Over the weekend, Thrive EBR, the tax rededication plan meant to help pull East Baton Rouge out of a $21 million deficit, failed on all three measures. This means the 2026 budget will include nearly 11% cuts to departments across the board and 33% cuts to staff, at the very least.Report for America Corps member Alex Cox tells us more about what this means for the parish. Residents of New Orleans and Baton Rouge weren't the only ones to go to the polls last weekend. On Saturday, voters in Lafayette Parish weighed in on millages to fund infrastructure projects, road repairs, rural firefighters and a no-kill animal shelter. Camden Doherty, a reporter for The Current in Lafayette, spoke with WWNO's Sara Henegan for more. Arts New Orleans will unveil its latest mural in downtown this week — the 11th large-scale outdoor mural from the organization. The mural collection is titled ‘Unframed' and sponsored by the Helis Foundation.Artist Annie Moran and strategic projects director from Arts New Orleans, Lindsay Glatz, tell us more about the latest work and an upcoming dedication ceremony. __Today's episode of Louisiana Considered was hosted by Diane Mack. Roughly a third of workers at a Mercedes-Benz plant in Alabama want to join the union, according to the United Auto Workers.  This comes after the UAW won a substantial new contract from the Big Three Automakers in November. The UAW previously failed to unionize in Alabama after an initial attempt that began in 2011. Stephen Silvia is the author of The UAW's Southern Gamble. He spoke to Stephan Bisaha of the Gulf States Newsroom about why the Mercedes union campaign in Alabama failed and what it means for the UAW's new southern push.  Unframed, a multi-mural exhibit in downtown New Orleans is celebrating a milestone with its 10th installation, “Drum Major NOLA,” by New Orleans artist Keith Duncan. Jessie Hayes, managing director of the Helis Foundation, the organization behind the project, tells us more about the city's newest mural.  The Nous Foundation and the Historic BK House & Gardens recently unveiled a new exhibit of contemporary art in New Orleans made primarily by Haitian artists. The exhibition, titled “Haiti-Louisiana: Tides of Freedom,” celebrates the cultural, linguistic and historic ties between the two nations.  Scott Tilton, co-founder and director of the Nous Foundation, and Max Jean-Louis, a Haitian-born curator who helped bring this exhibition to life, tell us more about exploring the two countries' connection through art. Perrotin New York is pleased to present the first survey exhibition in the United States of the late Norwegian-born painter Anna-Eva Bergman (1909-1987), entitled Revelation. A central figure in the development of European modernism, Bergman abstracted the landscapes of Norway into spiritually transcendent compositions. Despite Bergman's colorful life and strikingly original creative output, there has yet to be such a spotlight on her talent — a situation that is soon to change, given a major pair of retrospectives set to open at the Musée d'Art Moderne de Paris and the National Museum of Oslo in 2023. Eiko Ishioka was a graphic, costume, and set designer. She was born July 12, 1938 in Tokyo, Japan. Growing up, her life always fused western and Japanese culture. She graduated from the Tokyo National University of Fine Arts and Music in 1960 and immediately started working for the largest cosmetic company in Japan, Shiseido. There she revolutionized the poster with her bold use of diverse models and progressive feminist messages that defied tradition. Ishioka later worked as a creative director for the department store Parco, producing iconic posters and television ads that broke with tradition and showed no products. In 1983, Ishioka left Parco and opened her own design studio. Once in her own practice, Eiko experimented more and more with surrealism as she moved into designing sets and costumes for film and theater. She won awards for her work on Mishima (1985) and Madame Butterfly (1988). Ishioka would go on to win the 1993 Academy Award for Best Costume Design (along with multiple other awards) for her incredible costume designs for Francis Ford Coppola's 1992 film adaptation of Bram Stoker's Dracula. It was Ishioka's life work to push up against tradition. The result is a stunning body of work worthy of inclusion in the design history canon.TIMELINE1938 –  b. As Yan Cordeau prepares for Mural Festival this month, we sat down and spoke with him about his unique vision. An art and creative director by trade, Yan has developed a network of artists and creators from around the world that he collaborates with to create one of a kind projects. In 2012, he became the co-founder and Creative Director of LNDMRK, an artistic marketing agency and production house. Simultaneously co-founding The MURAL Festival (Winner of the Grand Prix du Tourisme, 2014 & 2016), an international public art event, shaping the visual landscape of Montreal. Since the founding of these entities, Yan has also co-created numerous IP's as part of LNDMRK like UNFRAMED and the Ricardo Cavolo clothing brand, plus, he worked on vast and developing list of exciting projects for big brands like the Montreal Canadiens, Red Bull, Nike, Aldo, Lululemon, Henessy and musical artists like Kaytranada and Macklemore. DuBoise-Shepherd