À Madagascar, des prêts sans cash, sans agence, accessibles depuis le téléphone le plus basique, c'est la promesse faite par Kred, le service de microfinance de la BNI, l'une des principales banques du pays. Lancé en 2019, le modèle digital et nomade de Kred a su se faire une place auprès de micro et petits entrepreneurs. Les appels de clients fidèles se succèdent dans ce magasin de vente de provende. À Iavoloha, en banlieue sud de la capitale, le local est devenu le repère des éleveurs de la zone, dépendants de ces graines pour nourrir leurs bêtes. Une réputation que sa gérante doit en partie au microcrédit. « Avant, j'avais des difficultés puisque dans le coin, il y a beaucoup de demandes, et je n'arrivais pas à toutes les honorer, se souvient Sandrah. Grâce aux prêts, j'ai pu étendre mon activité, ouvrir un second point de vente, acheter une voiture de fonction et une maison ! »Une procédure soupleÀ Ivato, tout au nord de la capitale, « Hobi le tireur de charrette », comme il est surnommé dans le quartier, remplit ses bidons jaunes. Ce livreur d'eau potable a, lui aussi, donné une autre dimension à son affaire. L'entrepreneur en est à son cinquième crédit : 2 500 euros (12 millions d'ariarys) remboursables sur 18 mois. Autrefois locataire d'une modeste charrette, il a pu en acheter deux aujourd'hui, se professionnaliser et gagner des clients fixes. « J'étais conscient des risques et j'ai même eu peur d'aller en prison si je n'arrivais pas à rembourser, confie-t-il. Mais je me suis dit qu'il fallait vraiment que j'investisse dans l'activité, il fallait que ça marche. Le problème des gens ici à Madagascar, c'est qu'ils peuvent utiliser le prêt à des fins personnelles. »Son expérience réussie avec le micro-crédit, Hobi l'attribue aussi à la souplesse du modèle Kred : plus besoin de déplacements coûteux jusqu'aux agences, le contrat est signé sur tablette, au domicile du client. Plus besoin non plus de paperasse souvent impossible à réunir pour les entrepreneurs informels. « Je fais le dépôt d'argent sur mon téléphone, je tape un code, je suis les instructions, et mon remboursement passe directement, souligne-t-il. Pour éviter le piège du surendettement, l'un des effets pervers connu du micro-crédit, la BNI assume à Madagascar un ciblage sélectif. « Notre cible, ce sont les entreprises génératrices de revenus, en majorité des micro et petits entrepreneurs, des entrepreneurs semi-formels, que nous essayons de formaliser, explique Adrian Chindris, directeur général adjoint de la BNI et premier responsable de Kred. Avec une collecte d'informations qui est très bien ciblée, nous sommes capables de dire si le client est surendetté ou s'il est forcé de prendre un crédit chez nous pour résoudre d'autres problèmes de dettes. »Dans un pays où l'appropriation de la technologie reste une barrière, ce modèle digital et nomade a profité à ceux qui étaient prêts à l'adopter. Malumunuz olduğu üzere bir süreden bu yana Türkiye Cumhuriyet Merkez Bankası (TCMB) Para Politikası Kurulu (PPK) politika faizi olan bir hafta vadeli repo ihale faiz oranını artırıyor. Öyle ki son 7 PPK toplantısında toplamda 3400 baz puanlık faiz artışı yapılarak politika faizi %8,5'ten %42,5'e yükseltildi. Hatta 2024 yılının ilk toplantısında da 250 baz puanlık bir artış daha bekliyoruz. Böylelikle politika faizi %45'e yükselmiş olacak. Yapılan her faiz artışı da doğal olarak hem mevduat