Y a-t-il eu en 2005 un pacte secret entre le colonel Kadhafi et Nicolas Sarkozy pour le financement de la campagne de ce dernier ? C'est la question que pose le tribunal de Paris, où l'ancien président français comparaît depuis le 6 janvier et où il clame son innocence. Au cœur de l'affaire, il y a le beau-frère du colonel Kadhafi, Abdallah Senoussi, chef des services secrets libyens au moment de l'attentat contre le DC10 d'UTA (170 morts). Aujourd'hui, nouvelle pièce au dossier. Avec Karl Laske, journaliste enquêteur à Mediapart, Vincent Nouzille publie, chez Robert Laffont, « L'assassin qu'il fallait sauver ». Il répond aux questions de Christophe Boisbouvier. RFI : Le 19 septembre 1989, un avion DC-10 de la compagnie UTA explose en plein vol au-dessus du Niger, 170 morts dont 54 Français, 48 Congolais de Brazzaville, 25 Tchadiens. C'est l'un des attentats les plus meurtriers de l'histoire de l'Afrique. Et aujourd'hui, grâce à votre enquête, on sait enfin exactement par qui et comment ce crime a été perpétré. Quel document avez-vous découvert ?Vincent Nouzille : Nous nous basons avec Karl Laske, donc journaliste à Mediapart, sur une série de documents libyens qui nous ont été fournis par un imprimeur libyen dont le nom figure d'ailleurs sur la couverture du livre. Il s'appelle Samir Shegwara et il a eu accès à des archives d'Abdallah Senoussi, c'était le chef des services secrets libyens. C'était le numéro 2 ou 3 du régime de Kadhafi et c'était le beau-frère de Kadhafi également. Et Abdallah Senoussi a été mis en cause par le juge Jean-Louis Bruguière. La justice française l'a jugé dans cette affaire de l'attentat du DC 10 d'UTA avec cinq autres Libyens, le procès a eu lieu par contumace en leur absence en mars 1999 à Paris, et ils ont été condamnés à la perpétuité. Donc, il n'y a pas de doute sur la responsabilité d'Abdallah Senoussi et de ces Libyens. Mais ces documents d'Abdallah Senoussi, ces archives secrètes qui sont pour la première fois révélées dans ce livre, donnent à voir les préparatifs très minutieux de cet attentat. Et c'est pour ça que c'est intéressant, parce qu'on avait jusqu'ici, une vision évidemment partielle, parcellaire, de la responsabilité directe d'Abdallah Senoussi. Et là, dans les documents, il y a par exemple des réunions qui se passent au siège des services secrets libyens, donc avec Abdallah Senoussi qui donne des consignes pour frapper des avions français. Il y a aussi par exemple des tests qui sont faits par les services secrets libyens sous la conduite d'Abdallah Senoussi dans le désert libyen, pour tester par exemple des explosifs et aussi pour tester dans un 2ᵉ temps des valises piégées. Or, c'est exactement le mode opératoire qui a été employé dans l'attentat du DC 10, vu que c'est une valise Samsonite bourrée de Semtex qui a été embarquée dans l'avion d'UTA par Apollinaire Mangatany, un passager congolais à l'insu de son plein gré, si je peux dire, et qui a été sacrifié par les services libyens. Et c'est cette valise qui a explosé. Ce mode opératoire a été décidé lors de tests puis de réunions au sommet avec Abdallah Senoussi. Ce sont ces documents que nous révélons.Alors, 10 ans après cet attentat, en 1999, le beau-frère du colonel Kadhafi, Abdallah Senoussi, est donc condamné par la justice française. Mais le colonel Kadhafi essaie de faire réviser ce jugement et, à partir de 2003, il multiplie les contacts avec des hommes politiques français. Il semble qu'il en parle d'abord au président Jacques Chirac, puis au ministre de l'Intérieur Nicolas Sarkozy, lors d'une visite de celui-ci à Tripoli. Comment réagissent Jacques Chirac et Nicolas Sarkozy ?Alors, le président Chirac va être assez flou sur la réponse qu'il peut donner, en disant : « Je vais étudier la question », ça, c'est en 2003, 2004. Arrive la perspective de Nicolas Sarkozy, qui va être le candidat à la présidentielle de 2007. Il est à l'époque ministre de l'Intérieur. Nous sommes en octobre 2005. Oui, il va à Tripoli et le Guide en parle effectivement à Sarkozy, lors de sa visite du 6 octobre 2005. Et puis, ensuite quelques semaines plus tard, l'avocat personnel