depicts contemporary Native American narratives based on her family heritage of Navajo, Sac & Fox, and Prairie Band Potawatomi. Her mixed media pieces and oil paintings reference an illustrative quality. She has an Associates of Art from Seminole State College and completed her Bachelors of Fine Arts in Spring 2016 at Oklahoma State University. She was accepted into Momentum March 2017, March 2019, March 2020, and in 2021 she was accepted as Spotlight Artist in Oklahoma that was hosted by the Oklahoma Visual Arts Coalition. She won Best of Show in 2016, 1st Place in 2017, and 1st, 2nd, and Judges Choice Award in 2018, and Best of Show in 2019 in her categories for the Cushing, OK Native American Heritage Festival Juried Art Show and Native Fest Juried Art Show. She also won 1st in her category for the Stillwater Art Guild’s Spring Show 2019. She won grand prize and runner up in the IMAGEN Art Competition: “Native Tradition is Medicine: Resilience and Native Lifeways during COVID-19” in 2020.She was asked to show work in an exhibition at Studio112 and a Half in January 2018 for the show named Unframed. DuBoise-Shepherd was also a speaker for Native American artist of Oklahoma at the Indigenous Arts Ecology presented by First Peoples Fund. DuBoise-Shepherd was also one of two selected for the first ever Red Earth’s Emerging Artist Award in 2018 by the Red Earth board for her body of work. She has exhibited Southern Plains Indian Museum in Anadarko, OK consisted of her most recent body of work in her exhibition Tradition Through Modern Eyes 2018. Her most recent exhibition was a solo exhibition at the Jacobson Native Art Center from April-May 2019. She started off the year 2020 exhibiting at the TAC Gallery in Tulsa, OK for her exhibition Living on the Native Oklahoma Reservation, as well as being accepted into two Oklahoma Visual Arts Coalition Exhibition Concept/Survey at the Ahha Gallery in Tulsa, OK and Momentum 2020 in Oklahoma City. DuBoise-Shepherd will also be exhibiting work at the Ahha Gallery in July 2020 for the Re/Convening exhibition and Azhwakwa: Contemporary Anishinaabe Art exhibition at the Jacobson Native Art Center in Norman, OK in August 2020. She exhibited for the Speak: Speak While You Can exhibition at the Living Arts Center in Sept. – Oct. 2020. She has increasingly been showing at different markets to sell and show her work to the public and was accepted in the Santa Fe Indian Market August of 2018 and 2019, which is the biggest Native American arts market in the world, in Santa Fe, New Mexico. She attended the Artesian Native Art Market in Sulpher, OK, and The Cherokee Art Market in Catoossa, OK for the first time in 2019. In September 2019, MacGarry launched Latitudes Art Fair at Sandton City with partners Roberta Coci, Makgati Molebatsi, Nokwazi Zimu and Anthea Buys. Prior to this she has held positions as - the Curator of the South African Pavilion at the Venice Biennale; Curator of the FNB Joburg Art Fair; Curator of the Spier, Nando's and Hollard Collections and Gallery Director of David Krut Projects. Unframed — In this episode, I chat with new media artist and independent curator Brooklyn J. Pakathi. Brooklyn J explores the relationships we manifest with technologies, and through his practice, examines the formations of, enactments with and responses to those manifestations. Working within the fields of mixed realities at Johannesburg's TMRW, his practice merges into the collaborative nature of contemporary art-making centred around the use and inclusion of digital tools. TMRW is a gallery space currently in Keyes Art Mile in Johannesburg and also, as The Mixed Reality Workshop, is a multidisciplinary arts and technology space that engages with the creation, development, production and dissemination of mixed reality art experience. TMRW currently has two virtual exhibitions on, which have emerged as a necessity during this COVID19 pandemic and national lockdown. Unframed — In this episode, I chat with Banele Khoza about his artistic and curatorial practice. This is the final episode in a series on Unframed called "Artists in Isolation” which profiles South African artists during the lockdown period of the COVID-19 pandemic. As we, in South Africa enter Level 3 of lockdown, we end this series but will continue producing content that keeps the art community connected and inspired. Banele Khoza (*1994) is a Swaziland-born and South African-based visual artist. He firstly enrolled at the London International School of Fashion in Johannesburg, but soon realized his passion was drawing. Khoza holds a BTechin Fine Arts from Tshwane University of Technology, Pretoria. In 2017 he won the prestigious Gerard Sekoto Award and with it a three-month residency at the CitéInternationale des Arts in Paris. His solo exhibitions include Temporary Feelings at the Pretoria Art Museum (2016); Lonely Nights at Lizamore Gallery(2017) LOVE? at Smith Studio in Cape Town (2018). Khoza also headlined the solo exhibition titled LGBTQI+: Banele Khoza as part of the Curatorial Lab at Zeitz MOCAA (2018). In 2018 he curated A Letter to my 22 Year Old Self, a group show presented to launch his fundraising activities which will give grants to art students dealing with economic hardship at SA universities. In 2019 Khoza opened `'Seeking Love`' a