China will enhance its policy support to accelerate the development of emerging industries such as smart connected vehicles, as the nation has huge potential to become the world's largest market for self-driving cars, according to an official and experts.This could create multibillion-dollar opportunities for domestic as well as international companies, they added.To support the high-quality development of the intelligent vehicle industry, cars in China are expected to get their own "phone numbers".The Ministry of Industry and Information Technology said it plans to allocate a total of 100 million 11-digit mobile network numbers dedicated to facilitating communication among vehicles, and between vehicles and the back-end management systems of carmakers.The ministry did not provide a specific time frame for the implementation of the plan, but experts said the move will give the development of internet-connected vehicles a big boost.Yang Zongyi, an auto expert at Chinese car manufacturer BAIC Motor Corp, said: "With the support of connectivity technologies, vehicles are no longer just a means of transportation, but rather a mobile intelligent device. Traffic lights, parking lots and even roads can all interact with our connected cars, providing our users with a more intelligent and convenient travel experience."For instance, two connected vehicles can "talk to each other" and the drivers can see each other's location, route and fuel consumption on a large screen, Yang said.Huang Hexian, a telecom expert at the China Academy of Information and Communications Technology, said that compared with smartphones, internet-connected vehicles have stricter requirements for network bandwidth, network response time, security, manageability and controllability of communication services.This is why the ministry plans to allocate 100 million network numbers to vehicles, which will give the development of internet-connected vehicles a big boost, she said.In an article published on Saturday in Qiushi Journal, the flagship magazine of the Communist Party of China Central Committee, Minister of Industry and Information Technology Jin Zhuanglong said that more efforts will be made to accelerate the development of smart connected vehicles."By proactively adapting to and leading the new wave of technological revolution and industrial transformation, we can ensure that technological innovation truly contributes to industrial development," he said.China will make good use of its large domestic market and diverse application scenarios, and systematically advance technological innovation, in order to drive the healthy and orderly development of emerging industries such as 5G networks and smart connected vehicles, Jin added.Fu Bingfeng, executive vice-president and secretary-general of the China Association of Automobile Manufacturers, said, "Autonomous vehicles will become popular in China at a faster pace than in other countries, as local consumers are very enthusiastic and curious about such functions."Consulting firm McKinsey & Co has predicted that China will become the world's largest market for autonomous vehicles, with revenue from such vehicles and mobility services exceeding $500 billion by 2030.Total autonomous vehicle sales are expected to hit $230 billion, while autonomous vehicle-based services are likely to generate around $260 billion by the end of the decade, it said.According to Fu, China is likely to roll out more measures, such as optimizing its legal framework and boosting vehicle-and-road coordination, to fuel further development of autonomous vehicles.Cui Dongshu, secretary-general of the China Passenger Car Association, said that traditional ways of managing cars are no longer feasible, and more efforts are needed to ensure automotive data security and privacy."How to strike a balance between encouraging industrial innovation and ensuring safety is the top question for us to answer before really stepping into the era of autonomous vehicles," he added.Reporter: Ma Si

Dans une étude intitulée « Brain2music : recréation musicale à partir de l'activité cérébrale humaine », des chercheurs de l'université d'Osaka au Japon et du National Institute of Information and Communications Technology, en collaboration avec Google et Araya, ont exposé les résultats de leur travail sur l'Intelligence Artificielle en lien avec l'activité cérébrale humaine. Ils ont mis en place je cite, « une méthode de reconstitution musicale à partir de l'activité cérébrale capturée grâce aux images par résonance magnétique». Concrètement, les scientifiques ont exploité MusicLM, une IA capable de créer de la musique à partir de descriptions textuelles élaborées par Google. Mais contrairement à la création musicale basée sur le texte, l'IA de Brain2Music interprète les données d'activité cérébrale.Dans le détail, pour former les réseaux neuronaux à la base de Brain2Music, l'équipe de chercheurs a soumis cinq individus à des échantillons musicaux de 15 secondes dans des genres variés tels que le rock, le reggae, le jazz ou le métal. Les vidéos issues de l'imagerie par résonance magnétique ont ensuite permis à l'IA d'établir des liens entre les motifs musicaux et les zones cérébrales activées en fonction des différentes caractéristiques de la musique entendue (comme le rythme, l'ambiance, la dynamique, par exemple). Une fois ces données analysées et traduites en termes compréhensibles, il a suffi de les fournir à MusicLM pour qu'il « recrée » le morceau d'origine. Selon le groupe de chercheurs, les résultats de l'expérimentation sont très positifs : « la musique générée présente des similitudes avec les éléments musicaux que les sujets humains ont expérimentés ». Néanmoins, les compositeurs aspirant à créer de la musique « par la pensée » devront faire preuve de patience. Dans une étude intitulée « Brain2music : recréation musicale à partir de l'activité cérébrale humaine », des chercheurs de l'université d'Osaka au Japon et du National Institute of Information and Communications Technology, en collaboration avec Google et Araya, ont exposé les résultats de leur travail sur l'Intelligence Artificielle en lien avec l'activité cérébrale humaine. Ils ont mis en place je cite, « une méthode de reconstitution musicale à partir de l'activité cérébrale capturée grâce aux images par résonance magnétique». Concrètement, les scientifiques ont exploité MusicLM, une IA capable de créer de la musique à partir de descriptions textuelles élaborées par Google. Mais contrairement à la création musicale basée sur le texte, l'IA de Brain2Music interprète les données d'activité cérébrale. Dans le détail, pour former les réseaux neuronaux à la base de Brain2Music, l'équipe de chercheurs a soumis cinq individus à des échantillons musicaux de 15 secondes dans des genres variés tels que le rock, le reggae, le jazz ou le métal. Les vidéos issues de l'imagerie par résonance magnétique ont ensuite permis à l'IA d'établir des liens entre les motifs musicaux et les zones cérébrales activées en fonction des différentes caractéristiques de la musique entendue (comme le rythme, l'ambiance, la dynamique, par exemple). Une fois ces données analysées et traduites en termes compréhensibles, il a suffi de les fournir à MusicLM pour qu'il « recrée » le morceau d'origine. Selon le groupe de chercheurs, les résultats de l'expérimentation sont très positifs : « la musique générée présente des similitudes avec les éléments musicaux que les sujets humains ont expérimentés ». Néanmoins, les compositeurs aspirant à créer de la musique « par la pensée » devront faire preuve de patience. It depends on the type of audit and the objective, the stated criteria, which can vary. The standard/s which an audit may be conducted could be an organization's own internal procedures or work instructions, a management systems standard such as ISO 9001, AS9100, or International Automotive Task Force (IATF) 16949; ISO 22000, “Food Safety Management Systems (FSMS) customer-specified requirements; or government regulations such as FAA/Nadcap, NRC, etc...• Remote auditing has been a hot topic the last year, given the circumstances surrounding the COVID-19 pandemic over the last year. However, remote auditing has been around for over a decade. Its popularity now is being spurred by advances in technology and globalization. There has been a considerable increase in multi-site companies with operations scattered across the globe and more companies engaging in international supply chains that require auditing.• Regardless, proper planning is key for contingency and understanding the kind of risks to achieve audit objectives based upon the scope/criteria, and the most suitable and available technology, as well as the auditor and auditee's complete understanding of the (ICT) Information and Communications Technology, platform/s to be used.• Companies, Registrars, and Accreditation Organizations are now and must continue to reinvent and adapt to the “new normal” regarding “Remote Auditing” and figure out ways to achieve a balance in assuring Quality Management System conformance versus not auditing at all and maintaining the rigor and respect of a QMS and/or Accreditation program as we move forward.• ISO 19011-Annex A.1-option and A.16 for remote and virtual auditing and the ISO/IEC 17021 has recognized remote auditing since 2011. In this episode of All Things Investigations, we're tackling a rule that every business executive and compliance officer needs to be aware of. It's the IT Supply Chain Security Rule, and it authorizes the US Department of Commerce to review transactions involving property or services subject to US jurisdiction that come from foreign countries deemed as foreign adversaries, such as China and Russia. Joining host Tom Fox are Tyler Grove and John Hannon, who co-wrote a paper on this rule. They discuss the implications of the rule, its impact on trade with China and other countries, and what businesses need to know to stay compliant. Tyler Grove is a partner at Hughes, Hubbard and Reed, specializing in sanctions, export controls, and foreign direct investment review. John Hannon is an associate at the same firm and works with Tyler in the International Trade Group, focusing on export controls and sanctions, as well as commercial litigation. Some of the ideas discussed in this episode include: The IT Supply Chain Security Rule gives the US Department of Commerce powers similar to those of CFIUS to review transactions and require mitigating action up to and including unwinding certain transactions if national security concerns are identified. The rule applies to a broad range of products, including internet-connected software, data hosting and cloud services, networking equipment, internet-connected cameras, and potentially drones. While it's still early in the enforcement process, there could be indirect impacts on trade with China and other countries due to third-party partners refusing to engage in transactions for reputational reasons or otherwise. Commerce has requested approximately $36 million to hire 114 positions dedicated to ICTS administration and enforcement, indicating that there will be more reviews and enforcement in the near future. The ICTS rule targets companies that are headquartered or sending products from foreign adversary jurisdictions and aims to prevent these companies from acquiring US technology that could be used for national security purposes. Companies that fall within the scope of the ICTS rule should conduct a risk assessment to identify any potential national security concerns that Commerce may have and form a response plan for internal stakeholders in the event of an enforcement matter. As the Philippines embarks on a path to digital transformation, government agencies and various organizations are looking in to blockchain technology as a tool to help the country achieve its goal.   