de Nicolas Sarkozy se rend à Tripoli pour discuter avec les avocats de Senoussi sur la manière de régler le problème. Donc, le sujet a été abordé et non seulement le sujet a été abordé, mais il y a bien eu l'envoi d'une mission d'avocat pour tenter de régler le problème. Alors c'est une promesse qui est faite, peut-être par Nicolas Sarkozy directement à Kadhafi et c'est ce que la justice française suspecte, qu'il y a peut-être eu un arrangement, un deal secret, entre l'équipe de Sarkozy et Kadhafi, sur le mode : nous allons vous donner de l'argent pour votre campagne électorale, en échange de quoi, il faudra régler le problème de Senoussi.Est-ce que vous avez contacté Nicolas Sarkozy dans le cadre de votre enquête ?Oui, nous avons contacté Nicolas Sarkozy, mais comme le procès qui a lieu actuellement, qui a démarré le 6 janvier au tribunal de Paris, allait démarrer, il nous a fait répondre qu'il ne souhaitait pas nous répondre.Alors, il y a la situation judiciaire de Nicolas Sarkozy, mais il y a aussi celle d'Abdallah Senoussi, l'organisateur de l'attentat de 1989. S'il est toujours vivant, qu'est-ce qu'il devient ?Alors Abdallah Senoussi, on a essayé de le joindre pour cette enquête. On n'a pas réussi à le joindre. Il est actuellement en prison en Libye et il faut savoir que les familles des victimes du DC 10 d'UTA en France et en Afrique souhaitent et espèrent un jour avoir un procès. Le vrai procès de Senoussi, avec Senoussi dans le box.Ben oui, puisqu'il a été condamné par contumace !Par contumace, c'est-à-dire en son absence. Et donc, peut-être que les nouveaux éléments que nous révélons sur son implication décisive dans la préparation de cet attentat va réveiller la justice française afin peut-être que la France redemande son extradition depuis la Libye.

Nicolas Sarkozy de nouveau devant les tribunaux. Mais il s'agit cette fois d'une affaire hors norme, qui a tout du scandale d'État entre l'ancien président français et Mouammar Kadhafi. La justice française accuse Nicolas Sarkozy d'avoir touché de l'argent du « guide » libyen pour financer la campagne électorale qui le portera à l'Élysée en 2007. Nicolas Sarkozy est poursuivi pour corruption, association de malfaiteurs, recel de détournement de fonds publics et financement illicite. Il risque dix ans de prison. L'histoire éclate en 2012, suite aux révélations du site d'information français Mediapart, qui conduira l'année suivante à l'ouverture d'une enquête judiciaire. Fabrice Arfi est le responsable du pôle Enquêtes de Mediapart, c'est aussi lui qui est à l'origine des révélations. Il répond aux questions de Sidy Yansané. RFI : Mouammar Kadhafi et Nicolas Sarkozy, alors ministre de l'Intérieur, se rencontrent pour la première fois en 2005. Et lorsqu'il est élu président deux ans plus tard, il parvient à faire libérer les infirmières bulgares injustement détenues en Libye depuis des années. C'est là que débute officiellement la lune de miel entre les deux chefs d'État. Quelles étaient les raisons de ce rapprochement ? Fabrice Arfi : Les raisons officieuses, celles qui vont peupler les audiences du procès historique, du procès de l'affaire Sarkozy-Kadhafi, concernent une histoire de compromission à divers niveaux, qu'il soit diplomatique, financier, économique, dans des perspectives de financement occulte de la Libye en direction de la France et en contrepartie, d'après l'accusation judiciaire, de tout un tas de faveurs que la France a octroyé à la Libye de Mouammar Kadhafi, à partir du moment où Nicolas Sarkozy a été élu président de la République.Parmi ces faveurs, par exemple, lesquelles sont les plus notables ?La contrepartie la plus significative car c'est la plus vertigineuse de mon point de vue, c'est l'un des dignitaires libyens qui s'appelle Abdallah Senoussi, beau-frère de de Mouammar Kadhafi et ex-chef des services secrets militaires, et qui est connu de sinistre mémoire en France, puisqu'il a été condamné en 1999 à la réclusion criminelle à perpétuité pour avoir fait sauter l'avion de ligne DC10 de la compagnie française UTA. C'était en 1989 au-dessus du désert du Ténéré au Niger, et ça a fait 