Iran's Foreign Minister visited the Turkish capital this week amid growing regional rivalry as Ankara seeks to expand its influence from the Caucasus to Central Asia. But the conflict in the Middle East is, for now, providing some common ground. At a press conference in Ankara on Wednesday, Iranian Foreign Minister Hossein Amir Abdollahian and his Turkish counterpart, Hakan Fidan, jointly condemned Israel for its ongoing assault on Gaza. They also called for a regional conference to end the fighting.The Israel-Hamas conflict provides a shared interest as Ankara increasingly challenges Iran's regional influence."Turkey is trying to connect itself with Central Asia ... it's not a secret. So there is a simmering tension between Turkey and Iran," explains Ilhan Uzgel, an international relations analyst for the Kisa Dalga news portal."It's kind of postponed because the attention moved to the Middle East again. But we are going to see it more and more in the years ahead."Turkish President Recep Tayyip Erdogan is working to strengthen relations with energy-rich Turkmenistan and Kazakhstan.On Friday, he visited the Kazakh capital, Astana, meeting with Central Asian leaders at a Turkic nations summit.The visit follows French President Emmanuel Macron's visit to Astana on Wednesday as competition heats up for influence and lucrative contracts.The Turkish leader also recently mended ties with Saudi Arabia, which is Iran's arch rival. France's Macron visits Uzbekistan to expand EU footprint in Central AsiaThe Azerbaijan situationAll moves will likely stoke Iranian fears of being encircled by Turkey. Still, it's Turkey's deepening military ties with Azerbaijan – which has close relations with Israel – that is causing the biggest concern."In Azerbaijan ... Israel has a very strong influence now in Baku," says Mehmet Ogutcu of the London Energy Club."They [Israel] think that this is part of the Israeli containment strategy, which is not wrong. And therefore, I think Turkey and Iran are not on good terms."In September, Azerbaijan – backed militarily by Turkey – ousted ethnic Armenians from the contested Nagorno-Karabakh enclave. Tehran strongly supports Yerevan, but ahead of Baku's attack, Turkish Foreign Minister Fidan warned Iran to stay out of any conflict. I am sure they do have nationalist tendencies, and Aliyev today appears as a hero because the Azeris for once won the war," Ozel said."I think the Iranians are concerned that the appeal of what Azerbaijani nationalists call northern Azerbaijan may be increasing for their own population, who are unhappy living under their Islamic republic, probably for economic and social reasons."Common ground ... For nowDuring last year's nationwide Iranian protests, Aliyev – in a televised address – vowed to protect Azeris both in Azerbaijan and Iran.Azerbaijan and Iran have recently held military exercises close to their shared border.Two years ago, Ankara signed an alliance with Baku, committing it to defending Azerbaijan in the event of war.Pointing to a map of the Caucasus, Mesut Casin, a presidential advisor at Istanbul's Yeditepe University declared: "Iran fought with the Turks more than 16 times." "The Iranians, if challenged or use force against Azerbaijan, Turkey is ready to support Azerbaijan against Iran. This is absolutely 100 percent determination of Turkey," Casin told RFI.But Ankara and Tehran have found common ground in uniting to oppose Israel's Gaza assault. For now.With the Caucasus remaining tense and Erdogan continuing his bid to court Central Asian leaders with his latest visit to Kazakhstan, observers predict bilateral tensions will likely escalate as Iran and Turkey compete for regional influence.

The Poland-based podcaster, writer, and international affairs analyst Mike Krupa joined The Two Mikes today for a wide-ranging discussion on current events. On Ukraine, Mr. Krupa said that it appears that the Ukrainian military is headed toward defeat and has so far lost 200,000-ro 250,000 dead soldiers, and another 300,000 wounded. He added that it seems clear that the support of NATO countries for the Ukraine war also is eroding, as the recent trips to China by Macron and the EU president to seek Beijing's help in bringing a negotiated end to the war show. Mr. Krupa added, however, that some Eastern European NATO states, including Poland's leaders, are still are driven by the memories of their former Soviet masters' savage misdeeds and are ready to continue backing Ukraine, not recognizing the stark difference between Bolshevik Russia and the neo-Tsarist, pro-Christian Putin government. They also seem not to recognize the clear fact that the war was caused by British and U.S. policies, actions, and greed, rather than by any other factors. All told, Mr. Krupa said that the EU is drifting toward what should have occurred after the fall of the USSR; namely the end of NATO and the construction of an EU-centric defense organization, for which France's Macron, at least, has shown a strong interest. Finally, the three of us shared no clear idea of why Finland accepted NATO membership. Clearly the Finnish leaders -- who dropped the country's long and highly beneficial policy of neutrality and failed to consult the country's people via a referendum on either ending neutrality and joining NATO. Finland has now knowingly put its head on Russia's chopping block as its geographical position is even more threatening to that country than was Ukraine's. It will be home to NATO bases, it is only slightly more than 200 air miles from St. Petersburg, and its northern territory puts it in a position to help NATO threaten Russian activities in the Arctic. Finland's 2022-2023 foreign policy can serve as a new and better definition of self-defeating geopolitical madness. But now that it has been railroaded through parliament, validated by the courts and enacted by the president, he again assured it was for the best and that it's time to move on to the rest of his laundry list of reforms.

We begin this episode with a quick tour of the Apple antitrust decision that pitted two Trump appointees against each other in a 5-4 decision. Matthew Heiman and I consider the differences in judging styles that produced the split and the role that 25 years of “platform billionaires” may have played in the decision. Eric Emerson joins us for the first time to talk about the legal fallout from the latest tariff increases on Chinese products. Short version: Companies have some short-term tactics to explore (country of origin, drawback, valuation), but large importers and resellers have to grapple with larger and costlier strategies of supply chain diversification and localization. Meanwhile, China has not been taking the trade war lying down. In addition to its own tariff increases, it seems to be enforcing its demanding cybersecurity law more aggressively against foreign firms. I ask whether we are also seeing retaliation in Chinese courts as well. In related news, Nick Weaver and I debate the potentially sweeping new Executive Order on Securing the Information and Communications Technology and Services Supply Chain. Maury Shenk explains the UK Supreme Court ruling that expands the court's authority over the UK's intelligence agencies despite clear Parliamentary language to the contrary. Bottom line: Bad news for UK intelligence. Hidden good news for the U.S.: Turns out that there is something worse than activist judges interpreting a written constitution—activist judges who can more or less make up the constitution they want. It was a cybersecurity disaster week for some of the biggest names in tech. Nick helps me understand which bugs were worst, Cisco's, Intel's or Microsoft's. Then we review the equally bad week that the NSO Group and its WhatsApp exploit had. Cleaning up in a lightning round, we cover the order requiring the Chinese owner of Grindr to sell by mid-2020. We also cover Canada's approach to social media, which spurs me to praise France's Macron (!) for his moderation. The EU has a plan for sanctions on cyberattackers; Matthew and I doubt it will get much use. I think too much fuss is being made over leak investigators using Web bugs to see if defense counsel at Guantanamo have been leaking; Nick disagrees, at least a bit. And I close with yet another item in the long-running feature, “This Week in Internet Sex Toy Law.” Suffice it to say that the latest case can't be understood without consulting both Orin Kerr and Jerry Seinfeld.    Download the 264th Episode (mp3).