Shortly after Ferdinand “Bong Bong” Marcos Jr. was inaugurated as the 17th president of the Philippines last year, his administration announced its desire to streamline government services with the use of new technologies. In response to the government's call, the province of Bataan hosted its first blockchain conference on October of last year. The event was attended by local and international blockchain leaders, as well government officials from the Department of Information and Communications Technology— the agency tasked by the President to implement digitalization in the country. With the aim of putting forward blockchain services to government and businesses, nChain, a global tech company that offers blockchain solutions and products, participated at the event. As Stefan Mathews, nChain co-founder and executive chairman tells Claire Celdran in this episode of CoinGeek Conversations, what followed after the event was a series of talks between nChain and the local government of Bataan that resulted to a memorandum of understanding between the two parties to establish a digital platform for the province to streamline current systems and procedures of government services. “During the event and several meetings afterwards, I had some fairly deep conversations with Governor Garcia and Congressman Garcia and their vision for this technology and the application of it in government is second to none. I mean, they are very, very progressive thinkers.”Bataan is poised to become the country's blockchain hub due to its special economic zone status. Nonetheless, Stefan notes that Bataan's freeport status is irrelevant to nChain's objective. “The reason we're there is the technology and the opportunity to do things with the technology that benefits the province but also benefits the country.” Coincidentally, Stefan has been residing in Bataan for nine years. He believes Bataan is a natural fit for blockchain activity.With the aim of forming partnerships and strengthening relations, nChain recently embarked on a series of meetings with government officials, financial institutions and a top university in the country. As a result of these initiatives, nChain has formed a partnership with Ateneo University in delivering blockchain education to its students. “We will be working with faculty staff to train them on the delivery of blockchain courses, blockchain material.. we will be sponsoring or providing grants or funding projects for three PhD students at the university to extend their research in blockchain here in the Philippines, which also includes making available the entire intellectual property portfolio of nChain for students.. and finally, there is the internship issue, we want to provide internships both in our companies and in terms of what we're doing in Bataan for university students to be able to complete their education.”On top of the work nChain is doing with Ateneo University, Stefan also announced the company's plan to launch a Blockchain Dojo incubator in Bataan. Stefan says the initiative goes hand in hand with their aim to “foster Filipino innovation in the building of solutions on the blockchain that will be deployed domestically, but also potentially, internationally, it also allows us to contribute to possibly uncovering a Filipino unicorn.”Perhaps one of the most memorable part of nChain's recent activities was Stefan's meeting with Philippine President “Bong Bong” Marcos. The Central Statistics Office (CSO) has released Information and Communications Technology: Value Chain 2019. Commenting on the publication, Michael Connolly, Senior Statistician said: “This cross-cutting analysis of the ICT sector draws on areas across the CSO such as Census, Business, Labour Market and Macro-Economic data to allow an in-depth review of the ICT value chain in Ireland to be produced. Looking at the contribution to Gross Domestic Product (GDP) by firms in this ICT value chain analysis, released today, the dominance of foreign-owned multinational corporations (MNEs) is evident. The same story emerges from a review of capital investment in the sector, where Intellectual Property (IP) assets owned by these MNEs also predominates. But critically, when we consider the human capital contribution in the value chain, we see that almost half of the highly educated workforce are employed by Irish firms. These domestic firms are active in export markets with almost half of their IT production being exported (€1.9bn). Interestingly, this value chain analysis also presents evidence of knowledge sharing or spill-overs of expertise between large MNEs and domestic firms with nearly 9,000 workers (10% of ICT employment) changing jobs in 2019 but remaining in the ICT sector. Workers in this sector have the highest average annual earnings in the country. It generates more wages paid in Irish households than in labour-intensive areas such as hospitality or construction. The ICT sector has a highly educated workforce: almost two-thirds had a college degree or higher. The wage levels may also be explained by the fact that it is also a very productive sector: the value-added per hour worked is exceptionally high. However, the sector does have a significant gender imbalance: Only 32% of workers in the ICT sector are female: among Telecommunication Engineers this falls to a low of just 5% women. While large foreign multinationals dominate