170 morts. Parmi les contreparties, la justice accuse l'équipe Sarkozy d'avoir, contre de l'argent versé, promis de faire sauter le mandat d'arrêt d'Abdallah Senoussi, visé par un mandat d'arrêt international depuis sa condamnation en France. Donc on va avoir, pour la première fois dans l'histoire politique et pénale française, une affaire de terrorisme, et non des moindres, qui va se retrouver au cœur d'un procès de corruption.Et c'est d'ailleurs cette affaire de terrorisme qui va contribuer largement à l'isolement de la Libye au niveau international. Et l'élection de Sarkozy, c'est aussi une grande victoire pour Kadhafi car six mois après cette élection, il est invité à Paris. On se souvient tous de sa tente qu'il a dressée dans la cour de l'hôtel Marigny, situé devant le palais de l'Élysée. Vous considérez que c'est aussi une victoire pour Kadhafi ?D'autres démocraties, bien sûr, ont accueilli Mouammar Kadhafi. Mais seule la France l'a fait avec un tel faste, et c'était pour Mouammar Kadhafi une victoire totale pour laquelle il était prêt à payer très cher. La France, pays de la Révolution française, de la Déclaration des droits de l'homme, lui a offert une notabilité qu'aucune autre démocratie occidentale, libérale, comme on dit, n'était en mesure de lui offrir.Seulement quatre ans plus tard, c'est le Printemps arabe. Une coalition de l'Otan décide de soutenir les rebelles contre Kadhafi. Le président Sarkozy se montre particulièrement volontaire. Rappelons qu'avant l'intervention, le guide libyen « révèle » dans le quotidien français Le Figaro avoir financé la campagne de son homologue français. Les enquêtes, médiatique comme judiciaire, font-elles un lien entre les deux événements ?Je ne suis pas de ceux qui considèrent que la guerre en Libye est une fabrication de Sarkozy visant à se blanchir, mais il y a quand même des questions qui se posent sur la manière dont la guerre a été déclenchée. Je rappelle qu'il y a un rapport du Parlement britannique qui a mis en cause les mensonges qui ont présidé au déclenchement de la guerre en Libye, dans le sillage des Printemps arabes, d'abord en Tunisie puis en Égypte. Des questions qui se posent aussi sur certaines opérations menées en Libye, jusqu'à la mort du dictateur Kadhafi, dont on ignore les circonstances précises encore aujourd'hui. Mais le fait est que le Nicolas Sarkozy de 2007 et le Mouammar Kadhafi de 2011 sont bien les deux mêmes hommes de 2007 et de 2011. S'il y a un secret qui les lie, ce secret lie les deux mêmes personnages à quatre ans d'écart.La mort de Kadhafi, dans des circonstances toujours non élucidées, va surtout mettre l'arsenal libyen à la disposition d'une myriade de milices et de jihadistes, avec des conséquences désastreuses sur le plan sécuritaire pour la Libye et tout le Sahel. Vous qui êtes un observateur avisé de la politique française et qui avez travaillé dix ans sur ce dossier, est-ce que vous pensez, comme beaucoup d'Africains le pensent sur le continent, que Sarkozy devrait aussi être entendu sur ce volet ?Il ne me revient pas de dire si Nicolas Sarkozy doit être jugé à un échelon international. En revanche, on peut constater que les raisons qui ont présidé au déclenchement de la guerre d'après les Britanniques, pourtant très allants sous David Cameron pour accompagner l'épopée guerrière de Sarkozy, n'étaient pas exactes. On a laissé un champ de ruines derrière nous, et pire qu'un champ de ruines, on a laissé une partie du pays aux mains de jihadistes islamistes, dont certains vont ensuite semer la terreur, y compris sur le continent européen. Et ça va déstabiliser en effet toute une région. Mais c'est bien justement l'équipe de Nicolas Sarkozy et Nicolas Sarkozy lui-même qui ont proposé à Mouammar Kadhafi un accueil et des faveurs que peu de pays dans le monde, pour ainsi dire aucun, ne lui ont proposé. Et d'ailleurs, c'est très surprenant de voir aujourd'hui un Nicolas Sarkozy dire à quel point Mouammar Kadhafi était un personnage épouvantable, alors que le dossier judiciaire révèle des connexions proprement stupéfiantes entre son cabinet, lui-même, et l'ancien guide libyen.