hem de kredi faizlerini artırdı. Ancak bir süreden bu yana mevduat faizlerinde “sıkılaştırma programı” ile uyumlu olmayan seviyeler gözleniyor. Yani Türk Lirası mevduat faizleri istenilen seviyelere çıkartılamıyor. Hal böyle olunca da mevduat faizlerinin görece düşük seviyede kalması tasarruf sahiplerinin ilgisini dövizden tam anlamı ile uzaklaştırmaya yetmiyor. Bu durum yavaş yavaş verilere de yansımaya başladı. BDDK'nın son verilerine göre pariteden arındırılmış döviz tevdiat hesaplarında (DTH) 723 milyon dolarlık bir artış var. Ayrıca algısal olarak da kurdaki artışın süreceğine ilişkin beklentiler henüz kırılabilmiş değil. Merkez Bankası'nın rezerv biriktirmek istediğini biliyoruz. Bunun için de ağırlıklı olarak swap işlemlerini kullanıyor. Ancak TCMB yerel swapları düşürmek isterken bu defa piyasadaki TL likiditesini artırıyor. Her ne kadar TL Depo alım ihaleleri ile bu fazla likiditeyi sterilize etmeye çalışsa da atılan adımlar henüz istenilen sonucu vermiş görünmüyor. Bankalar mevduat faizlerini yükseltmiyor. Daha önce de bankalardaki fazla TL likiditesinin sterilize edilmesindeki gecikmenin olası olumsuz etkilerini yazmıştım. Ancak o günden bugüne yukarıda da bahsettiğim üzere DTH'lardaki artışın belirginleşmesi konuyu yeniden gündeme getirme gerekliliğini ortaya çıkardı. Bir yandan kredi maliyetlerindeki artış devam ederken diğer yandan mevduat faizleri ona yeterince eşlik etmiyor. Yani faiz artışlarının bir diğer amacı olan TL'ye dönüşün tesisi zorlaşıyor. Dahası bunu yaparken ticari kredi faizlerinde reel sektörü zorlayan seviyelere çıkıyoruz. Dolayısıyla atılan taş ürkütülen kurbağaya değmemiş oluyor. Elbette konunun bir de maliye politikası ayağı var. Ancak orada olan biteni konuşmadan önce enflasyonla mücadele saikiyle katlanmak zorunda kaldığımız para politikasındaki acı reçetenin daha işlevsel hale neden gelmediğini sorgulamamız gerekiyor. Zira piyasadaki bu kadar çok TL likiditesi katlanmak zorunda kalınan yüksek faiz politikası ile uyumlu görünmüyor.

Raidījumā Pievienotā vērtība par procentiem un par darba efektivitāti. Par bankām un kredītiem. Saeima atbalstījusi otrajā lasījumā ieceri noteikt bankām nodevu, no kuras hipotekāro kredītu ņēmējiem tiktu daļēji segts procentu maksājumu pieaugums, bet daļa nonāktu budžetā. Bankas turpina cīnīties pretī – peļ nodevu kredītņēmēju atbalstam, jo būtu grūti administrējama, bet ir pieļāvīgākas pret lielāku peļņas nodokli, kā tas ir Lietuvā un tad pēc tam lai politiķi lemj, kam sniegt atbalstu, cik lielu atbalstu un tā tālāk. Vēl jau trešais lasījums Saeimā, un tad redzēsim, kas beigās no tā visa būs sanācis, jo šis ir tas likums, kurš brīžiem šķiet mainās pa stundām un no lasījuma uz lasījumu visai būtiski. Bet kredītņēmējiem laikam nav ko gaidīt uz nezināmiem labumiem un atbalstu. Lielā mērā šis ir loģisks laiks, kad ar kritisku aci apskatīt savu kredītu un budžetu un runāt par to, ko varētu mainīt. Ne vienmēr apskatīties uz iespējām kaut ko mainīt vajag tikai tad, kad ūdens smeļas mutē. Iespējams, var tikt pie izdevīgākiem un piemērotākiem nosacījumiem kredītam arī tad, ja nav problēmas samaksāt esošo. Par kredītņēmēju attiecībām ar bankām šobrīd saruna ar Ievu Teteri no SEB Bankas. Viņu mājokļu kredītu portfelis ir ap miljardu eiro un kopā bankai ir ap 24 tūkstošiem aizņēmēju. Viņi atcēluši maksu par izmaiņām līgumos un aicinājuši klientus nākt un runāt par iespējamajām izmaiņām.
