In action at the end of its September 4-5 meeting in Denver, Colorado, the Beef Promotion Operating Committee (BPOC) approved Checkoff funding for a total of 12 “Authorization Requests” – or grant proposals – for the fiscal year beginning October 1, 2024. The committee, which includes 10 producers and importers from the Cattlemen's Beef Board and 10 producers from the Federation of State Beef Councils, also recommended full Cattlemen's Beef Board approval of a budget amendment to reflect the split of funding between budget categories affected by their decisions. Eight contractors and two subcontractors brought 12 Authorization Requests worth approximately $46.8 million to the BPOC this week, approximately $8.8 million more than the funds available from the CBB budget. “We're consistently impressed with the proposals that our contractors bring forward each year, and choosing which initiatives to fund is a real challenge,” said Andy Bishop, CBB and BPOC chair. “Our budget amounts to slightly less each year because of inflation. To put it in perspective, a dollar in 1985 is worth just 35 cents¹ today. That means we simply don't have the buying power that we had when this program first started.  “As we expected, the Authorization Requests we reviewed this week were full of new ideas and innovative approaches supporting the Checkoff's core programs of research, promotion, foreign marketing, industry information, consumer information and producer communications. Our committee did a great job of balancing our budget and distributing our limited funds in what we believe is the most optimal way possible. I personally thank our contractors and committee members for all their hard work, and I look forward to future Checkoff successes throughout FY25.” In the end, the BPOC approved proposals from eight national beef organizations for funding through the FY25 Cattlemen's Beef Board budget, as follows: American Farm Bureau Foundation for Agriculture - $600,000 Cattlemen's Beef Board - $1,800,000 Foundation for Meat and Poultry Research and Education - $600,000 Meat Import Council of America / Northeast Beef Promotion Initiative - $900,000 National Cattlemen's Beef Association - $25,700,000 National Institute for Animal Agriculture - $95,000 North American Meat Institute - $280,000 United States Meat Export Federation - $8,000,000 Broken out by budget component – as outlined by the Beef Promotion and Research Act of 1985 – the FY25 Plan of Work for the Cattlemen's Beef Promotion and Research Board budget includes: $9,120,000 for promotion programs, including beef and veal campaigns focusing on beef's nutritional value, eating experience, convenience, and production. $8,600,000 for research programs focusing on pre- and post-harvest beef safety, scientific affairs, nutrition, sustainability, product quality, culinary technical expertise, and consumer perceptions. $7,500,000 for consumer information programs, including Northeast influencer outreach and public relations initiatives; national consumer public relations, including nutrition-influencer relations and work with primary- and secondary-school curriculum directors nationwide to get accurate information about the beef industry into classrooms of today's youth. Additional initiatives include outreach and engagement with food, culinary, nutrition and health thought leaders; media and public relations efforts; and supply chain engagement. $2,955,000 for industry information programs, including dissemination of accurate information about the beef industry to counter misinformation from other groups, as well as funding for Checkoff participation in the annual national industrywide symposium about antibiotic use. Additional efforts in this program area include beef advocacy training and issues/crisis management and response.  $8,000,000 for foreign marketing and education, focusing on 13 regions, representing more than 90 countries around the world. $1,800,000 for producer communications, which includes investor outreach using national communications and direct communications to producers and importers about Checkoff results. Elements of this program include ongoing producer listening and analysis; industry collaboration and outreach; and continued development of a publishing strategy and platform and a state beef council content hub. The full fiscal 2025 Cattlemen's Beef Board budget is approximately $42.2 million. Separate from the Authorization Requests, other expenses funded include $305,000 for program evaluation; $750,000 program development; $200,000 for Checkoff education resources; $575,000 for USDA oversight; $220,000 for state services; $200,000 supporting services and litigation; and approximately $2.0 million for CBB administration. The fiscal 2025 program budget represents an increase of slightly less than 1.0% percent, or $150,000, from the $42.1 million FY24 budget. ABOUT THE BEEF CHECKOFF The Beef Checkoff Program was established as part of the 1985 Farm Bill. The Checkoff assesses $1 per head on the sale of live domestic and imported cattle, in addition to a comparable assessment on imported beef and beef products. States may retain up to 50 cents on the dollar and forward the other 50 cents per head to the Cattlemen's Beef Promotion and Research Board, which administers the national Checkoff program, subject to USDA approval. 