Les impacts du démantèlement de l'USAID, l'agence des États-Unis pour le développement international, ont été beaucoup étudiés, que ce soit sur les systèmes de santé, l'aide alimentaire ou encore les programmes socio-économiques. Mais des chercheurs ont révélé dans la dernière revue Science que la fin de l'USAID a également provoqué une augmentation des épisodes de violence sur le continent africain : de 5 à 10 % de plus que l'année précédente. Après les coupes de l'USAID, la tension est montée dans le camp de réfugiés de Kakuma, au Kenya, l'année dernière. John Thomas Muyumba est l'un des représentants de la jeunesse du camp, il était présent : « La coupe des fonds de l'USAID a eu un impact considérable sur de nombreux services, y compris l'éducation et les distributions alimentaires. Le PAM (le Programme alimentaire mondial) a réduit ses distributions à certaines catégories de réfugiés. Les jeunes ont estimé que la situation n'était pas acceptable et que nous devions faire quelque chose. C'est pour ça que l'année dernière, nous avons manifesté. » Des heurts ont alors éclaté. Cet épisode n'est pas isolé. Les chercheurs ont croisé les données géolocalisées sur les versements historiques de l'USAID avec les évènements violents enregistrés par des organisations spécialisées telles qu'Acled, une organisation qui collecte des données sur les conflits. « Ce qu'on voit, c'est qu'assez vite après l'implémentation de ces coupes brutales, il y a une augmentation d'incidents violents exactement dans les régions qui dépendaient le plus de cette aide américaine », détaille Oliver Vanden Eynde. Il est chercheur en économie, directeur de recherche au CNRS et co-auteur de l'article. « La progression se situe entre 5 et 10 %. Il faut imaginer qu'on a eu quand même des milliers d'incidents violents sur la période qu'on étudie. Donc, même une augmentation de 5 %, ça correspond très vite à des centaines d'incidents supplémentaires qui sont intervenus après ces coupes dans l'aide », poursuit-il. À lire aussiÉthiopie: faute de financements, le PAM doit interrompre son aide à 650 000 femmes et enfants « Les opportunités économiques se contractent très vite » Les chercheurs n'ont pas trouvé de prédominance de violence selon le type de secteur concerné par les coupes – l'aide alimentaire, la santé ou la gouvernance. Mais il est possible de dégager des mécanismes. « Par exemple, au Soudan du Sud, l'USAID finançait un programme d'emploi qui était ciblé sur des jeunes qui étaient à risque d'être recrutés par des groupes armés. Ce type de programme a été fermé du jour au lendemain et on s'imagine que ces jeunes-là, ils voient leurs opportunités économiques se contracter très, très vite, illustre le chercheur. Et donc on a en tête ce type de mécanisme. Les opportunités économiques se contractent très très vite et en même temps, les raisons fondamentales qui sont à la source de conflits ne vont pas disparaître. Et c'est ce mécanisme-là qui peut expliquer une augmentation de violences, même si dans notre étude, on ne peut pas démontrer tous ces mécanismes dans le détail. » Une difficulté due au sujet, mais rendue d'autant plus complexe du fait que les collectes statistiques étaient largement financées par l'USAID. La mise à jour des données avec plus de recul devrait permettre de voir sur le long terme les répercussions conflictuelles des coupes américaines. This month we were delighted to be joined by a colleague from Social and Cultural Anthropology at University of Helsinki. Stefan Millar is a Social Anthropologist who specializes in the state, migration, colonialism, and infrastructures. Stefan is currently a post-doctoral researcher at the Centre of Excellence in Research on Ageing and Care. Our conversation focused most directly on Stefan's PhD research, which examined the role of the state in the context of Kakuma Refugee Camp in Northern Kenya. Stefan has focused on the state and infrastructures within the space of the refugee camp. Stefan gives us insight into his personal trajectory and how he got interested in the long durée implications of colonialism. In his current work in Kenya, he is looking at urban infrastructures