Keir Starmer has promised to introduce legislation to parliament – before this April's anniversary of the Hillsborough football stadium disaster – that would extend a statutory duty of candour to public authorities and officials. Starmer hopes that the new Hillsborough law, which will require government organisations and officials to be truthful and to proactively co-operate with investigations and inquiries, will “address the unacceptable defensive culture prevalent across too much of the public sector” exposed in the Infected Blood, Post Office Horizon and too many other inquiries. But how widely will the duty be applied? How can it work alongside other statutory duties such as in the civil service code? What lessons can be taken from the legal duty of candour that has existed, with mixed effect, in the NHS for over 10 years? Chancellor Rachel Reeves has announced £40billion of tax rises in Labour's first budget for nearly 15 years.In a 77-minute speech before a packed House of Commons, the UK's first female Chancellor of the Exchequer announced massive tax hikes to help “fix the foundations” of the economy.Reeves plans to raise £25 billion from employers' national insurance contributions plus increases to capital gains tax, while also making changes to inheritance tax and stamp duty.Billions of pounds in public funding was also pledged for the NHS, schools building, the national minimum wage, GB Energy, HMRC reform, cladding removal, defence and compensation for victims of the infected blood and Post Office Horizon scandals.In a boost for London, the Chancellor confirmed that HS2 would be extended via tunnelling to London Euston.It is all part of the government's plan to tackle the so-called “£22bn black hole” in the public finances.But the opposition Conservatives accused Labour of breaking manifesto pledges. This week, Jacki and Lyle discuss the recent evidence presented by the Post Office's former Head of Public Relations, Mark Davies, to the Post Office Horizon IT Scandal inquiry. The most widely report comment made by Davies was that, in hindsight, a series of emails denying problems with Horizon 'look ridiculous'. Jacki and Lyle discuss Mark Davies' part in the scandal, considered to be one of the worst miscarriages of justice in British history, and whether he could have asked more pertinent questions of those higher up in the organisation in order to better understand the situation as it was unfolding. Lyle and Jacki address the more 'jokey' emails Davies sent to his colleagues throughout the affair and whether these are an accurate indicator about his thoughts on the situation as it stands now, and Jacki asks what more Davies could have done considering the likes of Paula Vennells, who has herself recently given very controversial evidence to the inquiry, had already made their feelings clear on what action to take. Lyle then asks the incredibly tricky question - would Jacki work with mark Davies in a PR environment knowing what she knows now? The Post Office Horizon IT Scandal represents the biggest single series of wrongful convictions in British legal history. Brought to life in the hit ITV series "Mr Bates vs. The Post Office", the story hit the headlines in early 2024 and at the time of publication is the subject of a major public inquiry.Faulty equipment and computer software made it look as though money was missing from post office branch accounts and the sub-postmasters' contracts held them personally liable. More than 900 were prosecuted, many went to prison and many others were financially ruined.In this very special episode, I am privileged to be joined by one of the subpostmasters affected, Jess Kaur, whose story was told in the ITV drama. We are also joined by TV actress Krupa Pattani who played Jess on screen as 'Sam Kaur'.If you've watched the series, you'll not be able to forget the scene when Sam's husband walks in to find her bleeding with a knife in her hand. We'll talk about that, how Jess talked to her children about what she went through and how Krupa prepared for such an important scene.It's been a harrowing road for Jess and she has been very brave to come on and tell her story. Should Parliament simply overturn the convictions of postmasters caught up in the Post Office Horizon scandal? That's what the Government proposes to do through the Post Office (Horizon system) Offences Bill. But quashing of convictions is normally a matter for the courts. Some MPs have misgivings about setting a constitutional precedent as well as practical concerns about how the Bill will be implemented. We talk to the Chair of the Justice Select Committee, Sir Bob Neill MP.Meanwhile, SNP MPs are furious that UK Ministers have declined to extend the provisions of the Bill to postmasters convicted north of the border. So why does the Bill apply to all other parts of the UK but not to Scotland? In the UK the Post Office is being investigated after the system that it introduced to 18,000 branches in the 1990s was found to be faulty and did not report the correct figures. Between 1999 and 2015 the Post Office prosecuted 700 sub-postmasters and sub-postmistresses. Another 283 cases were brought by other bodies including the Crown Prosecution Service. Most, probably all of those people are innocent of all charges. This system destroyed the lives of the post office staff and their families. It led to people giving the Post Office their life savings to correct discrepancies that were not real.How is it possible that a £1bn system could have so many faults? Why did it take 25 years before the innocent people were believed? What type of toxic culture does it for this to happen and how do you change toxic cultures?

Multiple victims claim they repeatedly tried to raise the alarm with British authorities, including the Foreign Office, but an adequate investigation “never took place”. Two UK survivors of his abuse - Rae and Anneka - join Clare to discuss their experiences as ‘disciples', why they left and the law changes they hope will result from this exposure.The Post Office Horizon scandal is once more dominating the headlines. Today, a petition calling for the former Post Office chief executive Paula Vennells to lose her CBE has received more than one million signatures, and yesterday the Prime Minister told the BBC the Government was reviewing options to help victims of the scandal. More than 700 branch managers were convicted of false accounting, theft and fraud based on faulty software. Currently, a public inquiry into the scandal is ongoing and the Metropolitan Police is investigating the Post Office over potential fraud offences arising from the prosecutions. One of the women who was falsely accused was Jo Hamilton. Her story has been told in the ITV drama Mr Bates vs. The Post Office, where she was played by the actor Monica Dolan. Jo joins Clare.What do you do if your child refuses to go to school? Today, the Government is expected to announce funding for a new initiative aimed at tackling school absences in England. More than a fifth of secondary school pupils in England are persistently absent. The new scheme will see funding for school attendance mentors, an initiative which has been trialled in a pilot by the charity Barnardos. Clare speaks to Nadine Good from the charity, and hears from head teacher Simon Kidwell.

Nick Wallis is a TV, radio and online journalist. His main area of expertise is the Post Office Horizon scandal. He recently fronted a ten-part series for BBC Radio 4, a BBC Panorama documentary and I co-wrote a Private Eye Special. And runs the website Post Office Trial.The British Post Office scandal is a major British business, legal, ethical and political scandal involving the prosecution by the Post Office of hundreds of sub-postmasters for alleged theft, false accounting and/or fraud, resulting in criminal convictions, imprisonment, loss of reputation and livelihood, bankruptcy, divorce, and even suicide amongst those involved. The Post Office has a single shareholder, the British Government. Subsequent to a press outcry and later investigations, sub-postmasters (SPMs) convicted of criminal offences had their convictions declared unsafe, obtained unlawfully, and quashed. As of 2021, the government promised financial compensation to the victims of the scandal, which has been described as one of the biggest miscarriages of justice in British history.Amongst other things, Nick live-tweeted from the Johnny Depp Libel Trial at the High Court and have been collecting relevant documents and transcripts, which you can browse here.He has fronted several crime series for Channel 5/Spike TV and he worked as a freelance reporter for ITV and 5 News.Nick has reported from the scene of the Grenfell Tower fire, and the London Bridge terror raids. He also covered banking scandals, military negligence, terror plots, corporate tax avoidance, drug smuggling and immigration enforcement. He was also the first journalist to take BBC television cameras inside GCHQ.