1 Source: January 2023 Consumer Price Index Inflation Calculator   Anthrax Confirmed In Carbon County, Wyoming According to the High Plains Journal, Anthrax has been confirmed in multiple beef herds located in Carbon County, Wyoming. This is the first confirmed anthrax in Wyoming cattle since the 1970s. Wyoming State Veterinary Laboratory confirmed the diagnosis late Aug. 31.  Both WSVL and private veterinarians were essential in the diagnosis of anthrax impacting several herds in the region.  Dr. Hallie Hasel, Wyoming state veterinarian, said protecting animal and human health is critical upon diagnosis of a zoonotic disease.  She went on to say that the Wyoming Livestock Board will continue working with producers and private veterinarians to reduce further spread and limit human exposure through recommendations for carcass disposal and vaccination. Anthrax vaccine is approved for multiple livestock species and highly effective. Anthrax is a bacterial disease caused by Bacillus anthracis, a naturally occurring organism with worldwide distribution. The spore-forming bacteria may survive in the soil for years to decades, resulting in sporadic outbreaks which usually occur after periods of drought followed by heavy rain.  Domestic and wild animals may become infected when they breathe or ingest spores in contaminated soil, plants, or water. Clinical signs of anthrax in livestock include sudden death, weakness, staggering, difficulty breathing, fever, and bloody diarrhea.   Owners of livestock experiencing clinical signs consistent with anthrax or sudden death should contact their private veterinary practitioner.  U.K. Sheep, Cattle Industries On Alert After Bluetongue Virus Detected An outbreak of bluetongue virus on England's North Sea coast has British agriculture officials and the cattle and sheep industries scrambling to contain the insect-borne disease, which can devastate ruminant herds. The Department for Environment, Food & Rural Affairs (Defra) said Tuesday that 27 animals on 10 farms have been confirmed with bluetongue infection. Authorities this week extended restrictions on transport of livestock to all of Norfolk and Suffolk counties and part of Essex. The United Kingdom, which had a small bluetongue outbreak mostly among cattle from November to March, has been on alert for weeks due to a larger ongoing outbreak across the North Sea in the Netherlands, amid warm summer weather when the biting midges that spread the virus are most active. The insect vectors can be blown by wind across the North Sea from continental Europe. Goats and deer are also at risk of bluetongue, which can be fatal or cause infertility in livestock. U.K. authorities say there is no risk to people or food supplies. The first new case in England was detected on Aug. 26 in a sheep on a farm near Haddiscoe in Norfolk, about 150 miles across open water from the Netherlands. A 20-kilometer (12.4-mile) temporary control zone was initially ordered, and within four days authorities saw evidence of “local transmission.” World meat prices down from July, still up on year The Food and Agriculture Organization's Meat Price Index averaged 119.5 points in August, down 0.7% from July, but still 3.7% higher than the same time last year. The United Nations released the FAO Food Price Index for August last week. Poultry meat prices fell due to Brazil's temporary export suspension following a Newcastle disease outbreak, despite the issue being resolved. Global pig meat prices dropped for a second month, driven by weak import demand and ample supply, the report said. Ovine meat prices saw a slight dip after three months of increases, mainly due to reduced Chinese imports. However, bovine meat prices edged up slightly, influenced by seasonal declines in slaughter animal supplies in Oceania. The populism of self-destruction: How better policies can blunt the anti-clean energy backlash threatening humanity's future

Populism—the political term that describes a group of self-described common people who oppose elite—has turned up in what for many is an unexpected place: the push for a worldwide transition to clean energy. Even though they're vital to preventing the most catastrophic consequences of the manmade global climate crisis, clean energy measures are encountering pushback from multiple sources ranging from local citizens groups, to cost-conscious consumers, to self-styled conservationists, to right-wing politicians, and to corporate boardrooms. Harvard Kennedy School Professor Robert Z. Lawrence and Professor Dustin Tingley from Harvard's Department of Government say a number of forces are shaping the new clean energy pushback, including genuine popular resentment in some communities left over from economic transitions like the loss of manufacturing jobs due to globalization. Robert Lawrence is a former member of the President's Council of Economic Advisers and an economist who studies trade policy. Dustin Tingley is a political scientist researching the politics of the climate crisis and co-author of the new book “Uncertain Futures: How to Unlock the Climate Impasse.” With time running out for the world to make significant reductions in fossil fuel use, they join PolicyCast host Ralph Ranalli to discuss strategies and policy ideas to keep the momentum going toward a sustainable energy future.Policy Recommendations:Robert Z. His new book with Alex Gazmararian, “Uncertain Futures: How to Unlock the Climate Impasse,” was published with Cambridge University Press. The book features the voices of those on the front lines of the energy transition -- a commissioner in Carbon County deciding whether to welcome wind, executives at energy companies searching for solutions, mayors and unions in Minnesota battling for local jobs, and fairgoers in coal country navigating their community's uncertain future.  