that refugees create to mitigate the end of aid (US Aid and the withdrawal of European aid), especially in relation to food and water. Stefan is interested in how people navigate this context and what alternatives they develop to continue surviving under the conditions of redistribution of aid. Episode #450: Over three days, Insight Myanmar led a Digital Storytelling Workshop with academics and activists, where we explored how presence, curiosity, and the simple invitation “tell me more” can open real dialogue in a polarized Myanmar. What they created was tender, courageous, and deeply human — conversations that welcome not only each other, but also the unseen listener they hope to reach. This is the second of three episodes in this series. Sarah, a former international relations student, describes how the coup abruptly ended her studies and forced her from academic ambition into survival mode. Realizing she might never return to university, she fled Myanmar for Thailand, where initial safety gave way to fear once she became undocumented. Repeated police harassment and bribery threats left her anxious and isolated, struggling with unstable finances and the emotional strain of living alone. She relies on counseling to cope, yet continues supporting Myanmar's revolution however she can. Despite everything, she hopes to someday return home, resume her studies, and urges exiles to show kindness to one another. Alex, an academic advisor with the online Parami University, traces her path into humanitarian and transcultural education through formative experiences in multicultural and miultilingualsettings. Working with children in India and later in a refugee camp in Athens showed her how education can create trust and stability, even in crisis. She now advises Burmese students in Chiang Mai, many of whom face displacement and legal insecurity, and has also visited Kenya's Kakuma camp. Her long-term commitment is centered in her students: their determination, cultural pride, and efforts to build community. Elsa, a student from Yangon now living in Thailand after fleeing the coup, reflects on the foods she grew up loving—especially sweet and spicy Burmese dishes and the many regional versions of mohinga she cannot easily find in Thailand. She notes the overlap between Thai and Burmese flavors and imagines creative blends using coconut cream. Her long-held dream is to open a Burmese tea shop that recreates Myanmar's communal, welcoming atmosphere with simple wooden furniture, shared spaces, and small acts of hospitality. Although she anticipates challenges with Thai regulations and staffing, she remains committed to building a place that shares culture and kindness through food.

Mambo  hayo yanapokosa,inaweza kuwa chanzo cha matatizo ya kiafya.Na hii ni hali ambao hukuwa nao wakimbizi ambao wametenganishwa na wapendwa wao. Katika kambi ya Kakuma iliyoko kaunti ya Turkana,kaskazini mwa Nchi ya Wakenya,tulizungumza na wakimbizi ambao walilazimika kutengana na wapendwa wao kwa sababu ya migogoro ya kifamilia,ukoo na hata vita. Ingawa wamepata makao katika kambi ya wakimbizi bado maisha yao hayajakamilika . Wengi wameishi kwenye hali ya upweke,huzuni na kiwewe  na kupata matatizo ya kiafya yakiwemo matatizo ya afya ya akili. Aidha kuna wale ambao wamepatwa na maradhi kama shinikizo la damu ,kisukari,ukosefu wa usingizi na chanzo ni matatizo ambayo wamekumbana nao katika kambi,ugumu wa maisha bila watu walio karibu nawe ambao unaweza kuzungumza nao na kuliwazana. Kamati ya kimataifa ya msalaba mwekundu,ICRC pamoja na shirika la msalaba mwekundu nchini ,KRC,katika kujaribu kukabili hali hiyo ,zinatekeleza mpango wa kujaribu kurejesha mawasiliano na uhusiano wa familia za wakimbizi. Kwa kuwatafuta namna ambao wakimbizi hao wanaweza kuwasiliana kupitia ujumbe wa kuandikiwa au  kwa njia ya simu,mashirika hayo wanasema wamefanikiwa kuwarejeshea tabasamu wachache wenye bahati na wanaendelea kuwasaka wanafamilia zaidi kila mwaka. Matunda ya mpango huo yameonekana miongoni mwa wakimbizi wanaozungumza na jamaa zao na pia kwa wahudumu wa kujitolea wanaotangamana karibu kila siku na wakimbizi hao kwenye kambi.

