMILIES TOGETHER! Therefore, they additionally assist families navigating the CPS! Excellent conversation regarding how foster children are in "survival mode" at all times. They have been ripped away from their families and question themselves or if anyone loves them. In Foster Care, the goal is surviving. Sylvia Beachy told her story of how she started out in the system and how workers become desensitized with new influx of children coming into the group home. She also told her story of meeting a young man wearing a homeless sign and she got out of her car and questioned him. He told her he had gotten out of Foster Care with no PAPERWORK. Sylvia helped him get the paperwork he needed to get a job and find his biological mother. Sylvia's message: LISTEN TO THE CHILDREN. Kajal Emmett explained that she was just a little girl roaming the streets as an orphan and how a police officer found her and took her to the proper authorities and he guessed her age by her teeth. Sylvia explained that they still don't know her true age. This week Vermont Gov. Phil Scott vetoed a bill aimed at stemming the state's overdose crisis. The bill was a way to explore supervised consumption or injection sites. Those sites would allow people to consume drugs under medical supervision to prevent an overdose. Scott says this is not the right strategy for Vermont.

There's just how it's going to be perceived in the eyes of the other person. And as a side note, there's two sides to this coin, too. There's what we're doing with our body language and how people are perceiving us and how willing they are to listen to us. And then there's all the nonverbal signals that they're sending back to us, too, that can give us clues as to how they feel. And so there's not good or bad body language. I just want to help people to be congruent so that when they say something their body language is going to match that because oftentimes what happens is if those are not congruent, we'll tend to believe what we see in body language over what they're telling us with their words.