His book on American foreign policy with Helen Milner, Sailing the Water's Edge, was published in fall 2015, and was awarded the Gladys M. Kammerer Award for the best book published in the field of U.S. national policy.He teaches courses on the politics of climate change and the environment, data science, and international relations. In the fall of 2023 he is teaching a new course called Energy at Harvard Business School.   With St. Patrick's Day coming up on Sunday, you'll be hearing a lot of stories about the Irish and many will be celebrating their Irish heritage. One of the most infamous periods in American history, and certainly here in Pennsylvania, involved the Molly Maguires. The Molly Maguires were a secret organization of Irish coal miners in the anthracite coal region of Pennsylvania in the late 1800s. Assassinations and violence grew throughout the area because of poor working conditions in the mines and ethnic tensions, leading to 16 killings. The Molly Maguires were thought to be responsible, and 20 supposed members were executed. Kevin Kenny is author of the 1998 book Making Sense of the Molly Maguires and a Professor of History and the Glucksman Professor in Irish Studies at New York University. On The Spark Wednesday, Kenny was asked who the Molly Maguires were,"Nobody agreed at the time. Historians haven't agreed since. I would say we need to avoid, two extremes. One is that they were simply savages who killed people for the sake of killing people. Believe it or not, that's how they were described in the 19th century. The other is that they were simply innocent victims because 20 men were hanged. But there were 16 other dead bodies on the stage at the end, and somebody killed them." Working conditions and ethnic differences were two factors that led to violence, especially after coal miners unionized,"Underground and mining communities are always difficult and harsh. It's brutal work. People died of miners lung in those days and they still do. I can tell you that the fatality rates and mining accidents were three times as high in the anthracite region of Pennsylvania as they were in Europe. It's really difficult work. There's also a division based on class, on ethnicity, because most of the skilled miners and this was really an elite workforce who built the mines and then freed the coal from the coalface. Most of them were were British, English or Welsh. Most of them were Protestant. Some of the skilled miners were Irish, but most of the laborers were Irish. It's a very important distinction between being a laborer and a miner because it comes down to this. The skilled miner will come in, come into the mine underground in the morning. They will free the coal from from the coal face by using powder to explode it out of the coalface. Then they'll go home. The Irishman will stay down underground all day loading the coal into carts. It's a different kind of work. The union brought the two sides together. The Molly Maguires represents the marginalized and the exploited." Kenny described what happened,"There were two waves of violence attributed to the Molly Maguires. The first was in the 1860s, during the Civil War. It was a mixture of rudimentary labor organizing and opposition to the military draft to conscription in the same category as the New York City draft riots, which are more famous. Six people were killed in that violence. Nobody was convicted at the time. The second wave of violence was in the middle of the 1870s, and it directly followed the destruction of the labor union. The labor union went down to defeat in the middle of the worst national economic depression the country had ever seen, and the 1870s the labor union, the WBA, was crushed. Into the vacuum stepped the Molly Maguires. Six more killings took place in the summer of 1875. That's the context in which it unfolds. (The victims were affiliated with the coal companies or those perceived to be enemies of the miners). The killings in the 1860s were traced retroactively to the Molly Maguires and a mopping up operation. They got the big wigs Alexander Campbell out in Carbon County, Patrick Hassler in Northumberland County, and John Kehoe in Schuylkill County. That's the context. And the explanation is Franklin Gowans attempted to secure monopoly control over the production and distribution of anthracite in the lower region, and eliminating all obstacles in his path." The suspected Molly Maguires paid for their alleged crimes with their lives -- justly or not as Kenny explained,"The 20 men who were hanged. My sense is, some were guilty as charged. Some were possibly innocent as charged. Others were probably guilty of other, crimes. But my position is that there