But according to the government's own impact assessment, Labour's deep aid cuts will hit children's education and reduce spending in women's health. Why are women worse affected by aid cuts? Because crisis is sexist. When disaster strikes, women are 14 times more likely to die than men. In Gaza, UN analysis showed close to 70% of verified victims over a six-month period were women and children. But women are also underrepresented in decision-making about how aid is distributed, and so the solutions rarely reflect this. In this episode recorded 2023, Media Storm partnered with the International Rescue Committee to platform the lived experience of women in disaster zones— not just as victims, but as leaders of solutions. The IRC makes a conscious effort to place women at the centre of emergency responses, and has connected us with pioneers in Yemen, Pakistan and the world's biggest refugee camp: Kakuma, in Kenya. We also hear voices from Afghanistan, Nigeria and North American indigenous communities, who reveal how conflict and climate change disproportionately impact women and girls. We were then joined in the studio by actress and Amnesty ambassador Nazanin Boniadi, to look at how a male-dominated mainstream media and Eurocentric headlines can hide the realities facing women of the world. We look at the unique case of Iran, where women have revolted following the state murder of Mahsa Amini in 2022, and the press' crucial role in fighting for human rights for everybody. Le concept n'est plus tabou : présenter les réfugiés aux investisseurs comme des opportunités. Car après la phase d'urgence, l'aide humanitaire est loin de pouvoir répondre à tous les besoins de ces populations. Ce sont maintenant les opérateurs privés qu'on cherche à convaincre d'investir dans les camps.  Les camps de réfugiés sont toujours plus grands : plus de 100 000 Maliens à Mbera dans l'Est de la Mauritanie,  plus de 600 000 Congolais, Somaliens, Burundais et Soudanais du Sud à Kakuma et Dabaab au Kenya... Des réfugiés souvent laissés en marge des communautés locales et du développement.La Société financière internationale (IFC), membre du Groupe de la Banque mondiale, et l'agence des Nations unies pour les réfugiés ont signé un partenariat il y a deux ans pour attirer des investissements privés. Cheikh Oumar Silla, vice-président de l'IFC, déclare : « Pour pouvoir agir dans ce secteur, il y a plusieurs facteurs. Il faut s'adresser à l'écosystème qui donne l'autorisation de pouvoir travailler avec ou d'employer des réfugiés. Mais il y a aussi une question de perception. Donc, un changement de mentalité est nécessaire. À partir du moment où des institutions comme l'IFC regardent un projet, la perception du risque est fortement réduite. »À lire aussiMauritanie: dans le camp de Mbera, l'investissement des réfugiés pour faire face aux besoinsRenewia étend son réseauCertaines entreprises ont déjà franchi le pas. Douglas Cox est américain. Basé au Rwanda, il est chargé du développement des projets de Renewia Energy en Afrique. Son entreprise vend de l'électricité aux réfugiés du camp de Kakuma, où seulement 8% des habitants sont connectés au réseau national :« Quand tu regardes la taille de certains camps, cela semble évident, explique-t-il. On a ici des centaines de milliers de personnes. Elles développent forcément des activités économiques. Leur fournir les services qui n'émergent pas naturellement ou que les ONG n'apportent pas représente une vraie opportunité. »Un accès à l'électricité qui change, tout insiste l'entrepreneur : ouvertures de cinémas, d'ateliers de couture et même de banques etc. La vie du camp est transformée et Renewia ne cesse d'étendre son réseau : « En 2019, on a d'abord raccordé 500 habitations et commerces à l'électricité. Cela a ensuite été étendu à 3 000. Et en mai prochain, notre objectif est d'atteindre 19 000 connexions, ce qui représente un tiers du camp. »Difficile de recruter dans les campsAprès avoir bénéficié de l'appui des coopérations allemande et américaine, Douglas Cox estime aujourd'hui qu'il n'a plus besoin d'aide. Mais pour beaucoup d'investisseurs, en dépit des efforts des institutions, les obstacles à l'investissement privé demeurent. Il n'est parfois pas toujours possible d'employer des réfugiés. Dans d'autres cas, ceux-ci ne peuvent même détenir un commerce ou une simple puce de téléphone.Pourtant, la Banque mondiale l'assure, étude à l'appui : la présence d'un camp loin de nuire à la croissance de la région qui l'accueille, est plutôt de nature à la booster.