museum touring show around South Africa and has been awarded the M&G 200 Young South Africans. Her curatorial projects include Floating Reverie, an online digital residency programme, which has been running for over five years and Blue Ocean an online digital project space. She is interested in the positioning of this as artistic research and investigating how artists can develop a practice online. Through her own practice she engages in a constant exploration of how we communicate through media and the ways we use technology to create dialogues, form connections between ourselves and the digital space. Carly is currently extending her practice and research into new areas with her PhD at the University of Reading (UK) with a focus on curating and networked methodologies in South Africa. Mmbatho Grace Mokalapa, born in Soweto in 1992, is a Johannesburg-based visual artist. She obtained a BA Fine arts degree in 2015 from the University of the Witwatersrand. After graduating, she became a recipient of a studio bursary at Assemblage Studios, funded by the African Arts Trust. Since that time she has been practicing as a full-time artist, and currently has a studio at August House in Johannesburg. Working in drawing, painting, sculpture, sound and video, her art practice is focussed on the subjective sublime experience of physical space, spacial voids, and how we engage with the idea of empty or other worldly spaces. Makandal holds a BA Fine Art at Michaelis School of Fine Art, UCT in Cape Town (2010) and is currently a Masters candidate at Wits School of Art with Scholarship. Makandal has exhibited in group exhibitions both locally and internationally and has had two solo exhibitions in Johannesburg. Her work is a part of several private and corporate collections.

We are living through unprecedented times, where we are needing to find new ways of connecting with each other and the broader art industry, of being inspired, and of creating more platforms for artists. On today's show, I chat with Io Makandal about her artistic practice. Io Makandal is an interdisciplinary artist based in Johannesburg. Working primary with drawing and installation, her practice is concerned with the processes of entropy, the binary between nature and artifice, living and dying, urban ecology and architecture and order and chaos. Makandal holds a BA Fine Art at Michaelis School of Fine Art, UCT in Cape Town (2010) and is currently a Masters candidate at Wits School of Art with Scholarship. Makandal has exhibited in group exhibitions both locally and internationally and has had two solo exhibitions in Johannesburg. Her work is a part of several private and corporate collections.

Unframed — Traditionally art museums have functioned as a sanctuary, a place for meditation whilst also offering education. They have also been a cultural resource contributing to the economic engine that has strengthened local businesses through cultural tourism. In recent years, this model of museums as a shrine to history has been rethought particularly with an interest to dramatically increase audiences of every kind, whilst also recognizing the role technology plays in everyday lives. It is said that museums have gone from, “being about something to being for somebody”. Such a shift in perspective has raised many questions about what was and could be a museum in the 21stcentury. This panel will explore the various ways museums respond to pressures and challenges of the coming decade. Unframed — Episode 19 is a very special and important one to me - with my friend and colleague Louise van Der Bijl. In 2010, Louise and I co-founded Assemblage, a non-profit artist-run organisation, which aimed to provide support, education and networks for emerging artists. After 9 years of hosting many workshops, peer mentoring sessions, exhibitions and studio spaces - all of which encouraged community, sharing, collaboration and professional practice for hundreds of artists - Assemblage has decided to close its metaphorical doors. In this episode, Louise and I reflect on how and why Assemblage started, our failures and successes, the ever-changing Johannesburg arts landscape and our ultimate decision to close the organization.

This episode is another recorded talk from the art fair week in September of this year, 2019. It was recorded at Art Joburg and is a conversation about the great and influential David Koloane who passed away at the age of 81 in June this year. I was so happy to hear that this talk was happening at Art Joburg, as I was planning an episode remembering the life and work of David Koloane. Both speakers, art historian and curator Thembinkosi Goniwe and Goodman gallery curator Justin Davy, worked intimately with David in the last few months of his life, pulling together his prolific and profound body of work for a major retrospective exhibition. Fortunately, David was able to see the first incarnation of the exhibition at Iziko National Gallery in Cape Town in June this year but sadly would not live to see its second incarnation at the Standard Bank Gallery in Johannesburg which opened just last week and runs until 6 December. Thank you to Art Joburg for allowing me to record this talk and to publish it on Unframed, and to Thembinkosi and Justin for an insightful and poignant tribute to David Koloane.