Cik sašķelta šodien bija Saeima, debatējot par partnerības institūta ieviešanu, tik vienoti deputāti atbalstīja ieceri lielai daļai hipotekāro kredītu ņēmēju ievērojami mazināt pēdējā gada laikā strauji pieaugušos procentu maksājumus. Balsojumā atturējās vien daži “Apvienotā saraksta” deputāti, un teju vienīgie iebildumi no Saeimas tribīnes nevis piebalsoja banku brīdinājumiem par šāda lēmuma sekām, bet pauda – atbalstam vajadzētu būt vēl plašākam. Kādas izmaiņas gaidāmas pirms pēdējā lasījuma, un vai visi kredītiestāžu iebildumi tiešām ir nepamatoti? Par to šovakar raidījumā “Šodienas jautājums" runājām ar diviem Saeimas budžeta komisijas deputātiem – Andri Šuvajevu (P) un Artūru Butānu (NA), kā arī ar Finanšu nozares asociācijas vecāko juridisko padomnieku Edgaru Pastaru.
Kā augstās kredītu procentlikmes ietekmē nekustamo īpašumu tirgu Latvijā un kad tās varētu sākt kristies? Pēdējās pāris nedēļas visi, kam ir kādi kredīti, nu neteikšu, ka gluži var uzelpot, bet iespējams, jūtas mazliet labāk, redzot, ka Eiropas Centrālā banka ir pārstājusi no sēdes uz sēdi paaugstināt procentlikmes. No ekspertiem izskan frāzes par to, ka pīķis ir sasniegts. Optimistiskākie jau sāk uzdot jautājumus – kad tad procentlikmes kritīs? Procentlikmju kāpums, to turēšana augstos līmeņos ir rūgtas zāles, bet bez tām labāk nebūtu, nekustamo īpašumu attīstītāja „Bonava” organizētā diskusijā saka Latvijas Bankas Monetārās politikas analīzes daļas vecākais ekonomists Erlands Krongorns. Bet kā pati slimība, ko ārstē ar rūgtajām zālēm un arī, protams, pašas rūgtās zāles ietekmē nekustamo īpašumu nozari? Cenu kāpums ir bijis straujš un nekas neliecina, ka situācija tuvākajā laikā varētu būtiski mainīties, saka mājokļu attīstītāja "Bonava Latvija" Pārdošanas un mārketinga nodaļas vadītājs Kaspars Ekša. Ja būvniecības cenas kāpj un īsti pamata cerēt uz kādu būtisku kritumu nav, tad pašu īpašumu, jauno dzīvokļu, cenas neaug tik strauji. Un, kombinācijā ar pieaugošajām kredītu izmaksām sarūk arī pieprasījums jeb cilvēku daudzums, kas to var atļauties, situāciju skaidro nekustamo īpašumu konsultāciju kompānija "Colliers" Izpētes un konsultāciju departamenta asociētā direktore Agija Vērdiņa. Pēc viņas aprēķiniem – šobrīd būvniecībā ir par 30-40% mazāk dzīvokļu nekā pērn. To, ka līdzīgi rēķina arī attīstītāji, apliecina fakts, ka kopš pagājušā gada gandrīz nav reģistrēti attīstītāju veikti jaunu zemesgabalu iegādes darījumi, kuros varētu notikt jaunu projektu būvniecība, piebilst Vērdiņa. Loģika saka, ja situācija stabilizēsies, būs mierīgāki un prognozējamāki laiki, kredītu procentlikmes atgriezīsies veselīgos līmeņos, pieprasījums kāps, bet nebūs piedāvājuma un tas neizbēgami nozīmēs cenu kāpumu. Bet šobrīd, krītot pieprasījumam, saskaroties ar grūtībām pārdot sabūvēto, tirgū sāk parādīties arī dažādi īpašie piedāvājumi – piemēram, par jauno dzīvokli divus gadus nav jāmaksā komunālie maksājumi, virtuves iekārta un stāvvieta bonusā. Šādi, savā ziņā uz sava rēķina attīstītāji cenšas pārliecināt pircējus nebaidīties no augstajām procentlikmēm un vienlaikus tās kompensēt. Attīstītāja „Bonava” pārstāvis skaidro, cik daudz naudas par eirobor kāpumu pārmaksā viņu klienti. Šobrīd saprast, vai lēmums pirkt vai nepirkt nekustamo īpašumu ir prātīgs vai nē, ir ļoti sarežģīti, teju tik pat neatbildam, kā jautājums – kad kredītu procentlikmes kritīs? Uz to grūtības atbildēt ir arī Latvijas Bankas ekonomistam Erlandam Krongornam.