The Outbreak of War and the "Lost Kids of Sudan" The Second Sudanese Civil War, one of the longest civil conflicts in history, began in 1983 when the Sudanese government imposed Sharia law and revoked the autonomy of the southern region. This decision reignited tensions that had been simmering since the First Sudanese Civil War (1955–1972). The effects were catastrophic: mass displacement, famine, atrocities committed by all sides, and an estimated two million deaths. The war ultimately led to the creation of the Republic of South Sudan in 2011. Children bore the brunt of this brutal conflict. Many were victims of violence, flogging, and even placed in leg-irons. Schools were destroyed, and thousands of young boys and girls were forced to flee their homes. While the "Lost Boys of Sudan" became widely known for their perilous journey to Ethiopia and later to Kenya, the "Lost Girls of Sudan," like Rebecca Deng, faced equally harrowing experiences, compounded by gender-based violence and exploitation. But the hardest hit of all are women and girls. Just last week, UK headlines revealed the government's slashes to humanitarian aid mean hundreds of thousands more women will face unsafe abortions and deaths from pregnancy - by their own assessment.Why are women worse affected?Because crisis is sexist. When disaster strikes, women are 17 times more likely to die than men. But they are underrepresented in decision-making about how aid is distributed, and so the solutions rarely reflect this.For World Humanitarian Day, Media Storm has partnered with the International Rescue Committee to platform the lived experience of women in disaster zones— not just as victims, but as leaders of solutions. The IRC makes a conscious effort to place women at the centre of emergency responses, and has connected us with pioneers in Yemen, Pakistan and the world's biggest refugee camp: Kakuma, in Kenya. Flora Nducha anatupasha zaidi katika taarifa hii.Asubuhi mapema katika kambi ya wakimbizi ya Kakuma, ni wakati wa watoto kwenda shule tayari kuanza siku kwa masomo darasani “Mimi jina langu ni Nyota Plamedy Baraka nina miaka sita, napenda kusoma, napenda wageni , napenda vitabu na nawapenda marafiki zangu.”Nyota ni miongoni mwa mamia ya watoto wakimbizi kutoka nchi mbalimbali walioko katika kambi hii na baba yake Baraka Munange mkimbizi mwenye watoto watano anasema elimu hii ni ya muhimu na ndio tegemeo pekee la mustakbali bora kwa watoto wao “Watoto wangu wanasoma shule ya msingi ya Morning Star , na shule ya chekechea ni nzuri sana kwa mwanzo wa mtoto kwa sababu inamfanya mtoto ajue kuongea, ajifunze kuandika na zaidi.”Kambini hapa kuna shule nyingi ambazo kwa msaada wa ufadhili kutoka kwa kanisa la Jesus Christ of the Latter-day Saints Charities, UNICEF inaweza kuhakikisha elimu inatolewa ikiwepo katika shule ya msingi ya Kalemchuch “Jina langu ni Joyce Lotenga niña umri wa miaka 8, nasoma katika shule ya Kalemchuch.”Joyce ni mmoja kati ya watoto tisa wa Francis Lomoi “Mimi ni babaye Joyce, Joyce yuko darasa la pili katika shule ya Kalemchuch kwa sababu tunakubali watoto wakimbizi kusoma pamoja na wengine, ili wote waweze kusoma kwenye shule pamoja ndio maana watoto wamekuwa wengi”Watoto hawa wanafaidika na elimu chini ya program inayoendeshwa na serikali ya “Kujifunza Maisha yote” na mbali ya elimu pia wanashiriki shughuli mbalimbali za michezo ikiwemo kuimba.Kwa mujibu wa serikali ya kaunti ya Turkana, ukame umekuwa changamoto kubwa kwa watoto hawa wanaotoka mataifa mbalimbali kupata elimu lakini jitihada zinafanyika.Afisa wa elimu wa UNICEF Kenya Sarah Musengya paul anasela licha ya changamoto hizo “Hatua kubwa zimepigwa katika elimu ya awali kwenye kaunti ya Turkana, katika usaili wa watoto sasa ikiwa imefikia asilimia 166 ambayo ni juu ya kiwango cha wastan cha serikali, pili tumepiga hatua katika vifaa vya kusomea kama madawati na viti na vifaa vingine ambavyo vimewafanya wanafunzi kufurahia kuendelea kusoma. Lakini bado kuna changamoto katika kaunti ya Turkana ikiwemo mlo shuleni katika shule zinazotoa mlo kiwango bado ni kidogo hakikidhi mahitaji ya watoto hata wa chekechea.”Kwa wazazi elimu hii inayotolewa ni baraka na matumaini kwa watoto wao “Mimi mzazi nikishakuja nyumbani nawakuta watoto wanazungumza walichofundishwa shuleni ni kiytu kimoja ambacho kinanifurahisha sana na kuonyesha kwamba watoto wanasoma vizuri.”UNICEF limeahidi kuongeza juhudi zaidi hasa za kupata wafadhili ili kuhakikisha changamoto hizo zinatatuliwa.