were Molly Maguires and they killed people. It's a historian's question to try and explain, to try and make sense of what happened. I will tell you that, John Kehoe was the alleged ringleader of the whole Molly McGuire thing. He was based on Schuylkill County. He was active in politics. He was a marked man, and he was convicted in 1877 of the very first Molly McGuire killing, which took place in 1862." This week, Ben interviews Lauren McChesney & Matthew McClanahan, the owners of Shankweiler's Drive-in as well as The Moving Picture Cinema.Matt has always known he wanted to work in the movie industry. He has a filmmaking degree from Temple University and has produced numerous independent short and feature films. After completing an internship in Los Angeles, Matt became enamored with independent arthouse theaters and shifted his focus toward the presentation side of films rather than the production. In 2014, Matt helped to revive and run a drive-in theater in Carbon County, PA, and felt he found his niche. Matt teamed up with his friend and fellow theater operator, Brendan Joyce, in 2019 to found The Moving Picture Cinema (TMPC), presenting professional-grade outdoor cinema to unique, non-theatrical spaces in the greater Philadelphia area. TMPC kicked off operations with a handful of small, intimate screenings at local breweries and taprooms.Lauren spent the majority of her adult life as a medical social worker and healthcare marketer. She met Matt in 2018, when she was a customer at his first drive-in theatre. After traveling around the country together visiting drive-in movie theaters and unique cinematic displays, Lauren found herself gravitating more toward the cinema business. In May 2022, Lauren took a leap out of healthcare and joined TMPC full time to oversee the company's marketing and business development activities, helping to expand the mobile cinema into new markets. During the spring of 2022, Matt and Lauren met with the owners of Shankweiler's Drive-In Theatre in Orefield, PA. The theater had been for sale for several years, and its future was uncertain. They made the decision to purchase the theater and continue its operations. The drive-in re-opened in November 2022 and is now open year-round. Episode 64 Doe ID 'Beth Doe' Evelyn ColonWhen a dismembered body was found in 3 suitcases along the Lehigh River in Carbon County in December, 1976, it began a decades long mystery. When investigators combed the area where the body had been found, they also discovered the body of a fetus; that of an almost full term baby girl.An ME concluded that the body belonged to a young woman who was in her teens or early 20s, and that the baby found nearby was hers. The woman who was dubbed 'Beth Doe' had been shot and strangled prior to being dismembered, and according to the ME, it had happened just prior to the remains being discovered. With no ID to go on, police searched for missing women and girls who fit Beth Doe's description in PA and neighboring states, and despite clues to work with including very speicifc dental history, they came up empty. Beth Doe and her baby girl were laid to rest in a local cemetery, and for decades, local people visited their grave to pay their respects.Finally, advances in DNA, and genealogy allowed investigators to finally learn the identity of Beth Doe. Her name was Evelyn Colon, and she went missing from Jersey City, NJ in 1976 when she was just 15 years old. When her family was tracked down, they told investigators how she had suddenly vanished after becoming pregnant. They also were able to give them the name of her baby's father who she had lived with prior to vanishing; Luis Sierra. Sierra had sent a letter to Evelyn's family after she vanished saying she was okay and living her life. In reality, she had been found dead by this point alongside their baby in Pennsylvania. Sierra was arrested in New York where he had been living, and charged with murder. He is currently awaiting trial.Beth Doe' finally has her name again; it's Evelyn Colon, and this is her story. Welcome to Price, Utah!  Price is the seat of Carbon County and is located 120 miles south of Salt Lake City.  The town was founded in 1879 and was named after William Price, a LDS Bishop who explored the area a decade before.  The town struggled for the first few years until the completion of the railroad in 1883.  The town was soon the commercial hub of the area and brought many people from various backgrounds to work in the nearby coal mines.  The coal industry and agriculture continue to be important industries in the area.  Price is also home to Utah State University Eastern.  The university serves about 1,500 students and is located in the middle of town.  USU Eastern also has a Prehistoric Museum  which houses a number of exhibits including a full skeleton of a Utahraptor.  We hope you enjoy our visit to Price!

Savannah also shares how her family was torn apart by drugs, some of her lowest lows throughout her addiction, and the moment that pushed her over the edge and led to her finally finding sobriety after years of abuse. We also dive into the work that she's doing to help provide resources for rural communities that are seeking treatment and what her sobriety looks like five years after the dark days of her addiction.