İbn-i Asâkir (r.âleyh) Muhammed bin Hamza (r.âleyh) tarikından “Târîh-i Dımaşk” adlı kitabında şöyle rivâyet eder: O demiştir ki: “Büyük dedem Abdullah bin Selâm (r.a.), Peygamber (s.a.v.)'in Mekke'de çıktığını duyduğu zaman, O (s.a.v.) ile karşılaşmak istemiş, O (s.a.v.)'in yanına gitmiştir. Peygamberimiz (s.a.v.) kendisine: “Sen, Abdullah bin Selâm'sın ve Yesrib (Medine) halkının âlimisin!” buyurmuştur. Dedem de “Evet” demiştir. Peygamberimiz (s.a.v.) ona “Ey Abdullah, Allâh aşkına doğru söyle, Allâh (c.c.)'un Musa'ya indirdiği Tevrat'ta benim vasfım yok mudur?” demiş. O, bu soru karşısında demiş ki: “Yâ Muhammed! Bana Râbbinden bahset!” Tam bu sırada Cebrail (a.s.) gelip: “De ki: Allâh ehâddir, Allâh samed'dir! Doğurmamış ve de doğurulmamıştır! Hiçbir şey O'nun dengi olmamıştır” mealindeki İhlâs Sûresinin âyetleriyle cevâp vermesini söylemiştir. Peygamberimiz de bu âyetleri okuyarak cevâplamıştır. İşte bunun üzerine büyük dedem Abdullah bin Selâm (r.a.): “Şehâdet ederim ki sen, Allâh (c.c.)'un resûlüsün! Gerçekten Allâh (c.c.) sana yardım edecek ve senin elinle İslâm'ı diğer dinlerin üzerine çıkaracaktır. Ben senin sıfatını Tevrat'ta: “Ey Peygamber, biz seni şâhid, müjdeci ve uyarıcı olarak gönderdik! Sen benim kulum, resûlümsün! Sana el-Mütevekkil adını verdim, sen sert ve şiddetli değilsin, sokaklarda bağırır değilsin, kötülüğe iyilikle karşılık verirsin, affeder bağışlarsın. Allâh, eğri milleti O'nunla doğrultmadıkça, onlar: “Lâ ilâhe illallâh!” Kelime-i Tevhidi ile doğru yolu bulmadıkça; O'nun vâsıtası ile kör gözleri açmadıkça, işitmeyen kulakları işitir hâle getirip kapalı kalbleri açmadıkça, O'nu dünyadan âhirete göçürmeyecek, O'nu vefât ettirmeyecektir!” şeklinde bulup okumuşumdur” demiştir. Raidījumā šoreiz sīkāk par aktuālo tematu – bankām, kredītiem, kredītu procentiem un to ierobežošanu. Par to, kāda ir situācija ar naudas pieejamību, kredītu cenām un vai plāns ierobežot procentus mums nesīs kādu labumu ilgtermiņā? Kredīti un kapitāls ir vēsturiski sāpīgs temats, kur gadiem krājušās problēmas līdz ar eiro procentlikmju kāpumu tagad lien ārā kā īlens no maisa. Nedaudz abstrahējoties no visām runām par likumiem, kuri liek bankām samazināt aizdevumu procentus, vai diskusijām par banku virspeļņas nodokli, mazliet par to, kāda ir situācija. Vienkāršojot, dažādu objektīvu un neobjektīvu iemeslu dēļ, paskatoties pagātnē mēs Latvijā par kredītiem esam maksājuši un joprojām maksājam vairāk nekā citi Eiropas Savienībā. Ja skatāmies uz statistiku, kredītu pieejamības ziņā gadiem esam vilkušies eirozonas astē, toties kredītu izmaksas, respektīvi gan procentu maksājumi, gan ķīlas prasības ir bijušas augstākās. Viens no šonedēļ visvairāk apspriestajiem jautājumiem ir saistīti ar bankām un to izsniegto kredītu procentiem. Saeimā jau pavisam nopietni tiek virzīts projekts, kas uz pusi samazinātu hipotekāro kredītu procentus un ar ko bankas, protams, nav mierā. Tomēr netrūkst arī citu aktualitāšu. Tā Saeima vakar Augstākās tiesas tiesneša amatā tomēr apstiprināja bijušos Satversmes tiesas priekšsēdētāju Sanitu Osipovu, kuras kandidatūru pirmajā reizē noraidīja, kā nenoliedza viņas kritiķi – saistībā ar tiesas lēmumu par viendzimuma pāru tiesībām. Valdība un Saeima meklē iespējas, kā palīdzēt tiem iedzīvotājiem, kuri cieš no kredītprocentu likmju kāpuma, ko izraisa Eiropas Centrālās bankas vairākkārtējie lēmumi paaugstināt starpbanku procentu likmi, lai ierobežotu inflāciju. Tiek apsvērtas gan iespējas meklēt līdzekļus budžetā, lai palīdzētu kredītņēmējiem, gan arī diskutēts par veidiem, kā piespiest šajā procesā piedalīties komercbankas, kuru