Malengo ya maendeleo endelevu SDGs yanahimiza kuwa wakati wa utekelezaji wake hakuna mtu anapaswa kuachwa nyuma. Tukiwa katika ulimwengu wa kidijitali jamii za wakimbizi zilizopo kwenye makambi zinafikiwaje kwenye masuala kama ya kupata elimu ya kidijitali ili wasiachwe nyuma. Nchini Kenya katika kambi ya wakimbizi ya Kakuma mshichana Deline anafanya juhudi zote kuhakikisha wasichana wengine hawaachwi nyuma. Katika video ya Shirika la Umoja wa Mataifa linalojihusisha na masuala ya wakimbizi UNHCR inamuonesha Deline, ambaye ni mkimbizi kutoka nchini Rwanda akijiandaa kuanza safari yake ya kuelekea kazini. Anasema “Ninaenda kazini, na hii ndio njia ninayopita kila siku ninavyoenda kazini, anasema Deline huku akisimama njiani na kusalimia majirani zake. Hawa ni majirani zangu, na kisha anapanda pikipiki kuelekea kazini. Deline anaendelea kueleza "Ninafanya kazi katika shirika liitwalo Solidarity iniatiative for refugees, shirika la kijamii linalojihusisha na kuwajengea uwezo wanawake kuweza kutumia teknolojia ya kidijitali ili kuboresha maisha yao. Tunafanya kazi na wanawake wa jamii za wenyeji na jamii za wakimbizi tukiwapa ujuzi wa kidigitali.” Mwalimu huyu kijana anasema kitu anachopenda zaidi kuhusu ajira yake ni fursa aliyonayo ya kuwajengea uwezo wasichana wengine kuchangamkia fursa ziletwazo na ujuzi wa kidigitali. Mbali na kuwa mwalimu Deline pia ni kiongozi “Nina timu ninayoiongoza na majukumu yangu yamegawanyika katika makundi matatu, usimamizi wa watu, usimamizi wa mradi, na usimamizi wa kituo na hayo ni baadhi ya majukumu ninayo yafanya.”Na baada ya kumaliza kufundisha na siku ndefu ya majukumu yake, Deline anahakikisha kila kitu kipo sawa kwa ajili ya darasa jingine hapo kesho na kisha anafunga kituo tayari kurejea nyumbani. “Asanteni wote kwakuwa nami leo katika siku hii hapa katika kutuo chetu kilichopo kambi ya wakimbizi ya Kakuma, tutaonana siku nyingine, kwaherini“

Winnie grew up enjoying the simplicity of farm life in rural Kenya; not one for the business of the city, she found her peace among the crops at her grandmother's farm. As an adult, though, Winnie traded the serene country life for one of turmoil; but it is within that life that she found her center. Kakuma and Dadaab are two of the largest refugee camps in Kenya. In fact, Dadaab used to be the largest camp in the world. As a humanitarian aid worker in the camps, you live alongside those displaced and disavowed. Winnie's experience working in the camps are what she carries closest to her heart, they fuel her desire for justice and restoration.At the time of the recording, Winnie was the Program Director for Neema, a nonprofit dedicated to the holistic thriving of young, vulnerable women in western Kenya.
