Na boljšem so samo stanovalci, ki so v domovih bivali pred prvim decembrom in so bili samodejno prevedeni v nov sistem, ter nekaj sto tistih, ki že imajo odločbo in jim je z izvajalcem tudi uspelo skleniti osebni načrt.