peļņa pirmajā pusgadā ir krietni pieaugusi. Saeimas Budžeta komisija grib panākt, lai bankas divus gadus uz pusi samazina procentlikmes. Kredītiestādes jau brīdinājušas, ja šādu lēmumu pieņems, varētu pārtraukt kreditēšanu. When Greg Jenkins, Nirupa Netram, and Elinor Stutz, three colleagues and members of the Inclusion Allies Coalition, come together to discuss the importance of talking about race, they are confronted with their own diverse backgrounds, a goal to support those impacted by racism, and a central conflict between silence and open dialogue. "It is important for us to understand that race is a very Western idea, but in the context of those parts of the world where race is an understood terminology to understand the effects of race and racism is important for us to, in the case of the IAC, help us understand people that are suffering because of the negative impacts of racism." - Greg Jenkins Greg Jenkins is an older, white, straight male of Catholic upbringing who spent 28 years in the US Army and has been a diversity, equity, and inclusion consultant for the last 17 years. Nirupa Netram is an attorney and consultant of Indian descent and Hindu faith. Elinor Stutz is a Jewish woman, a best selling author, and the founder of Smooth Sale, Greg, Nirupa, and Elinor, along with Simma, are colleagues and members of the Inclusion Allies Coalition. Each of them has a different cultural background and provides their own perspective on the importance of talking about race and the value of the Inclusion Allies Coalition. Elinor shares the story of her family's experience and her own experience in corporate. They explain why it is important to have conversations about race, speak out against racism and stand together with people who are different. The Inclusion Allies Coalition brought together three colleagues and friends with a variety of cultural backgrounds. They discussed the importance of having conversations about race and the value of those conversations. What challenges have been experienced by those who have been negatively impacted by racism? How can people become more open to learning from those who are different? They will give their name, their cultural background. [03:09] “Why do you think it's important to talk about race today?” We can't have silence now because you're going to call on us. Why is it an important conversation? Well, these are discussions that are happening globally in response to so many issues. [04:48] Elinor Stutz was raised not to talk about being Jewish because her family were holocaust surivors. She says antisemitism is on the rise and so is racism. It's important for groups to stand together and to really speak out together. [09:02] The Inclusion Allies Coalition brings together people from all over the world. They are advocates for people that may be suffering, or negatively impacted by the topics that we're referring to here. Greg finds value in networking with other colleagues that are trying to do good things in their world. [11:09] Being an IAC member allows you to gain access to global practitioners who support and take action to build inclusion. Elinor shares what it means to her to meet so many people who diverse in so many ways. [19:24] When Elinor was growing up, her grammar was half English and half Yiddish. She felt weird all the time. People always told her she was weird. [22:23] Nirupa: “I was very lucky growing up. It wasn't until I moved to the US that I began to experience the negative aspects of race and racism.” She says she would walk into stores and be ignored or looked at