In the tale, the Applegate Memorandum, I described the difficult birth that McDonnell Douglas had with the DC-10 when it's safety record was permanently marred by a cargo door design flaw that plagued its introduction. Sadly, this wasn't the only issue that was going to discredit the aircraft in the eye of its passengers and they would ultimately condemn the world's first 3 engined wide body as a dangerous failure. Although the aircraft's problems with its cargo doors could be firmly laid at the feet of McDonnell Douglas, the next disaster that the aircraft would have to cope with was not of the manufacture's making, but of some operators who took it upon themselves to shorten engineering procedures. Ils nous expliquera l'évolution de Swissair dans les années 50 avec les mythiques DC-4 jusqu'aux Boeing 747 et aux tri-réacteurs DC10 et MD11. Cela nous permettra de passer en revue tout cet âge d'or où l'aviation était réservé à une élite ainsi qu'à son ouverture vers un public beaucoup plus large. Jean-Paul nous proposera de nombreuses anecdotes avec notamment son voyage en Super Constellation à New York, la mise en place de la première alliance entre compagnies ainsi que les évolutions techniques proposées par Swissair. On en viendra à parler du livre qu'il a écrit autour de l'histoire de cette compagnie légendaire aujourd'hui disparue. St. Augustine of Hippo (part 2) - From Pope Benedict's audience: After his Baptism, Augustine decided to return to Africa with his friends, with the idea of living a community life of the monastic kind at the service of God. However, while awaiting their departure in Ostia, his mother fell ill unexpectedly and died shortly afterwards, breaking her son's heart. Having returned to his homeland at last, the convert settled in Hippo for the very purpose of founding a monastery. In this city on the African coast he was ordained a priest in 391, despite his reticence, and with a few companions began the monastic life which had long been in his mind, dividing his time between prayer, study and preaching. All he wanted was to be at the service of the truth. He did not feel he had a vocation to pastoral life but realized later that God was calling him to be a pastor among others and thus to offer people the gift of the truth. He was ordained a Bishop in Hippo four years later, in 395. Augustine continued to deepen his study of Scripture and of the texts of the Christian tradition and was an exemplary Bishop in his tireless pastoral commitment: he preached several times a week to his faithful, supported the poor and orphans, supervised the formation of the clergy and the organization of mens' and womens' monasteries. In short, the former rhetorician asserted himself as one of the most important exponents of Christianity of that time. He was very active in the government of his Diocese - with remarkable, even civil, implications - in the more than 35 years of his Episcopate, and the Bishop of Hippo actually exercised a vast influence in his guidance of the Catholic Church in Roman Africa and, more generally, in the Christianity of his time, coping with religious tendencies and tenacious, disruptive heresies such as Manichaeism, Donatism and Pelagianism, which endangered the Christian faith in the one God, rich in mercy. And Augustine entrusted himself to God every day until the very end of his life: smitten by fever, while for almost three months his Hippo was being besieged by vandal invaders, the Bishop - his friend Possidius recounts in his Vita Augustini - asked that the penitential psalms be transcribed in large characters, "and that the sheets be attached to the wall, so that while he was bedridden during his illness he could see and read them and he shed constant hot tears" (31, 2). This is how Augustine spent the last days of his life. He died on 28 August 430, when he was not yet 76. We will devote our next encounters to his work, his message and his inner experience. Ted served at CEQ, the U.S. Department of the Interior (DOI), and the U.S. Department of Justice (DOJ) in Democratic and Republican administrations. His experience includes deep involvement in federal infrastructure permitting issues and the first comprehensive revision of CEQ's NEPA regulations in 40 years.Drawing on over 30 years of high-level public service, Ted currently advises leaders on transportation and energy development projects, agencies that must hire outside counsel, and the environmental professionals that support them on the development of renewable energy, resource development, transportation, and infrastructure. Clients are drawn to working with him because they know that by tapping into his experience, they will be able to prudently manage and effectively defend the choices they make, resources they commit, and risks to which they expose their organizations. Ted's extensive government experience at CEQ included the development of the National Ocean Policy, CEQ's climate change guidance, and the regulatory response to the Deepwater Horizon disaster. He drafted NEPA guidance on mitigation and monitoring, cumulative impacts analysis, and the development categorical exclusions from detailed NEPA documentation. Ted advised the White House on the establishment of numerous national monuments, including the first marine national monuments in the United States and the largest marine protected areas in the world. He also assisted in briefing three U.S. Supreme Court cases.At DOI, Ted handled matters involving energy development on the outer continental shelf, including offshore wind power development, and the fast track for solar and wind energy projects on public lands. He has provided legal and policy advice on environmental issues concerning the Federal Columbia River Power System and the California Central Valley Project.At DOJ, in the first 10 years of his legal career, Ted litigated significant cases involving NEPA, endangered species, marine mammals, wetland protections, and management of public lands.