the job market, domestic companies employed almost half (40,746) of those (90,766) employed in the sector.” Looking at the importance of capital, Michael Connolly, Senior Statistician, further commented: “The productivity analysis in this publication highlights the importance of capital in explaining the extraordinary performance of this sector. Global ICT brands have moved operations to Ireland that are serving multiple countries. With these come the valuable patents and intellectual property underlying their highly profitable services. This productivity performance is driven by the large capital assets that foreign-owned MNEs hold in Ireland. However, another perspective on productivity is presented where the impact of globalisation can be clearly seen. The results by firm size show the large foreign-owned MNEs are 10 times more productive than the small and medium-sized Irish firms, which results in a productivity profile for the domestic companies that is more comparable with European norms. The report presents some of the staggering figures for the global corporations here: imports and exports that amount to a quarter of the GDP for the country as a whole. The large foreign multinational ICT companies are making large profits here, most of which flow out to their owners, but they paid almost €4bn in taxes in 2019 before their profits flowed out. As well as their wages paid, they also show some ‘spillover' of expertise with domestic firms. Social media, message apps and other digital communications technologies restructure the ways in which information flows, and thus how humans interact with one another, how they make sense of the world and how they come to consensus on how to deal with problems. Now, more than a dozen researchers at multiple universities who study technology, behavior and complex systems believe questions about the impact of communications technology on collective behavior should be regarded as a “crisis discipline,” noting that “the vulnerability of these systems to misinformation and disinformation poses a dire threat to health, peace, global climate and more.” In a new paper published in the Proceedings of the National Academy of Sciences, they call on researchers and social media executives to take a Hippocratic oath and pledge first to do no harm to humanity. To hear more, we caught up with three of the authors- Joseph B. Bak-Coleman, a post-doctoral researcher at the University of Washington's Center for an Informed Public and the lead author the paper; Carl T. Bergstrom, a UW professor of biology and member of the Center for an Informed Public; and Rachel Moran, a Postdoctoral Researcher at the University of Washington's Center for an Informed Public who studies disinformation and trust in information environments.

Lifeline Data Centers, LLC is nearing completion of an 84,000 square foot fully EMP & GMD-protected data center & SCIF facility in Ft. Wayne, Indiana. Mr. Banta will discuss the basic physics of HEMP and GMD, the threats posed by both, and the extreme and expensive challenges of mitigating the effects of both in a data center setting. Rich is a contributor to several international standards bodies and to NIST. Rich recently accepted the Chairmanship of the International Data Center Authority® Technical Standards Committee. He is a certified Data Center Authority (DCA)®️. Mr. Banta possesses decades of industry, standardization, and development experience, and is the former Chief Technology Officer of a large hospital system. He is also an ISACA Certified Information Systems Auditor (CISA), ISC Certified Cloud Security Professional (CCSP), and CISSP (Certified Information Systems Security Professional (CISSP). Rich is currently a member of the University of Texas San Antonio DEMSO (Domestic Electromagnetic Spectrum Operations) working group.

We encourage everyone to check out these other fantastic shows and their contributions to the Carnival.In this episode, Calvin and Alex analyze and contextualize three recent Trump Administration Executive Orders targeting information communication technology (ICT) platforms from “foreign adversary” countries (in the EO's words). In particular, we examine the highly publicized orders banning TikTok and WeChat, both owned by Chinese tech companies. We discuss these orders as part of a broader pattern of international brinksmanship between the U.S. and China over the ownership of ICT supply chains, and the power struggle for economic dominance between the two nations more broadly.Then, we zoom in on the practical, day-to-day consequences of these policy issues. For this part of the episode, we reached out to a source - a Chinese international student living in the U.S. - to ask what it's like to experience both sides of the U.S.-China digital divide. To protect their anonymity, we use a text-to-speech program (approved by the source) to read aloud their responses to various questions related to these issues: how they communicate with family and friends across the globe, their views of the WeChat and TikTok bans in terms of U.S.-China relations, and their experiences navigating both top-down and bottom-up digital censorship and surveillance practices. We also discuss our source's request to remain anonymous, and how the necessity of this choice reflects the fraught power dynamics of contemporary digital rhetoric.Overall, these executive orders (and the first-hand accounts of someone experiencing their consequences) illustrate that values like “free expression,” especially in digital spaces, are always contingent upon who owns the technological infrastructure that facilitates their use. As scholars and teachers, we must keep in mind that not everyone experiences digital tools and platforms in the same ways.