a certain way. Nirupa believes people are fundamentally good and capable of change. [27:07] Simma ask Nirupa, “Do you think younger generations are more accepting of Diversity, Equity and Inclusion, or it's still the same?” Nirupa “I would like to see the future in upcoming generations, that they are more inclusive. I again believe people are well intended and capable of change.” [31:13] Nirupa: “Inclusion Allies Coalition is an important place in that we can have conversations that we don't have normally. For some folks, like maybe the ones that you're referring to in Charlottesville, that frightens them. We have to create spaces to have the conversations.” [33:35] Simma: What would you like your friends to do to show support for you? Nirupa: I think just maybe us openly talking about it, and sharing ways that they can be an ally to me. I find talking through scenarios that negatively impact us really help. [36:41] Gregory: “We need to acknowledge what has happened so that it's not glossed over". Elinor: I hope that we will become more united and this crime wave based on race and antisemitism as well as toward other groups will end. [42:17] Greg: “For your listeners there's the 4D Tool. The four DS are delay, distract, delegate and direct. Research showed that oftentimes when people see something happening, they don't know what to do. We do have to stand up, which is why we have inclusion allies.” [45:39] Simma: “Share either a movie. film or TV show, or a song that reflects what's going on today around race and differences or allyship. Krīzes nāk un iet, bet to sekas jūtamas vēl ilgi pēc tam, stāstām arī par tiem, kuri vēl joprojām nav tikuši galā ar 2008.gada krīzes sekām. Savā ziņā ir pēdējais brīdis šos problēmu atrisināt. Iepriekšējās krīzes parādu dzēšana Šai krīzei Latvijas valsts un sabiedrība ir labāk gatava nekā 2008.gada krīzei, un cauri tiksim vieglāk – šķiet, šo mantru esam dzirdējuši jau visai daudz. Un gan jau ka vidēji, makroekonomiski – tā arī būs. Individuālā līmenī tas jau ir pavisam cits stāsts – joprojām ir cilvēki, kurus vajā 2008.gada krīzes sekas – nenokārtoti parādi. Noteikti esam labākā situācijā, jo, piemēram, 2008.gadā cilvēkiem Latvijā pat nebija iespējas legāli bankrotēt. Turklāt pret šādu iespēju pārliecinoši turējās tā laika Latvijas Bankas prezidents Ilmārs Rimšēvičs. Viņš draudēja, ka bankas vairs nekreditēs neko, pametīs Latvijas tirgu, kā banku advokāts gadus septiņus pēc krīzes skraidīja uz Saeimu, iebilstot pret “nolikto atslēgu” principu un cenšoties panākt, ka privātpersonu maksātnespējas process ir izdevīgāks bankām. Rezultāts bija tāds, ka bija cilvēki, kuri pat pēc tam, kad bija zaudējuši savu kredītā pirkto māju, tāpat palika parādā iespaidīgas naudas summas, nespēja un arī negribēja tās maksāt, un muka vai nu ēnu ekonomikā vai arī prom uz valstīm, kur maksātnespēja cilvēcīgāka. Lielbritānija šajā ziņā bija ļoti iecienīta. Situācija mainījās 2020.gadā līdz ar jaunu Latvijas Bankas prezidentu Mārtiņu Kazāku, kurš aicināja ļaut šiem cilvēkiem atgriezties ekonomiskajā apritē legāli – parādus norakstīt un, lai bankas to arī varētu izdarīt, tika veiktas izmaiņas Kredītiestāžu likumā. Ir pagājuši divi gadi, cik tad daudz kredītu ir dzēsts? Kā restorānu bizness izjūt energoresursu cenu krīzi? Samazina darba laiku, nomaina plītis uz tādām, kas patērē mazāk elektrību, cep picas tikai noteiktā laikā, kad ir lielāks pieprasījums – šie ir tikai daži no praktiskiem soļiem, kurus sper ēdināšanas uzņēmumi, lai spētu izdzīvot šajā energokrīzē. Vairāk par ēdinātāju taupības pasākumiem interesējās Linda Zalāne.
